In the 25 years since the re-establishment of Baltic independence from the Soviet Union, there has been no conclusive public conversation, or “coming to terms with the past” with respect to crimes against Latvian and other persecuted groups under Communism. This paper examines how national politicians, members of the European Parliament in Brussels, representatives of Latvia's Russian-speaking minority, and the Russian government have engaged in a difficult, long-overdue conversation. Conflicting historical narratives about victimhood are at the heart of these disagreements. Special emphasis is given to Latvia's historical narrative, its development over the past 25 years, and the way it challenges Russia's interpretation of history. I argue that Latvian memory politics at the European level are a continuation of Latvia's quest for acknowledgment of its victimhood, thereby trying to finish the process started in the late 1980s when Balts first demanded acknowledgment of human rights violations they had suffered under the Soviet regime. Latvia's methods of transitional justice are examined, arguing that its memory politics at the European level are an extension of steps taken at the national level to come to terms with the past and to increase its negotiating power against Russia's neo-Soviet historical narrative.  相似文献

Abstract

China’s aid is frequently portrayed as a challenger to established Overseas Development Assistance (ODA) norms, but it is unclear when the distinct ‘Chinese-model’ of aid emerged and how it has evolved over time. Using new historical data on Chinese aid in Africa and the case of Ethiopia, we have three main findings. First, China developed a distinct model of mixing ODA-like aid and commercial forms of economic engagement only after the mid-1990s, reflecting institutional reforms for allocating and managing foreign official finance. Second, social sectors have played a much greater role in China’s aid programme than is commonly perceived. Finally, Chinese aid to productive sectors has changed substantially whereas in social sectors it is relatively consistent.  相似文献

This paper examines the reasons for the variable incidence and differing forms of historical sociology in several different historical periods, with a focus on Germany and the USA. It examines the flows of social scientists between those two countries due to forced exile from Nazi Germany, the American military occupation after 1945, and the voluntary exchange of scholars. The article focuses on extrascientific determinants such as political support for historical scholarship and macrosocial crisis or stability, as well as determinants that are more proximate or internal to the scientific field, such as the ongoing struggle between different epistemologies and the ability of historical sociology to sequester itself into a protected subfield. Historical sociology was one of the two poles of German sociology before 1933, whereas historical sociology had only a handful of proponents in the USA at that time. After 1933, the majority of German historical sociologists went into exile, most of them to the USA. For reasons explored here, the historical orientation of these exiled intellectuals had little resonance in the USA until the 1970s. Rather than being epistemologically “domesticated” in the 1980s, as Calhoun (1996) argued, historical sociology established itself as a subfield that is large enough to produce an internal polarization between an autonomous pole that relates mainly to history and other external allies and a heteronomous pole that mimics the protocols that dominate the sociological discipline as a whole, including a neopositivist epistemology of “covering laws” and at attraction to rational choice theory and quantitative methods, or qualitative simulacra of multivariate statistical analysis. In Germany, historical sociology failed to survive the Nazi period. Several leading Weimar-era historical sociologists stayed in Germany after 1933 but were unable to reestablish their prominence either because of their Nazi collaboration or because their work was dismissed by a new generation trained during the Nazi period for presentist, policy-oriented, “American-style”, or else trained in the USA after the war. The handful of exiled historical sociologists who returned to Germany after 1945 were marginalized, stopped working historically, or moved into other disciplines like Political Science. The explanation of these trends has to be multicausal and conjunctural. The influx of historical sociologists to the USA from Germany was unable to produce a historicization of the discipline until 1970s, when positivist hegemony was challenged for other reasons. The crisis of Fordism undermined the social regularities that had made positivist “constant conjunctions” seem plausible and at the same time rendered historicist ontologies more plausible. The neo-Marxist historical sociology gave rise to a neo-institutionalist counter-trend, which was itself eventually countered by a culturalist and conjuncturalist turn (Adams et al. 2005). In Germany, however, the society-wide destabilization of Fordism did not lead to a historicization of sociology. The extinguishing of the Weimar-era historical school in sociology meant that only high theory and “American-style” empirical social research remained as vital options. As a result, the crisis of Fordism and the ensuing social discontinuities and complexities did not give rise to historical sociology but were felt mainly within theory (e.g., the “risk society” theory of Ulrich Beck).  相似文献

Conceptualizations of cyberspace security can be divided into two related dimensions, articulated as "risks": risks to the physical realm of computer and communication technologies (risks to cyberspace); and risks that arise from cyberspace and are facilitated or generated by its technologies, but do not directly target the infrastructures per se (risks through cyberspace). There is robust international consensus, growing communities of practice, and an emerging normative regime around risks to cyberspace. This is less the case when it comes to risks through cyberspace. While states do collaborate around some policy areas, cooperation declines as the object of risk becomes politically contestable and where national interests vary widely. These include the nature of political opposition and the right to dissent or protest, minority rights and independence movements, religious belief, cultural values, or historical claims. The contrast between the domains has led to contradictory tendencies and paradoxical outcomes.  相似文献

According to national and international guidelines, schools should promote historical thinking and foster moral values. Scholars have debated, but not analysed in depth in practice, whether history education can and should hold a normative dimension. This study analyses current human rights education in two Swedish senior high school groups, in classes meant to promote what has been described as conflicting ideals of historical thinking and empathy as caring. Content analysis of students’ exam essays shows intertwined relationships between critical thinking and judgements. The results also highlight how students care that people are treated unjustly; can identify different perspectives; link the past to the present and the future; and use corroboration of information to get the best grade. This analysis shows that the students focus on historical empathy as caring rather than sourcing and corroboration. However, all students combine normative judgements with the complicated act of more neutral perspective recognition in their papers. Evidently, students may combine historical thinking and empathy as caring in line with recommendations of international understanding when they write history about indigenous peoples’ human rights. These findings are significant to all researchers, teachers and decision-makers interested in furthering analytical skills or moral values in education.  相似文献

Democratization studies endorses a liberal view of democracy and political culture. Insufficient notice is taken of alternative models of democracy. I argue that a ‘multiple democracies’ approach that takes potential variety in democratic political cultures into account has three advantages over the conventional approach: it is sensitive to the historical and contextual nature of democratic regimes, it takes a dual imaginary into account, and it is able to conceptualize the emergence of innovative forms of political culture. Instead of a ‘model approach’, I suggest a multiple democracies approach that identifies political cultures by means of available patterns of cultural repertoires or ethics of democracy.  相似文献

This paper explores the social practices underlying the production of clinical statistics at Princess Christian Maternity Hospital in Freetown, Sierra Leone. Combining ethnographic and historical methods, it focuses on the contexts surrounding the point at which the raw data (on which country statistics are generated) are entered into the medical record. This focus sheds light on the hidden, elided, or otherwise unseen aspects of clinical practice that global health stakeholders risk missing when privileging statistical data over direct observation. Direct observation reveals not only how specious data comes to be part of the medical record, but why.  相似文献

The Eurovision Song Contest (ESC) was created for strengthening the development of a European soul. But generally speaking, one can say it has been used as a tool for nation-branding, and as a means for Central and Eastern countries to “return” to Europe, in particular after the fall of their Communist regimes. In the difficult social, economic, political, and historical context of the Republic of Moldova nowadays, the ESC furthermore allows the discursive construction of the nation and the building of a particular self. Accordingly, based on a method inspired by the Critical Discourse Analysis methodology applied to three local newspapers, the research demonstrates how the ESC acts as a sound box when building the Moldovan self. The Moldovan identity that emerges from the articles seems to be an identity in crisis which proves much different from the usual political constructions of the nation. This bottom-up identity put forward by journalists has indeed to be related to the twofold crisis in which Moldova is at the moment: social and economic, on the one hand, and linked to a permanent struggle between a separate Moldovan or an integrated Romanian identity, on the other.  相似文献

FOR THE FORMER SOVIET REPUBLIC OF TURKMENISTAN agriculture is the single most important economic activity in that more than 40% of the population is directly in its employ. For a greater number of people it represents a major secondary income source, which in the economic crisis of the post-independence period has assumed even greater significance. With agriculture in Turkmenistan being almost totally dependent on irrigation, access to water is essential and the control and management of the region's water resources has long been an important factor in Turkmen history. Archaeological and historical records indicate that the amount of land irrigated in the region has varied considerably over time. During periods of political stability, often when a single polity ruled over the area, irrigation flourished, but declined after periods of invasion or when internal political conditions were unstable. It was during the 70 years that Turkmenistan was part of the Soviet Union, however, that the region's irrigation network reached its greatest extent with the construction of huge, highly integrated systems which allowed large tracts of desert to be cultivated. But what are the implications of the collapse of the Soviet Union for irrigated agriculture in Central Asia? Will there be, as has been seen in the past, a decline in irrigation now that there is no longer centralised management and funding or can Turkmenistan buck the trend and maintain its irrigation network which is so essential to the republic's economy? In this article we assess the impact of the break-up of the Soviet Union on water management strategies in Turkmenistan. In particular we focus on the Karakum canal, which is the world's largest irrigation canal and feeds an area of approximately one million hectares. The problems of managing such a system are highlighted and some of the different ways in which future management may be directed are discussed.  相似文献

Across the social sciences in America analysts routinely employ the so-called “functional“ model of the urban political machine in their explanations of the development of American urban government. They do so, however, with little knowledge of the intellectual history of this model or the actual history of American urban politics. This essay reviews the development and spread of the functional model through the social sciences and argues that it is an historical construct developed in the nineteen fifties by analysts who were admittedly more interested in creating a “usable past” for liberal political economy than in understanding urban political history. Having done this the essay then reviews recent work by urban historians and sociologists which have put the propositions of this model to the test in its ideological, political, and fiscal contexts for the years from 1830-1930. This work reveals that the image of the “all-powerful” political machines is demonstrably false. On this basis the essay argues that the persistence of this image has led to a unrealistic historical standard against which contemporary urban public administration has been unfairly judged.  相似文献

The East Asian financial crisis, the bursting of the dot.com bubble and the launching of the war on terrorism can be seen as three aspects of a single historical moment that marks the passage from one strategy of US imperialism to another. No longer based primarily on financial globalisation as the means through which the power and control of the corporations and government of the USA is extended over the world, as it was in the 1990s, US strategy is now more openly based on the direct control of productive assets and territory. This historical moment has also marked the definitive end of the idea of the Third World and its associated ideology of Third Worldism. Although this end has, of course, been repeatedly proclaimed, and contested, over the past two decades, this article argues that the idea of the Third World, and the associated ideas of development and non-alignment, were predicated upon the core concept of the national bourgeoisie and associated notions of the inherently progressive potential of nationalism. It traces the historical emergence of this idea in the work of Lenin and its subsequent trajectory during its cold war heyday. I emphasise that the idea of a united and rising Third World had a greater reality as a hope than it had as an objective historical possibility. The present moment in US imperialism is one where even that hope cannot be sustained—thus the definitive end of the idea of the Third World.  相似文献

Whilst much academic rigour has been devoted to analysing the ‘contents’ of historical textbooks in Ukraine, this article examines the teacher's role in the ‘transfer’ of the state's message to schoolchildren. This article demonstrates that in Ukraine's eastern borderlands teachers are highly active in negotiating the new historical narrative. Teachers are found to subtly change the accent or focus away from the ‘nationalist’ stance towards Russia, as found in the school history textbooks, to a more tolerant stance which aims to promote rather than negate Ukraine's historical interactions with Russia. Thus, this simultaneously reinforces a particular ‘regional’ understanding of historical events.  相似文献

This article investigates the changing intersections between religion and politics in Muslim Central Asia. Adopting a long-term historical perspective, it shows how successive regimes meshed and clashed with Islam in their efforts to assert worldly power. Religion was uniformly marginalised in the era of Marxist–Leninist–Maoist socialism, but the cases of Kyrgyzstan, Turkmenistan and Xinjiang show that religion has been playing somewhat different roles across the region since 1991. For the secular authorities, Islam may be valued as a source of nation building or it may be feared as a potentially destabilising force. The resulting attempts to co-opt, channel and control religious expression provide insights into the nature of secular power and raise questions concerning the applicability to this region of influential theories in the sociology of religion.  相似文献

Although much attention has been paid to national construction in Soviet and post-Soviet Central Asia, the field of literary and cultural analysis of the origins of current national symbols and texts in this region is yet not fully acknowledged and discovered. This article tries to shed light onto the literary construction of an ethnic identity and its historical background in Soviet Kazakhstan and its influence on the post-Soviet ideology in this multicultural country. In doing so it investigates the ways and the time when most of the important historical epics were “re-written,” brought back by the Kazakh writers and intellectuals in the mid-twentieth century. The importance of investigating this period and this phenomenon is twofold. First, it provides further contribution to the Soviet creation of binary approaches to the formation of ethnic identities and the continuous attack on local nationalisms. Following the arguments of some scholars in the field (e.g. [Adams, Laura. 1999. “Invention, Institutionalization and Renewal in Uzbekistan's National Culture.” European Journal of Cultural Studies 2; Dave, Bhavna. 2007. Kazakhstan: Ethnicity and Power. London: Routledge]) this asserts that the local cultural elites found ways of bargaining and re-structuring such identity contributing to its “localization” through the usage of pre-Soviet and pre-Russian historical symbols. In a way, they were able to construct their own “imagined community” and resistance to the past and existing (according to them) colonialism within the given framework of Kazakh-Soviet literature. Secondly, the historicity that became a leitmotif of most important literary works and later on a main focus of national ideology in post-Soviet Kazakhstan must be viewed not just as an instrument of legitimation in this post-colonial state but also as a strong continuity of cultural and ethnic identity lines. The very fact that a detailed and continued genealogy of Kazakh medieval tribes and rulers was the main focus of major works by such famous Kazakh writers as Mukhtar Auezov or Ilyas Yessenberlin demonstrates the importance of the “continuity” and kinship and family lines for Kazakhs. The paper raises the questions of how national and elitist these movements were before the independence and how the further post-independent projects of using and re-establishing these links and continuity formed more questions than answers for the nation-builders in independent Kazakhstan.  相似文献

This article seeks to accomplish four tasks. It explores the historical relationship between the financing instruments that dominated different phases of the evolution of the UN development system and the understanding of the concept of multilateralism. Bearing in mind this historical context, it seeks to analyse the defining characteristics of multilateral finance in the context of the UN, in particular the characteristics that make a financial instrument more or less multilateral. It then explores a number of new financial instruments and their possible impact on the future shape multilateralism takes in the UN system. The article concludes with some thoughts on financing for a new multilateralism. In order to go beyond the core/non-core stalemate, it is necessary to develop a new variable geometry based on function, which brings into play assessed, negotiated pledges, voluntary core and non-core instruments.  相似文献

State formation in the developing world can be explained as growing centralisation and institutionalisation. To understand why some states struggle with state formation, or the processes of centralisation, the model provided by Charles Tilly, in his analysis of state formation in Western Europe, is applied to Lebanon, starting at the onset of the 1975 civil war and concluding with an analysis of the post-Syrian occupation environment. With the appropriate conditions it is possible to use Tilly’s model of war making and the state to measure state formation, or the lack thereof, in the developing world. Conclusively, in the case of Lebanon, it is evident that progress towards strong state formation has been made because of processes of war that are similar to those Tilly outlines in his historical analysis of Western Europe.  相似文献

Studies of small state foreign policy tend to draw relatively bleak conclusions when it comes to small state agency. However, I will examine alternative and more positive modalities of small state agency. One such modality is agility, the strategic maneuverability to take advantage of a chancy environment. Besides leading to dangerous rigidities and biases, particular types of foreign policy imageries and heuristics may also facilitate experimental and agile agency. In studying this possibility, Finland is chosen as an illustrative case because historically Finland has faced a particularly constraining geopolitical context and because it has managed to adapt to multiple upheavals and to different geopolitical contexts. The emphasis is on the heuristic dynamics inherent in Finnish foreign policy culture that have allowed it to actively meet the emerging challenges. Instead of taking a detailed historical approach, I seek to understand the role of the relatively flexible and combinable embodied cultural models, i.e. thick images. They allow for agency-related experimentation that may bring added value that allows Finland to exceed the constraints of the brute geopolitical position. After reviewing multiple embodied foreign policy images, I will use them to analyse New Year's speeches by the Finnish Presidents Ahtisaari and Halonen in order to see how the fickle present is made to resonate innovatively with the known, commonplace, and mythical.  相似文献

This article gauges how plausible deep historical explanations are in accounting for the emergence of particular types of parties in post-communist Poland, Hungary, and the Czech Republic. Generating and testing hypotheses from the centuries-long historical logic of Lipset and Rokkan's model of cleavage and party development, it finds that the historical foundations of post-communist parties may be deeper than most analyses assume and that the influence of the communist era may be less than is often believed. While a full understanding of the emergence of post-communist party types requires both historical and non-historical explanations, historical ones should not be underestimated.  相似文献

This article is interested in the nature of the neoliberal project's expansion in Africa. The starting point for this exploration is a need to reflect on how the concept of neoliberalism is defined, especially the way it signals an economic doctrine which can only be realised as a broader sociopolitical project. The article goes on to show how, inasmuch as neoliberalism has consolidated itself in African states, it has done so by expanding its boundaries from macroeconomic fundamentals into broader concerns of state reconstruction. Most profoundly the full realisation of neoliberal social transition relies on expectations about the way societies behave. Here neoliberal approaches reveal themselves as nothing so much as faith statements, or convictions about the market-like sociability of African communities. The article ends by reflecting on more historical and structuralist approaches to the way markets have evolved within societies, concluding with an entreaty to ‘bring accumulation back in’ as a way of understanding markets and their developmental possibilities.  相似文献
