Conventional wisdom has it that elections other than national ones are “second-order elections,” driven by political conditions in the “first-order” national arena. It has not yet been shown that a sub- or supra-national election can exhibit qualities similar to those of first-order elections. This paper uses the 2003 Ontario Election Study, from a provincial election in extremely decentralized federation, to demonstrate that a sub-national election can be a first-order election. Aggregate evidence shows voters' interest and turnout is comparable to national elections. Individual-level evidence shows vote choice is determined by arena-specific factors. And dynamic evidence shows that this sub-national campaign had its own homegrown events that influenced voters, just as campaign events influence national elections.  相似文献

How were the results of the European Elections related to national political patterns? This article adopts a cross-national comparative perspective. It concludes that government parties, irrespective of being on the right or on the left of the political spectrum, and irrespective of representing the more ‘pro-European’ or the more ‘anti-European’ forces of their country, lost the European election of 1984. European elections have proved to be additional second-order elections (like local or provincial elections), important for the ripples they create on the national political scene. The systematic relationship between voting in firstorder and second-order elections is explored in detail. On the whole, it appears that the 1984 European elections have to be seen largely as tests of opinion on domestic politics.  相似文献

Abstract. In Britain, both local elections and European elections can be regarded as second–order. However, voters believe that even less is at stake in European elections than in local elections, and their behaviour is congruent with this: voters are more likely to turn out in local elections, they are more likely to 'split their ticket' they are more likely to report that they vote on issues specific to the second–order arena. Logistic regression of party choices in the local, European and national contexts confirms this. National considerations played less part in the local election and there was some evidence that voters were influenced by the record of the locally–incumbent party. It appears that voting in the European elections has more of an expressive character, and is less instrumental than that in either local or national elections.  相似文献

According to conventional wisdom, the traditional gender gap in voting has disappeared or even reversed in most established democracies. Drawing on the existing literature on differences between the sexes in political engagement and on pioneering voter turnout theories, this article questions the conventional assumption and hypothesises that women still participate at a lower rate in less important elections. It systematically tests this hypothesis by exploring the impact of gender on voter turnout in different electoral arenas. The empirical analyses of two cross-national datasets (Making Electoral Democracy Work and the European Election Study) demonstrate that although there is generally no gender gap in first-order elections, women tend to vote less than men in second-order contests. This reflects lower levels of interest in politics among women and their lower levels of knowledge about politics when it comes to second-order elections.  相似文献

Why has turnout in European Parliament (EP) elections remained so low, despite attempts to expand the Parliament’s powers? One possible answer is that because little is at stake in these second-order elections only those with an established habit of voting, acquired in previous national elections, can be counted on to vote. Others argue that low turnout is an indication of apathy or even scepticism towards Europe. This article conducts a critical test of the “little at stake” hypothesis by focusing on a testable implication: that turnout at these elections will be particularly low on the part of voters not yet socialized into habitual voting. This proposition is examined using both time-series cross-section analyses and a regression discontinuity design. Our findings show that EP elections depress turnout as they inculcate habits of non-voting, with long-term implications for political participation in EU member states.  相似文献

A quarter of a century ago the first series of European Parliament elections were characterised as second-order national elections. Much has changed since, which might have had an impact upon this diagnosis. In this article the central assumptions and predictions of the second-order elections model are restated and evaluated against the outcome of the 2004 European Parliament election and a post-election survey. Surprisingly enough, the findings confirm the persisting second-order nature of EP elections for Western Europe. Matters look very different, however, in the eight new Central and East European member countries.  相似文献

Second-order elections are characterized by low turnout. According to the second-order theory this is because people feel there is less at stake. This study tests whether the less at stake argument holds at the macro and micro level using panel survey data obtained in three different Dutch elections. Furthermore, it examines whether campaigns' mobilizing potential differs between first- and second-order elections. We find that at the macro level perceived stakes and low turnout go hand in hand and differ strongly between national, local and European elections. At the micro level the impact of perceived stakes on turnout is limited and contingent on the type of election. Also, campaign exposure affects turnout, but the effect is substantially larger in second-order contests.  相似文献

It is often said that European Parliament elections fail as an instrument to express the will of the European people. However, while the elections are not contested at the European level and are often dominated by national issues, this does not necessarily imply that they fail to connect policy views of voters and representatives. This article examines policy congruence between voters and candidates, utilising the candidate and voter surveys of the European Election Study 2009. First, it demonstrates that policy preferences of candidates and voters are constrained by three separate policy dimensions. Second, it shows that the quality of representation is high in terms of left/right, the main dimension of conflict in European politics, but lower on the cultural and European integration dimensions. Finally, it establishes that in some cases the aggregation of national parties in political groups in the European Parliament poses problems for effective political representation.  相似文献

Based on voter survey from European election study 2009, we examine the impact of one individual-level motivational factor, i.e. interest in politics, and its interactions with institutional and contextual factors such as compulsory voting, electoral competition and the number of parties on participation in 2009 EP elections and previous national elections. The results show that political interest is more closely connected to turnout in second-order elections which are usually considered less salient. Correspondingly, also the contingent effect of compulsory voting and competition is more evident in EP elections. While compulsory voting substantially decreases the turnout gap between the most and least politically attentive voters in both types of elections, the moderating effect of competitiveness is found only in EP elections.  相似文献

Work on democratic delegation needs coherent and integrated recording of parties, elections and cabinets to study aspects of democratic representation such as electoral dynamics, cabinet formation and policy making. In this article, we present the methodological design of the ParlGov database and demonstrate how its operationalization of parties, election results and cabinets adds to a better understanding of political representation. The most recent version of the database includes 1177 parties, 735 elections (580 national, 155 European Parliament) and 1067 cabinets for democratic elections in 37 established democracies from 1945 to 2015. With this information we provide a definition of relevant political parties, a systematic recording of electoral results including electoral alliances and an adjustment to the definition of cabinets to account for potentially short lived cabinets. A replication of a prominent study by Hix and Marsh (2007) on second-order elections to the European Parliament (EP) demonstrates the added value of an integrated data source for a better understanding of electoral dynamics.  相似文献

This paper investigates whether national elections in Europegenerate political cycles in other European countries, and, ifso, whether these spillover effects are likely to surviveinside EMU. The paper first tests whether elections in Germanyaffect macroeconomic outcomes in other European countries andthen investigates the impact of elections on budget deficits.The results indicate that German politics significantlyimpacts macroeconomic variables in other European countries,and also that politics significantly affects the behaviour ofEuropean budgetary policy. The prospect of elections tends toincrease public deficits in recessions, whereas left-winggovernments tend to be more deficit-prone than right-winggovernments regardless of the state of the economy. After seven waves of European Parliament elections and European Union enlargement to 27 states, the time is ripe to analyse the temporal robustness of the second-order model. We pool all the elections in a single evaluation and also look at election-by-election variations. We analyse changes in party performance over time in all EU states as well as in the ‘original 10’, to see whether any cross-time changes are driven by the changing composition of the EU. We also look for pan-European trends in each election, as a way identifying ‘European effects’ distinct from second-order effects. There are few consistent winners and losers, although socialist parties performed worse in the last three elections than their size and government status would predict.  相似文献

Low turnout and potential differences in party preferences between voters and non-voters may affect party vote shares at European Parliament (EP) elections. Of particular concern is the rise of Eurosceptic and populist parties, but scholars do not know whether these would benefit from increased voter mobilization. To address this gap, we simulate the party choices of non-voters at the 2009 and 2014 EP elections. Contrary to analyses of turnout effects at general elections in multiparty systems, our simulations suggest that left-leaning and ideologically moderate parties would gain if turnout went up to levels observed at first-order national elections. And while there is some evidence that populist parties might have benefitted from higher turnout at the 2014 elections (but not in 2009), our findings do not support expectations that either Eurosceptic or Europhile parties’ vote share would be affected by higher turnout.  相似文献

How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. Our findings have important implications for political representation in Europe.  相似文献

European Parliament (EP) elections have traditionally been described as ‘second‐order national elections' in which campaigns are fought by national parties on national issues. We argue that the 2019 elections should instead be considered ‘first‐order polity' elections. It is not EU‐level party politics or policy issues that are debated, but rather the legitimacy of the EU itself. Firstly, the EP elections have transformed into an EU ‘blame game' in which national governments are punished or rewarded over their stance on European integration. Secondly, the 2019 election was about the EU's fundamental values, not only with respect to multiculturalism, but also gender equality and LGBTQ rights. Finally, these first‐order polity elections are driven in large part by traditional news and social media platforms. While this is a long way from the patterns of the early EP elections, they still fail in fulfilling the function of holding MEPs and European party groupings adequately to account.  相似文献

Practical implementation has attracted significant scholarly attention in the European Union in the last decade, and the EU compliance literature started to focus more on the players in the domestic arena to help understand the application of EU law. However, a systematic analysis on interest group activities at the application stage is yet to be conducted. Relying on enforcement and management approaches, this article argues that interest groups act as providers of legal and technical information that are needed for correct application of EU law. Also, interest groups actively demand information from political actors to build internal capacity during this period. The results show that interest groups act as providers of information, but only in the national political arena. Moreover, motivation to learn is another factor that explains the level of access seeking during application, and this type of interaction takes place in both European and national venues.  相似文献

The 2014 European Parliament elections were held against the backdrop of the worst economic crisis in post-war Europe. The elections saw an unprecedented surge in support for Eurosceptic parties. This raises the question of whether the crisis, and the EU’s response to it, can explain the rise of Eurosceptic parties. Our analysis of the 2014 European Election Study demonstrates that the degree to which individuals were adversely affected by the crisis and their discontent with the EU’s handling of the crisis are major factors in explaining defection from mainstream pro-European to Eurosceptic parties in these elections. This suggests that far from being second-order national elections concerned only with domestic politics, European issues had a significant impact on vote choices.  相似文献

Abstract.  Turnout at general elections across Europe is in decline as it is in other established democracies. A particular cause for concern is that young people are less likely to participate than older voters. Evidence presented in this article, based on national election results and the 2002–2003 European Social Survey, shows the overall turnout rate for 22 European countries in elections between 1999 and 2002 was 70 per cent compared to 51 per cent for electors aged less than 25. The authors examine national variations in turnout for young people across Europe, and use multilevel logistic regression models to understand these variations, and to test the extent to which they are attributable to the characteristics of young people and the electoral context in each country. Variations in turnout among young people are partially accounted for by the level of turnout of older voters in the country and partly by the characteristics of young voters, including the level of political interest and civic duty. The authors conclude that both individual-level and election-specific information are important in understanding the turnout of young electors.  相似文献

Two years into the first term of the right wing Conservative/Progress Party coalition government, the 2015 Norwegian local elections displayed many features of a ‘second-order’ election: the governing parties lost considerable support, minor parties did well and voter turnout was low. For the second local elections in a row, political circumstances prevented the far right Progress Party from mobilizing on the anti-immigration issue, adding to the burdens of governing nationally for the first time. The Green Party leveraged its 2013 entry into the national parliament into record support, consolidating the progress made in the 2011 local elections. Although the elections were shaped by national politics, municipal and county variation shows that local political factors did matter.  相似文献

Prior research on civic duty has focused on national elections, believed to be the most salient. Evidence on turnout gaps between election levels suggests that it is relevant to inquire whether people feel that they have the same duty to vote in national, subnational, and supranational elections. The article investigates this phenomenon, comparing citizens’ attitudes towards national, European, and regional elections in ten regions from four countries. About one-quarter of European citizens demonstrate a lesser degree of duty towards European rather than in national elections. Differences in duty levels for national and regional elections are infrequent and concentrated in regions with nationalist movements. Both rational and identity considerations explain why some individuals feel less obliged to vote in a particular election than in another, but the latter matter more.  相似文献
