In this article, I attempt to construct a normative framework of Korean multiculturalism in the Confucian public-societal context of Korean democracy by focusing on the political implications of the claim to cultural rights (so-called ‘logic’ of multiculturalism) and cultural pluralism that it is likely to entail for Korean democracy. After examining the logic of multiculturalism that often puts multiculturalism in tension with liberal democracy, I turn to Will Kymlicka's account of immigrant multiculturalism that resolves the potential tension between multiculturalism and liberal democracy in a liberal way. Then, I construct a normative framework of Korean multiculturalism in a way that a decent multicultural society can be established on the same public-cultural ground on which Korean democracy has matured in the past two decades.  相似文献

For Noam Chomsky ‘human nature’ is a clearly defined concept, biologically endowed and largely independent of social and historical conditions. Because its deepest properties are genetically determined, for Chomsky the study of human nature ought to proceed in much the same way the functions of other bodily organs are examined. His ground‐breaking research into the language faculty, which he claims is one of the more accessible attributes of human nature, revolutionised the study of linguistics and cognitive science generally in the 1950s and 1960s. However, this approach has put him at odds with those, such as behavioural scientists and existentialist philosophers, who have long argued that physical and mental development should be understood as separate processes because of the overwhelming influence of environmental conditions on the latter. It also sets him apart from some recent post‐modern thinkers who deny the existence of an intrinsic human nature, arguing that our moral and political values are socially and historically determined. For his part, Chomsky still finds it odd that what we take for granted in explaining physical growth becomes so ‘controversial’ in a discussion of the psychological aspects of human nature.

Noam Chomsky's understanding of human nature underwrites his conception of desirable social and political arrangements. A good society, according to Chomsky, is one ‘that leads to [the] satisfaction of intrinsic human needs, insofar as material conditions allow’ (Peck, 1988, p. 195). It should give expression to an ‘instinct for freedom, the consciousness of which gives us ‘the opportunity to create social conditions and social forms to maximize the possibilities of freedom, diversity, and individual self‐realization (Chomsky, 1973, pp. 395–6). Libertarian socialists and anarchists like Chomsky believe complex industrial societies can be organised within a framework of free institutions and structures leading to, in Rocker's words, a federation of free communities which shall be bound to one another by their common economic and social interests and arrange their affairs by mutual agreement and free contract’ (Peck, 1988, pp. 191–2). An appreciation of Chomsky's understanding of human nature provides some important clues to his political values, specifically his attitudes towards human rights, the nation‐state and alternative form of political community. These topics are explored in the interview below which is divided into two parts: human nature and moral behaviour; and political community and globalisation.  相似文献

Do Henry Mintzberg's writings make an enduring, invaluable contribution to our understanding of the contemporary public policy process? Mintzberg argues that organizations display eight structural configurations and corresponding coordinating mechanisms. Such structural configurations are shaped by a variety of contingency factors, especially power and environmental ones. Using Mintzberg's work, eight policy modes, corresponding to structural configurations within government organizations and political systems, are identified and placed on a matrix that comprises two dimensions: standardization and centralization. Six polarities in the policy process arise from this matrix. Mintzberg's work, the paper argues, remains of enduring value because it provides a seminal framework for a richer understanding of the current policy process, by offering a contingency theory of structures and policy modes, as well as by frank acknowledgment of the protean nature of the policy process.  相似文献

Henry Wickham Steed (1871–1956), then editor-in-chief of the London Times, adopted an ambiguous position with regard to The Protocols of the Elders of Zion when the tract first appeared in English in 1920. He neither endorsed nor rejected it but instead mused in the editorial pages of The Times about whether it might be authentic. The following year, when The Times correspondent in Istanbul brought out proof that The Protocols was a forgery, Steed accepted his correspondent's findings and publicly retracted his earlier ambivalent position. This incident reflects on Steed's (deserved) reputation as an antisemite but it also suggests something of the complexity of his position. Steed's denunciations of Jewish influence, discovered, by his own account, through his experience as a foreign correspondent in Vienna before the First World War, are recurrent in his writings. At the same time, Steed lent strong support to Zionist aspirations at the time of the Balfour Declaration and thereafter, and, in the 1930s, he was among the very first English critics of Hitler's antisemitism. In this article, I propose to offer some hypotheses regarding Steed's antisemitism. Strange as it may sound in the wake of the Second World War, it was Steed's visceral Germanophobia that lay at the heart of his antisemitism. Until the advent of the Third Reich, Steed identified Jews with Germans and with German interests. As an ardent exponent of the ‘principle of nationality’, however, Steed consistently extended his advocacy of statehood for various Eastern European nationalities to the Jewish national cause. A final factor that helps to explain Steed's suspiciousness and gullibility is that, by disposition and as a lifelong journalist, he was drawn to conspiracy theories. He created a number of sensations in his career and, to return to the example of The Protocols, he was loath to discount so spectacular a conspiracy story.  相似文献

In 1999 Frances Stonor Saunders published Who Paid the Piper? The CIA and the Cultural Cold War (London: Granta) (American title: The Cultural Cold War: The CIA and the World of Arts and Letters). The book received much attention from the media and from academics, and triggered a renewed assessment of this important aspect of Cold War history. W. This article investigates how colonial attitudes towards race operate alongside official multiculturalism in Canada to justify the legally exceptional exclusion of migrant farm workers from Canada's socio-political framework. The Canadian Seasonal Agricultural Workers Program is presented in this article as a relic of Canada's racist and colonial past, one that continues uninterrupted in the present age of statist multiculturalism. The legal continuation and growth in the use of non-citizens to conduct labour distasteful to Canadian nationals has provided an effective means for the Canadian state to regulate the ongoing flow of non-preferred races on the margins while promoting a pluralist and ethnically diverse political image at home and abroad. In the face of a labour shortage constructed as a political crisis of considerable urgency, the Canadian state has continued to admit non-immigrants into the country to perform labour deemed unattractive yet necessary for the well-being of Canadian citizens while simultaneously suspending the citizenship and individual rights of those same individual migrant workers. By legislating the restriction of rights and freedoms to a permanently revolving door of temporary non-citizens through the mechanism of a guest worker programme, the Canadian state is participating in the bio-political regulation of foreign nationals.  相似文献

Since World War II the civic leadership of St. Louis has overcome the extreme fragmentation of public authority by building civic capacity through a variety of strategies and means. Three successive strategies for building civic capacity have unfolded in St. Louis to facilitate the revitalization of the downtown and other large‐scale initiatives. Between 1950 and 1965 a regime strategy was employed in which city hall and the city's corporate elites shared a common vision for urban renewal and the significant national resources that were provided to meet that end. By the mid‐1960s, however, a second strategy for downtown revitalization emerged that featured a corporate‐centered politics during which time the successful assembly of civic capacity hinged largely on the ability of the mayor to present and provide projects in which corporate elites and their companies would be willing investors. Since the early 1990s, building the civic capacity to undertake large initiatives has been made possible through the creation of a constellation of quasi‐public corporations and special districts. This third strategy of “shadow governments” are the most recent means of achieving civic capacity in St. Louis and we argue in this article that these new institutions are transforming the local state because they are capable of forging political coalitions, mobilizing resources, and making decisions that transcend general‐purpose governmental jurisdictions. For cities and for urban regions, the importance of this development is far‐reaching.  相似文献

In this previously unpublished interview with Richard Helms in 1990, the former US Director of Central Intelligence (DCI) offered his views on a wide range of intelligence issues. Contrary to conventional wisdom, he argued that members of Congress had maintained rigorous accountability over the secret agencies in the years before the major spy scandal of 1975, when the Central Intelligence Agency was found to have spied on American citizens. He emphasized, too, the vital importance of human (as opposed to technical) intelligence, and expressed cynicism about the effectiveness of large-scale covert actions. For Helms, the DCI's most important job was to bring the facts to the table at high policy meetings.  相似文献
