This article analyzes the uses of performance measures in contracting for behavioral health services. A flexible performance measurement methodology, called Data Envelopment Analysis (DEA),is used to measure cost efficiency and cost effectiveness. The use of measures in controlling costs, allocating program funds and administrating performance-based contracting is demonstated.  相似文献

The current study examines how the incumbent government's economic performance plays a role in mediating the impact of political corruption on electoral outcomes in 115 developing countries with relatively higher levels of corruption than Western consolidated democracies. Borrowing theoretical insights from the information-processing theory of voting, this study finds that political corruption becomes a formative electoral factor when the regime fails to sustain a sufficient level of economic growth. Otherwise, political corruption is not a significant factor that shapes electoral outcomes, irrespective of the level of perceived corruption, because the economy occupies voters' minds as the most important issue, making it a more accessible issue than political corruption.  相似文献

In this article, we investigate whether the design of the electoral system used in the elections of local councils affects the position of national parties and their main competitors, local independent lists. We study the case of the electoral reform enacted recently in Poland which modified the rules of council elections by introducing the first-past-the-post (FPTP) system, quite rarely used in local elections. Using empirical evidence from the municipalities where FPTP replaced the open-list proportional representation (OLPR) system, we demonstrate that the introduction of single-member districts, and majoritarian rule in council elections, increased the number of single independents, unaffiliated to any party or committee, and limited the (already poor) presence of party candidates and councillors. The reform also strengthened the position of directly elected mayors, in Poland – usually independent, by assuring many of them safe majorities in councils. We found that the share of seats for the winning mayor’s list increased by 10 pp on average after the reform.  相似文献

The common emphasis in recent performance measurement systems is that they focus on achieving results by changing the incentives for managers and organizational cultures across the entire public sector or some segment of it. This is done by introducing quasi-market mechanisms and incentives similar to those found in the private sector. The United States Government is placing increased emphasis on the development of financial measures, and measures of program effectiveness. The authors discuss government efforts in these areas. Various approaches and criteria are presented for the development of performance measurement systems, as well as generic criteria for selecting performance indicators, and obstacles to the process. Experience indicates that development of a performance measurement system is best served by a strategic planning approach with top management support, active management participation in goal setting, a small manageable number of goals, a strong link with the budget process, and an independent evaluation process.  相似文献

The spate of public sector reforms which have taken place in recent decades has triggered the development of a new body of research around public sector accounting and performance measurement both in public administration as well as in the (public sector) accounting literature. However, studies in accounting and public administration have at times ignored each other, proceeding in parallel. This symposium encourages the adoption of interdisciplinary perspectives in exploring the myriad roles played by accounting and performance measurement systems in contemporary public administration. Emphasizing that accounting and performance measurement systems are socially, politically, culturally constructed and, in turn, are implicated in the creation of organizations, society and political values, this symposium aims to extend the dialogue between accounting and public administration scholars in exploring how accounting, accountability and performance measurement considerations are connected to policy-making, public services and, more generally, the building and maintenance of modern states and democracies.  相似文献

This article looks at performance information use by legislators at the central level in a budgetary context. The multi‐method approach (interviews, quantitative and qualitative analysis of plenary speeches given during budget readings) allows us to draw a broader picture of the use of performance information. The findings provide new insights into different purposes of performance information use. We identify four general use types, that is, de‐legitimizing, legitimizing, improving and understanding, and deflecting, which together with the subjects addressed blend into different use purposes. Second, the study sheds light onto different factors affecting performance information use, that is, the attributes of users of performance information, the properties of performance, and the role of institutional support.  相似文献

How frontline employees cope with perceived work pressure may be of direct influence on policy outcomes. This study contributes to the street‐level bureaucracy literature in several ways. First, we study both passive client‐oriented and active system‐oriented coping. Second, we analyse how these coping behaviours relate to work pressure and work autonomy. Finally, this article analyses whether these relationships are conditioned by the performance regime. Using a unique set‐up of hospital employees (n = 979) working in external and internal performance regimes, we find a higher level of system‐oriented active coping than client‐oriented passive coping. Moreover, we find that autonomy matters for system‐oriented coping and work pressure for client‐oriented coping, and that these relationships are context‐dependent.  相似文献

This article examines the relevance of Zartman's “ripeness theory” to explain the resolution of the China‐Vietnam conflict. It analyses the core concepts of this theoretical approach to the study of conflict resolution, and evaluates the explanatory value of this approach for understanding the resolution of conflict in specific cases such as the China‐Vietnam conflict. The article identifies three core concepts in this theory, including “hurting stalemate”, “ripe moment”, and “ripe for resolution”. But from the analysis of the China‐Vietnam conflict, it could not discern any of these concepts or stages in the process of conflict resolution in this particular case. Thus, it concludes that Zartman's theoretical approach does not have an explanatory value for the case of the resolution of the Sino‐Vietnamese conflict.  相似文献

The relationship between organizational commitment and job performance matters in public service delivery, and so does the emotive dimension of the citizen—state interaction. However, public management theories and principles must take national culture into account, because comparative investigation reveals limits to generalizability across cultures. This study provides an example. It examines the link between commitment and performance as well as the moderating effect of emotional labor for public service workers in Korea and the United States. Probably due to the differing effect of collectivist versus individualist norms, findings reveal that authentic emotive expression bolsters the relationship between organizational commitment and job performance in Korea, while its opposite, inauthentic emotive expression weakens the link between commitment and performance in the United States. 공공서비스를 전달하는 과정에서 조직몰입과 직무성과의 관계는 중요한 문제이며, 이에 못지않게 시민-국가 상호작용에 있어서 감정적 차원 또한 중요한 문제이다. 공공관리 이론이나 원리를 연구할 때 국가차원의 문화를 고려할 필요가 있는데, 이는 비교연구의 수행이 서로 다른 문화들을 일반화하는 데 따른 한계점을 파악할 수 있게 해 주기 때문이다. 본 연구는 이러한 측면에서 하나의 본보기를 제시한다. 이 연구는 몰입과 성과의 관계를 고찰할 뿐만 아니라 감정노동의 조절효과를 미국과 한국의 공공부문 종사자들을 통하여 살펴본다. 본 연구의 결과는 한국의 공공조직에서 진성 감정표현이 조직몰입과 직무성과를 강화해 줄 수 있으며, 이와는 대조적으로 미국의 공공조직에서는 비진성 감정표현이 몰입과 성과의 관계를 약화시킬 수 있다는 점을 보여준다. 이러한 결과는 집단주의 문화와 개인주의 문화가 서로 다른 영향을 미친 것으로 보인다.  相似文献
