Standard interpretations of early American political thought and of the classical‐republican tradition fit uneasily with an overlooked episode in the history of ideas: the reception of Machiavelli in seventeenth‐century New England. Some puritans there not only found ways to justify bad means for good ends but also adopted a deeper, properly political Machiavellism, upholding the priority of popular judgment over elite wisdom and of institutionalized accountability over discretionary political authority. Unlike the eighteenth‐century republicanism that has preoccupied modern scholarship, the theory of radical democracy associated with the first Machiavellian moment in America puts fundamental institutional reform and accountability with teeth on the agenda of democratic theory.  相似文献

Abstract

This paper suggests that pragmatism makes a distinctive contribution to the theory and practice of radical democracy. It investigates the relation ship between the renewal of interest in pragmatism and the recent attempts to develop radical democratic alternatives to political liberalism. With particular reference to the contemporary critical social theory of Habermas and Honneth, the paper outlines key dimensions of the civic republican, deliberative democratic and reflexive cooperative reconstructions of John Dewey's conception of democracy. These reconstructions are shown to have explicated important pragmatist insights concerning public participation in civic associations, the discursive practices of deliberation, and the cooperative organization of the division of labour. However, it is argued that each of these reconstructions pre suppose some facet of the additional pragmatist understanding of the creativity of action and that the most distinctive contributions of pragmatism to radical democratic theory and practice derive from a notion of democracy as instituted and emergent meaning.  相似文献

This article discusses recent developments in dissident Irish republicanism and some of the arguments advanced to explain its emergence as a factor in Northern Irish politics. In particular it considers those explanations which define these new armed groups as either the latest manifestation of a historically determined Irish republican tradition or simply as ‘residual terrorist groups’ left behind by Provisional republicanism's movement into the constitutional mainstream in the 1990s. It rejects these arguments as ahistorical and schematic, and instead suggests that the dynamics and trajectory of dissident republicanism are shaped instead by the inherent tensions and structures of ‘the new Northern Ireland’. It goes on to compare the contemporary political, social and economic forces that produce the dissidents with the conditions that created the Provisionals as in the early 1970s and concludes that whilst these new groups will continue to pose a threat to the ‘normalization’ of the new dispensation they will not be successful as their republican forebears in mobilizing a significant and sustained challenge to the Northern Irish state.  相似文献

This article examines the ideological roots and historical development of an early radical economic egalitarian tradition in American political thought. It concentrates on a group of thinkers and social critics that were active from the 1820s through the beginning of the Civil War. Inspired by republican themes, they forged a radical critique of the emerging capitalist order and a skepticism of economic modernity. By reworking the republican political notion of an equality of social relations as an essential context for individual liberty, these radical critics posed a challenge to the emerging capitalist order. They would also be unique in the way that they analyzed the workings of this new economic system arguing that it was a mechanism that would systematically reproduce economic inequality eroding republican forms of government and society making them a distinct voice in America's egalitarian tradition.  相似文献

In this article I examine Rawls's claim that there is no fundamental opposition between political liberalism and republicanism. I contend that Rawls's position is untenable in light of the necessary values and virtues that must accompany republican liberty as non-domination. Furthermore, I examine the 'regret' Rawls has toward some of the 'political virtues' of his approach and argue that if republicans were to have the same attitude, republican liberty as non-domination would be undermined. I conclude that republicanism is likely to be accompanied by values and virtues that affect the whole of an individual's life and therefore can be said to be a comprehensive doctrine.  相似文献

Britain urgently needs a national conversation about the economic, political and moral predicament it now faces. It should start with the economic crisis of 2008–09. Keynesians and neoliberals alike still seek to return to pre‐crisis business as usual, albeit with modifications. But the untamed capitalism that came to grief in 2008 had three major flaws. First, it undermined the public domain of equity, citizenship and civic virtue, whose creation was one of the great achievements of the late‐nineteenth and early‐twentieth centuries, exposing it to invasion by the market domain. Second, it led to a remorseless rise in inequality of resources and life chances, rendering British society one of the most dysfunctional in Europe. Third, it encouraged the emergence of a debased form of democracy, best called ‘market populism’, that mocks the dream of political equality that lies at the heart of the democratic ideal. Yet growth points of a better society can be detected amidst the gloom. Informal institutions and social movements like London Citizens and the burgeoning environmental movement show that the notion of the public good is still alive. So do the survival of Edmund Burke's communitarianism in the conservative tradition, of John Stuart Mill's social liberalism in the liberal tradition and of ethical socialism in the social‐democratic tradition.  相似文献

This article examines Quentin Skinner's revisionist project of reconciling republican liberty and negative freedom. His conceptualisation is analysed in the contexts of both contemporary political theory as well as a historiographical interpretation of Machiavelli. Skinner advances two claims: first, that Machiavelli's idea of liberty is negative freedom, and second, that republicanism shows that liberty is best maintained by the coercive use of the law. I argue that there are two conflicting concepts of the law underlying Skinner's theory. One regards the law as an invisible hand, while the other takes the law to be a liberating agency. Skinner's influence on the emerging juristic paradigm in republicanism is also considered.  相似文献

In this article, I focus on Chapters 4 and 5 of On the People’s Terms, chapters that deal with democratic influence and control. I take an applied political science approach to how Pettit’s republic might be practically achieved by exploring the under-appreciated capacity of elections to mobilise the resistance-prone, contestatory public upon which his republicanism depends. Whereas Pettit tends to focus on public contestation between elections and only demands that the public has the opportunity to vote when elections are held, I argue that they should be given a more prominent role within his republic and further, that access to voting is not enough: rather, citizens should actually vote. In order to ensure that participation is socially inclusive and that the public’s attempts at influence are ‘individualised’, ‘unconditioned’ and ‘efficacious’ in the manner Pettit desires, I suggest that compulsory voting should be a major pillar of his republicanism.  相似文献

Robert Putnam's Making Democracy Work implies a conception of civil society with claims to republican ancestry. However, in four ways, he misses the more 'political' understanding of this Enlightenment category in republican writers, including his hero, Tocqueville. Where Putnam's civic community is spontaneous and voluntaristic, republicans emphasise the creation of civil society from above by state-building and broader political associations. Where his civic spirit is local, republicans stress polity-centred citizenship identification. Where Putnam's 'social capital' is a generalised, all-purpose resource with positive effects, modern republicans such as Tocqueville stress normative ambiguities of civic space and see the associational cradles of modern trust and solidarity as more demanding. Finally, where his civil society is a harmonious, 'functioning' place, republicans often stress conflict between citizens and between citizens and the state. A reconsideration of empirical and theoretical problems in his analysis suggests that a more republican conceptualisation of civil society would have facilitated different questions and more interesting answers.  相似文献

Recent theoretical debates have questioned the compatibility of patriotism with global political responsibilities, as identified by cosmopolitan theory. In response, several authors claim that a cosmopolitan patriotism is both possible and desirable. In this article, we propose two desiderata for cosmopolitan patriotism as a civic ideal, which existing accounts fail to meet. First, arguments for cosmopolitan patriotism should provide an account of collective identification, supporting the relation between the actions of one's country and one's appropriate reactive attitudes. Second, such a theory should be able to explain the patriot's commitment to critical engagement with her country's actions. We then offer a critical appraisal of two accounts linking patriotism with global responsibility—Permissible Partialism and Globally Responsible Nationalism—-and demonstrate how they fall short. Finally, we propose an account of civic republican patriotism, which better explains how cosmopolitanism and patriotism can be brought together.  相似文献

This article contests the conservative revisionism that emphasizes the importance of traditional families, pietistic religion, individual moral virtue, and small government for undergirding democratic self‐government. The first part exposes the conservative misreading of American history and political theory. The second part uses the civic engagement of middle‐ and upper‐class women in 19th‐century America to construct a progressive alternative to conservative narratives. It shows that women did not stay home and focus on the family during the 19th century but instead entered civil society to address the problems created by industrialization, formed social reform movements, built institutions to pursue a social justice agenda, and demanded that the government take an active role in solving public problems. Their civic engagement built on and created social capital, grew out of and produced a sense of civic virtue (defined as public‐spiritedness), and resulted in the demand for progressive government.  相似文献

This article seeks to propose and defend the necessity of political community as a prerequisite for an effective democratic polity. It defends a republican model of political community, involving ideas of active citizenship and interaction across the particular identity groups which proliferate in contemporary liberal-democratic societies. It is argued that ideas of community as communication, derived from the work of the French philosopher Jean-Luc Nancy, and his distinction between 'being- in-common' and 'common being', can be applied in a more political sense than in his original usage to justify a revised notion of republican solidarity. This more open form of community is used as the basis for expounding a strong concept of civic identity, which is defended against three rival conceptions. The article takes issue with some liberal theorists who assert that political community is neither desirable nor possible under contemporary conditions. It offers reasons to be sceptical of both a 'civic nationalist' perspective as well as of 'post-nationalist' arguments. The significance of the issue of community is illustrated by examples drawn from the recent riots in France and some analyses of the significance of those events.  相似文献

Alexander Hamilton's conception of human nature grounds his political thought. His predominately and radically liberal conception of human nature is based on Locke's concept of liberty, Hobbes's concept of power, and Machiavelli's concept of the "effectual truth." It thus stresses the necessary relation between self-interest and republican government and entails the repudiation of classical republican and Christian political ideals. But Hamilton's love of liberty is nonetheless rooted in a sense of classical nobility and Christian philanthropy that elevates even while contradicting his liberalism. The complex relation between liberty, nobility, philanthropy, and power in Hamilton's conception of human nature, in effect, defines his thought, reveals its assumptions, constitutes its strengths, and poses urgent problems. That complexity forms the spirit of his liberal republicanism.  相似文献

ABSTRACT

Kirlin (1996a; 1996b) argued that big questions of public management should be placed within a democratic framework emphasizing government's role in creating “civic infrastructure.” For this study, those who build civic infrastructure are called “civic bureaucrats,” and new measures (Civic Bureaucrat Scale and subscales:civic skills, faith in the public, deliberative democracy value, civic motivation, and political system value) are used to examine which factors are associated with encouraging public servants, such as U.S. city planners, to pursue democratic processes. These measures are different from those that examine public service or public participation, and are more focused on finding public servants guided by democratic values. Variables that might influence civic bureaucrats are individual, job, work, and community characteristics. Regression results found Civic Bureaucrat levels associated with gender (being a woman), dedication to civic duty, citizens bashing government, cities’ civic capital levels, and non-competitive elections. Notably, Civic Bureaucrat levels go up when elections are less competitive, suggesting civic bureaucrats picking up the slack when democratic institutions falter. Understanding such factors sheds light on what boosts and saps the civic energies of public servants.  相似文献

Thomas Hobbes is often viewed as a seminal figure in the development of the homo economicus philosophical anthropology central to the acquisitive, bourgeois morality of liberal modernity. The present study challenges this interpretation of Hobbes as an antecedent to free market ideology by arguing that his political economy presupposed a complex relation between contract, law, and social networks of credit informed by prudence and robust norms of equity. The normative claims of equity permeate Hobbes's holistic account of political economy and inform his vision of liberal statecraft that gave priority to prudential judgment against economic determinism, especially as Hobbes understood trade, taxation, allocation of resources, and the provision of social welfare. I will conclude by reflecting upon how Hobbes's political economy both reveals the internal diversity within the liberal intellectual tradition and can help us to better understand and critique contemporary liberal states and democratic theory.  相似文献

Abstract

This article examines Václav Havel's unconventional route to democracy. At the core of the enquiry is an analysis of the role his Absurdism played in the development of his thought and activism. The essay illustrates how a typically literary, non-democratic intellectual orientation sustained Havel in his struggle for democratic political change against the abuses of really existing socialism. Yet, Havel's thought did not stop there; he eyed Western liberal ism critically as well. Springing from his Absurdist sensibility was a vision of democracy that was neither wholly liberal nor socialist, yet quite practical. By making a case for reconsidering ideas that typically fall outside the purview of democratic theory, this article also suggests the possibility of critically rethinking democracy itself.  相似文献

Luther P. Jackson was a key supporter of the Association for the study of Negro Life and History and a leading historian of the African American experience. As a leader in the voting rights movement in Virginia as well a prominent activist within region-wide civil rights organizations, Jackson crafted a message of black citizenship that balanced rights and civic duties. His emphasis on political engagement and civic consciousness transcended the specific issues that occupied civil rights activists of the 1940s. This philosophy of political commitment tied the black freedom struggle to the fulfillment of the democratic promise enshrined in the founding documents of the American republic. It also connected the movement for racial justice to the working-class movement for union organization and economic democracy. His effort to place citizenship front-and-center in the civil rights movement echoed the universal ideals of the American crusade to free the world of fascism. It also resonated with the egalitarian aspirations of the Reconstruction era. By linking black equality to political engagement, Jackson set out the only terms under which full equality could be achieved. As much as his message of justice through citizenship challenged the racial orthodoxies of his day, it challenges our contemporary society, transfixed as it is by the illusions of consumerism and marketplace privatization. As Carter G. Woodson and Luther Jackson both understood, racial justice required more than historical consciousness; it required political awareness grounded in a sense of civic responsibility.  相似文献

The work of Houston Baker, Jr. in Afro-American literary studies is almost unparalleled. Baker argues that in America there is a distinctive American cultural language, a vernacular, only black Americans share in by virtue of their race. This distinctive language is the result, he argues, of their condition with regard to the larger American culture and society. Baker claims that because of the "special circumstances" (chattel slavery and continued racism) that black Americans found and continue to find themselves in they have had to devise social, cultural, and political strategies that were significantly different from the dominant "white" culture. Thus, Baker argues, special analytic "tools" are necessary for grasping the ultimate messages contained in the cultural (political) works of Afro-American writers and thinkers. It is my argument that Baker is engaging in an explicitly political project. My intention in what follows is to "decode" Baker's work, to ferret out the assumptions and political theory behind his attempt at transfiguration of American cultural discourse. It is my contention, finally, that his method is unlikely to secure what is in its broadest form a very worthwhile political project.  相似文献
