Research on and practical attention for the coproduction of public services is increasing. Coproduction is seen as a way to strengthen the quality and legitimacy of public service and reduce costs. Scholarship on coproduction of public services repeatedly ignores the role of the new media. This is surprising since many proponents highlight its potential for changing traditional, government‐centric approaches to delivering public services. This article shows that digital communities form an important addition to the government‐centric form of public service provision since they foster both an exchange of experiential information and social‐emotional support.  相似文献

Coproduction of public services means that services are not only delivered by professional and managerial staff in public agencies but also coproduced by citizens and communities. Although recent research on this topic has advanced the debate considerably, there is still no consensus on precisely what coproduction means. This article argues that rather than trying to determine one encompassing definition of the concept, several different types of coproduction can be distinguished. Starting from the classical definitions of Elinor Ostrom and Roger Parks, the article draws on the literature on professionalism, volunteering, and public management to identify the distinctive nature of coproduction and identify basic dimensions on which a typology of coproduction can be constructed. Recognizing different types of coproduction more systematically is a critical step in making research on this phenomenon more comparable and more cumulative.  相似文献

This article investigates how communications advances affect citizens’ ability to participate in coproduction of government services. The authors analyze service requests made to the City of Boston during a one‐year period from 2010 to 2011 and, using geospatial analysis and negative binomial regression, investigate possible disparities by race, education, and income in making service requests. The findings reveal little concern that 311 systems (nonemergency call centers) may benefit one racial group over another; however, there is some indication that Hispanics may use these systems less as requests move from call centers to the Internet and smartphones. Consistent with prior research, the findings show that poorer neighborhoods are less likely to take advantage of 311 service, with the notable exception of smartphone utilization. The implications for citizen participation in coproduction and bridging the digital divide are discussed.  相似文献

Public managers and researchers devote much attention to the benefits of coproduction, or the mixing of the productive efforts of public employees and citizens in public service design and delivery. One concern, however, is the distributional consequences of coproduction. This article proposes that disadvantaged citizens may be constrained by a lack of knowledge or other resources necessary to contribute to and benefit from the coproduction process. From this assumption, the authors develop the theoretical argument that if coproduction programs were designed to lift constraints on disadvantaged citizens, they might increase both efficiency and equity. This claim is tested using a field experiment on educational services. A coproduction program providing immigrant parents with knowledge and materials useful to their children's early educational development had a substantial positive impact on the educational outcomes of disadvantaged children, thereby diminishing inequity. Economically, the program was more efficient than later compensation of low‐performing children.  相似文献

Developing greater cooperation between researchers and practitioners is a long‐standing concern in social science. Academics and practitioners working together to coproduce research offers a number of potential gains for public administration scholarship, but it also raises some dilemmas. The benefits include bringing local knowledge to bear on the field, making better informed policy, and putting research to better use. However, coproduction of research also involves managing ambiguous loyalties, reconciling different interests, and negotiating competing goals. The authors reflect on their experience of coproducing a research project in the United Kingdom and discuss the challenges that coproducers of research confront. They situate the discussion within a consideration of traditions of public administration scholarship and debates about the role of the academy to understand better the politics of their joint practice. Thinking about the politics of coproduction is timely and enables the authors to become more attuned to the benefits and constraints of this mode of research..  相似文献

Not all citizens’ voices are heard with equal strength in the political chorus. Based on studies of policy feedback, we suggest that engaging underrepresented citizens in the production of public services (i.e., making them “coproducers”) increases their political voice. We use a field experiment to test the effect of involving ethnic minorities in the education of their children on their propensity to directly voice their preferences with the education policy through government citizen surveys and their tendency to vote in elections. Among these normally underrepresented citizens, coproduction increased their propensity to voice their preferences to politicians through citizen surveys but not their tendency to vote. The effect on voicing in government citizen surveys tends to be larger among nonvoters. The results indicate how policies involving underrepresented citizens can raise the voices of people who would not otherwise be heard.  相似文献

Despite an international resurgence of interest in coproduction, confusion about the concept remains. This article attempts to make sense of the disparate literature and clarify the concept of coproduction in public administration. Based on some definitional distinctions and considerations about who is involved in coproduction, when in the service cycle it occurs, and what is generated in the process, the article offers and develops a typology of coproduction that includes three levels (individual, group, collective) and four phases (commissioning, design, delivery, assessment). The levels, phases, and typology as a whole are illustrated with several examples. The article concludes with a discussion of implications for research and practice.  相似文献

For two decades, the metaphor of ‘hollowing out’ dominated discussions about the changing role of the state in delivering public services. Today, this metaphor no longer captures important contemporary developments. European Union policy has expanded deeper and deeper into public service sectors, increasingly constraining government's capacities to deliver these services. I suggest a new metaphor to capture this: straitjacketing the state. People are straitjacketed when they are perceived to be at risk of damaging themselves through self‐harm. Straitjacketing the state occurs when a state signs up to a new set of supranational rules which purportedly will help avoid it damaging itself, by restricting room for localised inefficient practices. However, due to the strength of the straitjacket, governments become significantly restricted in choosing policies for domestic implementation according to their preferences.  相似文献

We argue that making lawmakers more accountable to the public by making it easier to identify their policy choices can have negative consequences. Specifically, we analyze a model of political agency with a single lawmaker and a representative voter. In our model, the lawmaker has better information than the voter about the appropriateness of alternative policy courses. In addition, the voter is uncertain about the incumbent's policy preferences – specifically, the voter is worried the incumbent is an ideologue. Our model suggests that when lawmakers expect their policy choices to be widely publicized, for those lawmakers sufficiently concerned about reelection, the desire to select policies that lead the public to believe they are unbiased will trump the incentive to select those policies that are best for their constituents. Hence, lawmakers who would do the right thing behind close doors may no longer do so when policy is determined in the open.  相似文献

With the resurgent interest in coproduction, questions arise around who joins with government in coproducing services and why. This article reports an exploratory study of these questions using data from Atlanta, Georgia. To guide the research, the article first proposes a set of hypotheses on involvement in coproduction based on theories of political participation, where psychological motivations and social factors dominate, and citizen‐initiated contacting, where perceived needs for public services are usually primary. The hypotheses are tested using survey data on the engagement of 797 neighborhood organization participants in various forms of local coproduction in Atlanta. The findings provide some support for both theories along with evidence for significant idiosyncratic variations suggested by neither theory. A concluding section considers implications of the findings for future research and for public management.  相似文献

Emotional labor has become an important topic in the study of organizational behavior, but no research has examined how it is affected in individuals’ motivational bases. Public administration scholars have started to study this concept, but empirical studies are still in their infancy. Focusing on a particular type of motivational base—public service motivation (PSM), this article assesses how PSM and its three dimensions (attraction to policy making, commitment to public interest, and compassion) affect two common emotional labor activities (surface acting and deep acting). Using data from a survey of certified public management students, the results show that PSM is negatively associated with surface acting and positively associated with deep acting. Among the PSM dimensions, attraction to policy making is positively associated with surface acting; compassion is negatively associated with surface acting and positively associated with deep acting; and commitment to public interest is not associated with surface acting or deep acting.  相似文献

This article offers a reformulation of the concept of professionalism as it applies to public sector decision making. After critically evaluating existing work, we present a role theoretic model of public sector decision making that provides a precise conceptual and operational meaning to the term professionalism. We then evaluate the model's applicability to public sector actors, using city managers as an example. Finally, we discuss some of the public policy implications of increasing public service professionalization.  相似文献

Feminist scholars of public administration have critiqued the dominance of masculine imagery in public administration theory and practice. However, public service motivation is one area of public administration discourse that contains both feminine and masculine imagery. Focusing on Perry's multidimensional public service motivation scale, the authors borrow from a range of social science literatures to contend that compassion is a feminine dimension of public service motivation, whereas attraction to policy making and commitment to public service are masculine dimensions. Data from a survey of public managers in state health and human service agencies reveal that women score higher on Perry's compassion subscale but also on attraction to policy making. No statistically significant gender differences were found on commitment to public service.  相似文献

Solving complex problems is a challenge faced by many governments. Academic and practical discussions on how to solve said problems look at policy integration as a solution to the negative implications that fragmented government actions have on addressing public problems or providing public services. Notwithstanding important recent contributions, we still lack a precise understanding of what policy integration is, an explanation of how it differs from other “solutions” to complex problems, such as coordination or policy coherence, and a practical operationalization. In this paper, we argue that coordination, coherence, and integration are related but substantively different concepts. We offer a new way of understanding and observing policy integration in a manner that is theoretically distinguishable from policy coordination and coherence and empirically observable. We argue that policy integration is the process of making strategic and administrative decisions aimed at solving a complex problem. Solving this complex problem is a goal that encompasses—but exceeds—the programs’ and agencies’ individual goals. In practical terms, it means that, at every moment of the policy process, there is a decision-making body making decisions based on a new logic—that of addressing a complex problem.  相似文献

Deregulation has dramatically altered the face of Australian industry and associated services throughout the last decade or so. In the transport sector, in particular, changes have been significant and deregulation has led to pervasive changes in market structure, to the actual ownership of infrastructure and to a shift in strategic focus from a public utility to one of commercial viability and market orientation. Competitive pressures in the transport sector as a result of deregulation have meant that traditional public sector organisations such as railways and ports have been transformed. A major impact of these developments has been that transport operators, in an endeavour either to maintain or capture market share, have been forced to restructure and refocus and, in the face of growing competition, have been forced to reinvent themselves and move increasingly towards the provision of an integrated intermodal service. Rail operators are now no longer simple linehaul operators in container or bulk freight markets but have become market–focused third–party service providers of a range of integrated functions.  相似文献

Relying on the theory of representative bureaucracy—specifically, the notion of symbolic representation—this article examines whether varying the number of female public officials overseeing a local recycling program influences citizens’ (especially women's) willingness to cooperate with the government by recycling, thus coproducing important policy outcomes. Using a survey experiment in which the first names of public officials are manipulated, the authors find a clear pattern of increasing willingness on the part of women to coproduce when female names are more represented in the agency responsible for recycling, particularly with respect to the more difficult task of composting food waste. Overall, men in the experiment were less willing to coproduce across all measures and less responsive to the gender balance of names. These findings have important implications for the theory of representative bureaucracy and for efforts to promote the coproduction of public services.  相似文献

This article presents a continuum of possible coproduction arrangements between scholars and practitioners and suggests that greater engagement is necessary to bridge the commonly cited problems that create the gap between research and practice. Reflections on an Australian case of a major public sector coproduction partnership, the highest degree of interaction on the continuum, are used to argue that successful engagement between practitioners and scholars is possible, while also recognizing the difficulties inherent in this process. The benefits and challenges of this partnership are presented, as well as critical factors that drive effective relationships. Lessons are drawn for the development of future coproduction partnerships, including the importance of recognizing that both scholars and practitioners are, in fact, researchers.  相似文献

Indigenous Australians have a growing capacity to extract monetary payments from mineral development on their traditional lands. Considerable controversy surrounds the possible use of these payments to fund services such as health, housing and education for the Indigenous groups concerned. Critics of such an approach argue that government should provide basic public services to all citizens, and that use of 'mining payments' for service provision denies Indigenous people specific compensation for the negative impacts of mining and an important opportunity to enhance their economic status. There is also a danger that government may reduce its existing spending on services, leaving Indigenous people no better off as a result of allowing mining to occur. This article argues that while there are certainly risks involved in using mining payments to fund services, Indigenous groups can generate substantial net benefits by doing so. Mining payments can leverage additional government spending; fund services at a level or of a sort that government will not provide; give Indigenous people greater control over service provision; and help develop Indigenous organisational skills and governance capacity. A strategic approach is required to minimise risk and maximise the available benefits, and the article identifies policy principles that can be applied to secure such an outcome.  相似文献

Privatization of local government services is assumed to deliver cost savings, but empirical evidence for this from around the world is mixed. We conduct a meta‐regression analysis of all econometric studies examining privatization of water distribution and solid waste collection services and find no systematic support for lower costs with private production. Differences in study results are explained by differences in time period of the analyses, service characteristics, and policy environment. We do not find a genuine empirical effect of cost savings resulting from private production. The results suggest that to ensure cost savings, more attention be given to the cost characteristics of the service, the transaction costs involved, and the policy environment stimulating competition, rather than to the debate over public versus private delivery of these services. © 2010 by the Association for Public Policy Analysis and Management.  相似文献
