Contrary to the expectations of many experts and politicians, one of the most politically sensitive sectors of the European integration process, the common foreign and security policy, has seen remarkable growth in recent years. The pressure of crises and conflicts beyond the EU's borders and the need to deal with them in a unitary way has driven the governments of member states and the community institutions to take development of CFSP/ESDP more seriously. The process has been pragmatic, establishing the mechanisms and policies required to respond to the challenges. It is this bottom-up, disorderly growth that the Constitutional Treaty had attempted to rationalise in a coherent framework, completing the work of the preceding treaties. With the stalled ratification of the CT, this growth has continued. But it cannot go on indefinitely. In order to bring order and coherence into CFSP/ESDP bodies and procedures, the substance of the Constitutional Treaty must be saved and approved rapidly.  相似文献

In the history of NATO, lack of Atlantic communality is a recurring theme. Atlantic cohesion was constantly challenged. However, the discord among NATO members rarely threatened the very existence of the Alliance. The late 1950s and early 1960s witnessed such a rare occurrence. In Europe the question of nuclear sharing triggered the development of blue-prints for a step-by-step replacement of the Atlantic security co-operation by a European Security Community. These blueprints were discussed among the EEC member-states and within the forum of the WEU. This study analyses not only those concepts, but also the role of the SACEUR, General Norstad, in defending NATO from external threats and internal decay. By studying the leeway of the SACEUR, this study tries to establish whether the subsystem of the international system, formed by the nations of the North Atlantic area after the Second World War, should be characterised as a system of hegemonic stability or as a pluralistic security community. The article is based on recently declassified archival material from both sides of the Atlantic.  相似文献

This article aims to consider the factors which led to a serious under-representation of Catholics within the Ulster Defence Regiment (UDR) during the Northern Ireland “Troubles.” A considerable number of UDR members were implicated in collusion with loyalist paramilitaries in their targeting of Catholic civilians throughout the conflict. Further, neither the British political nor military establishment made any significant moves towards addressing Catholic grievances regarding the UDR during the crucially formative years of 1970–1972. Despite this, Catholic under-representation has often been discussed with sole or particular reference to Republican paramilitary targeting of Catholic members of the force; this is in order to dissuade any further such involvement on the part of this demographic. The validity of such assertions will be examined in this article, along with a number of other factors which have been hitherto largely underplayed or outright ignored as contributing to this under-representation.  相似文献

Stakeholder dialogue, participation, and partnership have become mainstream concepts in international development policy, in particular in the field of corporate social responsibility (CSR). However, the accountability of multi-stakeholder initiatives on CSR to their intended beneficiaries in the global South is increasingly questioned. This paper looks at how the agendas of some initiatives in the areas of ethical trade and sustainability reporting are driven by what Western NGOs push for, what large companies consider feasible, and what consultants and accountants seek to provide. It describes how the resulting practices and discourse restrict change and marginalise alternative approaches developed by Southern stakeholders. It is argued that enthusiasm for stakeholder dialogue, participation, and partnership in CSR matters, and beyond, needs to be reconceived with democratic principles in mind. ‘Stakeholder democracy’ is offered as a conceptual framework for this endeavour, and some recommendations are made for NGOs, companies, and governments.  相似文献

The Defence and Security Procurement Directive (DSDP) is the first supranational policy in the Common Security and Defence Policy (CSDP) and represents a departure from the standard understanding of the CSDP as intergovernmental. Whilst the member states were initially against such an initiative, the Defence Directive was eventually proposed in the Council in 2007 and accepted in July 2009. This paper examines why European Union member states changed their position on the proposal for a DSDP between 2004 and 2007. The analysis builds upon two hypotheses that aim to account for this change in position. Providing new insight into the views of the member states, the study finds that the member states accepted the Directive due to a sense of obligation to respect internal market rules, and further discusses the theoretical implications of these findings.  相似文献

This article examines the little explored issue of non-state actor (NSA) participation in the European Union’s (EU) Common Security and Defence Policy (CSDP). Despite the fact that NGOs and civil society are shielded from formal access to CSDP, EU staff in both Brussels and the missions engage with them informally. Drawing on interviews with policy-makers and NSA representatives, the article analyses the practices of the EU in its engagement with NSAs, focusing on civilian missions in Georgia and Palestine. It shows that such engagement is more intense during implementation at the level of CSDP missions rather than during policy-making in Brussels. It argues that a combination of rational choice-based (functional needs of policy-makers and intensity of NSA advocacy) and constructivist (organisational and individual cultures) explanations helps us better understand why CSDP structures open up to NSAs. The article contributes to the nascent academic and policy debate on EU–civil society cooperation in CSDP and, more broadly, to the studies of informal governance in the EU and NSA participation in international organisations.  相似文献

Based on material from the Hungarian archives hitherto unpublished in English, this article examines the contribution Austro–Hungarian diplomacy made to the approval, by the Ottoman government, of a new constitution for its vassal-state Serbia in 1869. The episode reflects the emergence of a Hungarian influence on the Habsburg Monarchy's policy towards Russia, the Ottoman Balkans, and especially Serbia in the years immediately following the Ausgleich of 1867. Hungarian Minister-President Count Gyula Andrássy, through the new Austro–Hungarian consul in Belgrade, Benjámin Kállay, lobbied Vienna to support the new constitution. He did so in the hope that a more liberal political system in Serbia would impede the Serbian government's tendency to foment nationalist unrest within the Habsburg Monarchy and distract Belgrade from its policy of territorial expansion at the expense of the Ottoman Empire.  相似文献

This article examines how the defence component of the Common Security and Defence Policy (CSDP) has been revisited over the last few years. It argues that while the CSDP has grown predominantly as a security – rather than defence – policy, the latest developments that include the creation of a military headquarter, the launching of a Permanent Structured Cooperation (PESCO) and the new role for the European Commission in defence funding, attest to an evolution towards a more central EU defence policy. In the meantime, the article points to some structural impediments to the materialisation of European defence. The momentum says little about the form and finality of military operations that EU states will have to conduct so as to give a meaning to defence in a European context. Moreover, persisting divergences in the EU member states’ respective strategic cultures and institutional preferences – notably vis-à-vis NATO – are likely to continue to constrain European defence self-assertion.  相似文献

Since the Mexican crisis in 1994, international financial markets are characterised by frequent turbulence. The two most important international organisations in that field, the World Bank and the International Monetary Fund, have been unable to provide sufficient stability. Surprisingly, the World Bank is in deeper trouble than the IMF. The decreasing importance of public capital flows has made the World Bank much less important than it used to be. Globalisation has led to increased private flows to the developing world, primarily in the form of foreign direct investment. In the long run, there will not be an important function for the World Bank any more. The opposite assessment has to be made for the IMF. The more globalisation progresses, the greater the need for an IMF. However, this does not mean that the Fund will survive in its current form. International financial markets have gained in importance, but they still lack many of the features that characterise the national financial sector. If globalisation shall be continued, we need those governance structures, e.g. a lender of last resort, at the international level. Markets need rules and regulations, and today these are often not existent at the international level. This article reviews the status of Saudi opposition groups in the period following the Second Gulf War. The historical roots of opposition to the monarchy are traced, and it is noted that although the monarchy did successfully consolidate its authority and adapt over time, the presence of groups critical of the government and its Islamic and administrative positions have remained. Recently economic, leadership and security crises have given rise to a new opposition, unique in its combination of Islamic and ‘modern’ concepts. Thus far, as in the past, the regime has dealt with its opponents effectively, although the ultimate impact of this latest opposition surge remains to be determined.  相似文献

Recent years have witnessed a significant increase in the amount of counterterrorism legislation worldwide. The commonly held assumption behind the adoption of counterterrorism legislation links it to the terrorist threat in a state. However, little research has focused on empirically testing reasons driving states to legislate. This article addresses this void by analyzing the puzzle of why states choose to adopt new terrorism-specific legislation. The article presents empirical analysis of the probability of states to legislate before and after September 11, 2001, and is based on a new database of counterterrorism legislation. The findings reveal that before September 11, state decisions to adopt new legislation correlated with the number of terrorist organizations operating in their territory. Since September 11, however, the most significant predictors for the adoption of new legislation have become the existence of previous counterterrorism legislation and the participation of a state in the War on Terror.  相似文献

The “world society” perspective aspired to occupy a distinctive paradigmatic position, in opposition to realism and structuralism. Its primary focus was the understanding of conflict and the formation of an “activist” agenda that promoted the conflict researcher as facilitator of conflict resolution. This article argues that the perspective remained largely that, though expressive of a normative commitment to what the article suggests is a form of cosmopolitan liberalism committed to an individualist rationalist ontology. The absence of engagement beyond Burton’s with core questions in social and political thought led to the diminution of the perspective’s intellectual standing and, more seriously, to a certain de-politicisation of the conflicts the activists sought to transform. Nevertheless, there was the impetus to innovate and to create a new language in International Relations, one that placed interdisciplinary research on conflict and its resolution at its core. It is this latter aspect that is the lasting legacy of Burton, Groom and colleagues.  相似文献

While there have been many sources of tension in U.S.-China relations since the Cold War, they have been held in check generally by circumstances that have inclined the governments to cooperate. Yet, the relationship remains multi-faceted and fragile, and various frameworks and forecasts—like the contemporary “Great Divergence” framework, which speaks to the apparent disjunction between economic and security affairs—have proven to be incomplete and incorrect.  相似文献

Recently there has been a trend towards the development of two rival sets of alliances in Eurasia: in effect, one Western‐oriented alignment led by the United States and Turkey, including Israel, Georgia, and Azerbaijan. On the other hand, a group of states resisting American and Turkish influence in the Caucasus and Central Asia is developing, led by Russia and Iran, including Syria and Armenia. One of the most important questions for the development of these alignments is their expansion into Central Asia; in this context Uzbekistan's role is crucial. Uzbekistan is the only Central Asian state to pursue a proactive and independent foreign policy, as exemplified in its relations with both its neighbors and great powers. Tashkent has developed close military and security relations with NATO and for a time seemed to hedge its bets on US support, but has lately shown signs of turning back toward increasing security cooperation with Russia and China. Given the strategic value of Uzbekistan and its role as a regional player in its own right, the future course of the country's policies is of great importance to the security of Eurasia.  相似文献

The democratic control and legitimacy of the Common Security and Defence Policy (CSDP) has received growing attention. However, thus far, studies have mostly focused on ‘blue prints’, i.e., the analysis of formal powers of formal institutions, especially the European Parliament. These studies leave two desiderata that the contributions to this forum aim at overcoming: Firstly, in-depth case studies are required on how formal institutions make actual use of their formal powers in CSDP. Secondly, an examination of the ‘sociocultural infrastructure’ in which formal institutions and decision-making processes are embedded is required. The contributions to this forum redress both deficits. First, the actual practices of parliamentary involvement in the case of the EU's first maritime mission ‘Atalanta’ are examined. Second, the most important dimensions of the ‘sociocultural infrastructure’ are empirically studied, namely public opinion, the public sphere and civil society.  相似文献

In its Cold War struggle against communism in Latin America, the John F. Kennedy Administration faced a dilemma. How could it maintain the support of anticommunist yet authoritarian regimes whilst concurrently promoting the political liberalisation of those regimes, as Kennedy's core policy toward Latin America—the Alliance for Progress—seemingly mandated? In Paraguay, the Stroessner regime provided Kennedy officials with a clear test of its ability to craft a policy that appropriately balanced both considerations. This case study explores how bureaucratic politics decisively shaped the implementation of that policy, ultimately leading to a continuation in the broader pattern of maintaining support for authoritarian regimes that embraced US leadership in the Cold War.  相似文献
