It has often been alleged, most recently in the recommendations of India's National Advisory Council (NAC), that the Indian state promotes, or is complicit in, Hindu-Muslim violence for political or electoral reasons. But the evidence for the claim has historically been sketchy. In StevenWilkinson's work, Votes and Violence, the argument is that the evidence supporting state complicity is systematic.We examine this argument and find it to be fundamentally flawed.  相似文献

Violence characterized by similar actions, actor motivations, group structures, or level of damage still poses qualitatively distinct genera of threats to states. For instance, “terrorism” can threaten a particular state, be used by a state, or threaten the entire state system. Building on the threat construction literature, this study argues that threat is best understood through narratives on the relationship between violence and the boundary-producing practices that construct the state. Four ideal-typical basic narratives on this relationship are produced—entrant, resource, revisionist, and criminal. Each narrative is then demonstrated by looking at how it was used in a historical case of piracy. The action (piracy as raiding at sea) is held constant while the threat in each varies with the narrative. Understanding how threat is narratively constructed can help us to understand particular historical episodes of violence and state responses to them.  相似文献

The proposition that voters reward incumbent governments that perform well economically is considered received wisdom in many democracies. We examine this hypothesis in India, a developing democracy where scholars have found limited evidence of economic voting. Using a unique state-level panel dataset covering the years 1980–2012, we find that there is no relationship between growth and electoral performance in the aggregate. However, since 2000, there do appear to be increasing electoral returns to governments that deliver higher rates of economic growth. The positive returns to growth are much larger than those to improved law and order, while inflation has no clear impact. The results suggest a significant shift in Indian voter behavior.  相似文献

This paper explores the impact of infrastructure on trade connectivity among ASEAN and three Asian countries—India, China, and Japan. Our study is mainly motivated by the increased infrastructure investment and trade among these countries in recent years. The main results of trade network analysis include high trade density and interconnectedness among ASEAN, India, China, and Japan. There are specific “trade intensive paths” among the few countries in the group. It highlights the “export hubs” or main “suppliers of intermediate goods” in the region. Further, the paper analyzed the nexus between trade connectivity and infrastructure by applying the panel fixed effects method and Poisson pseudo-maximum likelihood. Moreover, the robustness of the results is tested by estimating two-stage least square. Hard infrastructure, foreign direct investment plays a crucial role in bringing the nexus to trade connectivity. Reducing trade barriers and improving infrastructure quality are essential for deepening regional trade integration.

The unfettered expression of electoral choice is an important democratic right; however, in many contexts voters are pressured by others to cast their votes in certain ways. Electoral coercion is a topic that has received increased attention from researchers in recent years as part of the wave of research on electoral violence, yet there is little consensus in the literature as to who the targets of coercion are most likely to be. This article uses a list experiment embedded in a survey fielded following the Turkish general election of 2018 to identify the targets of coercive electoral practices within families and among close friends. The analysis reveals familial electoral coercion to be strongly conditioned by partisanship and disadvantaged demographic characteristics, but finds no evidence that women are more likely than men to be coerced.  相似文献

As a response to the dynamics of state formation, statebuilding has not created model states in the last twenty years as was intended. Instead, the states that have emerged around the world are heavily contextually contingent. This is despite international attempts to shape them according to a common pattern, dominated by neoliberal models of statehood. This raises the question of what kind of hybrid states are actually forming as a result of the encounter between international statebuilding and local political dynamics? This article argues that international statebuilding aims to create neoliberal states and treats local political dynamics as dysfunctional. Yet from a local perspective the limitations of the statebuilding model are also apparent, as is the need for any locally legitimate state to be grounded in its context.  相似文献

Scholars have argued that acquiring nuclear weapons should allow states the luxury of exiting conventional arms races. In turn, a decreased budgetary focus on conventional arms should make possible greater spending on social welfare. I contest this logic of nuclear substitution by examining its most likely exponent, Pakistan. As a poor, under-developed state, a nuclear Pakistan should have welcomed the opportunity to cease its arms race with India, and spend greater sums on its population's welfare. Instead, I show Pakistan has doubled down on its pre-nuclear conventional posture, mainly because of its revisionism over Kashmir. More generally, I show nuclear substitution should happen only rarely: when a state is satisfied with the territorial status-quo, and its security challenges are amenable to pure nuclear deterrence. An empirical overview of conventional postures in Britain, China, France, India, Israel, the Soviet Union and the United States shows these conditions are met rarely, and never sustained. The argument has implications concerning the marginal welfare effects of nuclear weapons, the stability-instability paradox in South Asia and the standoff between Iran and the West.  相似文献

Earmarked aid to international organizations has quadrupled over the last two decades and now represents almost 20% of total aid. This paper introduces a new dataset on earmarked aid, which alternatively has been referred to as multi-bi, restricted, non-core or trust fund aid. The data make it possible to track the rise of the new aid channel over an extended time period and in greater detail regarding, e.g., the implementing multilateral organizations. The data include more than 100,000 earmarked projects of 23 OECD donors to 290 multilateral institutions from 1990 to 2012. We graphically illustrate the patterns in earmarked aid for all actors: donor governments and their aid-providing agencies, multilateral organizations, and recipient countries. We also highlight promising research questions that can be analyzed with the multi-bi data. In a first empirical application of the data, we analyze four suggested donor motives for earmarked aid at the donor-recipient level. Contrary to donor claims, we find that earmarked aid and bilateral aid target the same recipients. We also find evidence that some donors use earmarked aid to bypass recipient countries with weak governance. Overall, our explorative analysis suggests that earmarked aid serves many purposes and that donors use it in different ways. This calls for more fine-grained research on the reasons and implications for earmarked aid.  相似文献

Property insecurity is associated with terrorism, insurgency and economic underdevelopment. For this reason, land reform is often implemented alongside political reform in post-conflict settings. In contrast, this article argues that political reform should be sequenced prior to land reform during state-building. Evidence from Afghanistan shows how land redistribution, legal titling, decentralisation of state-owned land and provision of legal services to resolve land disputes are unlikely to alleviate political violence or facilitate economic development without establishing or substantially improving political capacity, political constraints and inclusive political institutions at the local level. These findings suggest the importance of sequence in the process of land reform and political reform. More generally, political reform is a prerequisite for land reform to reduce violence and improve development prospects in post-conflict settings.  相似文献

Does the experience of living in the United States lead Chinese people to believe that China should pursue democracy? Our study produced mixed results, as we found that overseas study resulted in significant attitude changes by various means. Education in social sciences and consumption of foreign media were both associated with supportive attitudes toward democracy, and also led respondents to believe that Western liberal democracy is a good thing and to push for it. Conversely, living overseas had a negative effect on respondents’ support for Chinese democratization, as the longer they had lived in the United States, the better they understood Western democracy and were suspicious about whether China should pursue immediate democratization. Meanwhile, we also find Chinese media has a negative impact on public support for democracy, both instrumental and intrinsic. Finally, factors associated with attitudes toward democracy, such as traditional values, self-expression values, and perceived performance of the Chinese government, were also significant.  相似文献
