This paper is a review of the literature that examines obesity in China. Multiple factors that contribute to this phenomenon are investigated, such as globalization, urbanization and cultural changes. Most of the researches reviewed in this paper concern urban, coastal populations of China. Obesity is defined differently for Asian populations; thus, diagnosis has been underestimated in the past. As China's economy develops, the country may now be gaining western problems, such as obesity. Obesity is related to economical causes as China participates in international business and trade. Furthermore, the role of the globalized food industry is reviewed. More western food companies and restaurants have infiltrated Chinese cities, causing mass changes in the traditional Chinese diet. Likewise, employment is a significant factor examined since more occupations in Chinese cities have transitioned to the service sector. Cultural attitudes differ from those of the West in which the Chinese view heavier bodies as healthier than thinner figures. Interventions that have been attempted are reviewed.  相似文献

Recent extreme weather events have resulted in an ongoing discussion on the issues of land use and compensation payments within Austrian agriculture. Building on a functional evaluation system for agricultural lands, the national project "agriculture and flooding" has as its goal to classify the flood-protection contribution and flood sensitivity of agricultural lands. This, in turn, enables the recommendation of targeted measures for potentially improving flood situations, as well as an estimate of their implementation costs. In addition to the digital soil map, other fundamental sources used for the project are the digital flood risk map, IACS (integrated administration and control system of agricultural subsidies) land-use data and soil properties. The results will contribute to an understanding of the multifunctionality of agricultural lands and the setting of priorities on a regional scale regarding packaged flood-prevention and damage-minimization.  相似文献

This paper tries to describe Albanian merchandise trade flows through the lens of intra-industry trade (IIT) indices, which quantify the extent to which bilateral imports and exports are matched within sectors. It offers a summarizing view on intra-trade development for the whole post transition period of Albania. Two important stages of analyses are included in the material. Firstly, intra-industry trade share on total trade is explored through the classical measures of Grubel-Lloyd index; secondly, a comparative analysis with other region countries was applied to make possible an estimation of Albania's trade potentials as well as their geographical distributions. Grubel-Lloyd index at aggregated value averaged less than 45%, a moderate value that is similar to the regional economies but lower than the European countries.  相似文献

To become an economic developed country, every country needs to look for its trade and commerce because it is one of the most prominent factors. Hence, the present study is an endeavor to highlight "India's Look East Policy and its northeastern states". The methodology adopted here is mainly based on secondary data and information, the sources of which have been compiled from different national and international journals and related books, etc.. India's involvement in the enterprises of ASEAN (Association of South East Asian Nations) for economic corporation was initiated in the year 1991 with the function of "Look East Policy". ASEAN countries have emerged as significant entities among India's most dynamic trade partners. East European countries, including Albania aren't totally immune from the troubles of the international financial trade, although they will not have direct influence on their finances system. These effects of the global economy crisis have begun to be felt even in Albania. The poor classes will be much more and faster effected from this crisis. This article will treat the effects of the crisis into these classes, and the risks that this crisis brings to their finances. Important factors for this will be the decrease of the monetary incomes in the country, the emigrant remittance and foreign investments decrease and as a result they will influence in a decrease of the income for person in the country, which will have much influence at this level. The intention of the article is to treat the policies that should be taken by the government to protect them. The government of these countries should be concentrated in the social protection of the poor classes and in the ways of overcoming the crisis for them.  相似文献

Along with rapid economic growth over the past several decades in China, wage and income inequalities have also widened over time. This paper analyzes the relationship between the labor market institutions and the labor market outcomes by focusing on the effects of China's compulsory minimum wages on wage inequality. The study chooses the year of 2004 as a starting point in consideration of the fact that the new regulation of minimum wages begun to implement in 2004. The main purpose of the study is to utilize quantitative methods to investigate whether the new regulation played a role in preventing wage inequality from further widening. The results show that, without the increases of minimum wages from 2004, the overall wage inequality could further widen in 2006. This observation holds true for male and female workers and for different regions. The paper concludes that China's compulsory minimum wages might raise the wages of poor-paid workers, but the system itself is only one instrument in helping poor-paid workers. To a large extent, the rise of workers' wages depends on tripartite collective wage bargaining. For China, where the real function of trade union has been questioned, solving the issues of widening wage and income inequalities still has a long way to go.  相似文献

During historic development, that the stress put in international law on protection of national minorities was strengthened or weakened depends upon a momentary interest of states. In (general) international law up to now, the term of "national minority" has not been legally defined. It has been done only for Europe. A group can be classed as a national minority if it is numerically smaller than the rest population of the state. It is not in a dominant position, its culture, language, religion, race, etc. are distinct from that of the rest population, its members have a will to preserve their specificity, its members are citizens of the state where they have the status of a minority and as a specific condition frequently added, and at the same time such a minority should have a long-term presence on the territory where it has lived.  相似文献

In order to enhance capacity building in the Pacific region, and to raise awareness on climate change and sea level issues, teaching and training modules were made available to the Pacific community through the "South pacific sea level and climate monitoring project" funded by AusAID. Numerous training workshops have been conducted through the project since its inception in 1991 and the project is now in its fourth and final phase. It was hoped that the goals of capacity building for the stakeholders on correct information of climate change and sea level have been understood and taken heed of. In addition, "The scientific educational resources and experience associated with the deployment of Argo" (SEREAD) project was also set up especially for ocean science in the Pacific island schools in 2001. However, it has been realized that the data from this project is more relevant to tertiary level rather than to secondary level students. Consequently, a survey was carried out to gauge the students' outlook towards the physical side of marine science. The survey revealed that more than 80% of both tertiary level and high school non-physical science students decided not to take the physical aspect of marine science sighting reasons that it is either a difficult subject, boring, too hard to understand or difficult to pass in the examination. Even amongst students taking physical science, only about 50% believe that the physical aspect of marine science is enjoyable. A minority of students at USP and high school take science as a subject and a small proportion from them take the physical science. From this scenario, it can be predicted that there will be a shortage of physical science graduates in the future. The confidence of the Pacific community in the work of scientists is built on faith. They appreciate the effect of science on their lives and support it but are unaware of the scientific methods involved. Therefore, for the sustainability of physical aspect of marine science in the future for the Pacific region, public awareness of climate change and sea level is vitally important and it should be widely promoted in the community as a matter of urgency.  相似文献

This paper is an exploratory study that investigates the status of new public management (NPM) and the obstacles to its implementation within the Republic of Lebanon. The study employs a qualitative approach that examines two complementary data sources. The first data source is obtained from an extensive review of documents related to NPM that are available in the public domain such as policy initiatives and governmental projects. The second data source is obtained from in-depth semi-structured interviews with 40 stakeholders. Data is analyzed, using an iterative thematic content analysis. The findings suggest that the main obstacles that have inhibited the implementation of NPM in most public agencies in Lebanon include: the politicization of administration in the public sector, the lack of stability in the country, the non-targeted inconsistent and insufficient training, several institutional dysfunctions and organizational challenges, the absence of a country-specific applicable model of public management and the unsystematic and non-institutionalized link between concerned international organizations and the Lebanese public agencies. This research is significant as it provides a foundation for institutional practices to improve the design and implementation of NPM in the country. It also contributes to the relevant academic literature and fills a gap in the research on NPM in Lebanon. The paper provides policy recommendations needed to respond to the recurrent calls for administrative reforms in the Arab world especially in the aftermath of the popular uprisings in many of its countries.  相似文献

Globalization has increased significantly over the past two decades, provoking different political reactions. Increasing trade and financial openness as well as intense global economic competition have forced governments to intervene in order to deal with its different negative consequences such as budget deficits or growing unemployment. Over the last two decades, almost all OECD (Organization for Economic Co-operation and Development) countries have undertaken structural changes within their tax systems. However, two main problems appear. The first one concerns "tax competition" understood as improvements made by different countries in the field of investment climate especially in the field of economic freedom. The second one refers to the effective tax revenue resources that help maintain the welfare state properly. In the developed countries, this is certainly easier as richer societies afford to do it through their fiscal systems. The main aim of this paper is to examine the impact of globalization on tax policy--its nature and its transformations. The main conclusions are as follows: Globalization is an incredible opportunity for the private sector to take advantage of free movement of goods, services, capital, and people. At the same time, it is a great challenge for the public sector to maintain sound public finance. The analysis is based on statistical data and qualitative research methods.  相似文献

Some Arab states witnessed a number of uprising, which ranged from violent reactions toward their people, such as in Syria, Libya, Egypt, and Yemen, while some countries were trying to prevent these revolutions by using different measures, in which can be described as "cosmetic surgeries", such as Morocco and Tunisia. There are a number of factors, which leads Arab states to what is known "the failed state". These states for more than three decades had failed to achieve a minimum of political stability, well-being, economic, and social development for their people, to keep up with global changes in political, economic, and social reforms. Some political factors affecting Arab uprising, including lack of political reform, democracy, human rights violations, illegitimate governments, and absence of anti-corruption policy. Arab states governments had failed to achieve the minimum requirement of economic development, to solve economic chronic difficulties in transitional economies, in fields, such as food and water security, human resources development, and economic development at local and regional levels. In addition, there are social factors ignite the Arab uprising. Including high rate of unemployment, deterioration of industrial and agricultural sectors, uncontrolled migration to cities consequently increase pressure on social services and economic development of cities.  相似文献

The article analyses the political situation in the Near East in trial to find the formula of peace. It would guarantee a peaceful coexistence for Palestinians and Israelites. The conflict of Israel and Palestine lasts for already over 100 years and becomes a global conflict among Islam believers and Jewish-Christians. Trying to have peace Israel left the occupied Sinai Peninsula of Egypt and made considerable concessions for Palestinians as well: It agreed on Palestine self-governing rights or autonomy in 1994. The problem is that Arabs cannot accept the fact of Israel state in their psychology. Nobody can guarantee their national security when Jews retracted to the borders which existed till 1967, the Sixth Day War. What does the total retraction from Gaza Strip from where the rockets are constantly sent to the territory of Israel on the heads of civil people? Would the most real and secure way of all the solutions be a Federation of Palestinian Territories or Confederation with the Kingdom of Jordan (or with the state of Egypt)? The peace problem of Near East is global and even connected with the intentions of Iran to make an atomic bomb. International community should be more sensitive not only to the tired nation of Palestine but also the Kurds who try to establish their state in Kurdistan. People of Azerbaijan should be helped in uniting into one state in the frames of Azerbaijan. The author tried to prove the article by the facts and the regulations of international law as much as possible.  相似文献

This study sets out to analyze and evaluate the implementation of a system for the regulation and control of social policies ("Social Comptrollership") involving civil society so as to reinforce the mechanisms for ensuring transparency and responsibility in the government's operation of social programs and the execution of public works Here is presented the analysis of the Federal Rural Housing Program (in Spanish: "Programa de Vivienda RuraF') that is aimed at providing accommodation to families in situations of severe poverty living in communities described as suffering from "high or very high levels of marginalization". The main conclusion of this research, which is based on a series of interviews with aid recipients, the officials and the social organizations involved, is that the regulatory aspects of this system for controlling social policies are not effective, since they lack mechanisms for enforcing the sanctions set down for participants who do not respect the agreements they have entered into.  相似文献

Although there is a growing interest in the influence of multicultural issues in education, there is still a lack of theoretically well-grounded comparative analyses of educational systems. Topics such as problems and prospects involved in the development of multicultural pedagogy are broadly discussed, but often suffer from an insufficient number of empirical and comparative studies. The lack of systemic or unified research in the field of multicultural education has reduced multicultural pedagogy within education to the simple implementation of individual training courses. As a result, multicultural pedagogy is generally oriented only toward the needs of a single country, rather than toward a system of multicultural interests that takes into account the interests of multiple countries. As a result, we must develop methods that will enable the realization of true multicultural pedagogy. The leading objective should be, firstly, the consideration of the individual as a subject of culture in a multicultural environment with a goal to determine the significance of the formation of an individual's multicultural qualities; secondly, the development of an integrative approach. Comparative studies are taking the lead in addressing this goal and recommending specific steps to incorporate multicultural pedagogy more systematically into an existing education system in every country. This paper addresses these problems by discussing theoretical questions behind the development of the ideological basis of multicultural pedagogy.  相似文献

Africanization is generally seen as a renewed focus on Africa-reclaiming what has been taken from Africa--and the emergence of a new sense of pride. With regard to the local curriculum, there is a renewed focus on indigenous knowledge and an African community competing in a global society. In this article the author will reflect on a literature search on Africanization by firstly attempting to create an awareness of the topic by local problems, for example an Africanized curriculum and study material specifically designed for the higher education student in South Africa (who might be in rural or urban) or in the rest of Africa, or even a local student who has migrated to another part of the globe; secondly, looking at relevancy problems that arise when designing local study material on a global platform; thirdly, suggesting ways to design an Africanized environment that not only reflects the underpinning of an African philosophy, but also takes cognizance of the global curriculum. Therefore, an attempt to create an awareness in all communities worldwide of the need is involved in their own curricula by not only looking at problems such as language, culture and values, but also starting at the very beginning, namely with the philosophy behind the design of such a curriculum.  相似文献

The series of big scandals in the US and other countries have been sensational news around the world. Big companies with good corporate governance mechanism also suffer from the unethical behavior done by the corporate leaders. When good corporate governance mechanism are not able to prevent corporate leaders from doing unethical behaviors, then this is a sign for a corporation to look for another mechanism that can prevent corporate leaders from doing unethical behaviors. Therefore, this paper proposes that shame value may be able to lead people to think before taking any action so that unethical behavior can be minimized. This idea is developed on the basis of assumption that in the nature of people, doing unethical behavior can make people feel ashamed. By adopting shame value as a corporate culture, a firm can instill a value to the corporate leaders and other employees as an early warning system to prevent them not doing unethical behaviors. Shame value as a corporate culture creates a role model through corporate leaders to strengthen the implementation of shame value as a corporate culture and formulate the policy that can motivate employees to hold this value. Apart from that, employing values explored from religion of conduct to strengthen and maintain shame value in the organization is also suggested. Nevertheless, the limitation of shame values is that it cannot be instilled in all organization as corporate culture since the boundary of shame is different for different cultures.  相似文献

Enviro-capitalism and enviro-socialism address natural resource management and environmental conservation from the different perspectives regarding property rights, roles of free market and governments. The case studies of land ownership evolution in United States and P.R. China illustrate that mandatory administrative order from government failed in P.R. China, while the private owned land and managerial ways also cause the problems in the United States. The understanding about land values and functions changes over time. The concern is getting more and more focused on exploring the efficient ways to get land resources yielded perpetually, as well maintaining economic, social and political sustainability. We learn the lessons from the past. The land management depends on rationally identifying and measuring the roles of individual, mass and government in social-economic-ecological system by using the market dimensions and indexes. The case studies indicate that the owners of the land property will be able to engage in negotiated contracts with those seeking environmental protection through the free market. It also requires the governments to take the responsibilities to identify property rights and help build up the capacities to make the policies and laws based on the land ecosystem processing features, as well considering the cultural and economic status within the different spatial units. The governments should help to develop the enforcement technology for policy implementation at local, regional, national and international levels. The big challenge is that we lack knowledge and information to determine the processes and functions of social-economic-ecological system and measure the comprehensive values of land in large geographic units.  相似文献

The new information and communication technologies (ICTs) are radically redefining the world's social, economic and political landscape. People live in the information age and their environment and needs are changed by the development of ICTs. The Republic of South Africa as a democratic country also faces the challenge in the information age. The Government of South Africa has embarked on a number of measures to ensure that information and communication technologies (ICTs) play a vital role in society. The Department of Home Affairs (DHA) plays a central and indispensable role within the public service, impacting on the lives of all the citizens and the people who visit South Africa. The DHA has felt the pressures emanating from South Africa's transition to democracy and the tremendous growth in the demand for its services. It is important for the DHA to adopt the ICTs in its services to deliver them conveniently and efficiently to citizens. The paper presents the research undertaken of the present status and application of e-government in the Department of Home Affairs in Republic of South Africa as well as the analysis of challenges the DHA faces in the quest to deliver services with ICT. Feedback obtained from clients was reviewed with the aim of offering recommendations on how the DHA can improve service delivery using ICT.  相似文献
