In the United States, the development of public administration has depended on its different historic challenges. There have been periods characterized by much contemplation of “why things don’t work,” when one hears more about the problems of the field than about solutions. In contrast, solutions become the center of discussions during periods of optimism. Public Administration in the United States has seemingly entered an era of reform over the past decade. Such an era is characterized by a major change in attitute, particuarly towards two challenges, those of complexity and bureaucratization. The treatment of these challenges has gone from pessimistic views of the mid-1970s to the current more proactive approaches. Public administration in the United States has always had to contend with its low level of legitimacy, but every so often the level of distrust would decrease enough for the nation's leaders to carry out needed reforms. Such a time is approaching as public administrators in the United States prepare to take on the challenges of complexity and bureaucratization. To do so effectivelly, however, requires a greater level degree of trust than is now forthcoming from the public. Until the cultural challenge is confronted, all other efforts are likely to fail. Looking at how the other challenges have been transformed can help us underestand what it takes to transform a challenge from an obstacle into a target for change. Less optimistically, it may be necessary to wait until the culture evolves on its own.  相似文献

Beginning in the mid-1970s and continuing through the 1980s and into the early 1990s governments in the industrialized democracies have brought about tremendous changes in their own State structures and in the relationship between the State and society. In the United States we refer to the “Reagan revolution,” but the changes have been no less profound in other countries, including those such as France and Sweden with very large and well-respected bureaucracies. While these changes in the nature of government are well-known and well-documented, their implications for the implementation and management of the public sector have not been explored adequately, especially in comparative context.(1) To the extent that the implications have been discussed it has been primarily in the context of the “new managerialism” but the changes really extend much more deeply into the process of governing and the manner in which the State relates to society.

This paper will be a step in the direction of more fully ramifying the nature of the changes using the phrase “the hollow state” to capture the changes that have occurred. The paper will attempt to look at what has been happening in government, as well as the implications for the future of the State, and for “statecraft” in contemporary democracies. That statecraft, by which the policy initiatives of government are linked to the lives of citizens, must continue to be a central element in the design of governments, but often has been ignored in the rush to reach fashionable political goals. If government is to continue to be a positive force in the future, then that craft must be fostered and mobilized rather than ignored with contempt.  相似文献

Abstract

Child abuse and neglect are regarded as a public health problem in the United States and around the world. While refugee families experience extreme parenting stress as they resettle, little attention is placed upon how refugee women themselves view child abuse and neglect. The primary objective of this qualitative exploratory research project was to document, through interviews, the compelling narratives of 17 refugee women regarding child abuse and neglect. We discuss the unique struggles faced by refugee families while parenting their children as they resettle in the United States. Recommendations are provided for professionals working with children and refugee families.  相似文献

In the United States, teen suicide rates tripled over several decades, but have declined slightly since the mid-1990s. Suicide, by its nature, is a complex problem. Many myths have developed about individuals who complete suicide, suicide risk factors, current prevention programs, and the treatment of at-risk youth. The purpose of this article is to address these myths, to separate fact from fiction, and offer recommendations for future suicide prevention programs. Myth #1: Suicide attempters and completers are similar Myth #2: Current prevention programs work. Myth #3: Teenagers have the highest suicide rate. Myth #4: Suicide is caused by family and social stress. Myth #5: Suicide is not inherited genetically. Myth #6: Teen suicide represents treatment failure. Psychiatric illnesses are often viewed differently from other medical problems. Research should precede any public health effort, so that suicide prevention programs can be designed, implemented, and evaluated appropriately. Too often suicide prevention programs do not use evidence-based research or practice methodologies. More funding is warranted to continue evidence-based studies. We propose that suicide be studied like any medical illness, and that future prevention efforts are evidence-based, with appropriate outcome measures.  相似文献

In the mid-1990s, the United States Coast Guard began planning a modernization effort known as the Deepwater program to replace an aging inventory of cutters, aircraft, and small boats. This effort involved a consortium of corporations to develop a “system of systems” to meet performance-based requirements and build the new equipment. This article examines the Deepwater program through the lens of multilayered principal–agent theory and evaluates the performance-based contracting (PBC) method used to alleviate strains linked to accountability from the principal–agent relationship. The findings help better understand the dilemmas prescribed from multilayered principal–agent theory and PBC by illustrating the accountability issues faced by smaller organizations when engaging in complex, large-scale procurement.  相似文献

This article examines the impact and magnitude of underinvestment in the public infrastructure of the economy of the United States, and points to its implications for deficit reduction and economic growth. It becomes evident that the lack of both a complete inventory of infrastructure investment needs and a coherent future investment strategy at the federal level have led to a situation where the volume of public works investment in the United States has fallen critically short of what may be considered an optimum level. Recognizing the limitations of capital budgeting, a management perspective is taken in which increased planning and policy development at the national level emerge as necessities in achieving the type of results required to enhance economic growth and responsibly reduce the national deficit.  相似文献

In this article, we inquire to what extent different manifestations of trust are associated with public support for evidence informed policy making (EIPM). We present the results of a cross-sectional survey conducted in the peak of the second COVID-19 wave in six Western democracies: Australia, Belgium, Canada, France, Switzerland, and the United States (N = 8749). Our findings show that public trust in scientific experts is generally related to positive attitudes toward evidence-informed policy making, while the opposite is the case for trust in governments and fellow citizens. Interestingly, citizens' assessment of government responses to COVID-19 moderates the relationship between trust and attitudes toward EIPM. Respondents who do rather not trust their governments or their fellow citizens are more in favor of EIPM if they evaluate government responses negatively. These findings suggest that attitudes toward EIPM are not only related to trust, but also strongly depend on perceived government performance.  相似文献

This article traces patterns of consumption, low productivity, debt accumulation and slow economic growth. Rather than calling for an increased emphasis on market and corporate incentives, the author calls for increased public investment. He favors particularly increases in scientific research and development and technology, in public works to rebuild the infrastructure, and calls for a public administration associated with increased investment in government.

The New Deal and the Great Society established the foundations of the public policy and administration of consumption—income transfer, entitlement, loan, loan guarantee, credit, subsidy, tax expenditure, and related programs designed to maintain or improve the income levels and social and economic well being of many elements of the United States population. Such programs now constitute approximately 50 percent of the federal budget. In the late 1980s, the United States entered into a new international economic, technological, and demographic order in which the public administration of investment will be increasingly important. The “public administration of investment” is defined as the administration of policies designed to produce future benefits for the nation through investment in people, knowledge and technology, the environment and public infrastructure, and public systems and public service.

Several trends in the 1980s contributed to the increasing importance of the public administration of investment. The first trend was the continuation of the low rate of productivity growth in the United States, a condition that has persisted since the early 1970s. (1)

Despite low productivity growth, the United States as a nation continues to spend as if productivity were increasing at pre-1973 rates and to borrow from other nations to make up the difference. The result has been large public and private debt. Increased productivity growth will require additional public as well as private investment if the United States is to maintain its standard of living and capacity to pursue social justice and other values into the next century.

The second trend has been the globalization of technology and the economy. The United States has been losing the comparative advantage it once enjoyed in many scientific and technological fields, as technological know-how has spread throughout the world. The United States fell further behind in the 1980s in the development of new production processes and in the commercialization of new processes and products in consumer electronics, semiconductors, and other fields.(2) There is compelling evidence that both the private and public sectors underinvested in developing the scientific and technical workforce that will be essential in the global technological competition of the future.(3) More generally, by many measures the education system of the United States has not been producing a well-educated workforce or well-educated citizens.(4)

The third trend of the ’80s was the maturation of the baby boom generation. This generation is now in the high consumption stage of its life cycle—homes, cars, and other consumer goods. The aging of the baby boom generation in the early decades of the twenty-first century will pose a complex challenge to public policy and administration. Early in the twenty-first century, the baby boomers will enter a stage of life usually marked by reduced consumption and higher saving.(5) At the same time, increased longevity suggests growing demands on both public and private systems for income maintenance, health care, and social services. New technologies will compound health care costs. Unless saving and investment are increased now to partially support the baby boom generation in retirement, the “baby bust” generation that followed the baby boom will face a heavy burden of support.(6) Currently, the Social Security Trust Fund does not have a single penny in it because the Treasury is borrowing the funds to reduce the federal deficit. Substantially increased productivity or substantially higher taxes will be necessary to replenish the fund in the early twenty-first century.

To compound the problem, by the year 2050, for the first time in American history (according to the middle series of Census projections), there will be more old than young Americans. The age cohort 60 and older will make up 28 percent of the population, while the age cohort 1-19 years will make up about 23 percent of the population.(7) This is in stark contrast to the 16 percent of the population 60 and over, and the 32 percent of the population 1-19 years, in 1980. Greatly increased saving, increased productivity, substantially lower standards of living for working people, extended working years, or an influx of immigrant workers will be needed to produce the benefits that are promised in the entitlement programs of the federal government and expected by the American people.

Finally, many observers perceived an increase in private greed during the last decade in the United States and a growing indifference to common concerns—eroding public infrastructure, the highest infant mortality rate among industrialized nations, the highest rate of child poverty, and similar social conditions. They see a preoccupation with current pleasure at the expense of future benefits, and a decline in social discipline and civic virtue. To some observers, the United States has been in a temporary cycle of preoccupation with private needs.(8) To others, civic virtue in the United States has been in decline.(9)

In any event, diminishing growth may intensify each individual's desire to protect his or her interests. In this context, redistribution in the pursuit of social equity will become increasingly difficult.  相似文献

In the period 1990-93 Mexico's economy experienced expansion and structural change. This was associated with economic opening, market deregulation, and large inflows of foreign capital. Mexico had dealt with the external debt problem through a Brady debt restructuring. This restructuring lowered the financial requirements of the public sector, improved market expectations, and set the stage for a decline in domestic interest rates.

In the early 1990s Mexico attracted fully one-fifth of all capital flows directed into developing countries. These inflows more than financed the current account deficit, and permitted Mexico to expand its official reserve holdings. The portfolio capital inflow bolstered the stock market, which appreciated in value. Mexico's entry into NAFTA provided another reason to be optimistic concerning economic and business prospects.

However, Mexico's external payments position was falling deeper into deficit. By mid-1994 it was possible to observe that the current account in Mexico's balance of payments had shifted further into deficit, and that the high unsustainable level of capital inflow was diminishing. Political violence and assassinations in 1994 caused foreign investors to look more carefully at investment prospects, and steadily rising interest rates in the United States created incentives favoring dollar rather than peso financial instruments. As peso interest rates began to rise, the Mexican government and commercial banks turned to dollar-indexed or outright dollar borrowing. By December 1994 this increased dollar liability position together with a runoff in foreign exchange reserves left Mexico in a difficult liquidity position. The December 20, 1994 devaluation failed to renew confidence in the viability of Mexico's payments position, and two days later the peso was floated. In the early weeks of 1995 a massive Mexican financial assistance package was provided by the United States, the International Monetary Fund, and others.

An analysis of the components of Mexico's GDP and balance of payments suggests that the financial disequilibrium was clearly evident by mid- 1994. Over the period 1993-94 domestic absorption had increased beyond the ability of the economy to sustain it. Parallel to this, the current account deficit had increased beyond the ability of foreign exchange resources to support this deficit. Failure by the government and central bank to take action in the third quarter of 1994 resulted in a runoff of foreign exchange reserves, speculative trading in the financial markets, growing skepticism concerning the viability of existing arrangements. Fiscal and monetary tightening early in 1995 produced an improved financial equilibrium, suggesting that similar action at mid-1994 might have avoided the near debt crisis that manifested itself in December 1994 jand the following weeks.  相似文献

Economic indicators in the United States document the poor economic straits in which Native Americans find themselves. Historically, scholars have explained delayed economic development using Linear Stage, Structural-Change, Dependency and Neoclassical Counter Revolution Models. All of these, however, are unable to fully explain the Native American case. We discuss the deficiencies of these models and point out the effects of constantly changing United States policies on Native American economic well-being. We present data from a survey of tribal government respondents about preferred business arrangements on the reservation to support greater attention to cultural identity in economic development studies. A model that incorporates cultural and sovereignty variables is presented. Diane Duffy, Ph.D., is assistant professor of political science at Iowa State University. She combines the study of political psychology and public policy by examining citizen perceptions of political issues. Currently she is examining Native American perceptions of “patriotism.” Jerry Stubben, Ph.D., is an Extension State Communities Specialist and adjunct associate professor in the Professional Studies Department at Iowa State University. He descends from the Ponca Tribe of Nebraska and served as Chair of the American Indian Studies Program at ISU from 1990–1995. Presently, he serves as co-investigator on a National Institute on Drug Abuse funded project to develop, implement, and evaluate a tribally based, family oriented substance abuse prevention program on the Mille Lacs reservation in Minnesota and Lac du Flambeau reservation in Wisconsin.  相似文献

Childhood sexual abuse is currently a problem of considerable concern. Research suggests victims experience both short-term and long-term effects due to the unresolved trauma of sexual abuse. Erik and Lyle Menendez were convicted of first-degree murder of their parents, Jose and Kitty Menendez. During the trial the defense presented an argument of alleged sexual abuse, stating that the brothers committed the murders in fear for their lives. The aim of this paper is to explore the Menendez trial in detail from sides of the defense and prosecution, and review the pertinent literature concerning the effects of childhood sexual abuse as they apply to the case. The matter of whether or not the abuse did in fact occur remains in question. The ethical issues of sexual abuse are examined where one must decide whether Erik and Lyle Menendez are responsible for their actions if the sexual abuse did occur.  相似文献

As market reform has spread throughout the globe, both scholars and policy makers have become increasingly interested in measuring public opinion towards economic changes. However, recent research from American politics suggests that special care must be paid to how surveys treat non-respondents to these types of questions. We extend this line of inquiry to a well-known case of large-scale economic reform, Russia in the mid-1990s. Our major finding is that Russians who fail to answer survey questions tend to be consistently less “liberal” than their counterparts who are able to answer such questions. This finding has implications both for our understanding of Russian public opinion in the 1990s, as well as for measuring attitudes towards economic reform more generally.  相似文献

This paper examines whether sexual abuse is more harmful to children if it occurs simultaneously with other types of maltreatment. While past studies have examined the relationships between these variables, few have a large enough sample size to adequately assess the contribution of co-occurring child maltreatment to emotional harm. Data from the Canadian Incidence Study of Reported Child Abuse and Neglect (CIS) showed a nonsignificant effect of co-occurring sexual abuse on emotional harm once controls for child and maltreatment characteristics were added. Co-occurring sexual abuse appears to have a stronger effect on emotional harm among 12- to 15-year-olds and girls.  相似文献

The ‘neoconservative moment’ is widely assumed to have come and gone with the George W. Bush administration. This article argues, however, that the hope that the neoconservative chapter in US foreign policy will be definitively closed under Barack Obama's administration is unlikely to be realized in practice, owing to the continuing influence that neoconservatives are able to exercise over national debates regarding the ‘moral’ use of US power in order to shape the international environment. While the moral agenda of the ‘neocons’ is often misconceived as simply a mask for the naked pursuit of the United States' material and strategic interests, this article demonstrates that this misrepresents the rationale that underpins the neoconservative perspective. Exploring the re-articulation of morality in neoconservative thought reveals the nexus that both links the neoconservative domestic agenda for political change to its foreign policy goals and also provides a framework for understanding the ‘staying power’ that neoconservatism continues to exhibit. Although the Obama presidency is widely heralded as a repudiation of this agenda, the neoconservative conception of the United States as a moral power is deeply rooted in US foreign policy traditions and is domestically allied to traditional expressions of social conservatism, which enables neoconservative ideas to continue to resonate in US foreign policy debates.  相似文献

This article draws on previous research and social bonding theory to examine the child maltreatment–delinquency relationship. Using data from the National Longitudinal Study of Adolescent to Adult Health (Add Health), results show that child physical and sexual abuse and neglect are predictors of weakened social bonds and increased delinquency during later adolescence. For both females and males, strong social bonds significantly decrease delinquency. Among females, social bonds, especially the maternal bond and school attachment, mediate the effects of child sexual abuse and neglect on delinquency. The effects of abuse and neglect on delinquency among males remain robust and significant even when controlling for social bonds. Implications of the findings for theory and policy are discussed.  相似文献

More than two decades since the Cold War's end, the new ‘united’ Europe resembles the old divided one, without the ideological cleavage. Transferred farther east, the continent's re-division condemned Russia to Europe's fringes where it remains today. Some scholars trace the origins of this fault line to 1989–1990, blaming the United States, Germany and the USSR for failing to erect pan-European security foundations. Few, however, focus on the not insubstantial role of France in this story. Mikhail Gorbachev's close ties with his intellectual mentor François Mitterrand contributed to the failure in unexpected ways. This essay explains this element in the history of the pan-European idea while also shedding light on the politics behind the birth of the EU.  相似文献

International student enrollment in public service degrees such as Public Administration in the United States has grown rapidly. Harnessing this growth to improve the knowledge and expertise of employees in public service is a vital opportunity. However, our survey of public service schools shows that international students perceive an extensive lack of support with financial and linguistic challenges. Furthermore, schools practice little performance evaluation concerning international student experience. We conclude that schools collect more data on international students and communicate better information about programs to improve services and ensure that students know accurately what to expect from their overseas education.  相似文献

Efforts to prevent and preempt further terrorist attacks in the United States and other developed countries have intruded into many spheres of public and private life. This article provides a short assessment of the redeployment of anti-money laundering regimes to combat the financing of terrorism. This expansion of financial surveillance is directed by international organizations and domestic legislation in the belief that terrorists and their financiers may be found, identified and detained. After providing background to the anti-money laundering regime, the article looks at the domestic and extraterritorial application of the USA PATRIOT Act. One conclusion of this analysis finds that a financial panopticon has coalesced out of the wide range of financial and non-financial businesses now required to report “suspicious financial activity.”  相似文献

In the United States the phenomenon of racial profiling has emerged as an important and controversial issue within political and criminal justice policy debates. For the most part, these debates have assumed a sort of racism at work in order to explain law enforcement's use of criminal profiles largely determined by racial classifications. Accordingly, many have worked to expose this allegedly racist behavior in the hopes that such exposure will bring an end to the practice. This essay argues that racial profiling is embedded in much larger social developments that must be explored in order to understand the role race now plays in the maintenance of social order in contemporary American society.  相似文献
