This article constructs a picture of change and stasis in cultures of gender in Latvia and theorizes the effect of these gender cultures on practices of family formation in the early post-communist period. Drawing in particular on women's perspectives, it offers an analysis grounded in gender and culture of the decline of marriage and the rise of non-marital births. The work argues that a narrative of male ‘marriageability’ has evolved as a component of feminine gender culture and offers one possible lens for analyzing post-communist demographic changes. While this research focuses on Latvia, the demographic trends noted have also characterized neighboring states.  相似文献

The article explores the relationship between the legal principles of general interest and gender equality, both consecrated in Colombia's 1991 Constitution. Through an analysis of the precedents set by the Constitutional Court, the article provides a hermeneutical approximation of the behaviour of jurisprudence concerning the general interest. It demonstrates how this principle could be used to foster a more encompassing definition of gender equality. The precedents set by the Constitutional Court have opened up the spectrum of women's rights so as to grasp their relation to the principle of general interest as well as their basis as fundamental rights.  相似文献

ABSTRACT

This article argues that in the AKP era, gender and sexuality play a central role in reshaping the secular-religious divide to instil ‘yeni milli’ (new national) – or as AKP members call it, ‘yerli ve milli’ (homegrown and national)- values. Adopting a feminist and reflexive approach, this article seeks to demonstrate that Erdo?an and the AKP have used gender and sexuality-related issue areas not as diversions to highjack the public agenda, as it is often assumed, but as a medium to regulate the neoliberal redistribution of conservative values. After a brief presentation of the historical background of the gendered evolution of the secular-religious divide in Turkish politics, this article focuses on the following three particular cases: the policies and discourse on LGBTI rights; the link that was established between the reproductive rights of women and ethnic identity; and how the AKP created new types of ‘other men’ and ‘other women.’ The article also seeks to show that in each case the meanings attributed to the secular and the religious in the secular-religious divide have shifted accordingly and that shift was reflective of, and was used to instil the particular set of values supportive of particular political positions.  相似文献

Latin America's turn away from neoliberalism and adoption of decolonising alternatives to development has been spearheaded—nowhere more so than Bolivia—by indigenous movements. The gender ideology of chachawarmi is part of this decolonisation programme, but has been criticised for disguising gendered exploitation. These tensions are explored by looking at, in Escobar's words, ‘the concrete struggles within particular communities’. Based on long‐term research in rural Bolivia, this article situates the chachawarmi ideal in the multiple influences on the recreation of gender identities, and considers the complex ways in which chachawarmi as mobilised politically may influence gendered power.  相似文献

ABSTRACT

Tradition has come to play an important role throughout Central Asia in a number of new ways since independence, but has been predominantly investigated regarding nation building. In this article, we show how tradition is being used operationally in the context of activism and political conflict. We expose the various motivations and tactics pursued by aksakals (lit., whitebeards) and by a movement of mature women called OBON (lit., Women Units for Special Purposes) as they participate in politics, and the role tradition plays in these activities. We argue that aksakals actively draw on tradition even in the political realm to avoid being derogatorily labelled ‘elders on duty’, whereas OBON women position themselves as economic and political actors but are subjected to discourses and practices of tradition by others. While both aksakals and OBON women have been central to political action in Kyrgyzstan in the last two decades, this article is the first to compare and contrast these two categories of unusual activists. The comparison reveals a perpetuation of culturally recognized gender roles even when these actors go beyond their ‘traditional’ realms of competence.  相似文献

This article examines the complexities of women’s increasing participation in international development programming for gender equality. Taking a specific setting in rural Kyrgyzstan where one such project has been operating, the researchers discover adverse effects on the local women’s livelihoods, status and health. Women’s contradictions are attributed to the women’s own failures and lacks, creating confusion and frustration among them. Adopting Smith’s institutional-ethnography approach, we explicate and map out the hidden processes which must be held accountable for these reactionary outcomes, taking women’s experiences as entry points to inquiry. We find that the reactionary effects are not accidental but organized, powerfully, systematically but invisibly, by taken-for-granted institutional practices serving the purposes of global development institutions, where women are seen as instruments of global economic growth. The analysis provokes critical discussion of ‘how’ and ‘what’ it takes to transform Central Asian women into ‘empowered’ people.  相似文献

ABSTRACT

This article was developed from a paper presented at a seminar at the Africa Institute of South Africa in Pretoria in 2006 while the author was an Archie Mafeje Fellow. It argues the urgent need for the construction and consolidation of gender-inclusive democratic developmental states as central to grounding the concept of an African Renaissance, for an effective transformation of the human condition, and for ensuring that this renaissance does not become romanticised and meaningless. While the notion of developmental states has gained currency in recent years, very little, if at all, has been said about gender in relation to these debates – despite the United Nations warning that ‘without engendering development, development itself is endangered.’ In other words, formulating and implementing development policies with gender lenses are crucial for development.  相似文献

There is a rich debate surrounding the causes of women’s heterogeneous work–life orientations and strategies. This article focuses on the debate between postmodern individualistic approaches and gender approaches that emphasise the pervasiveness of socio-structural factors. After offering a profile of Spanish women in the twenty-first century, we present the results of qualitative research based on 30 semi-structured interviews with working mothers from different social backgrounds. We discuss Hakim’s ‘preference theory’ by exposing how social class shapes Spanish working mothers’ work–life attitudes and behaviour and how these further change over the life cycle or as a result of changing contexts.  相似文献

This article attempts to unravel the rubric of livestock rearing in Southern Matabeleland in the aftermath of the Fast Track Land Reform and Resettlement Programme (FTLRRP). It also shows how livestock rearing has been placed high in livelihood rankings in this region. The article is based on a detailed ethnographic study of the impact of the FTLRRP in the decade 2000 to 2010 in Gwanda and Umzingwane districts, and is an extract of my PHD thesis entitled ‘Visible hectares, Vanishing livelihoods’. The broad argument of the thesis is that the land reform programme has achieved change of commercial land ownership patterns from ‘white’ to ‘black’ Zimbabweans. The programme however has not coupled that with the support necessary to improve the livelihoods of the majority of people in the region. One of the impediments is that the state-crafted ‘one size fits all’ resettlement model failed to take cognisance of the socio-economic and ecological conditions of different provinces in the country. Hence the argument in this article is that the FTLRRP could have improved livelihoods of people in this region if livestock rearing was given priority and support by the state.  相似文献

Abstract

This article considers the complex cases of indigenous peoples in three Commonwealth countries in southern Africa: Botswana, Namibia and South Africa. In terms of national-level policy, the governments of these countries do not differentiate indigenous peoples from the rest of their populations. They do, however, have programmes aimed at assisting ‘marginalised’ or ‘disadvantaged’ communities. In this article, three main dimensions related to indigenous peoples’ rights in southern Africa are discussed: national policies, indigenous peoples’ rights, and rights to representation; land and resource rights, including rights to water; and language and gender rights. The paper concludes with an assessment of where indigenous peoples stand today in southern Africa.  相似文献

Migration and emigration from Bangladesh is a pervasive phenomenon. Historically, large-scale migration from the region constituting the present Bangladesh started after tea plantations were introduced to Assam by the British in the early 19th century. Gradually, the number of migrants from this region increased due to geographic location, climate change and poverty. Over the years, there has been a change in the gender pattern of migration, where the proportion of female migrants has increased significantly. These migrants play a significant role in the Bangladesh economy, as remittances constituted about 8.21% of gross domestic product in 2014. This article examines why, despite the many dangers that the migrants face, including violence in the host countries and exploitation by their ‘masters’, the number of migrants from Bangladesh continues to rise constantly.  相似文献

Abstract

Reflecting on the strategic commitment outlined in the Plan of Action for Gender Equality (2005–2015) and the priority issues of the Commonwealth Women’s Forum, this article assesses the extent to which the Commonwealth as an institution is supporting troop- and police-contributing member states in addressing the gender imbalance in peacekeeping operations. Drawing on desk-based research, interviews with international policymakers and a statistical analysis of the International Peace Institute Peacekeeping Database, the article first outlines the Commonwealth’s gender and security policy perspective before examining datasets to determine the success of Commonwealth member states in integrating women into uniformed peacekeeping contingents between 2009 and 2015. The article observes that, in spite of a renewed optimism and drive to propel women into leadership positions in politics, the judiciary, public bodies and private companies, security-sector reform and the implementation of pillar one of the UN Security Council Resolution 1325 are notably absent from the Commonwealth’s gender agenda. It is argued that this policy gap suggests that national and international security architecture is regarded as an accepted domain of male privilege. A lack of political will among Commonwealth heads of government to mainstream gender equality and facilitate structural transformation of national security organs and a chronically under resourced Commonwealth Secretariat limit the influence of the institution to that of arms-length promoter of international norms on women, peace and security.  相似文献

ABSTRACT

The article explores the shifts in (women’s) social citizenship in Bosnia-Herzegovina and its effect on the development of childcare policy in the 1945–2019 period. Gendered, selective childcare policy, which was inherent in the socialist notion of social citizenship and aimed to emancipate women as ‘worker-mothers’, deteriorated in the transition period when ethnicity became prioritized over gender and class. Exclusionary citizenship practices increased with the post-1990 reforms as gender and social inequalities incorporated into childcare policy design become intertwined with inequalities based on ethnicity and/or locality. The post-1990 period is characterized by discontinuity, retrenchment and weak implementation of childcare-related rights.  相似文献

This article provides an account of the process followed by the legislative assembly of the autonomous region of Sardinia, the regional council, to change its electoral law. More specifically, this article will focus on equal access to the elective office at the regional council that the electoral law should have guaranteed. The introduction of measures of gender equality is part of the broader process of change in the electoral law of Sardinia. It is also part of the wider review process of Sardinian autonomy that finds its roots in the amendment of title V of the Italian Constitution of 2001. Following these reforms, constitutional law 3/2013 states that ‘In order to achieve the balance between men and women in representation’, the new electoral law should ‘promote a new equal opportunity in the access to the office of regional councillor’ (article 16). The introduction of double preference for male and female candidates would have guaranteed equality, instead of reserving a share of seats to the underrepresented sex. It would have involved a new approach to the problem of underrepresentation of women. At the 20 June 2013 meeting, however, double preference was rejected in a secret ballot. Yet only four years later, on 21 November 2017, the electoral law was changed to guarantee equal access for women.  相似文献

This article shows different ways of defining, understanding and performing ‘diaspority’ in the border region of Kordai (Kazakhstan) and Tokmok (Kyrgyzstan). Taking the example of Dungan people, as the Sinophone Muslims are known in Central Asia, both academic and political definitions of the concept of ‘diaspora’ are compared. This ethnographic account problematizes Kazakhstani Shaanxi Dungan ‘diaspority’. Together with this, the political definitions of ‘diaspora’ are also analysed. I show that while in China and Kazakhstan the definitions of the Dungans as a ‘diaspora’ of ‘China’ are somewhat complementary, once the Shaanxi Dungan emic perspective is taken into account, this concept becomes rather problematic. The kinds of diaspority defined by the states involved are ways of implementing particular cultural hegemonies that legitimate the two political regimes analysed in this article. Concurrently, this dual diaspority is used by the Dungan people in distinct ways in defining their own identities. Nevertheless, I show in this article that the ‘Chinese card’ is not necessarily played by all Dungans. Moreover, there are some Dungans for whom ‘Chinese-ness’ is not even relevant.  相似文献

This article analyses the caseload of the Turkish Constitutional Court (TCC) during the Justice and Development Party's (JDP) tenure in office (2002–09). Contrary to expectations and public perception, TCC's caseload only showed a modest increase, reflecting increased legislative activity and the President's inability to influence parliamentary debates. As this article shows, judicialization of politics in Turkey preceded the emergence of JDP. Accordingly, it concludes that ‘controlled democratization' encourages judicial activism and can lead to ‘judicial tutelage’ over elected institutions, thus undermining the prospects for democratic deepening.  相似文献

ABSTRACT

Recent feminist debate about how to achieve the substantive representation of women in government has been conducted largely in relation to national parliaments in democratic states. This article brings a new perspective by examining grassroots rural government in contemporary China – an authoritarian state, which, however, began implementing village “self-government,” including elections, in 1987. The article draws on qualitative fieldwork in the Chinese provinces of Zhejiang and Yunnan. The authors went into this fieldwork with an understanding that women's substantive representation, democracy, and gender equality are mutually constituted and with an expectation that village self-government might make a much-needed contribution to the achievement of all three. However, we ran into trouble with this analytical framework. First, there were marked variations in villagers’ practices and understandings of “representation.” Second, we found that democracy was not a prerequisite for substantive representation. Third, most villagers we talked with claimed that “men and women are equal” and there was little conception of villagers’ interests diverging by gender. This article explores our analytical “trouble,” with a view to advancing scholarship on constraints to democracy in authoritarian states and suggesting fruitful directions for feminist theorists interested in the relationship between gender, representation and democracy.  相似文献

Abstract

‘Youth’ are frequently referred to under the mantra of inclusivity in any aid-funded project, development initiative or government–donor initiative in the Pacific region. Indeed, ‘youth’ ranks alongside ‘women/gender’ as a catch term for communicating diversity compliance. But how are ‘youth’ framed and who speaks for this group of people who are not yet adults or are only just adults in law, and yet are beyond the voiceless or barely articulate stage of childhood? This question may be particularly pertinent in cultures such as those found in the Pacific, where the right to speak out is traditionally not afforded to those on the edge of adulthood, and where ‘youth’ for the purposes of inclusive dialogue frequently means people over the age of 20. Although they may seem isolated, the Pacific islands are linked to global, regional and national movements to give young people more voice, to recognise the valuable contributions they can make and to ensure that they are participants in determining their own futures.  相似文献

The surge of environmental protest in Turkey has been interpreted as ‘above politics’ activism that strengthens civil society, fosters alternative expressions of identity, and creates new forms of agency outside the state. This article contends that any analysis of the way environmentalism unfolds in Turkey must take into account identity dynamics and the power the state has over these dynamics. Environmental activism seldom remains purely ‘issue-based’, despite the claims and desires of many activists themselves that their protests be ‘above politics’ as a ‘people’s movement’. Drawing on ethnographic and other methods in the study of environmental protest against a gas power plant on the Black Sea coast, this article shows how activists are caught in a dilemma which forces them to tread very carefully if they are to avoid accusations of being separatists or betrayers of the fatherland. Thus, environmental conflicts in Turkey can only be understood within the context of national identity- and party-politics.  相似文献

Abstract

With the dust settled after Singapore’s 2015 parliamentary elections, the only aspect pundits and Singaporean politics watchers could agree on was that the People’s Action Party’s comeback from its performance at the 2011 elections, although not of Lazarus proportions, was most certainly unexpected. While the result of the 2015 elections has gone through several post-election analytical mills, what has been oddly absent in such analyses is a discussion of gender in Singaporean politics. This article considers the relationship between gender and Singaporean politics through the experience of the 2015 election and its results. It shows that while Singapore has moved some way towards assuaging the demands of liberal feminists for greater representation in the political sphere, much more has to be done in order for gender equality to be achieved. The article argues for the Group Representation Constituency method of electing parliamentarians to be adapted to ensure a greater number of female parliamentarians while a quota system may be required for cabinet to be truly representative of the female demographic of Singapore.  相似文献
