This article contributes to the politics of policy‐making in executive government. It introduces the analytical distinction between generalists and specialists as antagonistic players in executive politics and develops the claim that policy specialists are in a structurally advantaged position to succeed in executive politics and to fend off attempts by generalists to influence policy choices through cross‐cutting reform measures. Contrary to traditional textbook public administration, we explain the views of generalists and specialists not through their training but their positions within an organization. We combine established approaches from public policy and organization theory to substantiate this claim and to define the dilemma that generalists face when developing government‐wide reform policies (‘meta‐policies’) as well as strategies to address this problem. The article suggests that the conceptual distinction between generalists and specialists allows for a more precise analysis of the challenges for policy‐making across government organizations than established approaches.  相似文献

The questions executive mayors face regarding the fulfillment of their leadership role often reveal dilemmas and paradoxes. The subject of this article is how executive mayors cope with these dilemmas and paradoxes and whether or not the selection procedure matters. It presents results of a comparison of English elected mayors' interpretations of three dilemmas and Dutch appointed mayors' expectations of those same dilemmas. The first dilemma involves the creation of a sense of community versus multiplicity of inclusions and identities. The second dilemma concerns the need for strong leadership versus the networked character of society. The third dilemma involves that strong leadership is expected, potentially leading to leaders having a false image of strength. The results show that mayors must balance the dilemmas within the boundaries set by the leadership context. Second, the directly elected mayors in England differ little from centrally appointed mayors in The Netherlands regarding their handling of the dilemmas.  相似文献

Romania reformed the law governing its parliamentary elections between 2004 and 2008, shifting from a complex proportional representation system based on county-level party lists to a complex uninominal system in which each district for the Chamber of Deputies and the Senate elects one representative. The change in law emerged after more than a year of heated political controversies, including partisan and personal animosity between President Basescu and Prime Minister Tariceanu, a failed attempt at impeachment, a deadlocked special electoral commission, a failed popular referendum, an unfavorable constitutional court ruling, and a confusing final accord brokered under deadline. Qualitative comparison of the 2004 and 2008 laws reveals that the heralded reform merely added an additional layer of calculation to the previous electoral system. Quantitative analysis using counterfactual estimation reveals that the new law had absolutely zero effect on the partisan outcome. In the conclusion, we explore the implications of these findings for Romanian politics and the politics of electoral reform more generally.  相似文献

Abstract

This article provides an analysis of the allocation of attention to policy problems on the local level, focusing on the executive agenda of six municipalities in the Netherlands over a 25-year period. It reveals that there is specifically a local politics of attention, showing differences between national and local policy agendas in specific policy areas. We did not find evidence that the political composition of the local executive coalitions leads to agenda differences, revealing the more problem-oriented and pragmatic nature of local politics. We did find evidence of an effect of institutional arrangements between national and local government on shifting patterns of attention, such as due to decentralisation. This shows that the local politics of attention is limited in scope and conditioned by the functions of local government and the institutional arrangements of policy making in the Dutch decentralised unitary state and that rearrangements affect these patterns of attention.  相似文献

Today options for digital communication exist in all Danish municipalities. But are local councils aware of the democratic potentials of the new forms of political communication? This article focuses on the democratic dimensions of web design. To what extent do the websites improve access to information on public affairs and stimulate participation of citizens in local politics? To answer these questions, a screening of all 275 Danish municipal websites was carried out on two dimensions: information/transparency and contact/dialogue. The findings show great variation between best and worst practice in terms of democracy. Furthermore, the findings show that size and income per inhabitant explain some of the variation, whereas the political colour of the party in office has no significance.  相似文献

The position of judiciary in politics is an important area of discussion for both legal and political experts. The issue has particularly been on Turkish political agenda for the past decade with the emergence of a strong single-party government under the Justice and Development Party (Adalet ve Kalk?nma Partisi-JDP) rule. This article aims to analyse the evolution of relations between the judiciary and executive in Turkey from a historical perspective by examining the Republican era until the JDP rule. The struggle over the control of institutions becomes more visible during periods of strong government and the analysis shows that the idea of an independent, apolitical judiciary is a myth that was created by the institutional and legal design of the Republic in the Turkish case and is not peculiar to the JDP government.  相似文献

Political advisers are an established third element in a number of Westminster‐styled jurisdictions, as they are in New Zealand’s institution of executive government. In this paper we report the initial findings of a research project focusing on the role and accountabilities of ministerial advisers in New Zealand. We locate these findings in the context of a growing body of international and comparative research on the role and accountabilities of non civil‐ or public‐service advisers within political executives and comment on the extent to which the findings affirm or refute the view that the ‘third element’ constitutes a threat to the continued application of Westminster principles and practices in New Zealand’s system of government – once described as more Westminster than Westminster. In doing so, we highlight deficiencies in standard conceptions of politicization and argue that there is a need to more clearly differentiate between its procedural and substantive dimensions.  相似文献

How do different professional structures shape the economic ideas that international economic organizations use to prescribe policy recommendations or derive legitimacy and authority for them? The comparative professional field analysis proposed herein deploys a novel combination of content, network and regression analysis to uncover the precise role of different qualifications, experiences and hierarchies in shaping the economic expertise invoked by the European Central Bank's and the International Monetary Fund's main policy documents, with a specific focus on debates over fiscal consolidation in the wake of the global financial crisis of 2008. The findings challenge much of the scholarship about how economic ideas diffuse across professional domains and where change on macroeconomic policy in international economic organizations is likely to come from. As such, the article should be of interest to scholarship on international bureaucracies, the politics of professional knowledge and the international political economy of fiscal consolidation.  相似文献

This article is an attempt to move away from microeconomics in the study of administration and to concentrate on British administrative ethics from a philosophical perspective. Thus, ethics is used here not in the sense of the ethics of managers dealing with accounts but as the ‘science’ of ranking moral values. The intention of the article is to examine how political theory can be used to help illustrate the dilemmas of public servants working in a climate which is distinctly hostile to disinterested ideals. The ideas of T. H. Green, the English Idealist philosopher who contributed so much to our understanding of public service, form the basis of the theoretical discussion, and the work of senior officials in Whitehall is the material used for illustrative purposes. Constitutional crises in Fiji and Solomon Islands and donor concerns about “good governance” raise older questions about the appropriateness of introduced constitutions to local conditions. This article analyses the process of transfer of “Westminster” constitutions in island states of the Pacific. It considers the factors that facilitated or constrained transfer into and within the region. It also considers cases where alternatives to Westminster were considered but rejected by the local leaders. The article concludes that Westminster has been spread by replication, almost irrespective of underlying social and political conditions.  相似文献

We challenge the usefulness of the 'public value' approach in Westminster systems with their dominant hierarchies of control, strong roles for ministers, and tight authorizing regimes underpinned by disciplined two-party systems. We identify two key confusions: about public value as theory, and in defining who are 'public managers'. We identify five linked core assumptions in public value: the benign view of large-scale organizations; the primacy of management; the relevance of private sector experience; the downgrading of party politics; and public servants as platonic guardians. We identify two key dilemmas around the 'primacy of party politics' and the notion that public managers should play the role of platonic guardians deciding the public interest. We illustrate our argument with short case studies of: the David Kelly story from the UK; the 'children overboard' scandal in Australia; the 'mad cow disease' outbreak in the UK; the Yorkshire health authority's 'tea-parties', and the Cave Creek disaster in New Zealand.  相似文献

Membership of the EU and the scope of European integration are still contested issues in Danish politics. However, the impact of EU legislation on Danish legislation is relatively modest and highly concentrated within the field generally related to the regulation of the internal market. Strong upstream procedures at both the interdepartmental and the parliamentary level have been installed that effectively protect Danish policy-makers against political surprises in EU legislative politics. Upstream procedures are much stronger than the downstream ones for overseeing the implementation of EU policies and they ensure a high degree of consensus on specific EU legislation, both among the political parties in the Danish Parliament and among affected interests. As a result the transposition of directives is mainly a ministerial responsibility, and within the well-established fields of cooperation, the decree is the preferred legal instrument.  相似文献

The role of the state is changing under the impact of, for example, globalization. The changes have been variously understood as the new public management (NPM), the hollowing–out of the state and the new governance. This special issue of Public Administration explores the changing role of the state in advanced industrial democracies. It focuses on the puzzle of why states respond differently to common trends.
This introductory article has three aims. First, we provide a brief review of the existing literature on public sector reform to show that our approach is distinctive. We argue that the existing literature does not explore the ways in which governmental traditions shape reform. Second, we outline an interpretive approach to the analysis of public sector reform built on the notions of beliefs, traditions, dilemmas and narratives. We provide brief illustrations of these ideas drawn from the individual country articles. Finally, we outline the ground covered by all the chapters but we do not summarize and compare their experiences of reform. That task is reserved for the concluding article.  相似文献

Along with ‘anti-development’ and ‘beyond development’, post-development is a radical reaction to the dilemmas of development. Post-development focuses on the underlying premises and motives of development; what sets it apart from other critical approaches is that it rejects development. The question is whether this is a tenable and fruitful position. Taken up first in this article are major overt positions of post-development—the problematisation of poverty, the portrayal of development as Westernisation, and the critique of modernism and science. The argument then turns to discourse analysis of development; it is argued that, in post-development, discourse analysis from a methodology turns into an ideology. Next the difference between alternative development and ‘alternatives to development’ is examined. The reasons why this difference is made out to be so large are, in my interpretation, anti-managerialism and dichotomic thinking. The article closes with a discussion of the politics of post-development and a critical assessment.  相似文献

This article examines the politics of naming Sandinistas in Nicaragua during two periods of intense political and military struggle: the era of the Sandinista Revolution and Contra War (1979?–?90) and the era of the Sandino rebellion against the US Marines and Nicaraguan National Guard (1927?–?36). Focusing principally on the rhetorical and narrative strategies used by the USA and its Nicaraguan allies, the article explores the delegitimising master narratives concocted by these dominant groups and the efforts of two generations of Sandinistas and their allies to challenge these narratives. It argues that the politics of naming was embedded within a larger politics of storytelling, and that effective challenges to dominant groups' epithets must be grounded in historically informed challenges to the larger narratives from which they spring.  相似文献

This article takes implementation theory one critical step further. It argues that administrative policy making is a separate, distinguishable process, not a stage in or component of the legislative policy-making process. In addition, it argues that the institutional setting for policy making has a major influence on policy ideas, choices, and actions. Administrative agencies form a distinct institutional setting for policy politics, and setting influences policy outcomes. The implications of the institutional perspective for understanding policy making, policy analysis, and the legitimacy of public organizations are examined.

The ghost of the politics-administration dichotomy haunts implementation theory. Although numerous scholars have declared the dichotomy dead,(1) administrative policy making is still seen as a component or step in the policy process that is dominated by elected officials. For example, Kelman recently examined the different institutional settings of policy making.(2) Elected officials, in his view, are and should remain the primary source of policy ideas and choices while administrators remain responsible for translating these ideas and choices into practice. Other scholars underscore the lack of effective control by legislators and elected executives. But even those who acknowledge administrative initiative and autonomy see administrators as servants, however weak their masters.

This article takes implementation theory one critical step farther. It argues that administrative policy making is a separate, distinguishable process—not merely a stage in or component of legislative policy making. Policies can and do originate in administrative agencies. These innovations gather supporters and critics, are tested and refined, and can become part of the routine with little, if any, involvement by elected officials or political appointees. Legislation and executive orders commonly ratify existing administrative policies rather than initiate administrative involvement.

In addition, the institutional setting for policy making has a major influence on policy ideas, choices, and actions. Administrative agencies form a distinct institutional setting for policy politics. The institutional setting, it is argued, influences policy outcomes. Administrative policy making is not, however, an entirely discrete process. It intersects with legislative policy making at important and predictable points. The two policy processes, legislative and administrative, are loosely and variably coupled.(3) The central distinction is that administrative policy making is dominated by the ideas, norms, routines, and choices of nonelected public employees, whereas legislative policy making is dominated by the perspectives of elected officials. Administrative policy making can occur in the bureaucracies of the President or of Congress.

The argument that these two processes—legislative and administrative—are distinct does not, however, deny their essential overlap. The overlap between these two fundamentally different policy settings has fostered the delusion that there is only one policy setting with legislative and administrative components. Clearly elected officials influence administrative policy making, and, just as clearly, administrators influence legislative policy making.(4) Nevertheless, their interaction remains obscure without a clearer perception of the profound differences between the two settings. As stated, the importance of administrative policy making seems obvious and uncontroversial, but its implications are strongly resisted.(5)

Public administration and implementation theories have not adequately recognized the importance of administrative policy making in modem welfare states.(6) Before more fully developing these ideas, four examples of administrative policy making are briefly reviewed.  相似文献

Abstract

The article develops a typology of political strategies of coming to terms with the past as a theoretical frame of reference against which it assesses the transitional politics of memory pursued in Romanian post-communist society. It argues that after an initial ‘elusive’ strategy based on a politics of amnesia gave way to a confrontationist stance promoting a politics of anamnesis, the communist past was both politically criminalised and symbolically demonised. The article concludes by arguing that the failure of the ‘mastering the past’ paradigm epitomised by the 2006 Tism?neanu Report needs to give way to a ‘normalising’ paradigm of remembering Romanian communism.  相似文献

Discussions of core executive operations in Britain have focused on a limited controversy about whether monocratic control is exercised by the premier or whether more collegial decision making persists in Cabinet. An extended typology of institutionalist views is examined, including the prime ministerial clique interpretation, models of ministerial government, segmented decision making, and bureaucratic coordination. This restricted debate reflects normative anxieties about Britain's unbalanced constitution, party-structured legislature and an inadequate rational policy process inside the executive. New directions for core executive research are examined, including the analysis of decisional studies, more disaggregated and differentiated accounts of the core executive, coalition politics in the core executive, and the analysis of leadership influences.  相似文献
