Under New Zealand's radical state sector reforms, 'empowered' managers are held accountable in an arm's length way by politicians and control agencies through the use of clearly stated objectives and the availability of quality information about progress towards those objectives. However, empirical research indicates that this thermostatic metaphor embodies a number of paradoxes. A great deal of international attention has been paid to these reforms, but New Zealand has not discovered any ultimate resolution of the fundamental paradox of modern bureaucracy — the tendency for control to subvert purpose — and is now seeking a new 'balance' between these two managerial imperatives.  相似文献

Social Democratic parties struggle to maintain their strong electoral position, as political competition has shifted from the traditional left-right dimension to the cultural dimension. This has led to a debate on what would be the most viable electoral strategy for these parties in terms of adjusting their policies. Some propose a “New Left” policy platform that combines social investment and progressive cultural policies; others an “Old Left” policy platform that combines traditional redistribution policies and social-conservative cultural policies. We conducted a survey experiment to test the effects of these two platforms on support for the Norwegian Labour party. Our results show that the New Left platform is more popular among current Labour voters and voters from competing left-wing parties, and the two policy platforms are equally popular among the total electorate.  相似文献

This article has two key objectives. First, despite having been considered as a key element to favor the expansion and elaboration of the welfare state in industrial countries, bureaucrats have been largely ignored by the "New" Politics of the Welfare State. This article demonstrates that bureaucrats still matter in times of retrenchment, because they can facilitate or obstruct various phases of the policy process. The degree of independence of the bureaucracy vis-à-vis the government, the government's level of dependency and trust on public expertise, the locus of ministerial power, and political deadlocks contribute to either accentuate or decrease the influence of the bureaucracy in the retrenchment of social policies. Second, these elements are analyzed via a comparison of the pension reform processes in France and Sweden. This article argues that the French bureaucracy, despite its high degree of centralization and powers, has been far less successful than its Swedish counterpart. The Swedish institutional structure, the predominance of social ministries in pension affairs, and the trust given to an independent agency account for this puzzling outcome.  相似文献

Organizational behaviorists have long argued that inequity in worker compensation is problematic. The authors use data on 254 public and private nonprofit research universities to evaluate the antecedents of salary differences between male and female full‐time assistant professors. Drawing on representative bureaucracy theory, they hypothesize that female representation among the associate and full professor ranks, as well as in executive management positions (including the university president), will be negatively associated with gender pay gap differences. Findings support the hypotheses, although the impacts for many of the variables differ between public and private institutions. Important effects are also found related to a variety of institutional characteristics, including funding from state appropriations.  相似文献

The mainstream environmental movement has tended to accept the continuation of capitalism and the growth economy. A de-materialization is hoped to follow from limits on the use of natural resources. Eco-Marxists have opposed this strategy, claiming environmental problems are intrinsic to capitalism. More recently a tendency which I will call “radical reformism” has been gaining strength. Radical reformists argue that a growth economy is not compatible with environmental limits. They look to regulate capitalism to prevent growth. The overall intention is for a peaceful transition within a broadly capitalist economy. The eco-Marxist critique of mainstream environmentalism can also be applied to radical reformism. While radical reformists may have some answers to this critique, these answers bring further problems.  相似文献

Theory‐dependence or ‘the principle of simulation which governs all information’ underpins Baudrillard's critique of ethics. Modern moral theory is just another ‘map that precedes the territory'—a ‘hypermoral simulation’ that makes an ‘is’ from an ‘ought’. That ‘production’ of moral knowledge is doomed to uncertainty by theory‐dependence, argues Baudrillard. Instead, he offers the ‘seduction’ of a pre‐modern ontology of Good and Evil. The ‘fatal strategy’ of seduction evokes a ‘state of grace’ which invites us to encounter Good and Evil as a ‘totality’ and be ‘re‐enchanted’ by the mystery of the world.  相似文献

It is becoming increasingly clear that neoliberal ideological efforts to depoliticize politics have come to incorporate arguments once associated with radical communitarian, localist and existential critiques of capitalism. This article contributes to cross-disciplinary discussion of how and on what terms this process of assimilation has taken place. It first describes the rise of neocommunitarian politics and policy-making in the privatized electricity system of a “first-mover” neoliberal state, Australia. It then examines in detail a dispute over a proposed upgrade to a piece of electricity system infrastructure in a formerly industrial, working-class and immigrant, now post-industrial, bourgeois-bohemian and gentrified suburb of inner-Melbourne, Victoria. The study reveals a shift over time in the strategy of the protest group convened to resist the proposed upgrade. Originally using NIMBY-like arguments to oppose the upgrade, the group gradually transformed its strategy into a more general critique of privatization and marketization, and of the use of neocommunitarianism by state and market interests to promote economic growth. Generalizing from this case study, we suggest that such a transformation in protest strategy signals the possibility of a new culture of awareness that neocommunitarianism is little more than a response by states and markets to public rejection of free-market reforms. Moreover, the transformation of the protesters' strategy heralds the possibility of a renewal in critical thought and practice, one that is repoliticizing politics by challenging the marketizing and privatizing of public goods.  相似文献

This article examines the key arguments and intellectual influences that have come together over recent decades to produce the case for Scottish independence. In particular, the article draws attention to three crucial, but discordant, ideological themes that have become recurrent features of Scottish nationalist discourse: an analysis of the British state indebted to the New Left; a surprising enthusiasm for the politics of the British labour movement; and a belief that we are witnessing the end of the era of absolute state sovereignty.  相似文献

The concept of ‘politicization’ of the US intelligence services, and in particular the CIA, has been debated by scholars for many years. However, it has also been easily dismissed by those investigating recent US foreign policy, as in the Robb-Silberman Commission's assurance over the 2003 Iraq War that ‘the Intelligence Community needs to be pushed’. This essay seeks an extension of the critique of politicization by considering the historical context since the formation of the CIA. It seeks an application of that critique by putting forth, when evaluating the policy and operations of the George W. Bush administration, the notion of an ‘alternative network’ within the government. The argument is that politicization must be linked to a conception of ‘Executive power’, both within the American bureaucracy and in the projection and rationalization of US aims overseas.  相似文献

This article traces some of the rhetoric flowing from Jeremy Corbyn’s leadership of the Labour Party to the New Left, a political and intellectual movement in the UK which rose up to challenge the Stalinisation of socialism. These New Left lineages appear most clearly in the value denoted by both movements toward extra‐parliamentary politics. Indeed, the work of the New Left intellectual Ralph Miliband considers this factor to be a criterion by which we can assess the extent to which Corbyn’s party has surpassed the traditional ‘Labourist’ mould. By going beyond the movement’s early rhetoric, I show that it hasn’t. Instead, I present evidence that Corbyn’s Labour is a deeply social democratic one. The article offers an explanation for this assessment based on comparison of the contexts from which both the New Left and Corbynism emerged, and outlines an analytical path for future scholarship that emphasises continuity as well as change, and wards against ideological bias.  相似文献

This essay addresses how the Norwegian government has handled the coronavirus pandemic. Compared with many other countries, Norway has performed well in handling the crisis. This must be understood in the context of competent politicians, a high-trust society with a reliable and professional bureaucracy, a strong state, a good economic situation, a big welfare state, and low population density. The Norwegian government managed to control the pandemic rather quickly by adopting a suppression strategy, followed by a control strategy, based on a collaborative and pragmatic decision-making style, successful communication with the public, a lot of resources, and a high level of citizen trust in government. The alleged success of the Norwegian case is about the relationship between crisis management capacity and legitimacy. Crisis management is most successful when it is able to combine democratic legitimacy with government capacity.  相似文献

In the State of Victoria, Australia the Kennett government implemented a radical public sector reforms matched perhaps only in Britain and New Zealand. Responding to fiscal crisis, the Government balanced the budget, attracted new investment and capital projects, and instilled new economic confidence. However, the revolution had its costs. This article examines the effects of managerial reform on accountability and democracy. The structures, systems and methodologies of the Government eliminated real deliberation over options, benefits and costs. The quality of public discourse between government and constitutents about the democratic process was stifled. An economic and fiscal perspective replaced a political and legal understanding of public bureaucracy. The article provides a case study of Victorian reforms, and a theoretical examination of the case, suggesting that public administration should be reconceptualized in more pluralistic and democratic terms.  相似文献

The semicentennial anniversary in 2017 of the 1967 Middle East War is an occasion to reflect on the impact of a war that brought dramatic changes to the Middle East and beyond. One of the ramifications of the Israeli victory in 1967 was the growing criticism of the Jewish state among the European Left—a movement that held largely positive attitudes regarding Israel up until the so-called Six Day War. These shifting sentiments also affected the relations between the Jewish State and the emerging “New Left” of the young Federal Republic of Germany—a country that would become one of Israel’s most important allies. This article examines the relationship between the German Left and Israel over five decades. It proceeds chronologically by tracing the shifting view toward Israel occasioned by the 1967 war, before examining the evolution of that relationship to the current era. We conclude with a discussion of the drivers behind the complex and uneven relationship, and we argue that these sentiments are closely connected to perceptions of self-identity among members of the German Left.  相似文献

This paper is concerned with the problem of academic acquiescence in the decline of public discourse in the United States. Noting current tendencies for the university to operate as another transnational corporation, the argument targets and probes post-communal professionalism which as a sub-ideology is linked to the dualistic social imaginary of the corporate state. Discussing works by Rieff and Lasch, the critique situates this ideology in the liberal-progressivist middle-class culture that is much more bound to the transnational corporate state's consumer culture than many academics wish to acknowledge. A theoretical critique of the subjectivization of postmodern "resistance" is presented as one way of facilitating democratic Left intellectual interest in pursuing a true "border politics" between academic and general cultures. Disembodied, placeless visions of professionalism must be replaced with perspectives and projects foregrounding agency rather than "identity" and political action rather than "self-fulfillment." Scholars critical of the university's role in corporate globalization should take a lesson from John Dewey's "civic professionalism" and envision a post-professional politics projecting democratic public spheres that connect with recent political forms of grassroots globalization aiming at more sustainable ways of life.  相似文献

This article tackles the importance of systemic retrenchment in welfare state research by focusing on two core elements neglected in the literature: the civil service and governmental revenues. Saskatchewan has possessed key ingredients associated with generous welfare states: a dominant left-wing party, a supportive bureaucracy and important non-visible fiscal revenues. According to the comparative welfare state literature, this is also an excellent recipe for maintaining a generous welfare state amid attempts, primarily by right-wing governments, to scale it back. Yet, most social indicators in the post-Devine years demonstrate that Saskatchewan can no longer be considered a leading welfare state in Canada. Reforms to the bureaucracy and a host of financial measures resulting in a near default explain why the Devine government was successful in its efforts to disrupt the CCF/NDP social legacy despite the fact that the NDP regained power for 16 years afterwards.  相似文献

This paper formulates a political theory of intergovernmental grants. A model of vote-maximizing federal politicians is developed. Grants are assumed to buy the support of state voters and the ‘political capital or resources’ of state politicians and interest groups which can be used to further increase the support of state voters for the federal politician. The model is tested for 49 states. Similarity of party affiliation between federal and state politicians and the size of the Democrat majority in the state legislature increases the per capita dollar amount of grants made to a state. Likewise, increases in both the size of the state bureaucracy and union membership lead to greater grants for a state. Over time, the importance of interest groups (bureaucracy and unions) has increased relative to political groups (state politicians).  相似文献

This paper explores the explicit self-deprecation in Vaclav Havel’s writings in order to outline a unique contribution to thinking about resistance contained in Havel’s oeuvre. What Havel offers is a timely critique of messianic political gestures. I will focus on how Havel’s self-deprecation offers a subtle but significant critique of western politics which also contains the kernal of a virtue ethics of sorts, instead of a blueprint for radical action. I will also explain the important and related critique of messianic politics entailed in Havel’s thought and outline the significance of this critique for the current political climate.  相似文献

Abstract

As a critique of neoliberalism, this article considers Marcuse’s formulations on “paralysis of criticism” presented in his seminal text One-Dimensional Man. This is not a pessimistic perspective. Rather, the author promotes a social diagnosis on political struggles, considering the new challenges of advanced industrial societies to radical subjective experiences of emancipation. The article centers upon, it is important to note, a frequent question in Marcuse’s inquiries: How do we think critically in counterrevolutionary times? This is a question that mobilizes dialectics to revolutionary trends as it expresses an effort to re-think traditional categories of Critical Theory in their “obsolescence.” In a world of “no alternatives,” obsolescent categories are symptom of its diseases. Such obsolescence contrasts immediate relations of status quo with “radical” mediations of social forces. It mobilizes criticism in “catalytic” processes to emancipate “centrifugal social forces” from below, a qualitative leap to social changes able to face counterrevolutionary times.  相似文献

ABSTRACT

Street-level bureaucrats have long been seen as key figures in program and policy implementation, often occupying unique positions that encompass executive, legislative, and judicial functions. Osborne’s concept of the New Public Governance addresses concepts of policy implementation and interpretive activities that characterize street-level bureaucracy. Current understanding of street-level bureaucracy is, however, dominated by research focused on the United States and the United Kingdom, both of which demonstrate differences from countries in Eastern Europe. This study uses survey data to examine street-level bureaucracy in Romania, with attention to the determinants of bureaucratic perceptions of discretion. Results indicate that proactive personality, prosocial motivation, autonomy, job satisfaction, and years of experience are related to individual perceptions of discretionary latitude among front-line workers.  相似文献
