Recent trends in international migration in the Mediterranean region are analyzed, with the focus on South-North migration to Europe. "This migration towards Western Europe has taken various forms, from labour force migration, in a first phase, to family reunification, and more recently, asylum requests and irregular immigration. These migratory flows must be understood within the context of a severe imbalance--demographic and economic--between the Southern and Northern banks of the Mediterranean. Europe and especially the European Union is directly confronted by this persistent migratory pressure coming from the other Mediterranean countries. This article discusses a number of significant negative externalities generated by free capital flows and analyses certain justifications for regulating the capital account regime as an efficiency-enhancing tool used to limit externalities. This interventionist tool may limit the deviation of private equilibrium from social optimization by both improving the composition of capital flows and mitigating the accompanying distorted incentive that creates externalities. To avoid financial turbulence or economic crisis, countries (in particular, emerging economies) are urged to avoid the damaging influences of free-market ideology.  相似文献

ABSTRACT

After almost 20 years with Resolution 1325 and the ‘women, peace and security’ agenda, the results achieved seem rather disappointing. This article analyses how the global gender norms laid out in Resolution 1325 have been translated into practice in a local post-conflict setting – Rwanda as a ‘best-case’ scenario on gender equality. Drawing on the theoretical literature on norm translation and the concepts of friction and flows, together with fieldwork-based research, the article analyses how international and national actors in Rwanda have reshaped and adapted the principles laid out in Resolution 1325. The main argument is that the processes of norm translation in Rwanda are characterised less by flows and more by friction and uneven processes of translation. The article concludes that the predominant successes are the inclusion of women in decision-making and at the lower levels in the security sector. However, women are still excluded, and gender issues marginalised, in the ‘big’ negotiations on peace and security, and high levels of violence against women persist.  相似文献

This article uses the concept of embodied exergy as metrics in designing incentive policy instruments to tackle the inefficiency of energy operations. Based on the second law of thermodynamics and energy’s economic properties as both a private commodity and a public good, it maintains that energy can be measured by separating the useful exergy embodied in a manufactured product from its waste exergy (anergy) as emissions and sunk wastes in a production process. It is rational to benchmark the content of useful exergy embodied in products for any incentive policy design to encourage green production. This article uses trade data between China, Japan and the EU countries to compare the embodied exergy and waste exergy embodied in traded manufactured products. It proposes using a negative value-added tax as an incentive instrument instead of full-scale carbon tariffs to encourage green production and to fence against carbon evasion behaviour.  相似文献

Information is a core input of governance that is often disrupted by the processes associated with globalization. To mitigate potential governance failures, states turn to information sharing – the exchange of sensitive data between governments. Such exchanges, however, come with considerable risks. Building on work in International Relations and organizational sociology stressing the importance of institutional similarity, we argue that states commit to information sharing based on their beliefs as to the reliability and predictability of potential partners – an assessment that involves a relative evaluation of domestic institutions. We test our argument on institutional similarity with a new dataset of mutual legal assistance treaties (MLATs) – a critical example of information-sharing agreements. The empirical analysis finds substantial support for our argument: states with similar legal institutions are much more likely to sign MLATs. The article contributes to a range of research concerned with the politics of globalization, especially as it relates to enforcement cooperation, the role of domestic institutions, and information flows.  相似文献

Information warfare represents a threat to American national security and defense. There are two general methods in which a terrorist might employ an information terrorist attack: (1) when information technology (IT) is a target, and/or (2) when IT is the tool of a larger operation. The first method would target an information system for sabotage, either electronic or physical, thus destroying or disrupting the information system itself and any information infrastructure (e.g., power, communications, etc.) dependent upon it. The second would manipulate and exploit an information system, altering or stealing data, or forcing the system to perform a function for which it was not meant (such as spoofing air traffic control). A perennial dilemma of combating terrorism in a democratic society is finding the right balance between civil liberties and civil security. The special problems associated with IT are examined. The US national security establishment needs to use a flexible, integrated response to counter information terrorists ‐ one which employs information warfare tactics tailored to counter gray‐area phenomena, but which also pools resources from ‘conventional’ counter‐terrorism and law enforcement authorities.  相似文献

The national security consequences of the potential use of the Internet by terrorist organizations have attracted the interest of many academics and government and intelligence officials. The goal of this article is to provide a new explanatory angle concerning the possible targets of terrorists’ offensive information warfare (OIW) operations. It argues that these organizations may prove more valuable and effective to undermine on‐line activities of leading electronic commerce sites than to target elements of the critical national information infrastructure. These offensive actions, in fact, would directly impact one of the explanatory elements for the Internet's success: users’ perception of its trustworthiness. Before tackling its arguments, the article provides a definition of offensive information warfare. Then, it investigates how terrorist organizations would formulate their operational style concerning offensive information warfare. The stage is then set to define the central argument of the article by drawing from studies carried out in the areas of information security, international management and electronic commerce. The article concludes with a set of policy recommendations to counter these potential threats and thus make the Internet a safer communication instrument for economic, commercial and social development.  相似文献

Abstract

Numerous studies about the Internet have already been conducted or are in the process of being conducted. However, after several years there still is no clear understanding of what form Web-based or on-line communication should take to make it really valuable to the consumer.

The contribution of this article is its attempt to address the current contents of Web-based communication and to provide some ideas with regard to the shortcomings in this regard. It addresses the impact of the Internet on the South African society, the Internet as a new communication medium as well as its effect on organisational communication. It also argues that an on-line presence is no longer enough and that online customers want more value in terms of their online experience.

Although Web-based communication has become an integral part of many organisational practices, traditional communication channels or media will not necessarily become obsolete. The Internet is a new communication medium with much potential and can eliminate problems associated with traditional media and channels.

Web-based communication has become a powerful new means of communication in South Africa. Information has become more accessible, more affordable as well as more manageable to both individuals and organisations and has in the process also empowered South African society with more knowledge. However, new technologies are not only concerned with the availability of new communication channels, but also with the development of new credible communication messages for successful communication.

Web-based communication is a more complex task and requires a much more skillful approach to be successful than is the general belief among communication practitioners. After the initial rush to obtain an on-line organisational presence, organisations are currently concerned with the effective integration of the Internet into their traditional marketing communication mix. Marketers, public relations practitioners and advertisers today benefit from the advantages of Web-based communication in conjunction with traditional media. However, even though it is clear that the Internet has an impact on organisational communication (integration), it is less obvious what form on-line information should take to make it really valuable to the consumer.  相似文献

This article examines how farmers use mobile phones to obtain information about rice varieties in eastern India and investigates if this contributes to rice varietal replacement. The findings show that farmers located farther away from the market were more likely to pay for the calls. Moreover, about 26% of the farmers who had to pay to receive calls purchased seeds of at least one rice variety that they had never planted before, while less than 16% of farmers who received no calls did so. Regression results confirmed that paying charges to receive rice varietal information is associated with varietal replacement.  相似文献
