In light of the fact—despite a widespread impression to the contrary—that the collapse of Communism in the fall of 1989 did not happen overnight, the paper explores the kind of gradual societal work that had led to the emergence of democratic polities in Central Europe but that had generally escaped the notice not only of policy makers and the leaders of the “free world” but also of theorists. The concept and practices of performative democracy as it manifested itself in the period of late Communism (1970s–1989), but also in South Africa at the dusk of apartheid, and the conditions for political performativity, as well as its main features, are then discussed.  相似文献

This article argues that the memory of Communism emerged in Europe not due to the public recognition of pre-given historical experiences of peoples previously under Communist regimes, but to the particularities of the post-Cold War transnational political context. As a reaction to the uniqueness claim of the Holocaust in the power field structured by the European enlargement process, Communism memory was reclaimed according to the European normative and value system prescribed by the memory of the Holocaust. Since in the political context of European enlargement refusing to cultivate the memory of the Holocaust was highly illegitimate, the memory of Communism was born as the “twin brother” of Holocaust memory. The Europeanized memory of Communism produced a legitimate differentia specifica of the newcomers in relation to old member states. It has been publicly reclaimed as an Eastern European experience in relation to universal Holocaust memory perceived as Western. By the analysis of memorial museums of Communism, the article provides a transnational, historical, and sociological account on Communism memory. It argues that the main elements of the discursive repertoire applied in post-accession political debates about the definition of Europe were elaborated before 2004 in a pan-European way.  相似文献

This article explores the status of Turks in Bulgaria under the transition from Communism to post-Communism. After a summary of the demography of the Turkish population in Bulgaria, the paper focuses on developments in three specific areas: religious, political, and educational issues. For each issue a brief historical background is given but the emphasis is on developments since 1989. Since the article is an expanded version of a presentation on East European Linguistic Minorities, the issue of Turkish language and Turkish language education in Bulgaria is discussed in greater detail than religious and political issues. After asserting that the title of Charles Taylor’s book A Secular Age is misleading—since around the world religious communities of belief are still quite robust—this paper argues that the most important tension in contemporary societies, is not, as Taylor thinks, that between believers and so-called unbelievers, but rather that between monists and pluralists, between advocates of closed communities and advocates of open communities, be they religious or secular.  相似文献

In its first decade of post-communist independence, Poland achieved far more than most dared believe in 1989. Despite domestic political and economic turmoil, it has joined Europe as a new member of NATO and a prospective member of the EU. This article traces the evolution of Polish foreign policy since 1989 over four time periods: First, the early uncertainties from 1989 to 1992 when Warsaw — caught between a reunifying Germany and a collapsing USSR — was intent on solidifying its relations with Central European neighbors. Second, the watershed year of 1993, which witnessed changes in every aspect of Poland's external relations — the demise of Visegrad, first moves toward NATO and EU enlargement, the emergence of serious tensions in Warsaw's relations with the East, especially Russia. Third, the years in the anterooms of Europe from 1994 to 1996, when Poland and its central European neighbors lobbied for early accession to the EU and NATO, while relations with Russia remained in the deep freeze. And fourth, the period since 1997, in which Warsaw has been negotiating its “return to Europe”, joining NATO in 1999 and actively pursuing membership in the EU. These gains have not come quickly or easily; rather, they demonstrate a hard earned consistency in Poland's foreign policy agenda, despite numerous changes in domestic politics, as well as an increasingly realistic vision of the country's place in post-Cold War Europe.  相似文献

After 1945, German Breslau was transformed into Ur-Polish Wroc?aw at Stalin’s behest. Most of the remaining prewar population was expelled, and a stable population of a few hundred with German ethnic background is estimated to have lived in the city since then. This paper is based on qualitative analysis of 30 oral history interviews from among the self-defined German minority. It pays close attention to historical context, urban milieu, and salient narratives of identity as shaping forces, which include the suppression of German culture under Communism, prevalent intermarriage between Germans and Poles, and the city’s qualified reinvention as “multicultural” after Polish independence in 1989. Together with the group’s relatively small numbers, these narratives play out in their hybrid approach to ethnicity, often invoking blended cultural practices or the ambiguous geographical status of the Silesian region, to avoid choosing between “national” antipodes of “German” and “Polish.” The results follow Rogers Brubaker’s insight into ethnicity as an essentializing category used to construct groups where individual self-perception may differ; and the concept of “national indifference,” previously applied to rural populations. It also suggests we might better approach circumscribed “minority” identities such as these, by seeing them as a form of “sub-culture.”  相似文献

In nation-building processes, the construction of a common past and references to a shared founding moment have played a well-documented role in fostering notions of a collective political actor. While notions of unreflective national collective memories no longer hold in an age of a postheroic “politics of regret”, the preferred subject of collective memories nevertheless often remains the nation, both in academic literature and in public debates. In this paper, my aim is to establish the role of collective memory in self-proclaimed “postnational” approaches—specifically in the context of European integration—and to assess in how far these approaches can claim to go beyond notions of memory handed down to us from earlier accounts of nation-building processes. I start by laying out two different approaches to a postnational collective memory as they emerge from the literature. The first approach aims at overcoming national subjectivities by focusing on a specific content: a shared, albeit negative, legacy for all Europeans. The Holocaust plays a particularly prominent role in this discourse. The second approach sees and seeks commonalities not so much on the level of memory content but rather on the level of specific memory practices (a “European ethics of memory”). While it is not aimed at dismantling the nation as a political subject per se, it also creates a European self-understanding that makes the symbolic borders of Europe look more porous: potentially everyone can employ these memory practices. However, as I will show, this approach knows its own attempts to define a postnational “essence”, most notably by tying the ethics of memory to a specifically European cultural repertoire.  相似文献

Do contemporary Bulgarian and Romanian radical right movements represent a legacy of interwar fascism? We argue that the key element is not that interwar movements provided legacies (of structures, ideologies, or organizations) but rather a symbolic “heritage” that contemporary movements can draw upon. The crucial legacy is, rather, the Socialist era, which in asserting its own definitions of interwar fascism created a “useable past” for populist movements. The Peoples’ Republics created a flawed historical consciousness whereby demonized interwar rightist movements could be mobilized after 1989 as historical expressions of “anti-Communist” — and, ergo, positive symbols among those of anti-Communist sentiment. Although radical right parties in both countries may cast themselves as “heirs” to interwar fascism, they share little in common in terms of ideology. Their claims to a fascist legacy is, rather, a factor of how their respective Socialist states characterized the past.  相似文献

Abstract

This article charts the extraordinary life and legacy of ‘Queen Mother’ Audley Moore (1898–1997). She was one of the most revered figures in twentieth-century black nationalism, Pan-Africanism, and Communism. A life-long Garveyite and a leading personality in the World War II-era Harlem Communist Party, she understood black women across the diaspora as the vanguard in struggles for self-determination. She broke from the Communist Party in 1950, reinventing herself into an ardent black nationalist. Creatively formulating an idiosyncratic politics combining Garveyism, Marxism, Third Worldism, and feminism, she was central in forging 1960s-era Black Power and the modern reparations movement. Recovering her life reveals the underappreciated importance of black women in building radical, diasporic movements, the legacy of Garveyism and Communism in framing Black Power, and the contours in twentieth-century black radicalism, black internationalism, and black women's activism.  相似文献

Abstract

This article analyzes the effect of post-1949 policies on minority peoples in China’s watershed—Qinghai province. Salar and Tibetan peoples had lived in relative harmony for centuries in Xunhua County. Access to the Tibetan highlands and a monopoly on wool production had provided Tibetan herders with an upper hand. New policies that encouraged agricultural production over the course of the twentieth century not only brought radical changes to these long-standing relationships but also initiated new strains on the local environment. The Mao era saw a particularly rapid expansion of new water projects designed to tame the Yellow River. The resulting environmental catastrophe is a major contributing factor to the river’s current inability to flow to the Yellow Sea.  相似文献

At a time of increased financial volatility, understanding ‘development’ requires that we trace spheres of accountability in order to detect the consequences of shifts in power structures from the public to the private sectors, especially. By focusing on the business of sovereign credit ratings, I argue that ratings have been particularly influential in this context not only because of their function as a benchmark for private investment, but because they now also enter into the calculations of policy makers in developing countries who are increasingly compelled to implement policies that reduce their countries' sovereign risk at possibly high costs for sustained economic growth. I explain that governments' eagerness to signal their potential as reliable capital recipients allows for credit ratings to become a powerful site of governance. This outcome is not justified by the quality of rating agencies' output, but by the subjective power of the notion of risk in a crisis prone environment that shifts accountability—through this disproportional influence of credit rating agencies—from the public to the private realm. The Argentine crisis of 2001 is presented here as a case study that illustrates these dynamics.  相似文献

The dissolution of the Soviet Union led to the establishment of several non-recognised statelets, three of which—Abkhazia, South Ossetia and Nagorno-Karabakh—are located in the South Caucasus. This article sets aside the question of whether these quasi-states ought to be internationally recognised, and focuses on whether they exist as functioning state entities. To what extent are the authorities in these would-be states able to provide the populace with the services expected of contemporary states—like internal and external security, basic infrastructure and welfare? All three insist that they are not only functioning states, but also nation-states that command the allegiance of their population. In a period in which “strong” and even “presidential” prime ministers have arguably become more the rule than the exception in the major states of Western Europe, most prime ministers in the new democracies of East Central Europe appear to have been relatively weak figures. This article investigates the reasons for that relative weakness in the ten East Central European countries, which together have had 87 prime ministers in the 16 years since the fall of Communism. It evaluates several possible explanations: party system weakness, the institutional structure, elite recruitment patterns, and policy constraints. It then seeks to explain several notable exceptions to the prime ministerial weakness rule.  相似文献

In the wake of the 2008 financial crisis the G20 leaders have attempted to universalise financial inclusion as a key development strategy Financial inclusion, which has long been championed by official development institutions as a sound and effective market-based solution to combat poverty, is also now promoted by the G20, not only as a way out of the ongoing global recessionary environment but also as an important scheme to stabilise the world economy. To this end the G20 Financial Inclusion Experts Group forged the G20 Principles for Innovative Financial Inclusion in 2010 (the G20 Principles). Drawing on a historical materialist lens, I argue that the G20 Principles— which represent extensions of, as opposed to a departure from, the neoliberal development project—serve to legitimate, normalise, and consolidate the claims of powerful, transnational capital interests that benefit from finance-led capitalism. The primary way this is achieved is through obscuring and concealing the exploitative relations and speculative tendencies involved in financial inclusion strategies.  相似文献

This article provides a new synthesis on the origins of self-management in Yugoslavia on the basis of new archival research. It rejects the dominant view in the historiography that self-management arose merely as an ideological justification for the split with Stalin's USSR in 1948. Rather, it demonstrates that the introduction of workers' councils was part of an elaborate effort on the part of the Communist leadership to return to its pre-1948, proto-‘reform Communist’ strategy that was remarkably open to interaction with the world market. This is shown to have implications for understanding Yugoslavia, Eastern Europe, the Cold War and Communism.  相似文献

This article deals with the attempts by the radical Islamist ideologue Abu Muhammad al-Maqdisi to reclaim scholarly authority over jihad, a phenomenon he has helped promote but that has led to excesses he disagrees with and has increasingly become the prerogative of fighters instead of scholars. These attempts by al-Maqdisi to reassert his own jihadi authority are expressed through criticism of certain jihadi practices and advice to jihad fighters. Because al-Maqdisi has been in the forefront of radical scholars calling for jihad, his criticism has been dismissed by some jihadis as revisionism of his earlier views and as the words of a man lacking any fighting experience himself. This article argues that al-Maqdisi's criticism of certain jihadi practices does not constitute revisionism of his earlier views but is an effort to take greater scholarly control of the jihadi trend that he has partly inspired but which—in the hands of militants—has also developed beyond what he sees as useful and even Islamically legitimate.  相似文献

This paper seeks to show, by an arithmetical example, that increased productivity through mechanization can lead to results which make a country worse off. The example shows that the installation of an imported labour‐saving machine will appear not only to have increased productivity, but also to have raised the proportion of investment in G.N.P. and the proportion of capital goods in total imports. All the indications, therefore, lead one to expect a rise in welfare. What the figures hide is that people for whom there are no other opportunities of earning a living have lost their jobs and that consumer goods imports have fallen because both the unemployed and others can no longer afford them. It is not even as if these welfare losses were temporary and bearable because they might ultimately lead to faster economic growth. The example shows that there is no reason to expect that to happen. The paper does not, of course, say that mechanization is invariably harmful—that would be ludicrous—but seeks merely to warn against mechanization in particular circumstances, which arise, however, only too often in underdeveloped countries.  相似文献

Terrorist groups and armed insurgents regularly exploit illicit markets to launder money, traffic illegal goods, and purchase arms. In such an environment, the line between armed political organizations and criminal groups appears to break down. However, through a comparative study of paramilitary groups and Fuerzas Armadas Revolucionarias de Colombia (Revolutionary Armed Forces of Colombia—FARC) in Colombia, this article finds that group goals, the political environment, and membership strongly influence the types of criminal activities a given armed groups undertakes. Thus, the membership and political agenda of sub-state armed groups not only distinguishes them from criminal groups—organized for and motivated by economic gain—but also shapes their criminal behavior.  相似文献

From 1985 to 1989, a trade conflict between the United States and Brazil developed around Brazil's protectionist information technology policy. During that period, and under the threat of trade sanctions, some changes were made in the Brazilian policy. The effectiveness of sanctions in promoting policy changes in Brazil resulted not only from economic losses but also from the shift provoked in the balance of political support for the policy within Brazilian society. Moreover, sanctions were effective not because they affected the interests of groups benefiting from the policy, but because they pushed previously uncommitted groups to join the opposition to it.  相似文献

Drawing on evidence from Ukraine and other post-Soviet states, this article analyses the use of a tool of political coercion known in the post-communist world as adminresurs, or administrative resource. Administrative resource is characterized by the pre-election capture of bureaucratic hierarchies by an incumbent regime in order to secure electoral success at the margins. In contrast to other forms of political corruption, administrative resource fundamentally rewrites existing social contracts. It redefines access to settled entitlements—public infrastructure, social services, and labor compensation—as rewards for political support. It is thus explicitly negative for publics, who stand to lose access to existing entitlements if they do not support incumbents. The geography of its success in post-communist states suggests that this tool of authoritarian capacity building could be deployed anywhere two conditions are present: where there are economically vulnerable populations, and where economic and political spheres of life overlap.  相似文献
