Despite the strong correlation between caregiver substance abuse and child maltreatment, little information exists to understand the typology of African American caregivers with substance abuse problems in the child welfare system. Research shows African American caregivers contend with multiple problems stemming from substance abuse. Unfortunately, we do not yet know how to best tailor resources to be responsive to varying groups of African American caregivers. Using data from the National Survey of Child and Adolescent Well-being (NSCAW), this investigation tested for distinct multivariate profiles among a subset of African American caregivers with substance abuse problems (n=258). Latent Class Analysis (LCA) was used to classify caregivers, and five classes were identified among this high risk sample - each with distinct risk profiles. Based on these findings, we discuss implications for tailored practices to enhance the safety and stability of children involved with child welfare.  相似文献

Effective Intervention in Domestic Violence & Child Maltreatment Cases: Guidelines for Policy and Practice (the Greenbook) provided a valuable framework for child welfare agencies, domestic violence agencies, and the courts to work together to address the co‐occurrence in families of child maltreatment and domestic violence. It did not specifically address the overrepresentation of families of color in the child welfare system or the disparity of outcomes for these families. Yet the Greenbook’s approach to systems change can be used as a foundation to implement strategies to reduce overrepresentation and to improve safety, permanency, and stability for children and families.  相似文献

A rise in the Latino population resulting from increased immigration to the United States over the past several decades has invoked increasing concern about factors contributing to the victimization of Latinas. The present study used the National Survey of Child and Adolescent Well-Being to explore experiences of physical intimate partner violence (IPV) and service receipt for IPV issues among Latina caregivers reported to the child welfare system for alleged child abuse or neglect. Results showed no significant differences in severity and overall rates of physical violence between immigrants and nonimmigrants, with the exception of the frequency of violence; U.S.-born women reported more incidents than immigrants. Despite experiencing a high overall rate of IPV during the previous year (33.0%), during the same period only 16.8% of Latinas reported being referred to services and 9.4% of mothers reported receiving services to address IPV issues. Despite evidence of disparities in use of other types of services by immigrant parents involved with the child welfare system, no differences in IPV service use were noted between immigrant and nonimmigrant mothers. Adjusting for covariates, neither nativity nor legal status was predictive of recent experiences of physical violence or service use. Potential reasons for these findings and implications are discussed.  相似文献

Children are overrepresented in households with intimate-partner violence (IPV), and many suffer the double burden of being the subject of maltreatment and bearing the consequences of abuse to their mothers. Despite this situation, little information exists concerning parenting by women who have been abused by an intimate partner. We examine the relationship between women’s experiences with IPV and the quality of maternal parenting using data from the National Survey of Child and Adolescent Well-Being. The sample consisted of 1,943 female caregivers of children younger than 10 years investigated for child maltreatment. Women who had experienced IPV in the past but were no longer victims of IPV had significantly better parenting scores than women who were currently experiencing IPV, when other risk factors were controlled. This study adds to the evidence that IPV does not necessarily impair maternal parenting. Women abused by an intimate partner deserve a thorough assessment of what services they need: parenting services should be offered as warranted on a case-by-case evaluation of the particular woman’s parenting skills.  相似文献

The Greenbook provides a roadmap for child welfare agencies to collaborate and provide effective responses to families who are experiencing co-occurring child maltreatment and domestic violence. A multisite developmental evaluation was conducted of six demonstration sites that received federal funding to implement Greenbook recommendations for child welfare agencies. Surveys of child welfare caseworkers show significant changes in several areas of agency policy and practice, including regular domestic violence training, written guidelines for reporting domestic violence, and working closely and sharing resources with local domestic violence service providers. Case file reviews show significant increases in the level of active screening for domestic violence, although this increase peaks at the midpoint of the initiative. These findings, coupled with on-site interview data, point to the importance of coordinating system change activities in child welfare agencies with a number of other collaborative activities.  相似文献

The increased risk of child maltreatment in the presence of domestic violence is well documented, but much remains unknown about factors that modify this relationship. This study investigates the roles of risk and protective factors in the relationship between domestic violence and being reported to the Department of Social Services for child maltreatment. Consistent with the literature, we find a significant overlap between domestic violence and maltreatment. Young maternal age, low education, low income, and lack of involvement in a religious community add to the risk for maltreatment associated with domestic violence. Separation between the maternal caregiver and her partner significantly reduces the risk for maltreatment when domestic violence is reported. A significant reduction in the risk for maltreatment is also found with higher levels of support from the maternal caregiver reported by the child in the context of domestic violence.  相似文献

There is increasing awareness that domestic violence (DV) and child maltreatment often overlap and that there are significant negative consequences to women and children who are victims in the same families. The present study contains data from a participatory evaluation of a multisite national demonstration project on family violence (the Greenbook Initiative), funded jointly by the U.S. Departments of Health and Human Services and Justice. The goal of this initiative was to increase community capacity to assist dually victimized families. This article focuses on the DV service organizations in the demonstration with regard to collaborations with other agencies and work within the DV system to respond to dually victimized families. Findings suggest that DV agencies participated in leadership roles, cross-system collaborations, and cross-system trainings throughout the initiative. Within-agency practice changes were less apparent. Research and policy implications are discussed.  相似文献

A number of State and Federal surveys show that communities of color are involved with the domestic violence, child welfare, and juvenile justice systems at rates that are disproportionately higher than their population size. As courts are responsible for decisions that could propel families into these systems, it has become increasingly critical that judges become aware of these trends. This article will provide an overview of the current statistics on the disproportionate representation of communities of color in the domestic violence, child welfare, and juvenile justice systems. As the Hispanic population grows in the United States and the child welfare system, it is necessary to examine how experiences of Hispanic families differ from those of White/Caucasian families and to assess whether Hispanic families’ needs are properly addressed. This literature review will examine research on the outcomes and experiences of Hispanic families in the child welfare system and how case characteristics interact with the experiences of Hispanic families. Guided by research and the experiences of judges nationwide, the National Council of Juvenile and Family Court Judges made a commitment in 1998 to improve community response to families experiencing domestic violence and child maltreatment. A year later, the council's work culminated in a set of recommendations commonly called the Greenbook, which summoned child welfare agencies, domestic violence service providers, and dependency courts to implement internal changes and collaborate to address co-occurring domestic violence and child maltreatment. In 2000, the federal government funded six community-based demonstration programs to implement the Greenbook recommendations. As part of the evaluation of the Greenbook initiative, the evaluation team asked the national experts who helped frame the Greenbook to reflect on the processes used and the decisions that shaped the document. In addition, the experts were asked to describe their expectations for the systems and communities that implemented the recommendations, including anticipated challenges.  相似文献

As systems begin to work collaboratively to address the overlap of domestic violence and child maltreatment, systems‐analysis approaches are also being explored to test the effectiveness of collaborative interventions in meeting the needs of victims and their families. The institutional safety audit model is one such approach currently being explored in sites across the country. Under this model, case files of families receiving services are submitted to an analysis that compares the interventions received with the needs that were demonstrated. Though still in a formative stage, the institutional safety audit has the potential to be used by the courts as an innovative information‐gathering tool on the effectiveness of court‐ordered interventions. This article will provide a detailed overview of the safety audit model, describe how safety audits are currently being used in the field, and discuss how the courts can incorporate safety audit findings into decision‐making around domestic violence and child maltreatment.  相似文献

Exposure to domestic violence (DV) reports account for a significant portion of child welfare cases. However, there is a lack of resources for specifically working with cases that present a high-risk for lethality. The present study examined the involvement of child protection services (CPS) prior to domestic homicide cases. A retrospective case analysis was conducted utilizing cases reviewed by a domestic violence death review committee in Ontario, Canada. The study also examined the recommendations made by the committee to the child welfare sector. Overall, less than one-quarter of the homicide cases with children in the family system had CPS involvement. There were no differences in the presence of CPS involvement in cases where children were killed compared to cases where children were not killed. CPS-involved cases had significantly more risk factors and the family was involved with significantly more agencies overall. Recommendations directed to the child welfare sector highlighted the need for enhanced ongoing service provision to promote safety and hold perpetrators accountable, specialized DV training, and increased cross-sector collaboration. The child protection sector plays a critical role in assessing and managing risk in DV cases and preventing tragedies. The findings stress the importance of multi-disciplinary collaborations, and specialized ongoing training in engaging perpetrators and managing risk.

Anecdotally, welfare‐to‐work programs have documented that domestic violence serves as a welfare‐to‐work barrier by partners' interference with education, training and work, or by physical or mental trauma which also prevents employment. Four new research studies, which, although using different methods, including random and nonrandom surveys of welfare caseloads and random neighborhood surveys, document high and remarkably consistent prevalence of domestic violence within welfare caseloads. Although much more needs to be known, the prevalence of domestic violence in these women's lives requires specific domestic violence‐sensitive welfare policies lest women become injured during the welfare‐to‐work process.  相似文献

We need to change the culture in our courts. Instead of ignoring the special needs of babies and toddlers, we need to recognize that abused and neglected children are at risk for developing negative sequelae as a result of their maltreatment. The science of early development is unequivocal that early intervention can be effective. The following questions were developed as a guide for lawyers, judges, and child advocates in the child welfare system as a first step toward advocacy and intervention for young children. Armed with the questions, the scientific reasons they need to be asked, and the research that provides support, we recommend that these questions be used as a tool and be asked over and over until the needs of maltreated infants and babies are addressed. It is our legal obligation under the Adoption and Safe Families Act of 1997, and it is our moral responsibility to these young children.  相似文献

American Indian women across all ages are significantly more likely than women of other ethnic groups to be victims of domestic violence, sexual assault, and stalking. Despite their increased risk of interpersonal violence, there are few published studies or reports that explicitly examine the needs of victimized American Indian women. Therefore, both researchers and service providers know very little about the multifaceted needs of victimized American Indian women and whether current community services are meeting the needs of victimized native women. Identifying such needs is a logical next step so that victim service agencies can develop and effectively provide services tailored to victimized American Indian women. This commentary addresses these gaps by (1) identifying the needs of American Indian women in a domestic violence shelter in Arizona, and (2) highlighting the researcher-practitioner partnership that made it possible to gain access to these victims. Drawing on survey responses from 37 American Indian female clients and interviews with 10 staff members, the findings reveal that the domestic violence agency service provider is meeting many of their needs. Findings also indicate that clients have a wide variety of specific personal needs (e.g., safety, housing, transportation), needs relating to their children (e.g., safety, education, socialization), community needs (e.g., relating to their tribe), as well as legal needs (e.g., help obtaining a restraining order or divorce). These multifaceted needs are discussed and specific recommendations are provided for successful researcher-practitioner partnerships.  相似文献

Child maltreatment is associated with a complex interplay of risk and protective factors. Intervention service decisions for child maltreatment need an empirically-supported approach integrating targeted risk and protective factors. A literature review led to the proposed approach to address the interplay between risk (intimate partner violence; IPV and depression) and protective factors (social support and family resources) to help guide decision-making in home-based prevention services for vulnerable families. This approach suggests that social support and family resources are two pivotal protective factors in buffering against child maltreatment potential, while addressing core risk factors. This approach is consistent with research suggesting that home-based parenting programs should target central risk and protective factors in child maltreatment. Application of this approach can guide training of providers delivering home-based services and support decision-making. Future research is warranted to test this approach in empirically-supported interventions.  相似文献

This article addresses the influence of the Greenbook on federal policy in the past 20 years and traces the history of federal policy responses to the co‐occurrence of domestic violence and child maltreatment. While there has been some success in getting the domestic violence and child abuse fields to embrace equally the needs of adult and child survivors of domestic violence, federal legislation has progressed slowly, reflecting that ambivalence. Strengthening cross‐system policy advocacy and increasing evidence that addressing domestic violence improves outcomes for children are identified as ongoing needs.  相似文献

Looking at families where children have been abused/neglected in early childhood, this study examined measures of child behavior and health to see if they tended to be worse when domestic violence is or has been present in a family. Further, caregiver and family characteristics as well as other case factors were examined, as possible moderators or mediators of the effects of domestic violence. Results indicate that domestic violence, of the type and severity occurring in our sample, does not have a direct effect on child outcomes by Age 6, when other associated variables are taken into account, but has considerable indirect effects. There is a pronounced impact of domestic violence on family functioning, the caregiver's general health and well being, and the quality of the caregiver's interaction with the child, which in turn are significantly associated with decrements of child functioning related to behavior problems and health. Some implications of this study for research in the area of domestic violence and child maltreatment are discussed.  相似文献

Cross-reporting legislation, which permits child and animal welfare investigators to refer families with substantiated child maltreatment or animal cruelty for investigation by parallel agencies, has recently been adopted in several U.S. jurisdictions. The current study sheds light on the underlying assumption of these policies-that animal cruelty and family violence commonly co-occur. Exposure to family violence and animal cruelty is retrospectively assessed using a sample of 860 college students. Results suggest that animal abuse may be a red flag indicative of family violence in the home. Specifically, about 60% of participants who have witnessed or perpetrated animal cruelty as a child also report experiences with child maltreatment or domestic violence. Differential patterns of association were revealed between childhood victimization experiences and the type of animal cruelty exposure reported. This study extends current knowledge of the links between animal- and human-directed violence and provides initial support for the premise of cross-reporting legislation.  相似文献
