Local government and modern urban management techniques will play a key role in the transition of Ukraine's institutions from a communist to a free economy and society. This paper provides a historic context for this transition, discusses the problems encountered in building urban management capacities and local government institutions, and explores what it will take to achieve real change. The paper places the problems of revitalization and rebuilding of these Ukrainian institutions in historical perspective, with special attention to inherited patterns of Soviet administrative culture. The Sovietization of urban planning and administration, and living standards and the creation of nomenklature (the main governmental “human resource”), are analyzed as the starting point for rebuilding Ukraine's local governments. The paper traces the main sources and consequences of “continuous institutional crisis,” such as distrust, corruption, and deterioration of the capabilities of the Ukrainian state. Also examined are the current effects of economic globalization on the development of local and urban governments. Following a review of Ukrainian “path dependence” and recent difficulties in institutional building, the paper outlines the most important tasks for future development and an agenda for Ukraine's “institutional entrepreneurs.” The paper emphasizes that it is vital to create a professional, rule-based bureaucracy and merit-based municipal civil service. 相似文献

The UK Child Trust Fund (CTF), which came into effect in January 2005, appears to be an exemplary instance of ‘asset‐based welfare’, of the redistribution of wealth rather than simply income. However, this article shows that over the course of its development, and in its final implementation, CTF policy became ever more focused on generating a ‘savings culture’ and enhancing financial literacy. In explaining this outcome, it is argued that it may be characteristic of New Labour for which, it is further argued, welfare policy should seek to push individual aspirations and outlooks in certain directions. The article takes an interpretive approach to the study of policy and politics, arguing that we should look carefully at the processes of argument and selection by which ‘objects’ of policy are specified. This can help us characterize the approach of varying administrations, their ‘governmentality’. 相似文献

Controversy exists regarding whether recent changes in the organization of the public services in the UK and elsewhere constitute a paradigm shift towards a post-bureaucratic form. This article argues that in Britain three fundamental but interlocking strategies of control have been implemented over the last decade. First, there has been a pronounced shift towards the creation of operationally decentralized units with a simultaneous attempt to increase centralized control over strategy and policy. Second, the principle of competition (often attached to the development of market relations but sometimes not) has become the dominant method of co-ordinating the activities of decentralized units. Third, during the most recent period there has been a substantial development of processes of performance management and monitoring (including audits, inspections, quality assessments and reviews), again a phenomenon largely directed towards operationally decentralized units.
Taken together these three strategies do not describe a simple movement from a bureaucratic to a post-bureaucratic form, rather they combine strong elements of innovation with the reassertion of a number of fundamentally bureaucratic mechanisms. This may be a peculiarly British phenomenon, certainly the excessive elements of centralization and formalization appear to depart from the ideal-type of the post-bureaucratic organization. It is argued that this'British trajectory'can best be understood in terms of the continued relative decline of the British economy and the Conservative response to it, i.e. the drive to create a'high output, low commitment'workforce. 相似文献

The role of the Scottish Office in policy-making has been subject to a number of interpretations. It is difficult to regard it as having its own reserved policy spheres but it is clear that in certain circumstances it has the ability to forge its own policy lines. In the 1950s, in contradiction to the stated policy of the then Conservative Government. the Scottish Office was able to secure the designation of a new town at Cumbernauld. The main impetus for this policy came from the civil servants in the Department of Health for Scotland, seeking to preserve the philosophy of the 1946 Clyde Valley Plan. The case study throws considerable light on the bargaining process within government, the role of the secretary of state as spokesman for Scottish interests and the way in which the Scottish Office can gain Cabinet approval for its proposals. 相似文献

ABSTRACT The article discusses the relationship between New Public Management reforms and professional roles in European countries. The author presents the traditional autonomous role of professionals and argues that this role is challenged in New Public Management reforms. Then the author looks more closely into the comparative European literature on New Public Management reforms to find general messages about the specific challenges for professionals. And the Danish way of implementing New Public Management reforms is introduced with a specific combination of decentralisation, managerialism and democratisation. Professionals are faced with all of these reform strategies and each of them raises important research questions in a study of reforms and roles. Finally the author presents the few European comparative studies on actual changes in professional role as a consequence of New Public Management reforms and the result is the upcoming of maybe a new interactive role and professional managers. The past few years have seen major changes in Whitehall. These include: the encouragement of business values; the erosion of the idea of a career civil service; the Citizen's Charter; the growth of Next Steps agencies; market testing; the rise of political patronage and tensions in ministerial/official relationships. The official view is that this is an evolution of a former tradition and that the old public service ethos can continue. This seems doubtful. At all events there are widely differing normative, evaluations of the recent developments. This article discusses the growing importance of operational reforms in the context of welfare state transformation processes, and the role that principles of new governance play in shaping these reforms. It focuses specifically on one social policy area considered crucial in reforming welfare states: the provision of activation services that aim at increasing the employability and labour‐market participation of people dependent on benefits or social assistance. The article argues that besides the reforms of the programmatic aspects of social policies and social services (formal policy reforms), reforms of the way in which policies and services are organized, administered and delivered (operational policy reforms) have received increasing attention as a ’second strand’ of welfare state reforms. It illustrates this by analysing and comparing reforms of the provision of activation services in two European countries: Italy and The Netherlands. The article not only reveals the growing emphasis in both countries on operational policy reforms which are to an important degree inspired by principles of new governance, but also shows significant similarities and differences in their concrete manifestations, which could be interpreted as pointing out processes of ‘path‐dependent convergence’. 相似文献

Political advisers are an established third element in a number of Westminster‐styled jurisdictions, as they are in New Zealand’s institution of executive government. In this paper we report the initial findings of a research project focusing on the role and accountabilities of ministerial advisers in New Zealand. We locate these findings in the context of a growing body of international and comparative research on the role and accountabilities of non civil‐ or public‐service advisers within political executives and comment on the extent to which the findings affirm or refute the view that the ‘third element’ constitutes a threat to the continued application of Westminster principles and practices in New Zealand’s system of government – once described as more Westminster than Westminster. In doing so, we highlight deficiencies in standard conceptions of politicization and argue that there is a need to more clearly differentiate between its procedural and substantive dimensions. 相似文献

This article seeks to gauge the nature, distinctiveness and significance of the ‘interpretivist turn’ in public administration and political science more broadly. It considers the various interpretations and, indeed, misinterpretations to which this new hermeneutics of public administration has given rise, its relationship to (genuinely and seemingly) cognate perspectives (notably constructivism, the new institutionalism and critical realism) and its strengths and weaknesses – both as an analytical perspective and as a developing research programme. In the process it argues for a broadening of the interpretivist research agenda to accord a greater role to the institutional contexts in which the ideas and beliefs that actors hold acquire and retain resonance and for the value of exploring more thoroughly the synergies with constructivist variants of the new institutionalism. 相似文献

Decentralization is a central plank of current government health policy. However, it is possible to discern both centralist and decentralist movements in the UK. This paper examines existing frameworks of decentralization in relation to identifying whether policy is decentralist or not and identifies a number of problems that limit their value. Key problems relate to the way decentralization is conceptualized and defined. Existing frameworks are also highly contextualized and are therefore of limited value when applied in different contexts. The paper then presents a new framework which, it is argued, provides a more useful way of examining centralization and decentralization by providing a way of categorizing policies and actions and avoids the problems of being contextually constrained. The paper ends with a discussion of how the framework can be applied in a health context and shows how this framework helps avoid the problems found in previous discussions of decentralization. 相似文献
