In the 1980s, governments around the world adopted New Public Management ideas about inserting competition into government as a way to improve the performance of public organizations. In many nations, contracting out was one method of making governments more businesslike. Yet, there have been few studies of how government contracting behaviors have changed since the early 1980s. We replicate Ferris and Graddy's classic 1986 study of local government production and sector choice to assess how public procurement has changed over the past 35 years. Our findings show that today, contracting out is more commonly used across 25 local government service areas. In contrast to the original study, much of the growth has been in government-to-government contracts. For profit firms are also winning more contracts for high transaction cost work, while nonprofits are receiving fewer government contracts in nearly every service area. Our analysis suggests that contracting out remains of the highest importance in 21st-century governance and that additional research is needed on how to manage contracts to achieve the best value.  相似文献

The paper examines the conception, implementation and abolition of the GP fundholding scheme, all within 10 years, for evidence of a changed style of health care policy-making. A health care policy community, in which the interests of the medical profession were prominent, existed between 1948 and the mid-1980s. The paper highlights the important factors in the breakdown of the policy community and traces the effect through to the negotiation, implementation and abolition of the GP fundholding scheme. In particular, the role of evidence in health care policy-making has changed significantly. A consequence of the collapse of the policy community has been that a 'folk psychology' rather than evaluative evidence has guided some aspects of health care policy since the 1990s.  相似文献

In this article attention is drawn to a striking difference between recent attempts to reform local government in the Netherlands and in Germany. What has been the prime focus of attention in the Netherlands in the 1980s is being emphasized in Germany in the 1990s, and what is being emphasized in the Netherlands in the 1990s has been the prime focus of attention in Germany in the 1980s. Trends in local goverment reform in the Netherlands have been going from a focus on more efficiency to a focus on more democracy, while trends in local government reform in Germany have been going the other way around. Likely explanations for these intersecting reform trends are built on four pillars: financial crises, legitimacy crises, formal institutions and informal institutions  相似文献

In South Korea, the development of environmental policy did not garner much attention from either the government or society before the mid-1980s, although policy-making in this sphere had a long history prior to this time, as with other traditional policy areas. Moreover, it is significant that mid-1980s in Korea was a period characterised by a new political–economic landscape that induced changes in the aims and roles of the government and society in policy-making. Thus, specific developments of Korea's government–society relationship may be reflected in the evolution of its environmental policy. This paper aims to analyse the changing aspects of this relationship in the area of environmental policy by examining environmental policy governance since 1971. The research results show that the government–society relationship in this policy area has been gradually transformed – from a stage of confrontation to that of complex interactions. Per the findings, this paper argues that the relationship needs to be further enhanced to a stage of institutionalisation, and explores ways of achieving this goal.  相似文献

The back-to-back recessions of the early 1980's drove Illinois and most other states deep into debt to the Federal government for their unemployment insurance systems. As part of the process of debt repayment, Illinois created a model of the state's unemployment insurance (UI) system to analyze legislation geared to debt repayment. This paper describes Illinois' UI forecasting model, and examines two uses of the model for UI system evaluation. Illinois' system is found to be solvent, as it accumulates little or no debt over severe business cycles and repays debt automatically. It is also found to be counter-cyclical, as benefits increase during recessions, and tax rates tend to increase at times of low unemployment.  相似文献

The most widely used typologies of European local government systems are based on research conducted in the 1980s. The most popular are those of Page and Goldsmith (1987), distinguishing between Northern and Southern European systems, and Hesse and Sharpe (1991), distinguishing between Southern, Northern and Anglo-Saxon models. The rare attempts to include the Eastern part of the continent are far from comprehensive or satisfactory. They usually view the whole region as a distinct group, referring to its specific historical background and recent radical decentralisation (Bennett 1993, Heinelt and Hlepas 2006). Disappointingly, the same approach is presented in the most recent comprehensive analysis of European local government systems (Loughlin et al. 2010). This article tries to fill the gap produced by this simplification, by offering a comprehensive picture of the variation within the Eastern European region and suggesting a first attempt at a typology of around 20 countries of the region. The criteria for this typology refers to those used in earlier classifications of the Western European systems and include: (i) territorial organisation and tiers of elected local governments, (ii) scope of functions provided by local governments (functional decentralisation), (iii) financial autonomy, (iv) horizontal power relations within local government institutions (election systems and relationships between mayors and councils).  相似文献

This article examines 'market' and 'political' explanations for the nature of nationalized industry labour relations, using British Rail as a case study. The market perspective suggests that market insulation generated 'cosy' industrial relations since it allowed managers to acquiesce in restrictive practices. More robust labour management recently is the result of greater exposure to market forces. This explanation is rejected because BR was exposed to competitive pressures before the Thatcher era, and because there is no simple relationship between market forces and managerial actions. Instead political uncertainty is the primary determinant of the state of industrial relations. In the 1970s British Rail management and unions formed a 'tacit alliance' to limit the potential damage of government interventions. This alliance has broken down in the 1980s not primarily because of market pressures but because government interventions have become more explicitly concerned with industrial relations.  相似文献

The failures of governments of both parties in the 1970s had prepared for radical changes in the nature of government under Margaret Thatcher. Among them were that ministers resumed greater power over their civil servants. While various aspects of the relationship between ministers and officials changed and despite the introduction of special advisers, close partnership — the Haldane relationship — was largely retained between them until the end of the 1980s. In the 1990s ministers began to operate less closely with the civil service, largely because they found they had less time for departmental work under the Major and the first Blair administrations. Many of the skills for which civil servants had been trained became less in demand because of the ending of the Cabinet style of government, the reduced importance of ministers appearing before parliament and the greater involvement of spin doctors and media handlers in preparing public documents. However, new skills were required: more rapid accessing of information and more skill in implementation and responsibility for it. The Wilson reforms of 1999 were in large part aimed to remedy these shortcomings. There remains a question whether enough of the Haldane relationship survives for government not to be driven towards greater definition of the rules in which civil servants operate.  相似文献

The worlds of local bureaucrats are under researched and under theorized compared with those of civil servants in core executives. Yet local bureaucratic elites, sitting as they do between central states and localities, are key actors in governance networks. In England, the role and responsibilities of local bureaucratic elites has been transformed since the days of professionalized officers heading departmental structures reporting to committees, firstly by NPM and politicization in the 1980s and 1990s and, more recently, by political management reform introducing a separation of powers. Drawing on interviews in 15 local authorities, this paper examines the changing narratives and dilemmas of local government elites. In particular it explores, but argues against, early expectations that the creation of an elected executive, with considerable devolution of decision-making responsibilities to individual cabinet member councillors, has meant a move closer to the logics of the 'Whitehall mandarin' tradition by local government chief officers.  相似文献

Abstract

The author asserts that a sophisticated sabotage threat to U.S. international civil aviation has been well known to the U.S. government and air carriers since the early 1980s. He believes that both the U.S. government and air carriers have failed to do enough to counter this sabotage threat. He cites the findings of the President's Commission on Aviation Security and Terrorism (May 1990), and the enactment of the Aviation Security Improvement Act (Nov. 1990) to support his beliefs. It has been claimed that transport policy in the UK, once a quiescent area, has been opened to battle between competing advocacy coalitions and that the late 1980s and early 1990s saw a policy paradigm shift. This article examines one detailed historical case study, the plans to complete an inner road in Norwich and the subsequent collapse of the scheme. The aim is firstly to examine the complex decision making processes and subsequent politics of this scheme and secondly to relate the local issue to the idea of a paradigm shift in national roads policy. The complexity of decision making in a multi-actored arena, where sovereignty is located locally but is circumscribed by central government 'guidelines', suggests that the assertions of those who argue in terms of a paradigm shift in policy may be exaggerated.  相似文献

In order to deal with the threat of Y2K (the Millennium Bug) the UK Government directed an uncreative, resource-heavy, centralized operation with standardized reporting requirements. The project impacted almost all government systems, from the critical to the mundane. The government's position was made worse by administrative changes that it had initiated in the 1980s and 1990s that had created a much larger network of delivery partners while at the same time hollowing out IT expertise within the civil service. With little regulation in place, the government was vulnerable to IT opportunists who recognized the financial gains that Y2K offered. An alarmist media also exacerbated the problem. The paper ends by offering some observations regarding the government's management of IT and how this might be improved to allow the government to pursue its Modernization Agenda.

Aceh is known as not only a rich but also a rebellious region. It experienced one of the longest wars against the Dutch colonial government. The seeds of conflict with the Indonesian government were sown early on during the independence period in the 1940s and 1950s. During the Suharto period (1966-98) Aceh developed from being a poor province to being the fastest growing provincial economy in Indonesia. However, the Acehnese believe that they did not gain much from this economic growth. This fuelled anti-Jakarta feeling among the Acehnese and also increased the popularity of the Free Aceh Movement ( Gerakan Aceh Merdeka ) in Aceh. The military solution that the Suharto government imposed in the late 1980s worsened the human rights conditions in Aceh. As both the Habibie and Abudurrahman Wahid governments have failed to end the conflict, many Acehnese have been calling for a referendum to decide the future of the province: whether to remain part of Indonesia or to be an independent state.  相似文献

This study examines prevailing characteristics of public attitudes to local government in Turkey based on the findings of a questionnaire based research project. The level of public knowledge of local government, people's satisfaction with local service provision, public views and complaints about local services are analysed. The findings show that the level of public knowledge of local government is low and people do not complain about local government services although the level of satisfaction is low. The belief that complaints would have no effect is the main reason for not complaining. The impact of sex, age, education, income, length of residence in the locality, housing tenure, and political opinion on public attitudes to local government is also assessed. Of these variables, age, education and income levels are found to be significant.  相似文献

This paper examines the impact of development, including the impact of government and donor programmes, on ethnic minorities and indigenous peoples in Southeast Asia. Through an examination of government policy, it considers arguments that mainstream development strategies tend to generate conflicts between states and ethnic minorities and that such strategies are, at times, ethnocidal in their destructive effects on the latter. In looking at more recent government policy in the region, it considers the concept of ethno-development (ie development policies that are sensitive to the needs of ethnic minorities and indigenous peoples and where possible controlled by them), and assesses the extent to which such a pattern of development is emerging in the region. Since the late 1980s, it argues, governments across the region have made greater efforts to acknowledge the distinct identities of both ethnic minorities and indigenous peoples, while donors have begun to fund projects to address their needs. In many cases, these initiatives have brought tangible benefits to the groups concerned. Yet in other respects progress to date has been modest and ethnodevelopment, the paper argues, remains confined to a limited number of initiatives in the context of a broader pattern of disadvantage and domination.  相似文献

This article traces the development of pay determination in the British civil service over the last decade. It argues that after a period of instability, the pay system established at the end of the 1980s embraced rather than reconciled two competing traditions of pay determination; one based upon the importance of traditional compatibility criteria and the other stressing flexibility to meet managerial needs. As a consequence of the difficulties which emerged under these new arrangements, neither the unions nor the government have fully achieved their pay objectives. While the creation of executive agencies may herald a more fundamental change in pay determination based upon devolved structures and systems, the nature and extent of this change still depends upon resolution of the tension between competing central government concerns to retain financial control and allow agencies to adapt to meet local needs and circumstances.  相似文献

Compared to other continental European countries, especially Germany and Switzerland, which have experimented with New Public Management (NPM) in local government, The Netherlands has been relatively quick in following trends stemming from Anglo-Saxon management thinking, but also relatively quick in redressing its course. The rise of the New Public Management in Dutch local government has been relatively swift and strong but also relatively superficial and non‐committal. The dominant picture that emerges is one of an administrative system that, while responsive to the latest trends, is also surprisingly stable. Management reforms, forcefully advocated in the 1980s, were decisively revised and redressed in the 1990s, with the city of Tilburg, celebrated for its 'Tilburg Model', a case in point. The Werdegang of NPM (that is, how things developed) in Dutch local government, detailed in this article, can be understood only partially as a result of changing economic and budgetary constraints. The article shows that endogenous features of the Dutch politico-administrative system – more specifically: the compact, dense and decentralized pattern of the intergovernmental network, the administrative tradition of pragmatism, dynamic conservatism and the comparatively technocratic character of local government – have also strongly influenced the reception, effect and correction of NPM in Dutch local government.  相似文献

Political mechanisms of accountability were marginalized by Conservative government reforms during the 1980s and 1990s which sought a more market-oriented approach within the public sector in order to enhance ‘consumerism’. In education, parents were given more choice between schools and were provided with more information on school performance. The promotion of market accountability has involved a reduction in the powers of local education authorities (LEAs) which had been central to the operation of political accountability. However, whilst market-based forms of accountability were firmly enhanced in principle by the legislation, to what extent have the forms of accountability operating within LEAs changed in practice? Interviews with Chief Officers and the Chair of the Education Committee are used to identify changing perceptions and practices of accountability in LEAs in Wales. The findings indicate that although local politicians and officials have been forced to operate within the legislative framework of market accountability, they have sought to impede its successful implementation. The policy community in Wales facilitated the LEAs’ capacity to respond in this way. The market-based reforms conflicted with fundamental values held in Wales, which remain those of professional accountability.  相似文献

Public sector reforms throughout OECD member states are producing a new model of ‘public governance’ embodying a more modest role for the state and a strong emphasis on performance management. In the UK, the development of performance management in the context of the ‘new public management’ has been primarily ‘top‐down’ with a dominant concern for enhancing control and ‘upwards account‐ability’ rather than promoting learning and improvement. The development of performance management and evaluation in local government in the UK has been conditioned by external pressures, especially reforms imposed by central government, which have encouraged an ‘instrumental–managerial’ focus on performance measurement. The new Labour government's programme of ‘modernizing local government’ places considerable emphasis on performance review and evaluation as a driver of continuous improvement in promoting Best Value. However, recent research has indicated that the capacity for evaluation in local government is uneven and many obstacles to evaluation exist in organizational cultures. Local authorities need to go beyond the development of review systems and processes to ensure that the capacity for evaluation and learning is embedded as an attribute of ‘culture’ in order to achieve the purpose of Best Value.  相似文献

This paper argues that Indonesia's corporate governance system is unlikely to converge on the outsider model of corporate governance, at least in so far as this means an exact replication of this model. While the Indonesian government has introduced a range of corporate governance reforms aimed at bringing in key elements of the outsider model since the mid-1980s, and especially since the onset of the Asian crisis, there have been serious problems with the implementation and enforcement of these reforms. Underlying this outcome, it is argued, has been the structure of power and interest within Indonesia: the balance of power between the main coalitions of interest has been such that the political preconditions for the proper operation of the outsider model have not yet been established.  相似文献
