The advance of globalisation depends in fundamental ways on the continued flows of transnational labour it has stimulated. For semi-skilled and unskilled service workers these flows are managed through numerous controls imposed by states, employers, labour brokers and even by the expectations of their families and communities of origin. This article concentrates on female service labour originating in Indonesia and the Philippines, destined for Hong Kong and Taiwan. It emphasises the collective (family and community-based) nature of the worker's entry into this type of work. It looks at multiple intersecting discourses that shape, construct and attempt to manage the worker's behaviour at different stages of the migration cycle. It gives particular attention to the receiving workplace: the household, and in some instances, the household-based enterprise. The article shows that workers placed in these households are simultaneously governed by contractual relationships and by historically and culturally derived rules reflecting the household's functions as a property-holding, administrative and patriarchal kinship unit. Globalisation has brought far-reaching changes to patterns of labour migration, but the household as a workplace retains important vestiges of these older patriarchal discourses, and ambiguities remain about the emergence of free labour in domestic work.  相似文献

This paper examines the forces behind South Korean women workers' labour activism in the 1970s, an era of rapid export-orientated industrialisation. Most of the labour strikes initiated by women occurred in the labour-intensive manufacturing sector, and they were in sharp contrast to the overall labour quiescence of male workers during the same period. The actions of South Korean women refute widely held assumptions about the docility of Asian women workers. This case study suggests that women rebel when their lives undergo drastic changes under a set of macro and micro circumstances. Women dialectically interact with the capitalist-patriarchal structure as conscious human agents, and the result of such interaction is their gender- and class-based collective resistance.  相似文献

This article analyses the 1985 naked protest carried out by silver miners of Pachuca, Mexico. This singular form of resistance, the first in Mexican labour history and organised by a dissident group within the miners' union called Liberación Minera (Miners Liberation), forced management to recognise and temporarily solve some of the miners' grievances. The naked protest unveiled the shady practices of the miners' employer, the state-owned Compañía Real del Monte y Pachuca, which refused to provide work clothes and safety equipment to miners. It also pointed to the miners' union leadership's complicity in the deterioration of labour conditions. Part of the miners' naked protest success had to do with the support that they gained from members of the left-wing press who used the protest to offer an early critique of Mexico's neoliberal policies. The 1985 naked protest occurred during one of Mexico's most severe economic crises and only four years before the company became privatised. This protest is one of the last examples of organised labour resistance before industries closed down and fired thousands of workers.  相似文献

This article discusses labour relations in the poultry industry in Brazil in the context of the COVID-19 pandemic. In the meat production and processing industries there have been many complaints about abusive practices that put workers' health at risk. In several small cities across the country, slaughterhouses already act as pandemic contagion risk hotspots. We present an overview of the demeaning treatment of workers and the risks to public health associated with Brazil's poultry industry.  相似文献

This article explores how the labour practices of sex workers in Mexico City have been affected by Covid-19. More specifically, it analyses (a) how the pandemic increases the stigmatisation of sex workers; (b) the causes that prompted Mexican sex workers to resort to erotic online platforms; (c) the advantages and disadvantages of online sex work; (d) the forms of mutual support sex workers in Mexico City offer each other in order to familiarise themselves with this new modality of work. Thus, this study provides the basis for analysis of sex work, stigma and desire in the context of Covid-19 in Mexico.  相似文献

While a new working class is in the process of remaking itself in China, the latest trend in labour studies has rejected the Marxist tradition which sees the social relations of production as the point of departure for analysing workplace conflict. According to the new current, influenced by post-structuralism, class is only one of the identities articulated by workers, and it can be understood only with reference to their discourses. By critically evaluating an important book by Ching Kwan Lee (Against the Law: Labor Protests in China's Rustbelt and Sunbelt), this article suggests that her approach generalising workers' protests with the notion of citizenship cannot satisfactorily explain the changing pattern of labour protests in China since 2004. By using fieldwork data and connecting the analysis of the social relations of production with the changing patterns of workers' struggle, this paper argues that migrant workers protests are a significant part of the emerging class conflict in China.  相似文献

In the last decade factory owners, in response to brand-name Corporate Social Responsibility (CSR) parameters, have joined associations that verify (through a monitoring and audit system) that management does not exploit labour. There have been no reports of violations of codes of conduct concerning Malaysian workers but for foreign workers on contract there are certain areas that have been reported. These areas, including trade union membership, the withholding of workers' passports and unsuitable accommodation, generally escape notice because auditors who monitor factory compliance do not question the terms of contracts as long as they comply with national labour standards. This paper is based on research with foreign workers in Malaysia and argues that despite the success of the anti-sweatshop movement in a global context, the neo-liberal state in Malaysia continues to place certain restrictions on transnational labour migrants which breach garment industry codes of conduct. Available evidence does not support the assumption that CSR practices provide sufficient protection for both citizen and foreign workers on contract in the garment industry.  相似文献

This article begins with Ruth's teaching at Durham and Dar es Salaam and teaching and research at the Centro de Estudos Africanos in Maputo. It discusses Ruth's research on how white farmers and mining houses in South Africa addressed their common problem of finding labour that was ‘abundant and … cheap’. She wrote about migrant workers to the South African mines from the South African end in ‘The gold of migrant labour’ and from the Mozambican end in Black Gold: the Mozambican miner. The address examines her analysis of the ‘power elite’ in Barrel of a Gun. It concludes with the threat that new legislation makes to investigative journalism in South Africa.  相似文献

ABSTRACT

Over the past few decades, Japan’s labour market has faced substantial changes, represented by flexibility, an increase in the proportion of the non-regular workforce and rising inequality. Under the intense pressure of fluctuating business environments and protracted recession, Japan’s policy-makers have sought to resuscitate the troubled economy by further liberalising the relationship between capital and labour while also seeking to reduce widening inequality by providing social safety nets and protection for workers. This article examines the government’s labour market reforms since the late 2000s in response to these challenges. It argues that patterns of policy-making – centralised versus decentralised – have determined the political dynamics of labour market reform. More specifically, three aspects of decision-making – the role of the centralised policy-making agency, party-cabinet relations and legislative control in Diet – have explained the scope of the reform, although the reform target along the lines of employment status has affected the political process and outcome to some extent.  相似文献

ABSTRACT

Workers’ resistance is crucial to understanding how the working class respond to the growing labour precarity in post-socialist China. The labour studies literature posits that inequality and volatile capital movements increase workers’ precarity and lead to stronger labour resistance, such as strikes. However, workers’ cognition as an integral part of resistance has been rarely studied. This article examines cognitive resistance by Chinese workers from different tier cities by looking at their social trust, class identity, understanding of policies and class solidarity. Despite capital movements and precarity causing more labour unrest, it does not necessarily lead to a stronger cognitive resistance. While inequality and precarity are greater in the more developed megacities with a shifting capital favourability, workers in megacities display a more conservative cognitive resistance than those from the lower-tier cities. This study of workers’ cognitive resistance provides insight into the future of the Chinese labour movement. It argues that the working class’s current cognitive non-resistance suggests that even if a window of opportunity were to appear in the wall of state oppression, workers are not cognitively prepared to coalesce into a coherent social movement that would bring about transformative changes.  相似文献

During the era of globalization, while international capital and world market factories are shaping the course of industrialization and “development” in many countries, it remains to be seen how far such “development” is conducive to increasing and improving women's paid work specifically, and labour rights, and empowerment in general. Using my research in Bangladesh, I juxtapose garment workers' experience to assess the implications of world market factories on women workers, their wages, work conditions, skill development, organizational links, and empowerment. In this article, I argue that women's multiple responsibilities and specific social locations as women and paid workers create distinctive form of activism and political consciousness. In addition, I suggest that the intersections of women's lives in the family and the workplace and their networks with other women create what Morgan and Bookman (1988) call “double consciousness” as women and as workers. This double consciousness generates multiple forms of resistance and social movements against the nexus between the state, multinational and local entrepreneurs.  相似文献

Scholars have shown interest in labour capacity when discussing labour movements in Taiwan’s industrial relations since the nation’s democratic transition from 1987. Interestingly, the upturn in workers’ struggles skipped the Hsinchu Science Industrial Park, which concentrated its business on the non-unionised, high-technology sector. Existing studies have not sufficiently explained how the Hsinchu Science Industrial Park escaped the series of labour conflicts after 1987. Rather than focusing on labour capacity, this article employs an alternative perspective – the role of employers and management strategies – to examine how employers brought together segments of capital and labour through a diversity of human resource management strategies. These management strategies have two aspects. First, high-tech industrial managers took advantage of “Taiwan-style” employee profit sharing and stock ownership to strengthen firms’ top tier of strategic decision-making with the support of national institutions. Second, while human resource management strategies will often differ from country to country, Taiwan’s management strategies draw from the experiences of Silicon Valley. Rather than fragmenting workers into teams and ethnic networks as in Silicon Valley, Taiwan’s managers established individual labour and management relations to avoid collective labour conflict.  相似文献

The growth of non-standard work since the Asian financial crisis of 1997 has emerged as the central political concern in South Korea. Important legislative interventions, the Non-standard Employment Protection Acts, were introduced in 2007 to protect workers from insecurity and precarity. This article investigates the effects of the Acts on women workers by comparing the employment characteristics before and after the introduction of the law. The Acts reduced the proportion of non-standard employment to a certain degree, but employers continued discriminatory practices against women workers and aggressively took advantage of more precarious forms of non-standard work. Due to severe sex segregation in the dualistic labour market, more surreptitious forms of discrimination against women workers remained intact. The results of this study point to the fact that social protection for non-standard work and more egalitarian gender relations in the labour market require a new paradigm of social rights.  相似文献

Kazakhstan's legal–regulatory framework provides for a small number of quotas for highly skilled foreign workers but has no provisions for legal employment of semi-skilled or low-skilled migrants from the Central Asian states, who enter under the Commonwealth of Independent States (CIS) visa-free regime and work informally in construction, household and service sectors. The lack of acknowledgement of the scale of informal labour migration has denoted an act of strategic neglect on the part of the state, allowing it to render migrant labour illegal, disposable, and keep migrants legally and statistically invisible. Unable to obtain a legal status, migrants nominally comply with the existing legal framework as they also circumvent and subvert it. The article details the entrenched informal regime of labour migration and explains why recent efforts to ‘legalize’ labour through the introduction of a labour patent (licence), as is the case in Russia, are unlikely to bring in significant reforms.  相似文献

Privatisation has become a cornerstone of the neo-liberal reforms imposed by western donors and creditors upon African states. This study of the privatisation of the tea estates in Anglophone Cameroon seems to largely confirm widespread evidence that both African governments and civil-society organisations have for various reasons been inclined to oppose externally imposed privatisation schemes. However, it shows that the most militant opposition has come from the Tole Tea Estate's predominantly female labour force whose already precarious living and working conditions have been further deteriorated by a secretive and corrupt privatisation scheme. In the absence of any public support from the regional civil-society organisations, the militant actions of the estate workers were bound to remain local expressions of anger.  相似文献

This article examines how the combination of immature welfare state and expansion of the service economy, in particular, contributes to the precariousness of the elderly labour market in South Korea where nearly half of the elderly live below the poverty line. It completes an empirical analysis of how elderly workers in Korea are participating in the labour market and examines their situation using a conceptualisation of “precariousness.” It is explained how the elderly in an immature welfare state are pushed into bad jobs resulting in a large number of precarious “elderly workers” in an economically advanced country. Results of the statistical analysis suggest that, due to severe precariousness, the Korean elderly are unable to escape from poverty even though they work. Also, gender segregation of precariousness in the service industry has been exacerbated in the elderly labour market. Structural change such as the rapid transition to a service-oriented economy has a greater impact on elderly women than middle aged or elderly men because elderly women tend to have lower skill levels and shorter careers, mainly entering service occupations where the bad jobs are concentrated.  相似文献

Japan has one of the world's largest and most diverse legal sex industries. In a limited female labor market, sex industry work is a stigmatized yet lucrative form of women's short-term employment and advertisements for recruiting new employees are prominently displayed across urban spaces associated with feminized consumption. In this article, I examine the ideological impasses that adult Japanese women working in Tokyo's sex industry express when talking about their motives for pursuing this work. Female sex workers commonly justify their work as the necessary sacrifice of filial daughters. This rhetoric of reluctant acceptance for the sake of others, however, obscures the reality that many sex workers are middle-class and college-educated women who find the financial opportunity and flexibility of this industry appealing in contrast to more dominant forms of feminized labor. These women express the ambivalence of their desires for economic self-sufficiency through narrating the dependence of others on them. Examining these ambivalences, I argue that sex workers’ motivations can only be understood through considering the ethical and moral frameworks that define the gendered economies in which they labor.  相似文献

In China extensive, co-ordinated strikes such as those that have taken place in Cambodia in recent years remain rare, with most protests initiated by Chinese workers contained inside single factories or industrial zones. Also, while Cambodian workers often mobilise for their interests and broader policy issues, such as the determination of the minimum wage, Chinese workers largely limit themselves to protests against violations of their legal rights. How can these different patterns of labour activism be explained? Through factory gate surveys and interviews conducted during the summer of 2016 in a sample of Hong Kong-owned garment factories in Dongguan and Phnom Penh, this study provides a comparative analysis of the root causes of labour activism in China and Cambodia. In particular, the article focuses on three elements that play an important role in determining labour activism: the expectations of the workers regarding wages; the workers’ perception of the labour law and the legal system; and trade union pluralism.  相似文献

This article adopts a Marxist framework for examining the class bases of racism against guest workers in Taiwan, focusing on the legislative and administrative mechanisms adopted by the state to racialise and recompose the labour market and to politically repress immigrants, largely for the benefit of capital accumulation. It examines the ways in which racism against immigrants has constituted an important element of Taiwan's civic nationalism; an ideology which depicts guest workers' resistance as a source of social instability in the nation-state. The article also considers the ways in which the state has adapted to immigrants' struggles, together with the immigrants' and local workers' efforts to unite in solidarity against wage exploitation and racism. The article brings together evidence supporting the contention that Marxist analysis is the most effective means of explaining both racism and anti-racism.  相似文献

This paper examines the new ways to navigate family power dynamics among Muslim youth in contemporary Uzbekistan. Migration of labour from Uzbekistan increased rapidly in the 2000s. When young workers began to experience the freedom of making their own decisions in their everyday lives after migration, they became uncomfortable with the elders of the household making decisions on everything from daily chores to serious matters concerning their families. Youth who continued to live in Uzbekistan also expanded their areas of self-determination, such as in choosing their spouses, by securing private space through the use of mobile phones. The mobile phone can be an effective tool to improve the position of young wives, who tend to have the lowest status in the husband's family. Thus, the existing hierarchy or classical patriarchy in Muslim families can be navigated, challenged and circumvented by the use of mobile phones among the youth today.  相似文献
