The 2000 Taiwan presidential election drastically changed Taiwan’s political landscape. For the first time in Taiwan, an opposition party candidate, Chen Shui-bian, won the presidential race, receiving 39.3% of the popular vote. To understand the factors that determined the election’s outcome, we analyze survey data from the 2000 presidential election. First, we study whether a divided ruling party was the cause of the opposition party candidate’s victory. That is, would the ruling party have lost if one of the trailing candidates had opted not to run? Second, there were charges following the election that the Kuomintang misled people into believing their candidate was still leading in the polls, when he was really running third, and this misinformation led people to vote differently than they would have otherwise, possibly giving the election to the opposition party candidate. We examine the validity of this claim by measuring the degree to which strategic voting could have influenced the outcome. Third, to understand the underlying dimensions of the electoral competition in Taiwan and to understand each candidate’s electoral support, we run a multivariate statistical model to study how strategic voting, candidate personalities, party identification, and issues influenced respondents’ vote choices. Finally, we discuss the effects of election polling data on election outcomes.  相似文献

The breakdown of the old catch-all party system in Venezuela, and the sudden rise to power of leftist former coup leader Hugo Chávez provides an instructive case study to examine the sources of party system change, the rise of populism and the politicisation of class. Using nationally representative survey data this paper analyses different models of voting behaviour over time, and examines the extent to which the determinants of electoral choice have changed. It argues that although economic crises during the 1990s undermined support for the existing parties, it did not create a politically salient class-based response. Rather, it created the electoral space for new actors to enter the political stage and articulate new populist issue dimensions. Explanations for the politicisation of social cleavages in Venezuela can therefore best be understood in terms of ‘top-down’ approaches which emphasises the role of political agency in reshaping and re-crafting political identities, rather than more ‘bottom-up’ factors which emphasise the demands that originate within the electorate.  相似文献

This paper examines voting behaviour in the inaugural election to the National Assembly for Wales (NAW), held in May 1999. We address two questions: (i) why did the election produce a ‘quiet earthquake’ in Welsh electoral politics, with the nationalist Plaid Cymru denying the Labour party their expected majority in the Assembly?; and (ii) what broader lessons does this case-study offer for the study of elections in the UK under devolution? Drawing on data from the Welsh National Assembly Election Study, we find that while some features of second-order election theories, such as lower turnout and a lower vote share for the governing party were manifest, contrary to the predictions of such theories the surge in electoral support for Plaid was largely prompted by Welsh-specific factors rather than UK-wide ones. The findings are argued to indicate limits to the applicability of second-order approaches to the study of devolved elections in the UK.  相似文献

The Colombian case offers a rare opportunity to observe effects of electoral reform where districting remains constant. Only the formula changed, from extremely ‘personalized’ (seats allocated solely on candidate votes) to ‘listized’: seats are allocated to party lists, which may be either open or closed. Electoral reform has effects on both the inter-party dimension (the number of parties competing) and the intra-party dimension (the extent of competition within parties). Consistent with theoretical expectations, the inter-party dimension features an increased number of parties in the low-magnitude districts and a decrease in the high-magnitude districts. On the intra-party dimension, the impact “mirrors” the inter-party: less competition in smaller districts, yet more in larger districts.  相似文献

How does international migration impact the composition of the demos? Constitutional doctrines and democratic theories suggest contrasting responses: an insular one excludes both non‐citizen immigrants and citizen‐emigrants; a deterritorialised one includes all citizens wherever they reside; a postnational one includes all residents and only these. This article argues that none of these predicted responses represents the dominant pattern of democratic adaptation, which is instead a level‐specific expansion of the national franchise to include non‐resident citizens and of the local franchise to include non‐citizen residents. This is demonstrated by analysing an original dataset on voting rights in 31 European and 22 American countries, and outlining a level‐sensitive normative theory of citizenship that provides support for this pattern as well as a critical benchmark for current franchise policies. The findings can be summarised in two inductive generalisations: (1) Voting rights today no longer depend on residence at the national level and on citizenship of the respective state at the local level; (2) Voting rights do, however, generally depend on citizenship of the respective state at the national level and on residence at the local level. In the article, these are called the patterns of franchise ‘expansion’ and ‘containment’. The former supports the idea of widespread level‐specific expansion of the franchise and refutes the insular view of the demos. The latter signals corresponding level‐specific restrictions, which defeats over‐generalised versions of deterritorialised or postnational conceptions of the demos. In order to test how robust this finding is, cases are analysed where the dominant patterns of expansion have been resisted and where unexpected expansion has occurred. With regard to the former, the article identifies constitutional and political obstacles to voting rights expansion in particular countries. With regard to the latter, the article shows that even where national voting rights have been extended to non‐citizen residents, containment remains strong through indirect links to citizenship.  相似文献

The 2019 European Parliament (EP) election took place against the backdrop of the vote for Brexit and the failure of Parliament to agree on a withdrawal agreement. Nigel Farage’s new Brexit Party topped the poll and the pro‐Remain Liberal Democrats, which called for a second referendum on EU membership, returned from electoral obscurity to take second place, while other pro‐Remain parties similarly performed well. In sharp contrast, the two main parties, Labour and the Conservatives, recorded their lowest combined vote share since they became the main representatives of the two‐party system. In this article, we draw on aggregate‐level data to explore what happened at the 2019 EP election in Great Britain. Our evidence suggests Labour suffered from a ‘pincer movement’, losing support in its mainly white, working class ‘left behind’ heartlands but also in younger cosmopolitan areas where Labour had polled strongly at the 2017 general election. Support for the new Brexit Party increased more significantly in ‘left behind’ communities, which had given strong support to Leave at the 2016 referendum, suggesting that national populists capitalised on Labour’s woes. The Conservatives haemorrhaged support in affluent, older retirement areas but largely at the expense of the resurgent Liberal Democrats, with the latter surging in Remain areas and where the Conservatives are traditionally strong, though not in areas with younger electorates where the party made so much ground prior to the 2010–2015 coalition government. Lastly, turnout increased overall compared with 2014, but individuals living in Leave areas were less motivated to vote. Overall, our findings suggest that those living in Remain areas were more driven to express their discontent with the Brexit process and more inclined to support parties that offer a second referendum on Britain’s EU membership.  相似文献

This study applies a narrative lens to policy actors’ discursive strategies in the Scottish debate over fracking. Based on a sample of 226 newspaper articles (2011–2017) and drawing on key elements of the narrative policy framework (NPF), the research examines how policy coalitions have characterized their supporters, their opponents, and the main regulator (Scottish government). It also explores how actors have sought to expand or contain the scope of conflict to favor their policy objectives. Empirically, only the government strives for conflict containment, whereas both pro‐ and anti‐fracking groups prioritize conflict expansion through characterization contests and the diffusion and concentration of the costs/risks and benefits of fracking. In theoretical terms, the study proposes that Sarah Pralle’s conflict management model, which emphasizes symmetrical strategies of conflict expansion by both coalitions, is a potential tool to revise extant NPF expectations about the different narrative strategies of winning and losing coalitions. Moreover, the fact that policy actors mostly employ negatively rather than positively framed characters in their narratives may be a valid expectation for similar policy conflicts, particularly under conditions of regulatory uncertainty.  相似文献

This article analyses the consequences of the narrative construction of the group of countries that has been grouped as ‘PIIGS’ (Portugal, Ireland, Italy, Greece and Spain) for their sovereign debt risk rating. Acronyms for groups of countries can provide a useful shorthand to capture emergent similarities in economic profile and prospects. But they can also lead to misleading narratives, since the grounds for use of these terms as heuristic devices are usually not well elaborated. This article examines the process whereby the ‘PIIGS’ group came into being, traces how Ireland became a member of this grouping, and assesses the merits of classifying these countries together. The contention is that the repetition of the acronym in public debate did indeed shape the behaviour of market actors toward these countries. It is argued that this involved a co‐constituting process: similarities in market treatment drives PIIGS usage, which in turn promotes further similarities in market treatment. Evidence is found of Granger causality, such that increased media usage of the term ‘PIIGS’ is followed by increased changes in Irish bond yields. This demonstrates the constitutive role of perceptions and discourse in interpreting the significance of economic fundamentals. The use of acronyms as heuristics has potentially far‐reaching consequences in the financial markets.  相似文献

The rise of the radical right fundamentally changes the face of electoral competition in Western Europe. Bipolar competition is becoming tripolar, as the two dominant party poles of the twentieth century – the left and the centre‐right – are challenged by a third pole of the radical right. Between 2000 and 2015, the radical right has secured more than 12 per cent of the vote in over ten Western European countries. This article shows how electoral competition between the three party poles plays out at the micro level of social classes. It presents a model of class voting that distinguishes between classes that are a party's preserve, classes that are contested strongholds of two parties and classes over which there is an open competition. Using seven rounds of the European Social Survey, it shows that sociocultural professionals form the party preserve of the left, and large employers and managers the preserve of the centre‐right. However, the radical right competes with the centre‐right for the votes of small business owners, and it challenges the left over its working‐class stronghold. These two contested strongholds attest to the co‐existence of old and new patterns of class voting. Old patterns are structured by an economic conflict: Production workers vote for the left and small business owners for the centre‐right based on their economic attitudes. In contrast, new patterns are linked to the rise of the radical right and structured by a cultural conflict.  相似文献

Scholars and practitioners alike have recognised that an increased role for women leaders in Australian local government would strengthen the sector, yet little research to date has examined the career paths of non‐elected officials. This article combines the gender in organisations literature with career theory to examine the career paths of 16 general managers (GMs) in New South Wales. We found that half the participants had linear career paths based entirely within local government and half had boundaryless careers originating outside the sector. This second cohort consisted overwhelmingly of women. Nevertheless, a high incidence of happenstance characterised both career types. Several participants saw themselves pitted against a gendered (i.e. male) group of ‘old hands’ who were resistant to change being driven by ‘accidental executives’, a high proportion of whom were women. The findings have implications for a sector attempting to attract and retain skilled staff, particularly women.  相似文献

This article analyses the margin of manoeuvre of Portuguese executives after the onset of the sovereign debt crisis in 2010–2015. To obtain a full understanding of what happened behind the closed doors of international meetings, different types of data are triangulated: face‐to‐face interviews; investigations by journalists; and International Monetary Fund and European Union official documents. The findings are compared to the public discourse of Prime Ministers José Sócrates and Pedro Passos‐Coelho. It is shown that while the sovereign debt crisis and the bail‐out limited the executive's autonomy, they also made them stronger in relation to other domestic actors. The perceived need for ‘credibility’ in order to avoid a ‘negative’ reaction from the markets – later associated with the conditions of the bail‐out – concurrently gave the executives a legitimate justification to concentrate power in their hands and a strong argument to counter the opponents of their proposed reforms. Consequently, when Portuguese ministers favoured policies that were in congruence with those supported by international actors, they were able to use the crisis to advance their own agenda. Disagreement with Troika representatives implied the start of a negotiation process between the ministers and international lenders, the final outcome of which depended on the actors’ bargaining powers. These strategies, it is argued, constitute a tactic of depoliticisation in which both the material constraints and the discourse used to frame them are employed to construct imperatives around a narrow selection of policy alternatives.  相似文献

This article is a review of Fathers, Families and Work, one of a series of reports published as part of the Equality and Human Rights Commission (EHRC)'s ‘Working Better’ programme. The article examines Fathers, Families and Work in the context of the wider conclusions and recommendations of the ‘Working Better’ programme and considers the extent to which these recommendations will translate into public policy. It concludes that there is a gap between parents' desire for both mothers and fathers to be involved in caring for children and the reality of long hours and inflexible workplaces that limits the time men can spend caring for children.  相似文献

This article systematically investigates interest group–party interactions in the Netherlands, Denmark and the United Kingdom based on cross‐national surveys with responses from 1,225 interest groups. The findings show that interest groups and parties still interact in the beginning of the twenty‐first century, but that the vast majority of their interaction involves a low degree of institutionalisation. Using fractional logit analysis, it is demonstrated that the strength of interest group–party linkage is primarily affected by systematic differences in state–society structures and organisational group characteristics. Moreover, differences are found in what conditions different types of interaction. Whereas historical legacies and partisan origin influence an interest group's structural party links, group resources make interactions of a less institutionalised, ad hoc nature more likely.  相似文献

The recent financial and debt crisis has resuscitated the debate about European federalism – a theme that seemed not to have survived the painful constitutional adventure that ended with the ratification of the Lisbon Treaty in 2009. With the adoption of significant policy and institutional measures for tightening macroeconomic and budgetary coordination (including a constitutionally enshrined debt brake), the reforms of the monetary union have undisputedly brought the European Union further on the path towards an ever closer union. In an era where EU integration has been increasingly politicised, and Euroscepticism has been on the rise and exploited by anti‐system parties, national leaders have to face a political hiatus and respond to increased needs for symbolic and discursive legitimation of further federalisation. This is all the more crucial for French and German leaders who have brokered the main decisions during the crisis of the eurozone. Against this background, the purpose of this article is not to assess whether, or to what extent, the recent reforms of economic and monetary union have made the EU more federal. Rather, the purpose is to tackle the following puzzle: How have EU leaders legitimised the deepening of federal integration in a context where support for more European federalism is at its lowest? To elucidate this, a lexicographic discourse analysis is conducted based on all speeches held by the German Chancellor Merkel and the two French Presidents Sarkozy and Hollande, previous to, or after European summits from early 2010 until the spring of 2013. The findings indicate that federalism is both taboo and pervasive in French and German leaders' discourse. The paradox is barely apparent, though. While the ‘F‐word’ is rarely spoken aloud, two distinctive visions co‐exist in the French and German discourse. The coming of age of a political union through constitutional federalism is pictured as ineluctable, yet as a distant mirage out of reach of today's decision makers. At the same time, the deepening of functional federalism in order to cope with economic interdependence is a ubiquitous imperative that justifies further integration. The persisting gap between the constitutional and the functional vision of European federalism has crucial implications. Insofar as the Union is held responsible for not delivering successful economic policy, political leaders will fail to legitimise both functional and constitutional federalism.  相似文献

Following the formation of the Conservative–Liberal Democrat government in May 2010, David Cameron and Nick Clegg sought to persuade party members, the electorate and a sceptical media that their partnership would hold together for the duration of the parliament. Taking as its starting point Kenneth Burke's theory of rhetoric as identification, this article explores the strategies employed by senior Coalition figures to construct and present an image of unity to these different audiences. Of particular concern are appeals to the parties’ shared values and to the ‘national interest’, as well as the narrative of Britain's ‘debt crisis’. This narrative served to minimise inter‐party divisions by inviting MPs and supporters to unite behind the cause of deficit reduction, in opposition to the ‘fiscally irresponsible’ Labour party that had allegedly wrecked the economy. The article concludes by reflecting on the lessons for the partners in a future UK coalition government.  相似文献

UK broadcasters came under fire for the amount of airtime UKIP and its leader Nigel Farage received after the party won the most votes in the 2014 EU election. Our content analysis of television news during the 2009 and 2014 campaigns found little bias in terms of soundbites, but in the more recent election Farage visually appeared in coverage to a greater degree than other party leaders. Moreover, two core UKIP policies—being in or out of Europe and immigration—dominated coverage in 2014. We suggest the ‘UKIP factor’ and the media's fascination with Nigel Farage help explain why the 2014 campaign was more visible on television news than was the case in 2009 and was largely reported through a Westminster prism. Although television news bulletins attempt to impartially report elections, the 2014 campaign agenda was largely contested on UKIP's ideological terrain and the party's electoral fortunes.  相似文献

Governments have historically offered their workforce a public service bargain founded on stable pay and conditions and job security. However, while the Westminster system aims for public service employment to be protected from the whims of government, public servants are nonetheless affected by the political environment in which they operate and changes to this bargain can occur with a new government. This paper focuses on a Queensland public service change process that resulted in large‐scale forced redundancies, non‐renewal of temporary contracts, and legislative changes that nullified the provisions in job security, organisational change, and redundancy policies. Using communication as a lens through which to understand leadership, it examines how the government communicated with the public service about this organisational change, immediately before and after the 2012 election. In particular, through analysis of public and media commentary, speeches and Hansard records, it examines Premier Newman's change leadership and communication by contrasting pre‐election messages to the public service with post‐election messages about the public service and the justifications for change during this period of downsizing. This analysis is used to reflect on political leadership, communication, fair treatment, and trust in public service change.  相似文献

This article examines why a Liberal Democrat‐Labour Coalition did not result from inter‐party negotiations after the General Election in May 2010 and whether the coalition which did emerge was based on a marriage of ‘neo‐liberal minds’, as claimed by Andrew Adonis in his <i>5 Days in May</i> (Biteback, 2013). Consideration of the available evidence, however, suggests a more nuanced conclusion. It is expected that the 2010 agreement will be revisited in preparation for a possible hung parliament in 2015.  相似文献

Advocating more repressive law and order policies along the slogan ‘tough on crime, tough on the causes of crime’ in their election manifesto, Tony Blair in the United Kingdom and Gerhard Schröder in Germany were elected in the late 1990s. Once in power, however, only New Labour substantially toughened law and order policies, whereas the German Social Democrats did not change the legal status quo, to a similar extent, during their mandate. This article tackles this puzzle, arguing that the preferences of the ministers and the formal and informal rules shaping the balance of power in government are crucial to understanding why two governments that initially advocated similar policies adopted a rather different policy stance. The results are based on meticulous process tracing and a series of elite interviews concerning two major topics in the realm of law and order during the 1990s: policies directed at sexual offenders, and policies responding to the terrorist attacks of 9/11.  相似文献

This article explores the attitudes of male and female managers in the public sector toward high performance Human Resource Management (HRM) policies and practices, work, and organisational leadership, and compares these attitudes to those of managers in the private sector. It finds that female public sector managers are most positive about high performance HRM policies and practices. Male public sector managers are less positive than female managers in the public sector and male and female managers in the private sector across all the measures. Psychological contract theory suggests either the changes associated with high performance HRM policies and practices, or attempts to decrease the disadvantage felt by women in the public sector may have resulted in a sense of disadvantage among some men in the sector, and created a changed, more transactional psychological contract between these men and their organisation. Strategies are needed to reengage public sector men.  相似文献
