The new development concept of innovation, coordination, green, openness and sharing has posed new requirements for the development of human rights theory in China. Innovation is the impetus and vitality for the development of human rights theory and is required for the study of human rights in terms of its content, method, and form. The rule of law plays an important role in promoting the development of human rights. The five development concept introduced by The Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China carry the connotation of rule of law and play an important role in guiding the promotion of Chinese human rights.
