ABSTRACT

In 1949, illiteracy among both Uyghurs and Tibetans was similar to that throughout China and estimated as higher than 90%. Since then, the rate of illiteracy in Xinjiang has shrunk considerably, while in Tibet it has remained the highest in China. This gap can explain the difference between the small volume of literature published annually in Tibet and the extensive literature that appears yearly in Xinjiang. A major reason for the high literacy rate and the emergence of a thriving modern literature in Xinjiang is the system of modern education that developed in the region at the start of the twentieth century. In contrast, in Tibet, the religious conservatism of the Buddhist elite prevented the introduction of modern education in order to retain local cultures. The comparison of the influences of modern education on the creation of literary traditions allows us to examine the continuity of Uyghur and Tibetan cultures in the context of contemporary China.  相似文献

Shortly after its emergence, the Turkish Republic adopted legislation inspired by European legal systems and traditions, including a law on nationality. The implementation of this law was affected by the staunchly nationalistic early republican policies which were not immune from the influence of the concept of ‘race’, as well as by the Ottoman legal conceptions on nationality based on religion, both of which guided the application of the new laws by the judiciary and the administration. This article proposes a critical legal approach to the issue of Turkish nationality, based on historical reflections. After a survey on the laws on nationality since the foundation of the Republic, it addresses the major confusions in connection with the concept of nationality in the light of textbooks from the relevant period, in order to observe, in conclusion, inherent and insolvable inconsistencies within the law, and a tenacious survival of Ottoman conceptions within the current law on nationality, especially with regard to religious minorities, which are assimilated to dhimmis in the legal subconscious and often equated to foreigners in practice.  相似文献

ABSTRACT

West Germany played a significant role in the growth of Political Islam in Turkey during the Cold War. By recruiting from among Turkish workers in West Germany, Islamist organizations and the religious communities known as cemaats acquired significant economic revenues, which they used to fund their activities in Turkey. Moreover, West Germany served as a liaison between Turkish Islamists and Syrian and Egyptian Muslim Brotherhood members, who have influenced Political Islam in Turkey since the 1960s. Prominent Muslim Brotherhood representatives in West Germany took on important roles in the recruitment of Turks and also played some part in shaping the ideological development of Turkish Islamists. Due to the pervasiveness of anti-communism in West Germany and Turkey during the Cold War, the established orders in both countries viewed Political Islam as an antidote to the ascendancy of the Left. However, in the 1980s, Bonn and Ankara grew concerned about Islamist organizations becoming further radicalized and impossible to control; the two governments often cooperated in order to bring Political Islam under their own authority.  相似文献

Since independence in 1971, both civilian and military regimes have ruled Bangladesh. As many other military regimes did, the latter civilianised their rule through the formation of political parties and participation in general elections. When diachronically analysing political formations in Bangladesh, it is appealing to make a clear-cut distinction between autocratic and democratic regimes. However, this article argues that throughout its post-independence history, the dominant form of rule has been the party-state. Revisiting the work of Aristide Zolberg, this article develops a typology of party-states, away from its initial focus on single-party regimes. It argues that party-state formation can also be witnessed in competitive electoral settings.  相似文献

The Turkish Armed Forces (TAF) have been the main discussion topic in the political arena over the last decade in Turkey, with a focus on curtailing military supervision over political life. This article investigates the evolution of civil–military relations (CMR) in Turkey. Thus, the aim of this study is to explore the factors and dynamics that have led to the development and realignment of CMR in Turkey. Abstract — This article seeks to analyse the views held by indigenous people of one of the main symbols of national identity in Mexico: the mestizo. While great importance has been attached to the archetype of the mestizo , the opinions of indian peoples with regard to its appropriateness as a formula for integration have not been explored. The views collected and analysed in this article were provided by members of ethnic groups who have received a modern education. The article seeks to explore these responses in the context of the different theoretical approaches of modernisation and ethnicity as components in the contruction of nationhood.  相似文献
