International migration challenges traditional notions of citizenship as mobile citizens may retain or regain their right to vote in elections. This article examines the rebirth of noncitizen voting rights in US local elections during the past decades. While some campaigns provide voting rights only to authorized immigrants, other campaigns extend voting rights to all noncitizens regardless of their status. Some efforts have been led by immigrant rights organizations and other campaigns arose at the initiative of elected officials. Some measures have been passed—or were defeated—by a majority of voters in a jurisdiction (ballot proposal) while other measures have been passed—or were defeated—by elected representatives (as local statutes). Who spearheaded these campaigns for immigrant voting rights and why? What are key ingredients to the success or failure of these campaigns? What have been their impacts? Using qualitative and quantitative data gathered from field research and public records over the past decade, this article addresses these questions and their implications for advancing immigrant incorporation and democratic practice.  相似文献

We present reasons to expect that campaigns are less negative under preferential voting. We then examine if preferential voting systems affect how people perceive the conduct of elections. This paper reports results from surveys designed to measure voters‘ perceptions of candidates’ campaigns, comparing places with plurality elections to those that used preferential voting rules. Our surveys of voters indicate that people in cities using preferential voting were significantly more satisfied with the conduct of local campaigns than people in similar cities with plurality elections. People in cities with preferential voting were also less likely to view campaigns as negative, and less likely to respond that candidates were frequently criticizing each other. Results are consistent across a series of robustness checks.  相似文献

Compulsory voting is known for boosting electoral turnout, even when sanctions for abstaining are small or loosely enforced. Much less is known, however, about the consequences of compulsory voting on vote choice, and, in particular, about the quality of electoral decisions. In this paper, we explore the extent to which voters meaningfully engage in the electoral process or simply vote randomly because voting is required by law. We conducted a large online survey in Brazil during the 2018 national elections to assess if voters engage in random voting. We evaluate random voting for low-profile, low-information elected offices (state and federal legislators) and others that receive greater media coverage (governor and president) and evaluate the determinants of random voting for each of them. We find that: 1) random voting does not appear to be affected by social desirability bias; 2) there is substantial random voting under compulsory voting; 3) more voters tend to engage in random voting in low-profile, low-information elections, as compared to elections that receive greater media coverage; and, 4) interest in politics, education, and disposition to vote if voting were to be voluntary reduce random voting. Our findings carry important implications for the study of citizen participation and civic competence under compulsory voting and for democratic representation, more broadly.  相似文献

Abstract

International human rights law consists of a body of basic rights and principles that States are to enforce with respect to every person within their borders. The unfortunate reality, however, is that many States are incapable of ensuring the rights of everyone, and in some instances simply do not wish to do so. Accordingly, citizenship serves as an acknowledgment by a State that the status holder is entitled to a higher degree of protection. Conversely, noncitizens may enjoy less rights than citizens, and certain categories of noncitizens frequently find themselves outside of the State’s protection entirely. This article outlines many of the rights that international law directs should be enjoyed by every human being, the factors that contribute to unequal enjoyment of these rights, and the categories of noncitizen associated with the mediated allocation of basic human rights.  相似文献

Abstract

Since 2012, refugee protest camps and occupations have been established throughout Europe that contest the exclusion of refugees and asylum seekers, but that also make concrete demands for better living conditions and basic rights. It is a movement that is led by migrants as noncitizens, and so reveals new ways of thinking of the political agency and status of noncitizenship not as simply reactive to an absence of citizenship, but as a powerful and transgressive subjectivity in its own right. This paper argues that we should resist collapsing analysis back into the frameworks of citizenship, and instead be attentive to the politics of presence and solidarity manifest in these protest camps as a way of understanding, and engaging, noncitizen activism.  相似文献

In this paper we examine the rise and consolidation of the Justice and Development Party (Adelet ve Kalinma Partisi, AKP) by analyzing its success in local elections. Our examination of the durability of the AKP takes into account existing explanations of Turkish electoral politics such as economic voting, center-periphery relations, and traditional party cleavages, as well as the clientelistic tendencies of Turkish parties. We argue that the intensification of neo-liberal economic policies encouraged the AKP to seek alternative sources for distributive politics, which it found in Turkey's Mass Housing Administration (TOKİ). Using political, economic, and socio-demographic data for 900 municipal districts in Turkey, we empirically analyze the relationship between TOKİ financed housing projects and the AKP's success in the three mayoral elections between 2004 and 2014. Our results show that while traditional explanations of Turkish party voting account for some of the AKP's success, distributive politics in the form of TOKİ housing projects is a stronger predictor of the party's durability.  相似文献

State governments have experimented with a variety of election laws to make voting more convenient and increase turnout. The impacts of these reforms vary in surprising ways, providing insight into the mechanisms by which states can encourage or reduce turnout. Our theory focuses on mobilization and distinguishes between the direct and indirect effects of election laws. We conduct both aggregate and individual‐level statistical analyses of voter turnout in the 2004 and 2008 presidential elections. The results show that Election Day registration has a consistently positive effect on turnout, whereas the most popular reform—early voting—is actually associated with lower turnout when it is implemented by itself. We propose that early voting has created negative unanticipated consequences by reducing the civic significance of elections for individuals and altering the incentives for political campaigns to invest in mobilization.  相似文献

Although there has been little reliable evidence to date, the 'personal vote' for local Members of Parliament in Australian elections is generally thought to be negligible by political scientists. This article analyses new data from the 1987 Australian National Social Science Survey which demonstrate that the personal vote is a significant factor in federal lower house elections even when numerous other variables known to influence voting behaviour are controlled for. The data allow a calculation of the potential electoral effect of the personal vote which shows that it could be worth at least 3 per cent in some circumstances. The analysis tests for varying levels of personal voting in safe and marginal seats, Labor and coalition seats, urban and rural seats and according to the length of time the incumbent has been in office. Lastly, the electoral effects of the social background of local members are examined.  相似文献

The boundaries of democracy are typically defined by the boundaries of formal status citizenship. Such state-centered theories of democracy leave many migrants without a voice in political decision-making in the areas where they live and work, giving rise to a problem of democratic legitimacy. Drawing on two democratic principles of inclusion, the all affected interests and coercion principles, this article elaborates this problem and examines two responses offered by scholars of citizenship for what receiving states might do. The first approach involves expanding the circle of citizenship to include resident noncitizens. A second approach involves disaggregating the rights conventionally associated with citizenship from the legal status of citizenship and extending some of those rights, including voting rights, to resident noncitizens. This article argues that both approaches fall short of satisfying the democratic principles of inclusion, which call for enfranchising individuals not only beyond the boundaries of citizenship but also beyond territorial boundaries.  相似文献

Criticisms of the system by which the American political parties select their candidates focus on issues of representativeness—how choices are dominated by relatively small numbers of ideologically extreme primary voters, or how residents of small states voting early in the process have disproportionate influence. This paper adds a different concern, albeit one that still addresses representativeness. How well do primary and caucus voters represent their own values and interests with their vote choices? Lau and Redlawsk’s notion of “correct voting” is applied to the 2008 U.S. nominating contests. Four reasons to expect levels of correct voting to be lower in caucus and primary elections than in general election campaigns are discussed. Results suggest that voters in U.S. nominating contests do much worse than voters in general election campaigns, often barely doing better than chance in selecting the candidate who best represents their own values and priorities. Discussion focuses on institutional reforms that should improve citizens’ ability to make correct voting choices in caucuses and primaries.  相似文献

Abstract

This paper seeks to analyze a particular form of noncitizenship – arising from legal long-term temporary migration – that is increasingly significant to the contemporary Australian context and to understand some of its consequences. It argues that traditional pathways of permanent settlement and full citizenship are being disrupted by new temporary migration schemes that create ‘middling’ noncitizen subjects who experience ‘patchwork’ rights and statuses across complex and diverse migration pathways. Through a close analysis of policy narratives and discourses, as well as of the existing literature on the social conditions and emerging solidarities of these noncitizens, the paper shows the various ways that noncitizenship is depoliticized and citizenship contractualized in Australia. These entwined processes of depoliticization and contractualization have intimate effects on the lives of noncitizens, and also limit and constrain the emerging solidarities that seek to challenge their exclusion. The analysis has a number of implications for the ongoing study of contemporary transformations in citizenship in other ‘immigrant democracies’ globally.  相似文献

In anticipation of the existence of an “electoral cycle”, most studies on the relationship between federal politics and Laender election outcomes in Germany have relied on the scheduling of a Laender election as an independent variable. Election results of the federal government parties in Laender elections were then explained as a function of the time elapsed since the last federal election. This paper explores the explanatory power of the electoral cycle argument before and after 1990. It rejects time as a relevant explanatory variable for the study of the interdependence of federal and Laender election outcomes after the German reunification. However, this does not imply that the influence of federal politics on Laender election outcomes has vanished, as some recent studies have claimed. My regression analyses show that the causal link between federal and Laender election outcomes still holds: the higher the decline in the federal government’s popularity, the higher are the losses of federal government parties in Laender elections. The influence of federal politics on Laender election outcomes has grown, rather than declined, since reunification.  相似文献

This paper considers the implications of the straight-party voting option (STVO) on participation in judicial elections. Voters using straight-party options (by definition) do not vote for candidates in nonpartisan elections. Consequently, ballot roll-off in these elections is more likely to occur when people are given the chance to vote the party ticket and complete the voting process quickly. This is the case because nonpartisan judicial elections are considerably less salient than statewide and federal partisan elections. This article separates out the effects of the institutional structure of the election on political participation with the effects of ballot design. We find that in nonpartisan elections, the straight-party option decreases voter participation since voters who utilize the straight-ticket option may erroneously believe that they have voted for these nonpartisan offices, or simply ignore them. However, in nonpartisan elections without straight-ticket voting, participation is increased compared to nonpartisan elections with straight-ticket voting. Additionally, both forms of nonpartisan elections have less participation than partisan elections, all of which have the straight-ticket option. Thus, voter participation is affected not only by the type of election, but the type of voting rules in the election.  相似文献

Compulsory voting is known to increase electoral participation, but its second-order effects are not well established. In this paper, I argue that vote choices are a relatively poor reflection of individuals' preferences under compulsory voting, as it boosts participation among those who are unlikely to cast well-reasoned ballots—the politically disinterested and unknowledgeable and those who see elections as flawed or pointless. I test this expectation with cross-national survey data, and I conduct supplementary tests with regional survey data from Switzerland, which employs compulsory voting in select cantons. Results from both sets of analyses support my expectations, suggesting that elections conducted under compulsory rules are relatively unlikely to signal the preferences of the voting population.  相似文献

Scholars have long argued that politics has become personalised throughout the post Second World War era. Increasingly, focus shifts from policy to politicians' personal traits. The media – particularly television, it is argued – is the driving force in the process by focusing more on individual politicians and their personal traits than parties and their policy proposals. Empirically, it is not known whether the personalisation of media content affects the political behaviour of voters. Based on survey data from the 2009 Danish local elections (N = 3,336), this article explores the determinants of preferential voting – that is, voting for a specific candidate rather than a party. The findings show that institutional factors and individual characteristics are far better predictors of personalised voting behaviour than any measure of media exposure – and that viewing the main national news bulletins, as well as reading regional newspapers, have a similar positive effect. Thus, the study provides answers to the highly debated but rarely studied question of whether and how the media possibly personalise politics with regard to voting behaviour.  相似文献

The Supplemental Security Income (SSI) program, established by the Social Security Amendments of 1972 (Public Law 92-603), was designed to provide cash assistance to needy aged, blind, and disabled citizens, and noncitizens lawfully admitted for permanent residence or permanently residing under color of law. Since then, this means-tested program has undergone many legislative changes that affect the eligibility status of noncitizens. This article, presented in three parts, discusses the legislative history of noncitizen eligibility, and details relevant laws enacted since the program's inception; provides current data on the trends and changes of the noncitizen population; and describes the larger population of foreign-born SSI recipients, of which the noncitizens are a part. Data on the number of SSI recipients born abroad but who had become citizens before applying for SSI payments were not previously available. Analytical data are from the Supplemental Security Record (SSR) matched to the Social Security Number Identification (Numident) file.  相似文献

The largest disenfranchised group in modern democracies is international migrants who lack citizenship of their country of residence. Despite that noncitizen suffrage has been introduced in some countries and has been the subject of vigorous public debate in many others, there have been no systematic attempts to investigate its policy consequences. Drawing on standard models of political competition, I argue that there will be a selection bias inherent in estimating the impact of noncitizen suffrage on public policy and analyze data that are uniquely suitable to deal with this methodological problem, namely data on exogenous changes in the composition of the electorates of Swedish municipalities generated by the introduction of noncitizen suffrage. According to the results, the effect of enfranchising noncitizens on public policy was large, causing spending on education and social and family services to increase substantially in municipalities where noncitizens made up a nonnegligible share of the electorate.  相似文献

Interest groups are key players in contemporary campaigns and elections. Along with candidates and political parties, interest groups invest heavily in attempting to influence the outcomes of electoral contests, including presidential races. While scholars have investigated the resource allocation strategies of presidential candidates, little is known about how interest groups distribute resources in presidential campaigns. This study examines spending on political advertising in the 2000 presidential election and compares interest groups' resource allocation decisions to those of the candidates' organizations and the national political parties. The findings reveal that, although interest groups are numerous, disconnected and geographically dispersed, these entities—in the aggregate—adopt allocation strategies similar to those of candidates and parties.  相似文献

This article seeks to understand how concurrent presidential and gubernatorial elections in strong federal systems affect electoral coordination and coattails voting between national and subnational levels of government. We seek to determine whether the nationalizing effect of presidential elections can overcome the strong incentives for regionalization that can arise in federal systems. We use individual-level survey data and time-series cross-sectional electoral data from Brazil, a federal country with decentralized electoral institutions that has recently adopted concurrent presidential and gubernatorial elections. We find that the congruence between national and subnational elections increases when elections are temporally proximate and the effective number of presidential candidates is low. In short, the coattails effect can not only operate “horizontally,” by shaping national legislative elections, but also “vertically,” by shaping subnational elections.  相似文献

Research has shown that voting in European elections is affected by domestic politics. However, in the last years, and particularly after the European debt crisis, also the EU has gained relevance and salience in national politics. In this paper we address the Europeanization of national elections and assess to what extent the characteristics of countries condition the intensity of EU issue voting. Using data from the European Election Studies and the Comparative Manifestos Project, our results demonstrate the importance of congruence between citizens' and parties’ positions on the EU for the individual vote on the national level and show how this varies across countries. We provide evidence that EU issue voting is more intense in countries with more political influence in the EU as well as in countries that are net contributors to EU funds.  相似文献
