Illness and disability often result in a serious loss of income. Government response to this problem has been piecemeal, so that there is a patchwork of different programs, some state and some federal, covering particular types of medical disabilities and particular categories of people. This article briefly describes existing programs and then evaluates income-maintenance policy towards the ill and disabled using four broad criteria: clarity of objectives, adequacy of coverage, adequacy of benefits, and equity. The general findings are that extreme program fragmentation in this policy area have led to competing (and sometimes inconsistent) objectives, large gaps in population coverage, benefit levels that do not meet even minimal standards, and tremendous inequities across different programs. Recommendations for improvement include the development of a more workable definition of disability and development of a guaranteed minimum income plan in conjuction with supplementary disability insurance plans.The author would like to thank Randall Bovbjerg and James Vaupel for their thoughtful criticisms.  相似文献

While school finance research and litigation has traditionally focused on the equity of funding across school districts, courts and policy makers are increasingly addressing the adequacy of educational resources. This article reviews recent developments in adequacy research and estimates the additional expenditures required to achieve adequacy across states. Using the cost–adjusted national median of current per–pupil expenditures as a benchmark for adequacy, the results suggest that additional spending of $15.6–18.5 billion is needed nationally to reach the benchmark in all districts. The additional spending would be concentrated in a small number of states, particularly in urban and urban fringe districts.  相似文献

Precautionary principles have been proposed as a fundamental element of sound risk management. Their advocates see them as guiding action in the face of uncertainty, encouraging the adoption of measures that reduce serious risks to health, safety, and the environment. Their opponents may reject the very idea of precautionary principles, find specific principles unacceptably vague or see them as clearly doing economic damage—either to society as a whole or to their own interests. This article traces the development of alternative precautionary principles, primarily in Europe. Their adequacy is considered in one context where such principles have often been invoked, using genetically modified organisms (GMOs) in agriculture. Although some precautionary principles can be given analytical rigor, the concerns that they express strain the intellectual and institutional structure of conventional policy analysis. © 2002 by the Association for Policy Analysis and Management.  相似文献

This paper uses national and metropolitan area data from American Housing Surveys over four decades to examine the patterns and trends in the housing and neighborhood circumstances of children. Children across the income distribution have experienced dramatic improvements in the physical adequacy of their dwellings and in crowding but significant deterioration in housing affordability. Poor children are often in greatest jeopardy, with the rate of complaints about crime 25 percent higher in 2005 than in 1975, and the rate of school complaints twice as high in 2005 than 1975. Poor children also experience little payoff from residential mobility in terms of physical dwelling adequacy, crowding, affordability, or adequacy of schools, though moves are associated with fewer complaints about crime. However, it is the near poor – those between 101–200 percent of poverty – and not the poor who appear to be most affected by the tightness or looseness of the housing market.  相似文献

Abstract

From a democratic perspective, the replacement of government or parliament by a public manager to enforce budget discipline marks a serious intervention. Transferred to the local level, the replacement of the mayor and the council in three German municipalities by a state official (a so-called state commissioner) in recent years has raised questions about the legitimacy and adequacy of such a strong interventionist instrument. One crucial answer to be given to this legitimacy issue concerns effectiveness, in other words whether the instrument can fulfill its designated task by improving the local fiscal situation since the fiscal success of the commissioner is a basic prerequisite for legitimacy. By using a time-series approach of the synthetic control method (SCM) and constructing a synthetic comparison case to the town of Altena, an answer regarding the commissioner’s potential to reduce the short-term debt can be given. The commissioner was successful in limiting the debt increase and seems to have reversed the debt trend. This finding supports the effectiveness of rather hierarchical instruments for ensuring fiscal discipline at the local level and thereby adds to broadening the international public management literature on municipal takeovers.  相似文献

Using an 11‐year panel data set containing information on revenues, expenditures, and demographics for every school district in the United States, we examine the effects of state‐adopted school accountability systems on the adequacy and equity of school resources. We find little relationship between state implementation of accountability systems and changes in school finance equity, though we do find evidence that states in which courts overturned the school finance system during the decade exhibited significant equity improvements. Additionally, while implementation of accountability per se does not appear linked to changes in resource adequacy, states that implemented strong accountability systems did experience improvements.  相似文献

Recently, analysts in the United States (US) have proposed adopting caregiver credits, or pension credits, provided to individuals for time spent out of the workforce while caring for dependent children and sick or elderly relatives. The primary objective of these credits, used in almost all public pension systems in the European Union, is to improve the adequacy of old-age benefits for women whose gaps in workforce participation typically lead to fewer years of contributions, lower lifetime average earnings, and consequently lower pensions. This article examines caregiver credits in the context of future reforms to the US Social Security system, with attention given to the adequacy of current spouse and survivor benefits and how changing marital patterns and family structures have increased the risk of old-age poverty among certain groups of women. It then analyzes caregiver credit programs in selected countries, with particular focus on design, administration, and cost.  相似文献

Technology assessment involves questions that are in principle beyond the capacity of science to answer. Because available data and models are ambiguous, ability to evaluate the strength and fit of evidence and the adequacy of arguments assumes paramount importance. In this sense, analysis becomes a sort of generalized jurisprudence. Moreover, the impact of a technology depends on the institutional framework within which it is used. The consequences of revenue shortfalls for cities are particularly dramatic due to the balanced‐budget requirement. Revenue diversification is one method of stabilizing revenue streams because diversified revenue structures can mitigate the revenue fluctuations often associated with single source revenue. Using audited financial reports, this study examines the impact of revenue diversification in Arkansas cities over 10 years. To address the issue of revenue adequacy, this study examines diversification's impact on current year budget changes in revenue and expenditures as well as its impact on tax effort.  相似文献

Critics of US intelligence focus extensively on the alleged inability and unwillingness of intelligence agencies to learn and adapt. Analysis of eight counterinsurgency wars suggests instead that external factors largely influence the intelligence-related performance of whole governments, including organizational structures, unity of effort and command, adequacy of resources, and leadership quality. Assessment of the performance of US intelligence since 9/11 indicates that the same variables influence the performance of US intelligence, suggesting that the US intelligence reform debate focuses too narrowly and on the wrong factors.  相似文献

The recent experience of the former Yugoslavia provides an important test case for appraising theories of secession. This article begins with an outline of the main candidate justifications for a right to secession; withdrawal of consent; remedial right only; national self-determination and hybrids of these arguments. The article then provides a survey of the experience of the various secessions in the former Yugoslavia and draws attention to the particular problem of recursive secessions – that is counter secessions by minorities within the new 'republics'. The discussion of recursive secession provides an additional criterion for assessing the adequacy of candidate theories of justified secession.  相似文献

This essay reports the results of ninety 3-person and 5-person bargaining experiments using several alternative vote trading scenarios. These experiments are designed to test: (1) Riker and Brams' controversial hypothesis that vote trading can yield inferior outcomes as against the alternative hypothesis that vote trading induces ‘market-like’ efficiency in voting bodies; (2) the relative adequacy of several game theoretic solution concepts for vote trading games without a Condorcet winner (core); and, (3) the adequacy of the core itself. First, on the basis of eighteen experiments with binding commitments, we find some support for Riker and Brams' hypothesis: in nine trials, subjects first trade to a Pareto dominated outcome. In five of these trials, however, these outcomes are eventually displaced by Pareto efficient ones. Without binding commitments, however, we find little support for the ‘paradox of vote trading’ hypothesis. Specifically, while six of seven trials of a 3-person game yield ‘equitable’ outcomes, seventeen trials of several 5-person games without binding commitments strongly support the competitive solution as a cooperative game solution concept, and suggest that the V-set and M 1 bargaining set are either redundant or useless. Seven trials each of six 5-person games with a condorcet winner (core), however, suggest that usual static solution concepts may be inadequate for treating games with any interesting degree of strategic complexity.  相似文献

The Chief Financial Officers Act of 1990 and the Government Performance and Results Act of 1993, along with other legislation passed by Congress, are stimulating major financial management reform in the federal government. This article evaluates reform implementation against nine criteria developed in previous research on this topic. The criteria are accounting system adequacy, congressional intent, ability of Congress to use financial statement data, executive branch implementation incentives, capability of the Office of Management and Budget, utility of financial statements for decision making, use of performance measures in budgeting, coordination of federal organizations charged with implementation responsibility, and executive and congressional support for reform.  相似文献

Self-ownership is the moral principle that one ought to be left free to do whatever one chooses so long as non-consenting other persons are not thereby harmed, in specified ways. The principle is foundational for one tradition of political liberalism running from Locke to Nozick. This paper aims first to clarify this principle, in part by contrasting it with a kindred principle of 'self-benefit', and secondly to develop its implications for justified private property ownership. These implications are more meagre than is usually supposed. The principle is indeterminate in ways that undermine its claim to adequacy. Finally, further reasons for rejecting the self- ownership principle are suggested.  相似文献

In Virginia, major differences between revenue forecasts and actual revenue collections raised questions from legislators about the adequacy of the state's econometric forecasting models and the forecasting process itself. Consequently, Virginia's process and models were examined by the Joint Legislative Audit and Review Commission (JLARC), a legislative watchdog agency. The review found most of the differences could be attributed to declining economic factors and not poor forecasting. However, a surprisingly large component of the forecast was based on undocumented judgmental inputs that required greater oversight. Other states in similar circumstances may wish to evaluate their own forecasting process and econometric models using the JLARC approach.  相似文献

Although it is now widely conceded that there have been many changes in South Africa in recent years, not least in the political sphere, the nature and significance of these changes remain hotly contested. After sketching the pre-reform system, this article presents a broad and comprehensive account of the institutional reorganization of the South African state and the official justification for it. Acknowledging that at the moment only tentative interpretations of these developments are possible, it poses questions about the adequacy of official explanations and suggests that a deeper motivation for the changes lies in a commitment to both order and reform, the outlines of which are much clearer at the local than at the national level.  相似文献

Various concerns have been raised about the practicability of Next Steps and the adequacy of accountability mechanisms in Britain, particularly after the dismissal of Derek Lewis as chief executive of the Prison Service. This article critically reviews these concerns. It argues that the agency model is viable notwithstanding doubts about the practicability of the policy–operations distinction; that Next Steps is not the cause of defective accountability or the scapegoating of bureaucrats by ministers; and that a commonly proposed solution—making agency heads accountable to parliamentary select committees—has fundamental drawbacks of its own. The "conventional wisdom" that Next Steps cannot work ignores important evidence and badly needs reassessment.  相似文献
