We examine the relationship between the valence qualities of candidates and the ideological positions they take in U.S. House elections based on a study of the 2006 midterm elections. Our design enables us to distinguish between campaign and character dimensions of candidate valence and to place candidates and districts on the same ideological scale. Incumbents with a personal‐character advantage are closer ideologically to their district preferences, while disadvantaged challengers take more extreme policy positions. Contrary to conventional wisdom, challengers can reap electoral rewards by taking more extreme positions relative to their districts. We explore a possible mechanism for this extremism effect by demonstrating that challengers closer to the extreme received greater financial contributions, which enhanced their chances of victory. Our results bear on theories of representation that include policy and valence, although the interactions between these two dimensions may be complex and counterintuitive.  相似文献

Existing theories of contesting elections typically treat all potential challengers as identical while under-playing the importance of political parties and primary contests. We offer a theory addressing these issues based on how the various actors in the process define and evaluate the probability of winning an election and the value of the office being contested. We test our theory by estimating a model predicting which of three responses a party that loses a legislative race makes in the next cycle: nominating the same candidate, nominating a new candidate, or nominating no one. We find substantial empirical support for our theory.  相似文献

Why do some congressional candidates hire pollsters, while others do not? Prior work claims candidates hire them when they face close contests. This argument does not explain the selection of pollsters in uncompetitive races, especially by incumbents, who also use pollsters to monitor the ramifications of some demographic changes in their districts and ideological incongruity with the constituencies. These determinants should be evident for the use of the most prestigious pollsters, and I argue that candidates hold in higher demand those survey research specialists who have worked for party campaign committees than those without party ties. But while challengers in close races can attract the services of these firms, incumbents in some vulnerable contexts, such as facing experienced challengers, are less able to do so. This study shows that constituency conditions and voter attitudes beyond electoral competition alone shape candidate use of pollsters, who serve representational needs to the extent they are contractually tied to the party organization, which extends its influence over but does not control the political consulting industry.  相似文献

In examining the factors that contribute to electoral success in congressional elections, legislative scholars often consider the actions of elected representatives; however, other research suggests that one must consider what challengers are (or are not) doing as well. For instance, inexperience and poor funding can significantly inhibit challenger success. We expand this list of potential shortcomings by arguing that ideological congruence with a constituency may be another factor in explaining challenger defeat. Using ideology measures derived from campaign contributions, we find that unsuccessful challengers in the U.S. House are generally more extreme than those who win, but ideological extremity is not a disadvantage to those seeking to represent an extreme constituency. More importantly, our existing political institutions may actually serve to mitigate the already high levels of partisan polarization in Congress.  相似文献

I develop a statistical method to measure the ideology of candidates and political action committees (PACs) using contribution data. The method recovers ideal points for incumbents that strongly correlate with ideological measures recovered from voting records, while simultaneously recovering positions for PACs, unsuccessful challengers, and open‐seat candidates. As the candidate ideal points are estimated independently of voting records, they represent a useful new resource for testing models of legislative behavior. By incorporating nonideological covariates known to influence PAC contributions, the method also shows promise as a platform for furthering our understanding of PAC contribution behavior.  相似文献

We study how well states translate public opinion into policy. Using national surveys and advances in subnational opinion estimation, we estimate state‐level support for 39 policies across eight issue areas, including abortion, law enforcement, health care, and education. We show that policy is highly responsive to policy‐specific opinion, even controlling for other influences. But we also uncover a striking “democratic deficit”: policy is congruent with majority will only half the time. The analysis considers the influence of institutions, salience, partisan control of government, and interest groups on the magnitude and ideological direction of this democratic deficit. We find the largest influences to be legislative professionalization, term limits, and issue salience. Partisanship and interest groups affect the ideological balance of incongruence more than the aggregate degree thereof. Finally, policy is overresponsive to ideology and party—leading policy to be polarized relative to state electorates.  相似文献

This quality difference is the result ofbarriers to entry faced by potential femalecandidates, although the observed effects of thisquality differential on vote share are partiallymasked by the fact that female incumbents are alsomore likely to be opposed or to be opposed by highquality challengers. Candidates and parties often face a choice between endorsing policies that appeal to their core constituencies or generate support from more diverse groups of voters. While the latter strategy may make overtures to a wider set of citizens, existing literature says little about how the overall mix of issue positions affects electoral support. We argue that candidates who endorse diverse sets of policy positions appear unpredictable to voters and incur subsequent electoral penalties. Using data from the 2006 congressional elections, we find that ideological predictability substantially increases electoral support at both the individual and aggregate levels and that voters perceive greater ideological congruence from more predictable candidates. Our results have important implications for candidate and party strategies and suggest that voters are responsive to the mean and the variance of candidates’ policy stances.  相似文献

Research on voting behavior has been reinvigorated by focusing on citizens' certainty of candidates' issue positions and ideological orientations. According to this perspective, citizens are inclined to support candidates whom they are confident possess attributes they deem important. Analysis of citizens' perceptual certainty and perceptual accuracy of 1994, 1996, and 1998 House candidates' ideological orientations reveals that many candidate characteristics (incumbency, fiscal resources) that enhance certainty fail to improve perceptual accuracy. The electoral consequence of this fact is that candidates endowed with these resources benefit from the importance of certainty to citizens without paying the electoral costs of clarifying their issue positions and ideological orientations. Similarly, several characteristics of citizens that lead to certainty reduction—gender and caring about the outcome of the election, for example—fail to improve perceptual accuracy. The implications of the empirical findings for the role of citizens' assessments of certainty in the voting decision for producing an informed electorate are considered here.  相似文献

The traditional literature on interest group behaviour presumes that private interests develop lobbying strategies based on the principle of effective allocation of resources. However, nearly 400 private interest groups actively lobby the Council of Europe, a classical intergovernmental organisation with weak decision-making powers, where no significant policy pay-off is expected to occur. This analysis aims to explain the seeming puzzle of private interest groups seeking to influence an institution which is generally perceived as having no strong decision-making powers in European political space. It does so by exploring three explanations from the existing literature, namely ‘policy overlap’, ‘venue shopping’ and ‘epistemic community’, and considers another explanation not hitherto fully developed, suggesting that the ‘ideological motivation’ of interest groups helps to explain their behaviour. Taking the ideological motivation of interest groups into account when analysing lobbying strategies can in fact shed light on certain lobbying preferences that would otherwise appear to defy the logic of interest representation. This paper therefore suggests that an ‘ideological motivation’ explanation potentially plays a crucial role in the analysis of the behaviour of any interest group.  相似文献

Although there were six contenders for Labour's Deputy Leadership contest, it was conducted with remarkably little personal animosity. Nor, for the most part, were there substantive policy differences between the challengers, with the notable exception of the Iraq War. Instead, there was a clear determination to 'move on' from Blairism, and an acknowledgement that changes or new priorities were now necessary in key areas of policy, albeit without lurching to the Left or reviving 'Old Labour'. As such, the main differences between the candidates derived from their differing perceptions of the role of the Deputy Leader, and what they would each contribute to the post if elected. The ballot also revealed the manner in which support for the six contenders varied across the three sections of Labour's electoral college, so that each candidate tended to be more popular among one section of the Party, but enjoyed less support from the other two sections.  相似文献

In this case study we want to reduce the gap in research on the influence of organized interests at the federal state level. We analyse the “Gesetz zur Stärkung von innerstädtischen Geschäftsquartieren” (INGE) by applying social network analysis and statistical models. First, we show that the set of actors changes compared to the federal level. Second, we find that striving for influence pays off for non-state actors because influential actors find themselves close to the law. Third, we explain the degree of the actors’ influence. An OLS-regression shows that formal resources like governmental power as well as informal resources such as expertise and support increase influence. The use of informal resources is reflected in interactions in communication networks and specific network positions. Furthermore, we discuss this specific process of interaction between state and societal actors from the point of view of democratic theory.  相似文献

The article analyzes how business interests responded to European integration. It draws on survey data of eight hundred German, French, British, and European Union (EU) trade associations as well as thirty-four large firms. The argument is that the multilevel governance approach to European integration captures the realities of EU interest intermediation better than neofunctionalism and intergovernmentalism. The article suggests that the strategies of interest organizations depend mainly on their location in the EU multilevel system and on their governance capacities. I distinguish two kinds of governance capacities: negotiation capacities and organizational resources. The analysis proceeds in the following steps: After outlining the three theories of European integration and presenting their implications for interest groups, a brief overview of the relative importance for interest organizations of EU and national institutions over time is provided. Then, cluster analysis techniques serve to identify types of interest groups according to their lobbying strategies in the multilevel system: niche organizations, occasional players, traditionalists, EU players, and multilevel players are distinguished. The composition of these clusters and the characteristics of their members support the multilevel governance approach and indicate that multilevel players have greater governance capacities than organizations in the other clusters.  相似文献

Though few voters appear to hold consistent ideological views, the roll call votes of congressmen and senators can be well predicted by ideological terms. An explanation for this puzzle is that ideology allows candidates to succinctly explain their views. Because it is difficult to explain detailed positions to voters, a candidate who presents his position in ideological terms may be able to defeat a candidate who supports a set of issue positions that would, in toto, be preferred by a majority of well-informed voters were the voters aware of all the views of that candidate. This effect can be a powerful one. Can stereotypes of ethnic groups have an indirect impact on voters' judgments even if voters reject them? We examine the case of Jewish leaders and hypothesize that acceptable political stereotypes (Jews are liberal) are linked in voters' minds to unacceptable social stereotypes (Jews are shady); consequently, a cue to the candidate's shadiness works indirectly by increasing the perception that the candidate is liberal, even as the shady cue is rejected. Using three national survey‐experiments we randomly varied a candidate's Jewish identity, ideology, and shadiness. The cue to the rejected social stereotype indeed activates the more legitimate political stereotype. Moreover, voters give more weight to the candidate's perceived liberalism in their evaluation. Consequently, the candidate's support suffers. However, when the candidate takes a more extreme ideological position on issues, the effects disappear. The indirect influence of discredited stereotypes and the limits of those stereotypes have implications for our understanding of voting and of the legacies of discrimination.  相似文献

Does Quality Matter? Challengers in State Supreme Court Elections   总被引:1,自引:0,他引:1  
We assess whether quality challengers in state supreme court elections have a significant impact on the electoral successes of incumbents and whether the electorate seemingly makes candidate-based evaluations in these races. To address these questions, we examine 208 elections to the states' highest courts from 1990 through 2000 in the 21 states using partisan or nonpartisan elections to staff their benches. From a Heckman two-stage estimation procedure that takes into account factors influencing challengers' decisions to run as well as factors affecting the electorate's choices among candidates, we find that quality does matter. Experienced challengers significantly lessen the electoral security of incumbents, and the electorate appears to evaluate challengers' qualifications. These findings stand in stark relief to traditional notions that the electorate is incapable of responding to candidate stimuli beyond incumbency and that judicial elections inherently are an ineffective means for securing popular control over the bench.  相似文献

Theories of candidate positioning suggest that candidates will respond dynamically to their electoral environment. Because of the difficulty of obtaining “bridge votes”, most existing approaches for estimating the ideal points of members of Congress generate static ideal points or ideal points that move linearly over time. We propose an approach for dynamic ideal point estimation using Project Vote Smart’s National Political Awareness Test to construct bridge votes. We use our dynamic estimates to measure aggregate change, to measure individual-level change, and to study the institutional and structural factors that explain the changing positions of House candidates and members of Congress. We demonstrate that while the Republican Party has been selecting increasingly extreme candidates, Democratic incumbents have become more extreme while in office. We also find that the congruence between elected members of Congress and their constituents is mostly explained by the selection as opposed to the responsiveness of the candidate. Nonetheless, we find evidence of dynamic responsiveness of incumbents in specific circumstances. We find that competitiveness, midterm elections, and sharing the president’s party affiliation are associated with greater responsiveness. Conversely, retirement is not associated with a change in responsiveness. We find no evidence of responsiveness of challengers. Finally, we find that close elections draw challengers who are more in line with the district’s ideology.  相似文献

Does policy responsiveness on the part of incumbent legislators affect their prospects for reelection? Recent studies of congressional campaigns demonstrate that incumbents who support policies that are more congruent with their constituents' preferences face fewer reelection obstacles. The present analysis considers this question in state legislative elections where voter knowledge of legislator activities is generally quite low. The findings demonstrate that incumbents positioned farther from the average citizen and toward their party's base are only slightly more likely to be challenged than other incumbents. However, more partisan voting incumbents do attract challengers capable of raising and spending larger amounts of money. Interestingly, incumbents positioned closer to their party's base actually receive a greater share of the vote in most contested elections. Only when challengers spend significant amounts of money do we see the positive effects of partisan voting by incumbents diminished. Overall, these findings demonstrate the mechanisms by which policy positions of incumbents in a low‐information environment affect the challengers that emerge and the level of voter support received.  相似文献

Although the Supreme Court is a countermajoritarian institution by design, many scholars have contended that without concrete powers, the Court relies on public support for legitimacy. Accordingly, it is important to understand the relationship between people’s ideological proximity to the Court and their support for it. Existing empirical research suggests a correspondence between public opinion and the Court’s positions, but these studies do not directly compare masses and elites in a common space. To address these issues, we conducted an original survey asking respondents about their positions on ten recently decided Supreme Court cases. This allows us to estimate the positions of citizens and justices on the same ideological scale. Further, while some existing theories of perceptions of judicial legitimacy suggest similar relationships between ideological distance and various types of support for the Court, we propose a theory of heterogeneous responsiveness which posits that citizens’ ideological distance from the Court should be negatively related to their approval of and trust in the institution, but positively related to their support for its countermajoritarian function. This paper analyses how disaffection with the EU influenced individuals' likelihood of turning out to vote and of casting a vote for a Eurosceptic party in the 2014 EP elections, and how these relationships were moderated by the Eurosceptic partisan supply of each country. We argue that the degree to which political parties oppose European integration, as well as the ideological leaning of Eurosceptic parties, should influence both the likelihood of disaffected citizens turning out to vote, and their likelihood of voting for a Eurosceptic party. Our empirical findings show that, in the presence of a party that is strongly opposed to European integration, disaffected citizens are more likely to turn out to vote and to vote for a Eurosceptic party provided that this party also shares their ideological leaning in the left-right dimension. These results indicate that Eurosceptic parties are important actors for the politicization of the European integration conflict and for the Europeanization of EP elections, but, at the same time, they suggest that opposition to European integration is subordinate to the traditional left-right conflict.  相似文献
