This paper discusses how the UK government has reconfigured its regulation of English local authorities by moving from direct oversight to using an indirect independent agency as a vehicle of meta‐governance. This theme is discussed through two strands: first, by examining how several factors eroded central government’s capacity to directly regulate councils. The second strand examines the strategies used by the Audit Commission, an independent agency, to assert its authority over councils and how its hegemony is sustained by facilitating and participating in horizontal and vertical networks across government, specialist policy and stakeholders’ communities.  相似文献

Between 1979 and 1997, successive Conservative governments sought to reduce the scale of public sector activity and to introduce competition in the provision of public sector services. A central feature of this policy was the introduction of compulsory competitive tendering (CCT). CCT was initially confined to blue collar services but, by means of the Local Government Act 1992, it was extended to white collar, professional services, including financial services. However, though potentially extremely significant, the support for and implications of such a policy are issues which have been inadequately researched. Because of this, research has been under-taken into financial services CCT and has included a questionnaire survey of 300 professionally qualified accountants employed in 17 local authorities in the North West of England, drawn from county councils, district councils and metropolitan authorities. The article presents the findings of the survey, with a particular focus on the views of accountants on CCT in general and financial services CCT in particular. In addition, it provides evidence that the CCT process, irrespective of views on CCT and its appropriateness for specific activities, has changed culture and attitudes in the case of local government finance professionals.  相似文献

Organization theory suggests that structural change has disruptive effects on managerial behaviour and organizational outcomes, and that these effects are likely to emerge in the period between the announcement and the commencement of the new structure. We evaluate the validity of this argument by analysing the performance of English county councils in the transition period before the voluntary restructuring of a sub‐set of these organizations. Disruptive effects are tested while controlling for a range of other variables, including the relative prosperity of the local population and the diversity of their service needs. The empirical results indicate that the performance of local authorities facing reorganization deteriorated prior to the onset of the new structures, and support the view that structural change has disruptive effects on organizational outcomes.  相似文献

There are billions of annual transactions between citizens and government; most of these are between citizens and local government. Both central and local government share the same target for electronic service delivery: 100% of key services online by 2005. In Northern Ireland, however, district councils are being left behind on the e-government agenda. The Northern Ireland Assembly, currently suspended, has no provisions or recommendations for local e-government, although many transactional services of interest to ordinary citizens are provided by local councils. The absence of a strategy for local e-government means that district councils are left to their own devices, and this contrasts with the rest of the UK. A snapshot of local councils is used to assess the extent of provision of electronic service delivery, highlighting examples of innovation, and indicating significant challenges for Northern Ireland local e-government during a period of suspended devolution.  相似文献

This paper examines the impacts of the 'Best Value' regime on the management of local public services in the UK. It argues that the regime marks an important shift in the framework of national regulation of local authorities and the services they provide but that the initiatives developed by the councils which have been piloting the new framework reflect a variety of approaches to local implementation. This suggests not the arrival of a new, hegemonic 'outcomes-focused paradigm' but a more gradual transition characterized by the co-existence and interaction of hierarchical, market based and collaborative frameworks for co-ordinating service delivery. The search for 'citizen-centred' services is likely to lead to a shift in the 'mix of governing structures' with an increasing number of services structured around 'cross-cutting issues', specific client groups or local communities. However, these more integrated approaches to local service delivery frequently require internal re-structuring as well as more effective collabor-ation with other local service providers and with local people. They may not therefore lead to immediate improvements in public services and will require local and central government to embrace new approaches to learning.  相似文献

This article is part of a larger project that focuses in part on the migration dynamics in large Mexican metropolitan areas or globalising cities. In particular, it develops a comparative analysis of the urbanised region of Puebla-Tlaxcala, the metropolis of Monterrey and Tijuana. All three metropolitan areas are important industrial centres that attract rural–urban as well as interstate migrations. Moreover, these urban centres are situated at routes used by migrants from Central and South America to get to the US. Yet, despite the increasing impact of migration(s) on urban areas, very little is known about its characteristics and municipal authorities have not identified inward or transmigration as issues of political importance. For our analysis we intend to map the different migrations through addressing the following question: How are migrations transforming the urban areas of Monterrey, Tijuana and Puebla-Tlaxcala and how are they inserted in and contributing to urban assemblages in these metropolitan zones? For this particular article we have chosen three distinct migratory groups to contrast: Germans in Puebla-Tlaxcala, Haitians in Tijuana and Indigenous populations in Monterrey.  相似文献

Contracts have been a key element in the recent reform of British public services. Their introduction has formed part of a broader process of change in which the market structures and values have featured prominently. In practice, contracts have both brought benefits and presented problems. More particularly, greater organizational formality has raised some important issues – the role of trust and the form and practice of accountability prominent among them. Evidence from a recent esrc -supported study shows that some services (the simpler ones) have generally gained from the reforms; but the evidence for more complex ones is equivocal at best.  相似文献

The literature on local outputs is dominated by cross-sectional investigations which suggest that the local socio-economic environment is a critical determinant of local policy. This paper argues that there is insufficient theoretical justification for adopting a cross-sectional methodology. It examines changes in education outputs in 57 English county borough s and 28 English county councils over the period 1949–74 and concludes that long-term trends in output change were little affected by local socio-economic conditions, changes in party control or changes in senior administrative personnel. The results suggest that case study analyses of internal policy-making processes are likely to give more insight into policy determination than current local output analyses.  相似文献

Where urban and regional development processes create deficits in infrastructure, services or employment, governments are expected to respond. One specific dimension is local government advocacy within a multi-tiered state. Although democratically proximate to residents, local government represents a creature of higher government tiers and is subject to the centralist ‘shadow of hierarchy’. To interpret whether advocacy is stunted by hierarchical influences, a distinction is drawn between passive, active and aggressive advocacy. Using interviews conducted with outer Melbourne’s growth area councils, the paper evidences the multidimensional and evolving nature of local and regional advocacy within the shadow. Illustrative of intra-sector variation, some peripheral councils have stepped beyond the metaphoric shadows and adopted politically confrontational or aggressive advocacy. Overarching conceptual framings must be appreciative of spatial and temporal variation in local government advocacy, and the local embeddedness of all government tiers through representative structures.  相似文献

This article examines the democratic impact of the UK coalition government's Transparency Agenda, focusing on the publication of all local government spending over £500 by councils in England. It looks at whether the new data have driven increased democratic accountability, public participation, and information transmission. The evidence suggests that the local government spending data have driven some accountability. However, rather than forging new ‘performance regimes’, creating ‘armchair auditors’, or bringing mass use and involvement, the publication creates a further element of political disruption. Assessment of the use and impact of the new spending data finds it is more complex, more unpredictable, and more political than the rhetoric around Open Data indicates. The danger is that the gap between aims and impact invites disappointment from supporters.  相似文献

Fragmented jurisdictional settings, particularly in the provision of local police services, characterize many metropolitan areas in this country. An im portant issue is whether differences in the social and economic makeup of local jurisdictions constitute barriers to the cooperation that is necessary to control urban crime. In this article, social, economic, and racial differences between suburban municipalities are examined to determine their effects on measures of cooperation between local police departments.

Social distance and differences in racial mix between jurisdictions are more strongly and more consistently associated with levels of cooperation between suburban police departments than is economic distance. Greater social distance appears to enhance cooperation. The study indicates that greater differences in the proportions of nonwhite residents between suburban municipalities are linked to lower levels of cooperative agreements between police departments. Finally, the findings from this study indicate that greater economic distance is not associated consistently with lower levels of cooperation.  相似文献

This research reviews and revisits the 14 local government websites to determine whether the GWS councils have improved their online services since 2009. The study has found that there have been significant developments and improvements in e-government services among the GWS councils, while these have been variable and in many cases there is scope for further improvement. This research is significant as a longitudinal evaluation can track the evolutionary paths of local e-government development and provides insights into the challenges and opportunities of e-government development at the local level in Australia.  相似文献

Councils of governments (COGS) have been subjected to powerful forces of change in the 1980s, due principally to drastic reductions in federal financial support. To survive, the councils have had to become more entrepreneural, to extend themselves in new directions They have scanned their local and regional task environments intensively for opportunities to form and/or join new networks and to provide more services in traditional and in new areas. The new style of council is described in this paper, using a market model. The model emphasizes opportunistic scanning of the regional task environment, and the assessment of issue networks as an iterative process in COG direction setting and implementation efforts.  相似文献

Under the influence of the enlargement of the European Union, there is now a renewed concern for marginalization processes in rural areas. Especially in countries at the periphery of Europe, these processes often have a large‐scale and multifaceted character. As agriculture and rural areas have become dissociated, the marginalization or success of the one no longer necessarily affects the other, and not necessarily in the same way. Dealing with the phenomenon in policy terms requires tools to explicate it. In this article, we present a simple typology of marginalization processes as a first step to its disentangling. The typology is applied to Finland and Portugal, countries at the periphery of Europe. The results strengthen the idea that different processes with different characteristics are going on at the same time, requiring specific approaches.  相似文献

A possible outcome of the next general election is that no party will have a majority in the House of Commons, a situation experienced only briefly in recent central government. In local government, by contrast, more than half the county councils in England and Wales and many district councils have no overall political majority. Some have been so for many years. This paper examines the style of decision-making in one such local authority, Cheshire County Council, in terms of the roles of politicians and officials and the relationship between them. Recognizing the constitutional differences between central and local government, it goes on to discuss how much of this experience would be relevant to central government in the event of no overall parliamentary majority. The paper argues that many of the working practices developed in local authorities would be valid in a central government context, though they would not necessarily take the same form. To avoid value judgments, the absence of overall majority, whether in a local authority or in parliament, is referred to simply as 'no-majority'.  相似文献

This article explores the contention that the conventions of public expenditure accounting conceal, rather than reveal, the real nature and implications of resource trends. A benchmark — a constant level of service output — is established as a basis for examining the relationship between trends in expenditure inputs and service outputs. Changes in unit costs are identified as the major source of deviation between expenditure and output trends. The impact of resource constraint on policy and policy-implementation is then examined in relation to one, essentially stable, area of policy in the personal social services: community care.
The meaning of the term'policy' is far from straightforward and community care is best understood as the interaction of relatively independent streams of policy, towards service outputs and resource inputs, extant in both central and local government. Mechanisms by which policy streams could be reconciled are of particular interest and an innovative example — joint finance — is examined in some detail.  相似文献

The European Community is still a community of nation states in the sense that the obligations created by Community legislation fall on the member states who then have to implement them.
A point much commented upon is that this involves a loss of sovereignty or power for national parliaments and governments. What is less frequently noticed is that it can also centralize into a national government's hands some powers that had previously been devolved to local and other authorities. Since the Community deals largely with national governments, what had previously been local functions have to become national government functions the moment they fall within a Community policy.
This process can be seen at work as a result of the Community's environmental policy. In Britain a variety of administrative agencies have exercised considerable discretion in handling pollution matters. Some functions are handled by district councils, some by county councils, some by specialized regional authorities, eg water authorities, and some by specialized national agencies, eg the Industrial Air Pollution Inspectorate. As a result of the Community's environmental policy, the central government now has greater powers. If the erosion of the tradition of devolved responsibility is not to be resented, it must be justified on the grounds that some larger purpose is being served.  相似文献

English councils have long aspired to be ‘self-sufficient’, providing services within single jurisdictions with limited inter-local collaboration. However, by 2017 almost all local councils (97 per cent) participated in one or more frontline or back-office ‘shared service’ involving 338 distinct partnerships. We analyse this new-found enthusiasm for inter-council collaboration by performing exploratory social network analysis on organizational and financial data for all 353 English councils. We examine factors predicting collaboration and the characteristics of the service networks that result, focusing on resource, organizational and political considerations. Propensity to collaborate was found to be unpredictable, but partner choice was rational, driven by geographical proximity and similarity in organizational and resource characteristics. We argue that, according to the institutional theory of organizations, both efficiency and legitimacy influenced these reform choices, and the risks of fashionable collaboration were mitigated by careful partner selection. We highlight implications for future quantitative research into symbolic (non-instrumental) forms of collaboration.  相似文献

This study contributes to research examining how professional autonomy and hierarchy impacts upon the implementation of policy designed to improve the quality of public services delivery through the introduction of new managerial roles. It is based on an empirical examination of a new role for nurses – modern matrons – who are expected by policy-makers to drive organizational change aimed at tackling health care acquired infections (HCAI) in the National Health Service (NHS) within England. First, we show that the changing role of nurses associated with their ongoing professionalization limits the influence of modern matrons over their own ranks in tackling HCAI. Second, the influence of modern matrons over doctors is limited. Third, government policy itself appears inconsistent in its support for the role of modern matrons. The attempts of modern matrons to tackle HCAI appear more effective where infection control activity is situated in professional practice and where modern matrons integrate aspirations for improved infection control within mainstream audit mechanisms in a health care organization.  相似文献
