In the aftermath of the events of September 11, 2001, the virtually instantaneous hegemony of a metaphysics of antiterrorism has radically reconfigured the politics of race, immigration, and citizenship in the United States. In the extended historical moment beginning with the United States' proclamation of a planetary “War on Terrorism” and encompassing our (global) political present, the US sociopolitical order has been racked by several interlocking crises—convulsively careening between heightened demands on citizenship and the erosion of civil liberties, imperial ambition and nativist parochialism, extravagant domestic law enforcement and global lawlessness. In relation to the parallel but contradictory hegemonic projects of “American” national identity and attachment, on the one hand, and the expansion or refortification of US empire, on the other, the cumulative crisis-as-opportunity for US nationalism that has ensued is replete with unpredictable dilemmas and unresolved possibilities for both citizens and denizens alike. This essay examines significant new deployments of migrant “illegality” as this sociopolitical condition has been significantly reconfigured in the United States in the aftermath of the proclamation of a purported War on Terrorism, and the concomitant implementation of draconian police powers domestically that the author calls the Homeland Security State.  相似文献

This study examines regional differences in the legal status of forest workers in the Pacific Northwest and Southeastern United States, using United States Department of Labor data and qualitative fieldwork in Alabama and Oregon. The authors find that there are significantly fewer H-2B guest workers on federal lands in Oregon than on privately owned forest plantations in Alabama, and the Southeast more generally. By contrast, numerous workers on federal lands in Oregon are undocumented. This difference may largely be explained by variations in the economies of scale in forest work in the Pacific Northwest (federal lands) and the Southeast (mainly private lands). The study also finds that there is no real difference in the working conditions of undocumented immigrants and guest workers—both groups face labor exploitation. Guest workers in the forest industry, many of whom have no previous work experience or access to social networks in the United States, face extreme isolation at worksites, are beholden to contractors, fear losing their jobs if they complain, and are generally unaware of their basic rights. By contrast, many undocumented forest workers in Oregon belong to established social networks through which they are recruited onto forest labor crews. However, unauthorized workers are also vulnerable to labor exploitation because they fear deportation and are obliged to their kin-employers. Policy recommendations to improve labor conditions and enforce existing labor laws for all forest workers include: better tracking of workers across states to monitor labor abuses, allocating more resources to state labor departments to facilitate worker outreach and worksite inspections, and better communication among land management officials and the Department of Labor.

The United States needs a new immigration policy that is based less on wishful thinking and more on realism. Spending vast sums of money trying to enforce arbitrary numerical limits on immigration that bear no relationship to economic reality is a fool’s errand. We need flexible limits on immigration that rise and fall with U.S. labor demand, coupled with strict enforcement of tough wage and labor laws that protect all workers, regardless of where they were born. We need to respect the natural human desire for family reunification, while recognizing that even family-based immigrants are unlikely to come here if jobs are not available. And we need to create a pathway to legal status for unauthorized immigrants who are already here so that they can no longer be exploited by unscrupulous employers who hang the threat of deportation over their heads.  相似文献

This article argues that if the proponents of immigration reform have it their way, the proposed guest worker program will transform American citizenship from an institution based on civic membership to one based on residence rights and socio-economic status. American citizenship, now a relatively accessible option, will become a closed-off status, unattainable for the majority of temporary workers. With this policy, the United States will create a permanently disadvantaged category of guest workers and further reduce the competitiveness of low-skilled minimum wage American workers. The concept of immigration has begun to change from an inclusive notion granting equal rights to immigrants and citizens to a more ambivalent model emphasizing obligations and responsibilities of newcomers while withholding social, political, and legal rights. Guest worker programs with limited residence will accentuate for immigrants that they must pay taxes and benefit the American economy, obey US laws and otherwise contribute to the host society which, in turn, has no reciprocal obligations toward them. This will exacerbate the already existing two-tiered system of human and social rights, creating a new feudalism in America.  相似文献

Policymakers in the Dominican Republic have responded to foreign pressure by rewriting their labor laws and revitalizing their labor ministry. What are the likely consequences? Is aggressive labor law enforcement more likely to protect vulnerable workers from abuse and exploitation or to undermine their ability to compete for labor‐intensive employment in an unforgiving world economy? And what are the broader implications of the answer? I address these questions by analyzing qualitative as well as quantitative data on workplace regulators empowered by the Dominican Republic in response to trade‐related labor standards imposed by the United States and find that they reconcile social protection with economic adjustment by simultaneously discouraging “low road” employment practices like informality, union‐busting, and the exploitation of child labor, and encouraging “high road” alternatives that link firms, farms, and families, on the one hand, to public educational, training, and financial institutions, on the other. The result is a potentially inclusive alternative to the repressive industrial relations regime that fueled export‐led development – and the East Asian “miracle” in particular – in the late twentieth century.  相似文献

There is a paradox within United States immigration policy. Immigration policy separates families while also promising family unity. We address this paradox by arguing that state actors use “family” as a state-granted status. The state perceives some households as families and grants them benefits, while forcing other households to live as legal strangers. Individuals may form familial relationships, but the privileges and status of family are controlled by state actors and institutions. When state actors separate low-wage immigrant worker families, the state's family-status-granting power keeps these workers and their families in a state of “deportability”-a legally ambiguous limbo-satiating business interests and securing a captive low-wage workforce. Lacking legal legitimacy, but financially and socially tied to their families and communities in the U.S., these immigrants have few options but to accept off-the-radar work and to raise their children while living as “outlaws.”  相似文献

In response to the dramatic rise in the number of unauthorized immigrants to the United States, every state has passed some form of immigration legislation. These laws appear to be predicated on a belief that unauthorized immigrants impose greater costs than benefits to state and local communities, including the labor market. The expansion of global trade has produced new challenges for the effective governance of product safety. We argue that many of these challenges arise at the bilateral level from the interaction of more or less adaptable national regulatory styles. When regulatory styles are unadaptable they produce gaps in risk management, slow and contested resolutions to crises, and limited regulatory cooperation. To examine these claims empirically, we study bilateral food safety regulation in four major exporter–importer dyads: China–Japan; Canada–United States (US), China–European Union (EU), and the US–Japan. The China–Japan dyad is the most adaptable, combining China's “export segmentation” regulatory style with Japan's strongly “risk‐averse, interventionist” style. The Canada–US dyad operates effectively, bringing together Canada's “global market–conforming” regulatory style with the US strategy of “sovereign regulator.” The China–EU dyad is less adaptable because the EU's “harmonization” regulatory style makes it difficult for the EU to adapt to the weaknesses of the Chinese food safety system. Finally, the US's sovereign regulator style clashes with Japan's interventionist style, making them the least adaptable of the four dyads. The paper concludes with a discussion of the broader relevance of our findings for the development of regulatory capitalism.  相似文献

The economic and political ramifications of immigration will become increasingly evident in the United States during the coming decade, particularly in view of recent immigration policies that guarantee that the magnitude and diversity of the inflow will continue to grow. This symposium presents research that examines the role of immigrants in industrial restructuring and evaluates the effects of the 1986 Immigration Reform and Control Act. The importance of English language skills for economic advancement, and of government-supported training for refugees, are also examined. Together, this body of research directs our attention to the need for a more active public and private sector role in assisting all U.S. workers prepare for the demands of the labor market of the future.  相似文献

In this theoretical intervention, I argue that Karl Marx’s theory of value remains a powerful way to understand nature–society relations under capitalism. I suggest environmentalist critiques often misunderstand Marx’s value theory as a theory that “values” workers over nature. His critical theory is better understood as an explanation of how capitalist value exploits both workers and the environment. My defense of Marxian value theory is articulated through five “theses.” I provide empirical illustration based on recent research into the nitrogen fertilizer industry. (1) Value theory does not refer to all values. (2) Marx’s contention that nature does not contribute to value helps us explain its degradation under capitalism. (3) Marx’s value theory rooted in production allows for a critique of environmental economic valuation schemes (e.g. payments for ecosystem services) which are based on neoclassical value theories rooted in consumption/exchange. (4) Value is abstract social labor, but that means it also abstracts from nature. (5) Capital does value certain parts of nature and that matters. I conclude by advocating a “value theory of nature” in the spirit of Diane Elson’s powerful articulation of Marx’s “value theory of labor.”  相似文献

Immigration is a sensitive topic on the American political, social, and economic agenda. Globalization as well as the end of the Cold War have meant that people are on the move worldwide as never before. Millions of people from poor countries migrate to richer ones to provide better lives for themselves and their families through legal and illegal channels. Heated debates surround this subject. A dramatic divide persists between proponents, who equate immigration policy with civil rights, and opponents, who cite the burden of illegal immigration on public education and public welfare systems. The author argues that informal institutions involved in migration processes, such as migrant smuggling networks, explain why the current crisis persists. The role of informal institutions is examined by focusing on those who migrate from Kyrgyzstan to the United States seeking low‐wage labor. The author generalizes how formal and informal institutions interact in the processes of migration and how informal institutions decisively influence immigration‐related policies in the United States.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

利用社会关系网络结伴外出、依靠"亲友介绍"工作是两代农民工初次外出与求职的共同特点,不同之处在于第一代农民工进城主要追求经济利益,新生代农民工则主要追求个人发展,农民工外出倾向于低龄化,童工现象比较严重。农民工进城之后,"跳槽"频繁,就业层次低,多数农民工的职业流动只是一种"平移",并没有带来职业地位的提升。相比较而言,新生代农民工就业层次比第一代农民工高。  相似文献

Eduardo Bonilla-Silva has painted with broad strokes a portrait of the future of racial relations in the United States in his paper entitled, “We are all Americans: Toward a New System of Racial Stratification in the U.S.A.” [Race and Society (forthcoming)]. In essence, he sees the United States moving from a two-tier, black-white racial system toward a three-tier racial system where persons will be categorized as “white”, “honorary white”, or “collective black”. Additionally, Bonilla-Silva believes that we are moving from a system in which race is commonly taken into account, toward a system of “color-blind” racism. In this article, we closely examine Bonilla-Silva’s ideas, and although we appreciate the broad scale of his work and its challenge to traditional race relations, we make adjustments to his work, particularly concerning the location of Latinos in the U.S. racial hierarchy, which lead both to a better understanding of the current and future racial situation in the United States, and toward policy recommendations which could ameliorate the bleak situation in which we find ourselves concerning life chances of people of color.  相似文献

Studies of “waves” of regime change, in which large numbers of countries experience similar political transitions at roughly similar periods of time, though once popular, have fallen from favor. Replacing the “third wave” arguments are several competing models relating domestic social structure—specifically, the distribution of income and factor ownership—to regime type. If any of these distributive models of regime type is correct, then global trade has an important explanatory role to play. Under factor‐based models, changes in the world trading system will have systematic effects on regime dynamics. Trade openness determines labor's factor income and ultimately its political power. As world trade expands and contracts, countries with similar labor endowments should experience similar regime pressures at the same time. We propose a novel empirical specification that addresses the endogeneity and data‐quality problems plaguing previous efforts to examine these arguments. We investigate the conditional impact of the global trading system on democratic transitions across 130 years and all of the states in the international system. Our findings cast doubt on the utility of factor‐based models of democratization, despite their importance in fueling renewed interest in the topic.  相似文献

“New media” workers have joined the creative economy as digital designers, web page designers, and producers of entertainment products. Like many creative commodity producers, their work lies at the intersection of the technical (in this case code writing) and the expressive (through design). It reflects the tensions inherent in this intersection and the conflicts common to many creative workers who produce commodities but whose work also reflects some element of personal expression or authorship. The ways in which these tensions are resolved is central to the formation of new occupational and professional identities. Cultural economy perspectives offer us insights into the subjective experience of the tensions associated with creative work. They become more powerful, however, when combined with an understanding of the policy context in which new media has evolved. Drawing on both cultural economy and policy analysis approaches, I argue that while new media work emerged in conjunction with new technologies and reflects the tensions between technical applications and design, it also is a product of changes in broader regulatory frameworks that have shaped the work-world of new media. The “regulatory difference” has produced considerable variation in the occupational identities of new media workers among advanced economies. In some economies, new media work is evolving in a form that is closer to that of the professional, whereas in the United States it is better described as an entrepreneurial activity in which new media workers sell skills and services in a market. To make this argument I examine findings from the growing body of international work on new media but focus on the particularities of the United States case. What this evidence indicates is that the character of new media occupations is defined as much by the policy context within which it emerges as by the technology it uses.  相似文献

Japan has a strong lead over both the United States and Western Europe in the development of liquid crystal displays (LCDs). We argue in this article that LCDs and associated integrated display technologies are critical for competition in a growing proportion of global electronics markets. The “architecture of supply” is the issue here, and U.S. firms need help from the government to insure that they will have access to the latest display technologies in a timely manner at market prices. Besides adopting foreign economic policies designed to achieve this purpose, it will be necessary for the government to continue to work with the domestic electronics industry to raise the industry's technological capabilities in new display technologies.  相似文献
