The concept of security sector reform has introduced the idea that the security sector is a legitimate recipient of donor assistance, but cooperation with intelligence services remains problematic. They are principally seen as a subject for reform rather than a contributor to it. I argue that intelligence services can reduce institutional inertia in the security sector, contribute to the rejection of outdated risks and the identification of new ones, and underpin the process of reform. To do so they require careful management and effective oversight. I propose a new definition of intelligence and a new distinction between intelligence and security that aim to capture the potential contribution of intelligence services to security sector reform.  相似文献

Although the emphasis in current thinking about work with street children has changed from aid-dependency towards youth protagonism, many organisations ignore the role of the children's families in their interventions. In so doing, they reproduce obsolete welfare traditions and also violate rights guaranteed by the Convention on the Rights of the Child and national legislation. This article illustrates the importance of child–family ties for both children and families, and argues that interventions that lack the involvement of parents and families serve to reproduce images of failed families and inadequate mothers. The author presents an alternative approach from Brazil which respects the rights and needs of children and families through family empowerment.  相似文献

This paper argues that the NGO position on global labour rights is mistaken. NGOs' concerns over race and gender inequalities and their rejection of the primacy of class in today's global, capitalist economy have frustrated the project of incorporating labour rights into the global free trade regime. Trade unions, meanwhile, are one of the few agencies dedicated to dissolving class inequalities, especially between workers in the North and the South. Until NGOs rethink their position on class, trade unions are the only agency capable of pushing the labour rights agenda forward.  相似文献

Abstract

Searching for an alternative founding myth for international relations (IR) entails going back long before the 1648 Westphalian milestone. Drawing from a world historical approach, this article makes the case for investigating the origins of the subject matter of IR in the pre-state era: its founding moment may be traced back to a first encounter between two distinct bands of nomadic Homo sapiens hunter-gatherers in the Palaeolithic period. As the outcome of this interaction was not predetermined, four scenarios are considered: absence of relations by retreat and isolation; conflict triggered by self-preservation (birth of war); cooperation, barter or other types of exchange; and merging together. Following the initial engagement, intergroup relations became much more intertwined. Once the stranger was no longer unknown, the original distinction between Us and Them began to fade away. The ensuing relationship shaped their co-constructed social reality, in a long process of extending trust beyond the family circle.  相似文献

Most studies on voluntary organisations and advocacy groups focus on their contribution to democracy through participation in the policy-making process. The uniqueness of this study consists in shifting the emphasis to participatory democracy at the implementation stage of the policy process. We argue that public donors may affect the democratic potential of voluntary organisations at this stage. To this purpose, we explore the European Union's structuring effects. Firstly, the European Union manufactures a non-governmental organisation (NGO) landscape through a top-down process of redistribution of resources. Secondly, our attention is drawn to NGOs' adaptations of EU requirements, which entails a transformation process often at odds with participatory practices. In order to grasp the European Union's differential impact, we include in our analysis two sectors (humanitarian NGOs and social voluntary organisations) and two Member States (France and Spain).  相似文献

Language used in capacity development programmes is usually that of the donor country, often English. However, research shows that the language used can be detrimental to the success of the programme. Little attention has been given to the issue of language, yet it is important that programme participants fully understand the capacity development programme’s concepts to ensure that the programme achieves its full potential. This article explores an accessible language approach to a Papua New Guinea development programme. Abstract

The financial crisis endangers the security of NATO's members and partners. As such, NATO has a formal obligation to mobilize its resources to aid members in overcoming current economic challenges. NATO can play a valuable role on three levels. First, NATO can aid members in rationalizing their military procurement and manpower systems, thus reducing the fiscal burden of maintaining adequate defenses. Second, NATO can press the ECB and the EU to modify arrangements governing the Euro so as to minimize the risk that EMU will collapse. Finally, NATO has a “soft power” role in vigorously defending the liberal economic order and democratic political institutions of the Western Alliance from the ideological attacks that inevitably follow financial crises.  相似文献

This project seeks theoretical and methodological advances in the study of political advertising effects during election campaigns. On the theoretical side, we hypothesize that racial cues embedded in standard political advertising appeals, involving taxation and government spending, boost opinion constraint by priming global political ideology. On the methodological side, we replicate a lab experiment in face-toface interviews with a probability sample of a large metropolitan area. Results suggest that subtle race cues do increase issue constraint for "racialized" issues such as welfare, affirmative action, crime policy, and the overall size of government. Constraint of opinions about issues less relevant to race, such as abortion, spending on public schools, universal health care, and raising the minimum wage, does not increase as a result of exposure to racial cues. Global ideology is powerfully primed by implicit racial cues embedded in typical political appeals. Finally, though demographic differences in the samples moderate some effects, the general pattern is highly consistent across the two research settings. Implications for strategic communication during campaigns, group centrism in American elections, and the benefits of methodological pluralism in the study of media effects are discussed.  相似文献

The restoration of livelihoods in the event of involuntary resettlementis commonly based on providing compensation to those who aredisplaced. This policy has led to a series of horror stories.For this reason, it is proposed that by conducting resettlementas a development project in its own right, the performance ofresettlements can be improved and the benefits will accrue tothe local population. The Three Gorges Project on the YangtzeRiver is the first project in China in which the policy of resettlementwith development was translated into practice. This paper usesthe results of a survey of urban resettlers in two countiesto demonstrate that development policies have been unevenlyapplied across the Three Gorges Region and that in some countiesthe policies have had some success in maintaining and raisingthe incomes of resettlers.  相似文献

This article presents evidence from Uganda's National Agricultural Advisory Service to argue that the concept of ‘the learning organisation’ is a valuable complement to participatory development which may facilitate a shift towards more democratic development institutions in which target beneficiaries have a stronger voice in planning and managing development. The concept of ‘the learning organisation’ as developed within the literature of management studies cannot, however, be readily translated into anything as specific as a clear set of practical guidelines. The use of the military for development purposes in the 1960s fell out of fashion following its involvement in human rights abuses in many countries. This article examines whether it is now appropriate to welcome back the military as an agent of peacebuilding. Two arguments in favour—the economic and the Gandhian—are considered and then compared with some arguments against. While there is an obvious role for the military in peacekeeping, the article concludes that the military's emphasis on the use of force renders it unsuitable, by comparison with civilian bodies, for the tasks of peacebuilding.  相似文献
