ABSTRACT

Born in 1968, the French Nouvelle Droite (ND) is a ‘cultural school of thought’. It created a sophisticated European-wide political culture of the revolutionary right in an anti-fascist age; it helped to nurture the discourse of ‘political correctness’ among extreme right-wing political parties, and turned former French ultra-nationalists into pan-Europeanists seeking to smash the egalitarian heritage of 1789. Bar-On argues that the ND world-view has been shaped by transnational influences and that the ND has, in turn, shaped a decidedly more right-wing political culture in Europe in a transnational spirit. The transnational impact of ND ideas is a product of three key factors: first, the intellectual output and prestige of ND leader Alain de Benoist; second, the ‘right-wing Gramscianism’ of the ND's pan-European project that mimicked earlier attempts to unite interwar fascists and post-war neo-fascists into the revolutionary right; and, finally, the political space opened up by the decline of the European left after the fall of the Soviet Union in 1991. Bar-On concludes by considering the influence of the ND on contemporary European politics, as well as the implications for the struggles against racism and the extreme right.  相似文献

Abstract

This article argues that the transnational anti-apartheid movement which, from a global perspective, must be seen as one of the most significant social movements during the post-war era, made an important contribution to the emergence and consolidation of a global civil society during this period. The transnational anti-apartheid movement lasted for more than three decades, from the late 1950s to 1994, when the first democratic elections in South Africa were held, and it had a presence on all continents. In this sense, the interactions of the anti-apartheid movement were part of the construction of a global political culture during the Cold War. Further, I argue that the history of the anti-apartheid struggle provides an important historical case for the analysis of present-day global politics, as it is evident that the present mobilization of a global civil society in relation to economic globalization and supranational political institutions such as the World Trade Organization (WTO), the International Monetary Fund (IMF) and the World Bank, has historical links to the post-war, transnational political culture of which the anti-apartheid movement formed an important part. Movement organizations, action forms and networks that were formed and developed in the anti-apartheid struggle are present in this contemporary context, making the transnational anti-apartheid movement an important historical resource for contemporary global civil society.  相似文献

ABSTRACT

Twenty years of international statebuilding have made little impact on the ‘stateness’ of Kosovo. This article puts this failure in the broader context of the shift from the liberal internationalist assumptions of the late 1990s to the pragmatic realism of today. It does this through the lenses of E H Carr’s classic work The Twenty Years’ Crisis, UN policy thinking on the problematic assumptions of international statebuilding and the diagnoses in David Lake’s 2016 book The Statebuilder’s Dilemma, which sets out three pragmatic alternatives. The article concludes that all three of these alternatives can be seen in practice in Kosovo.  相似文献

The aim of this paper is to examine the main dimensions of the New World Order, which followed the collapse of "actually existing socialism," in connection to the parallel rise of the internationalized market economy. Thus, the economic dimension of the New World Order is discussed in terms of the emergence of neoliberal globalization. The political dimension is examined in terms of the parallel development of a new informal political globalization which is managed by a newly emerged transnational elite. Finally, the ideological dimension is discussed in terms of the development of a transnational ideology, a kind of ideological globalization, whose core is the doctrine of limited sovereignty. It is argued, with particular reference to the Yugoslavian case, that the three "wars" launched by the transnational elite so far (Iraq, Yugoslavia, Afghanistan) have been aimed at securing the stability of the New World Order in its economic and political dimensions, by crushing of any perceived threats against it .  相似文献

ABSTRACT

After having been dormant for much of the 20th century, the concept of cosmopolitanism has regained some of its former rhetorical power in current academic and political debates. Taking Kwame Anthony Appiah and Robert Fine as key interlocutors, the article argues that a historically informed analysis of the linguistic context, in which the language of cosmopolitanism first emerged, can help us understand better the political and ideological underpinnings of the concept. In the first part of the article, I discuss the emergence of cosmopolitanism in the context of what I shall refer to as the ‘ismatization’ of political language in the late 18th and early 19th centuries. In the second part, I turn to what I consider to be a key text for understanding the paradoxes of cosmopolitanism: the essay Das Geheimnis des Kosmopolitenordens (‘The Secret of the Order of the Cosmopolitans’), published by the German novelist, poet and publicist Christoph Martin Wieland in the journal Teutscher Merkur in 1788. At the end of the 18th century, I argue, Wieland makes a similar observation to Fine, namely that the ‘ism’ connotes something doctrinal, even sectarian, and steeped in secrecy and conspiracy.  相似文献

ABSTRACT

Almost since the end of World War II, transnational cooperation among political parties has been a common feature of European politics. This paper makes the case for studying transnational partisan cooperation in the European multilevel space, focusing in particular on the phenomenon of “party policy diffusion.” At the heart of the paper is a conceptual discussion of party policy diffusion in the EU. Specifically, we look at the (1) aims that lead parties to learn from or emulate parties in other countries; (2) the mechanisms through which this may work; and (3) the wider implications of this practice both for domestic and European politics. Drawing on this conceptual discussion, the paper then goes on to offer leads as to how the phenomenon of party policy diffusion can be studied in the European multilevel space. To this end, we briefly point to possible ways of testing hypotheses about party policy diffusion using spatially explicit modeling strategies such as spatial regression models and exponential random graph models for transnational party networks.  相似文献

One of the most significant aspects of globalisation has been the developing focus upon local resistances, of various types, and the ways in which these resistances seek to carve out specific spaces that both maintain and construct cultural difference. Performing cultural studies in those spaces, particularly those not determined by the philosophical and ideological underpinnings of cultural theories that are traditionally highly resistant to orthodoxies, is both challenging and exciting. Questions of whether a transnational cultural studies is possible in such contexts have been exercising a number of scholars in the past few years. This paper reviews some of those concerns and considers some of the issues involved in the developments of cultural studies within a transnational humanities context, which often operates in ways unfamiliar with the anti-establishment beginnings of Anglo-American/Australian cultural studies.  相似文献

ABSTRACT

The article highlights the prominence of ism concepts in everyday and scholarly languages worldwide and presents a conceptual history and rhetorical perspective on how to study them. It also serves as an introduction to this special issue, which contributes to linguistically oriented research on political ideologies and transnational intellectual history. Although isms have gained some attention in connection with the study of ideas in history, political ideologies and theoretical discussions on analytical categories in scholarship, they have rarely been the main target of research. By focusing on the rhetorical use of ism concepts as a whole, the article directs new attention to the rhetorical potential of the use of isms in political controversies, the translation of isms and the alleged universal character of isms. The article suggests a new way of analysing political ideas, ideologies and analytical categories by applying a contextually sensitive understanding of the ism as words and their rhetorical use. It also presents an agenda for the study of isms globally.  相似文献

ABSTRACT

This paper examines insurgent citizenship practices employed by activists in the exiled Burmese women’s movement from the 1990s and onwards. Consisting of political exiles, refugees and ethnic insurgents, this movement has successfully used the transnational, transitory space of the borderlands to constitute its participants as political subjects with legitimate claims to rights, citizenship and leadership. Drawing on interviews, this analysis interrogates women’s activism through the lens of insurgent citizenship practices. Thus, how have Burmese women’s activists claimed rights and lived citizenship in exile? Three main strategies are examined: firstly, women activists have positioned themselves as political actors and authorities through involvement in governance and humanitarian aid delivery in refugee camps. Secondly, they have claimed rights and political subjectivity through engagement with international norms, networks and arenas. Thirdly, they have claimed citizenship and political influence in oppositional nation-making projects through engaging with and negotiating ethno-nationalist armed struggles. The analysis highlights the multifaceted nature of women’s insurgent citizenship practices, showing how they navigate multiple marginalized subject positions, direct their rights claims towards multiple governing authorities, and enact multiple political communities.  相似文献

Abstract

In this article, I explore the institutional and symbolic construction of aesthetic nationalism in Colombia around a fetishization of women’s surgically exaggerated breasts and buttocks. While political scientists have focused almost exclusively on the internet and social media, other technological advancements have altered the relationships between state and society, public and private, and bodies and national inclusion. Combined with the transnational flow of ideas, goods, and people and a political economy that embraces cosmetic surgeries as a development model, this intersectional analysis suggests that aesthetic nationalism in Colombia has recentered the female body in the practice of nationalism, communicating political information, belonging, and power. Based on archival research, direct observation, and elite interviews, I argue that cosmetic interventions play a key role in conferring citizenship rights and defining the borders of the political community. This study contributes to our understanding of how intersectionality can help explain the ways in which technology shapes national body politics, disrupts conventional modes of political communication and representation, and positions the body at the center of contemporary citizenship practices.  相似文献

Recent scholarship on transnational business governance has begun to examine public-private interactions and the active role of governments. We make two key contributions that integrate and expand this literature. First, in juxtaposition to functionalist accounts, we foreground the fundamentally political and often contentious character of these interactions. As private transnational governance schemes and standards “hit the ground,” private-public interactions, we argue, are embedded in national political arenas and tied to domestic distributional struggles among competing regulatory coalitions. Building upon multiple empirical streams of research, we develop a political-strategic framework that maps the diversity of Southern government responses (substitute, adopt, repurpose, replace, or reject) to transnational private governance. Our framework shows that government responses are a function of both strategic fit with domestic industrial capabilities and structures, and strength of developmental state capacity. Second, our proposed framework adopts the vantage point of Global South governments and industries, particularly how development challenges and strategic options within global value chains affect their understanding of, and responses to, transnational schemes and standards. This is an important corrective to a Northern bias in the private governance literature.  相似文献

This paper is concerned with the problem of academic acquiescence in the decline of public discourse in the United States. Noting current tendencies for the university to operate as another transnational corporation, the argument targets and probes post-communal professionalism which as a sub-ideology is linked to the dualistic social imaginary of the corporate state. Discussing works by Rieff and Lasch, the critique situates this ideology in the liberal-progressivist middle-class culture that is much more bound to the transnational corporate state's consumer culture than many academics wish to acknowledge. A theoretical critique of the subjectivization of postmodern "resistance" is presented as one way of facilitating democratic Left intellectual interest in pursuing a true "border politics" between academic and general cultures. Disembodied, placeless visions of professionalism must be replaced with perspectives and projects foregrounding agency rather than "identity" and political action rather than "self-fulfillment." Scholars critical of the university's role in corporate globalization should take a lesson from John Dewey's "civic professionalism" and envision a post-professional politics projecting democratic public spheres that connect with recent political forms of grassroots globalization aiming at more sustainable ways of life.  相似文献

How do we determine what are the motives of US leaders when they intervene in other countries either directly with US armed forces or indirectly with surrogate forces? Rather than accepting the policymakers' claims at face value, we can look for patterns of intervention: what kinds of governments and political movements do US leaders support? What kind do they oppose and seek to destroy? And what socioeconomic goals do they pursue upon successfully intervening? Rather than seeing US policy as befuddled and contradictory, we observe that it is often remarkably consistent in services rendered on behalf of transnational corporate global domination. Other policy considerations do come into play during times of intervention, but there is no reason to treat them as mutually exclusive of economic motives.  相似文献

ABSTRACT

Recently, James Alexander has proposed a ‘dialectical definition’ of conservatism which, he believes, goes beyond ‘dispositional’ definitions, such as those proposed by Brennan and Hamlin, and by Martin Beckstein, which are ‘incomplete’.1 Alexander argues that, by focusing on conservative responses to ‘ruptures’ of continuity, his expanded account exposes the ‘fundamentally contradictory’ nature of conservative thought.2 This article offers a critique of Alexander’s ‘dialectical definition’ of conservatism, highlighting its inconsistency with the ideological content long agreed by conservative political thinkers, and with the historical realities of conservative political practice. But it also shows that there is a valuable and rightful place for a political ‘dialectic’ as part of a theory of conservatism that is more consistent with the history of conservative thought and practice. It is a dialectic with many historical precedents in political theory, two of which are examined in detail: (1) the earliest, found in Plato’s Statesman; and (2) an innovative and particularly useful formulation of it to be found in the political philosophy of R. Abstract

Studies of the use of information and communication technologies (ICTs) by non-governmental organizations (NGOs) seek to come to terms with a particular problem of political globalization. While global forums are widely attributed the capacity to put in place the conditions for the resolution of local issues, at the same time these sites are seen to place unacceptable restrictions on the articulation of the issues from localist perspectives. ICTs occupy a special position with respect to this dilemma, as they are both seen to be part of the problem, a factor in the enrolment of NGOs in global governance networks, and part of the solution, as instruments of alternative, translocal forms of political organization. This piece shows how a particular style of Web analysis, informed by actor-network theory, demonstrates the need to complicate certain assumptions that inform both these critical and these constructive perspectives. In a series of exercises of network analysis on the Web, we open up for questioning the assumption of the ‘primacy of the local’ on which these perspectives tend to rely. We suggest that the role of ICTs in the globalization of NGO practices should rather be understood in terms of the reformatting of issues for transnational networks. In our interpretations of issue networks on the Web, we argue for the importance of taking more seriously the ways in which the Web highlights the practical constraints on issue articulation faced by NGOs. By way of conclusion, this paper draws attention to the fact that Web studies present a notable extension to the sites studied by actor-network theory and related approaches in assemblages studies, as it compels consideration of the media circulations characteristic of publicity.  相似文献

Abstract

This article seeks to provide insight into the formulation of non-governmental organization (NGO) and transnational advocacy network (TAN) campaign strategy. We argue that the history of previous campaigns comprises an important aspect of the political opportunity structure faced by NGOs and TANs. We also argue that when formulating campaign strategy, campaigners should not only consider the legacies of previous campaigns, but also how their current strategies could impact on political opportunity structure and thereby influence future campaigns. This article uses the case study of the movement against seal hunting in Atlantic and Northern Canada and considers the potential for collaboration between previous opponents on other environmental issues. We examine the history of the anti-sealing campaigns looking at the various actors involved, and the impact that these campaigns had on these actors and their current relations with one another. The case study demonstrates that the history of previous campaigns matters and that history is a vital component of political opportunity structure.  相似文献

In this article Mammone explores a still relatively neglected story in the history of post-war neo-fascism, notably the attempts by some French and Italian right-wing extremists to revitalize fascist ideology after the war by means of two interconnected strategies, namely, radicalization (rejection of the democratic system) and ‘de-territorialization’ (in the sense of converting narrow fascist nationalism into pan-European nationalism). Mammone describes these project(s), as well as the influence of thinkers such as Julius Evola and Maurice Bardèche, and their location in the wider ideological context of the extreme right in the 1950s. The immediate outcome of this ‘de-territorialized fascism’ was the creation of an extreme-right international association, the Mouvement Social Européen, in which French and Italian activists played a central role. Mammone breaks new ground regarding the non-national dimension of extreme-right thought, a topic too often studied within the boundaries of a given geographical territory and nationalist ideological landscape. By utilizing a transnational framework, he also shows the continuous connections and interactions between the Italian and the French extreme rights.  相似文献

ABSTRACT

Right-wing Eurosceptic political groups gained ground in the elections for the European Parliament in May 2014. The electoral victory of right-wing Euroscepticism was accompanied by a concern that populism is (once again) spreading in Europe. Associating right-wing Eurosceptics with populism raises the question of whether critiques of populism can be directly extended to right-wing Euroscepticism. By reconstructing the right-wing Eurosceptic concept of ‘the people,’ this article demonstrates that the Eurosceptic concept of the people has a dual meaning that encompasses both a transnational and a national concept of the people. The article concludes that while Euroscepticism shares ideological features with populism, it is problematic, due to the internal structure of the promoted concept of the people and the European political environment, directly to extend recent critiques of populism to right-wing Euroscepticism.  相似文献

Abstract

Decentralization reforms introduced to Africa have not always delivered the intended outcomes. Through interaction with the broader historical, political, social and economic context, reforms seem to have engendered political consequences beyond decentralization itself. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here we expand the focus of analysis and incorporate the harder-to-pin-down political patterns marking the workings of decentralization in Africa. Through the case-studies of Ghana, Senegal, Zimbabwe, Namibia, Ethiopia and Uganda we seek to connect the debates on development with the scholarly literatures on comparative federalism, comparative decentralization and local democracy. The conclusion that emerges is that no magic formula which can turn countries into peaceful, stable and prosperous democracies overnight exists. And, importing formal institutions without regard to the local historical, political, social and economic context risks leaving us with elegant but dysfunctional iron houses in the tropical heat.  相似文献

Abstract

This paper looks at two 20th century theories of tragedy: those of Cornelius Castoriadis and Albert Camus. The theories that each proffer of this ancient cultural form are striking. Against more standard views, both theorists stress that tragedy is a cultural form that has only arisen historically in cultures whose forms of religious thought have been laid open to question. In this way, both argue that tragedy is an important democratic cultural form, which stages the confrontation between a no longer unquestionable divine order, and human autonomy. The intent of the paper, from the start, is a political one. It wants to place Camus alongside Castoriadis as a ‘post-Marxist’ thinker, who belongs meaningfully to what Dick Howard has called ‘the Marxian legacy’. More than this, it aims to do this by staging Camus' theorisation of tragedy, with Castoriadis', as a powerful riposte to the conservative criticism of democracy as a modern political form, that is, that it cannot muster sacral cultural forms forceful enough to meaningfully unite people beneath its banner.  相似文献
