A local government practitioner and a marketing academic consider the claims for marketing as a new organising principle for local government. They scrutinise the most frequent objections to the concept of marketing in this context and demonstrate that these have little or no force. This is especially true concerning the emerging paradigms of relationship marketing and Webster's development of the marketing concept. The authors conclude that a marketing philosophy underlies much of the new approach to local government service provision, and set out some of the characteristics which local government marketing needs to have.  相似文献

This paper explores a fundamental issue in public administration: the political bureaucratic relationship or political administrative interface. Much of the research and writing hitherto has been at central government level; and while important work on local government exists, relatively little exists on local government. The paper makes an important contribution to the field by researching aspects of the political administrative interface in the context of significant electoral and political changes in Scottish local government, which introduced single transferable voting and multi member wards. The research found an increase in intensity of senior bureaucrats' political management roles, a greater bureaucratisation of political and policy roles, increased scrutiny yet mixed findings about democratic processes. The approach and findings open up the research field and the paper concludes by suggesting some areas of future research potential.  相似文献

This paper examines whether or not the classical ideological cleavage — the left—right dimension — is still valid and determines the choices made in politics. It looks at the extent to which the left‐right concept features in the views of local elites in four European countries. A strong relation is found between the left‐right self‐placement of local elites and their party membership, their opinion about income distribution, the role of government and economic growth. The left‐right dimension is still relevant in the belief system of local elites, but does not determine day‐to‐day decisions. Six factors are discussed which might explain these findings: the validity of this research; the specific characteristics of local‐level policy making; differences between politicians and public administrators; the fragmentation of local politics; the theory on latent and manifest ideologies by Bluhm; and the consensus theory of Wildavsky. It is concluded that more research is needed to test the last two theories, because they seem to be the most promising.  相似文献

This paper conducts an empirical study about the effect of e‐government on transparency, openness and, hence, accountability in 15 countries of the EU. Thus the effects examined cover over 84 per cent of EU population. The population also represents the different types of public administration styles that exist in Western developed countries. The paper compares the development and sophistication of 318 government web sites at sub‐national level and tests the impact of contextual and organizational factors. The study refers to regional and local governments since they play a key role both in the national pattern of government and in administering welfare policies. Benchmarking studies of e‐government are undertaken regularly by consultancy firms. Most of this literature focuses on central and federal governments in terms of examining trends in digital government. However, little research has been conducted from a comparative perspective on analysing the movement of EU countries to digital government at a sub‐national level.  相似文献

Public sector reforms throughout OECD member states are producing a new model of ‘public governance’ embodying a more modest role for the state and a strong emphasis on performance management. In the UK, the development of performance management in the context of the ‘new public management’ has been primarily ‘top‐down’ with a dominant concern for enhancing control and ‘upwards account‐ability’ rather than promoting learning and improvement. The development of performance management and evaluation in local government in the UK has been conditioned by external pressures, especially reforms imposed by central government, which have encouraged an ‘instrumental–managerial’ focus on performance measurement. The new Labour government's programme of ‘modernizing local government’ places considerable emphasis on performance review and evaluation as a driver of continuous improvement in promoting Best Value. However, recent research has indicated that the capacity for evaluation in local government is uneven and many obstacles to evaluation exist in organizational cultures. Local authorities need to go beyond the development of review systems and processes to ensure that the capacity for evaluation and learning is embedded as an attribute of ‘culture’ in order to achieve the purpose of Best Value.  相似文献

The relationship between intergovernmental grants and public expenditures is one of the most studied phenomena in the local public finance literature. However, little is known about whether the impact of unconditional grants is fundamentally different from that of other sources of municipal revenue. We study this question by means of a large-scale randomised survey experiment among Danish local politicians, which allows for a comparison of the impact of changes in various sources of municipal revenue. Our findings challenge the conventional conception in the public finance literature that money works differently depending on which sector they are generated in. Instead, ideology plays an important role in explaining how local politicians want to allocate resources when faced with changes in local government revenue.  相似文献

Strategic initiatives represent a government's response to constituent and organizational needs, but are only effective if properly implemented. In local governments with a council‐manager form of government, city managers face a unique dilemma as compounding challenges of implementation often require them to step into leadership roles typically reserved for elected officials. For this qualitative study, 16 city managers and project leaders from US local governments were interviewed regarding the implementation of nine varied strategic initiatives. The responses indicate that city managers play an important dual role in implementation—first, monitoring the progress of the implementation team and the satisfaction of the stakeholder coalition; and second, choosing to intervene directly in implementation decision‐making when they observe missteps by the implementers or discontent from the stakeholders. These conclusions contribute to the practice perspective of strategic management theory and a better understanding of the institutional leadership role of city managers.  相似文献

Abstract

This article identifies the fiscal weaknesses of local government in Africa, with concentration of the fiscal stress that is endemic to their condition. It then examines Kenya, as a case study in sub‐Saharan Africa. It continues to focus down on three Kenyan cities—Nairobi, Mombasa, and Kisumu, and identifies their six major revenue sources: land based revenues, regulatory revenues, income‐based taxes, service revenues, user charges, and government grants. Although some of the data is problematic, it is possible to determine several reasons for local fiscal stress. These reasons include limited access to stable financial resources, unstable national economic performance, centralized governmental control, mixed results of decentralization, and institutional and managerial weaknesses, including corruption in the collection and use of resources. Four recommendations are advanced to help these local governments: the development of local credit systems, the use of non‐governmental organizations, the clarification of the use of foreign aid, and the development of a greater capacity for governance. This articles main theoretical contribution is the development of an analytic framework for examining the reasons for fiscal stress in sub‐Saharan Africa. By examining revenue and expenditure patterns of the three localities, the article develops a data set that highlights some of the reasons for local government financial problems—the governments do not know how much revenue can be collected from a particular revenue source, they do not have records of existing sources of revenue, and they only collect about 40–60% of their estimated collections.  相似文献

Abstract

Proponents of Gov2.0 claim that it offers the potential to improve the relationship between the citizen and state. Whether this potential can be realised depends in part on how new web-based technologies are implemented. Local government officials and politicians are important actors in this process, yet we know little about how they view Gov2.0. This paper applies Q-methodology to a sample of English local government actors to generate new data and fill this gap in our knowledge. Four frames of reference within this population are revealed: Sunlight on Government, Cautious Crowdsourcers, Gov1.0 and Platform Providers. The paper concludes that while there is general agreement that technology will be a driver of change, and that local government should adapt, there is no clear agreement as to the nature of reform.  相似文献

The modernisation of local government in the UK, pursued by Labour governments since 1997, has covered many, often conflicting elements. Councils have been encouraged to be both strategic ‘place shapers’ and also involved in the nurturing of democratic engagement. This latter theme of ‘democratic renewal’ has in itself contained paradoxical elements, but has been a consistent focus of attention. This debate around democratic renewal has also taken place in the context of a broader ‘rethinking’ of local governments’ role, in an era of partnerships, governance and new models of service delivery. Normatively and practically new justifications for local government have been sought. One such normative foundation has drawn on a range of theoretical perspectives to reimagine the place of local government in the democratic polity, seeing local authorities and local councilors as facilitators or nurturers of democratic health. In particular, broad theoretical developments in communicative and deliberative democracy, and also, more recently, on work based in ‘second generation’ governance theory, have been drawn upon to place local government at the nexus of state and civil society. This paper will examine the possibilities for such a role, from a normative standpoint, to argue that local government can have only limited success in this role, particularly in the context of New Labour's restructuring of the local state.  相似文献

Single Outcome Agreements (SOAs) are a mechanism that it is argued will deliver key national and local priorities based on a new relationship between central and local government in Scotland. SOAs are to be developed and implemented through partnership working exercised by Community Planning Partnerships (CPPs). A survey of the first (2008) SOA participants from local authorities and their Community Planning partners was conducted in 2008, with a particular focus on the interrelationships between the 2008 SOA development process and partnership working at the local level. Findings of this study suggest that there was a positive link between the strength of existing CPPs and partner engagement in the 2008 SOA development. However, partner engagement in the 2008 SOA development process did not affect survey respondents' confidence that the ongoing SOA development and implementation will strengthen partnership working in the long -term. This study also suggests that in addition to the practical difficulties such as limited time and staff resources, mistrust between local partners, and local players' scepticism about the central government's intention to free up local government may be barriers to the success of the SOA. Overall, respondents in this study showed realistic but hopeful attitudes to what the SOA was about and what could be achieved through it over time. The information gathered through this study should be merited as baseline data which captured the SOA participants' early experience and expectations.  相似文献

Abstract

Public management occurs within institutional and spatial contexts that define constraints and shape opportunities for public action. Importantly, the creation, adaptation, and nurture of institutions are socially valuable results of governmental action. Similarly, all human action occurs in and has effects in spatial contexts. The quality of life available to humans is dramatically affected by location and making places more valuable is an important goal of much public policy. Analyses at the nation state level find government creation and maintenance of institutional rules supporting democratic polities and market‐based economies are the most important factors in the long‐term economic performance of nations. When considering institutional context at the regional and local levels, or in specific policy arenas, at least three measures—(1) existing capacity for collective action; (2) complexity; and (3) volatility—need to be considered. Spatial contexts can be usefully analyzed along several dimensions, including structure of the economy, distribution of assets/liabilities and public, business, nonprofit and household activities, geography and population dynamics, among others. Estimating transaction costs of collective action can be a common entry point into analyses of institutional and spatial contexts. Both analysis and practice of public management will be advantaged by systematic attention to institutional and spatial context.  相似文献

Almost half the respondents to a 1990 survey of federal Senior Executive Service personnel said their political activity would increase if Hatch Act constraints on partisan political involvement were removed. More than one-third predicted that if the law permitted, they would distribute partisan campaign literature, organize political meetings, and publicly endorse candidates—activities the Hatch Act now prohibits. Scaling techniques reveal respondents’ present political activity level is 2.58 (on a 1-10 scale), increasing to an estimated 4.07 with Hatch Act liberalization. The potential for expanded political activity is dispersed widely through the SES, but it appears greatest among females, non-whites, youths, newcomers, those with less than a doctorate degree, non-career executives, and respondents supervised by political executives. These findings do not measure the effect of a weakened Hatch Act on the character of the public service. However, if respondents act on their predilections and expand their political involvement, these data have implications for public sector professionalism, nonpartisan administration, and public confidence in government.  相似文献

Abstract

The role of local government has recently come under debate, in the context of state retrenchment, public sector cuts and the marketisation of welfare. Recent discussions have centred on local authorities as leaders, on enterprise and on democracy, but there has been little discussion of local authorities in relation to equalities issues and minority groups. This article examines the role of local government in relation to one minority grouping, Lesbian, Gay and Bisexual (LGB) people, drawing on empirical material gathered from 2007 to 2010 as part of a large Economic and Social Research Council research project. It describes the importance of equalities legislation and related implementation mechanisms in driving forward the LGB equalities agenda, explores aspects of welfare delivery to LGB people and addresses democratic processes. The article suggests that a collision of different forces is currently taking place: the legislation supports the protection of the LGB communities, but this support is undermined by the recession-related and ideologically driven public sector cuts. In addition, aggregate approaches to local democracy may override the interests of minority groups such as LGB people.  相似文献

Given the large and growing literature opposed to the privatisation of services such as water and electricity, it is peculiar that so little has been written about the experience of ‘municipal socialism’—a set of roughly analogous historical movements that used local governments to challenge private service delivery and advance ‘socialist’ agendas from the late 1800s to the 1940s. Although primarily a European and American phenomenon, and emerging from different contexts than those prevailing today, municipal socialism found widespread support and transformed many public services. Results were mixed, with some experiments being little more than (pre)Keynesian attempts to revitalise capital accumulation in the face of ‘irrational’ private sector services, but the lessons are important as these experiments provided the first intellectually and politically sustained resistance to privatisation and other prototypical forms of what we now call neoliberalism, and demonstrated the possibility of effective service delivery by the public sector. This paper reviews these experiments, focusing on the experience of the United Kingdom and drawing lessons for contemporary efforts to build alternatives to privatisation in cities in the South, where local-level, socialist-oriented reforms have been relatively strong.  相似文献

This paper explores local government in Spain: the nature of and extent to which performance measures are developed and how they are used in some of the biggest Spanish local governments. The features of performance measurement in Spain raise the question of why non‐mandatory performance indicators are introduced and why specific initiatives are undertaken. A cross‐theory strategy allows us to build a wider explanation of the cases studied. This study shows that performance measurement systems are not neutral but conditioned by the environmental context of each local government to fit into its organizational structure. Spanish local governments are experimenting with different approaches – centralized/decentralized, top‐down/bottom‐up, internal/external use – to implement performance measures. A relationship between external use and the top‐down approach, and internal use and the bottom‐up approach can be found. Our results also show that the institutional image value of taking decisions under rational decision‐making models is the primary driver of implementation processes.  相似文献

A potential constraint on local public finance decision making is the distribution of knowledge of, and interest in, public finance issues within a community. Since city finance officers occupy strategic positions in local government and politics an understanding of their assessments of the local knowledge-interest context is preliminary to financial management capacity building initiatives. This article considers the judgments of seventy Ohio city finance officers on the level of local government finance knowledge and interest in their communities. Alternative explanations for variation in judgments on the knowledge-interest context are tested. While little variation is explained by aggregate city characteristics, local financial management professionalism, or city government structural arrangements, variables related to city specific political factors do tend to have considerable explanatory power.  相似文献

This article explores local government traditions in the UK. This task is an important one for scholars who wish to understand and appreciate the rich cultural complexity of local government organizations. In local government settings, traditions can be used in the study and evaluation of political and managerial practices. They provide lenses through which the routines, structures and processes of management and politics may be viewed. The delineation of multiple traditions heightens the sense that local government is not a unified homogeneous organizational entity, but rather a melange of voices, interests and assumptions about how to organize, prioritize and mobilize action. They can be used to engage practitioners with the idea that different traditions inform political and managerial practices and processes in local councils. The approach embraces the significance of participants' constitutive stories about local government rather than the search for essential truths about the politics and management of the public sector.  相似文献

Local government reforms introduced throughout the mid-1990s radically altered the face, institutional form and structure of local government in the state of Victoria, Australia. In rural areas, where shire boundaries often reflected deeply ingrained notions of communal interest and identity, the forced merger of previously independent and fiercely parochial councils into larger unified political and administrative units was particularly contentious. Drawing on a survey of 649 residents from the rural Shire of Buloke, this paper examines attitudes towards local government amalgamation, levels of inter-community trust and reciprocity, and how these vary across different parts of the municipality. Social network analysis is then used to explore the relationship between these attitudes and trust levels and the structure and orientation of respondents’ inter-community networks. The paper finds that despite the passage of more than a decade, significant residual resentment surrounding the impact of the forced amalgamations remains evident across most communities in Buloke Shire. There is a widespread perception that the reforms have undermined rather than improved the operation of local government across the municipality, and that post-amalgamation political structures have largely failed to effectively reconcile the diverse and sometimes disparate interests of Buloke's constituent towns and communities. The network analysis also suggests that much work remains to be done to develop a meaningful sense of community based on the new administrative boundaries, with very little evidence of cross-community cooperation, coalition building or issue-based interaction detected.  相似文献

This article provides new information about the use of pay-for-performance in local governments by presenting findings from a national survey of personnel directors in municipalities and counties. The findings show that most respondents view pay-for- performance as a useful tool, even though it is only used in a minority of local governments. An in-depth analysis of 40 possible benefits and problems showed that PFP benefits are relatively undefined and that users do experience some potentially serious problems, though these problems appear less serious than the existing literature would predict.  相似文献
