Many states have implemented educational grant systems designed to provide more aid to school districts that are, by some standard, in greater need. Nevertheless, many if not most central city school systems continue to produce poor educational outcomes, as measured, for example, by test scores and dropout rates. Using data from New York State, this article asks why existing aid formulas fail to provide the assistance that central city school districts need to bring their educational outcomes up to reasonable standards. Two principal explanations are explored: the failure of existing aid programs to recognize the high cost of providing education in central cities and the possibility that aid simply makes central cities less efficient without raising educational outcomes. The article presents aid programs that account for costs, but shows that these revised programs will do little to help central cities without at least one politically unpopular provision, namely a large state budget or a high required local property tax rate. The article also estimates the extent to which increased aid to central cities leads to their less efficient operation, thereby undermining the objective of improved educational outcomes for central city students. The article concludes by listing the steps that a state can take to help central city schools and by discussing the yet unresolved problems that arise in helping these districts.  相似文献

Over the past years since the signing of the Rome peace Accords, Mozambique has generally been regarded as an exemplary African post war success story. However, events in the last four years illuminate something different. This article will show that the low intensity but violent clashes between FRELIMO government forces and former rebel group RENAMO are not just a mere manifestation of Mozambican’s government inability to consolidate post war gains. These clashes could be framed and located within the broader context of complexities associated with transforming a peace Accord into a genuine and sustainable postwar peace dividend. It seems the success was largely registered in terms of reducing direct violence by creating negative peace. Even though negative peace was good, it was unfortunately not adequate. This article also argues that the success narrative lulled many including Mozambicans into ignoring fissures in the area of structural violence which effectively limited the country’s ability to progress towards positive peace. Despite all this, however, this article will concur with the belief that an outright full scale war is still highly improbable, but not impossible because RENAMO is still capable of spoiling and eroding the registered post war gains.  相似文献

Abstract

The low-intervention state of Hong Kong in colonial times did not originate from strong neo-liberal ideological convictions. It was an artefact of the colonial political configuration, a pragmatic governing strategy adapting to the political and economic needs at the time. Political changes, economic restructuring, divestiture and marketization of state institutions since the 1980s had brought a new state form after 1997. A new business and professional elite class, embedded in an eclectic corporatist structure, evolved and brought multilateral, ad hoc and particularistic bargaining, leading to more sectoral intervention after 1997. Fragmented state institutions nonetheless weakened state capacity, making it difficult for the post-1997 state to be highly penetrative, transformative or developmental.  相似文献

African states have had their functions so weakened that some speak of collapse and anarchy; hence they conflate the collapse of state services with the collapse of a regime and with the collapse of social order. In fact the three are not synonymous. Though the state, defined in institutional terms, may collapse, there are examples that regimes can live on through their retention of juridical status and through the establishment of an informal and parallel state system. Even when all central control evaporates, militia-run structures or more traditional kinship organisations have been found in some circumstances, preventing total social disorder. Surprise that communal organisation exists beyond the state only reveals deep-rooted normative assumptions.  相似文献

Maloney, Civan and Maloney (Public Choice, 2009, this volume) extend the existing literature on the economics of religion in several important ways. First, they define the religious good. They then distinguish a sectarian break from a schism, provide some analysis of schisms in the Christian world, and finally, and most interestingly, provide a summary of the religious practices and schisms in Islam. The two main strengths of the paper, and the most promising paths for future research, lie in the definition of the religious good and in the exploration of Islamic practices. Maloney, Civan and Maloney offer a novel perspective from which light might be reflected back upon Christian schisms.  相似文献

This article explores the apparent paradox that our society invests heavily in policy analysis when empirical studies, political science theory, and common wisdom all suggest that analysis is not used by policymakers to make better policy decisions. It offers a critique of the traditional view of policy analysis and presents an alternative view derived from contemporary literature on the policy process and decisionmaking. The alternative view suggests that there are legitimate uses for analysis other than the problem‐solving use originally envisioned but apparently rarely attained. The two views imply different patterns of use of analysis by legislative committees—a contrast that I subject to an empirical test. An examination of quantitative data on policy analysis use by congressional committees from 1985 to 1994 lends support for the alternative view. The research has two implications. First, despite its scientific origins, policy analysis may be a more effective instrument of the democratic process than of the problem‐solving process. Second, the profession of policy analysis may be in better shape than many who are calling for fundamental changes to its practice seem to believe. © 1999 by the Association for Public Policy Analysis and Management.  相似文献

Both the choice between “stick” and “carrot” and the tension between “control” and “preservation of civil liberties” characterize the policy debate over counterterrorism. Arguing for the “carrot and preservation of civil liberties” viewpoint, Frey and Rohner (Def. Peace Econ. 18(3):245–252, 2007) propose strategic reconstruction as an alternative to protection. Our paper provides a comparative analysis of these two policies. First, we study the rationality of the public’s expectations, and we show that credible strategic reconstruction may deter terrorist attacks. Next, we derive conditions under which strategic reconstruction is more efficient than protection. Finally, we show that strategic reconstruction may reinforce the efficiency of protection.  相似文献

Advances in information technologies over the last two decades have offered the promise of revolutionizing workplaces and other settings by expanding the capabilities of individuals working in various professions. Enabled by high-speed computing systems and marked by an intensification of command and control properties, new technologies have expanded, and in some cases intentionally surpassed, the scope of the senses. Technologies such as drones, surveillance cameras, and airport and border security systems promise the seemingly infinite catchment and infinitesimal account of human actions, while computer processing software provides real-time data on large-scale transactional processes occurring in monetary systems and security markets. Charting, tracking, and mapping functions open up new vistas for quantifying social behaviors and detecting misbehaviors, creating new frontiers for criminal justice, the military, and economic activity. The papers in this special issue reveal the processes guiding the rapid transformation and flexible adaptation of institutional structures, economic and financial systems, and threat surveillance and military/police mobilization in the near future.  相似文献

The conversion of a nonprofit firm to the for-profit form is commercialism carried to an extreme. Conversion is increasingly common, most notably in health care. We seek to advance understanding of why nonprofit conversions occur and what public policy should be toward them. A transfer of control—the essence of a conversion—over nonprofit assets can be accomplished in various ways. Thus, it would be a public policy mistake to focus narrowly on formal legal conversions or outright sales. We explore the possible motives for conversion, and speculate about the reasons for the flurry of conversion activity in hospitals and health maintenance organizations (HMOs). We conclude that there are three central public policy questions raised by conversions: (1) under what circumstances is conversion appropriate—when does it represent an efficient reallocation of resources and when only a redistribution of wealth?; (2) how should the nonprofit's assets be valued?; and (3) what should happen to the financial assets that remain after a conversion?  相似文献

This paper highlights the importance to just war theory of ontological questions about the constitution of personal identity. It does so through a critical reinterpretation of Michael Walzer’s invocation of a supreme emergency exemption to the principles of jus in bello. Walzer’s argument has been widely criticised for attaching more importance to communities than to individuals. I argue that his position normatively prioritises individuals, but is grounded in a holistic ontology. He valorises political community only because of its importance to the individuals who comprise it. On this view, each community forms a moral world and shapes individual identity. This gives individuals a highest order interest in being part of an autonomous community and makes threats to communal existence a form of moral disaster. The paper concludes that the debate about supreme emergency should engage with ontological questions, and that such engagement would mean problematising the study of what liberalism demands in international ethics.  相似文献

Whenever fellow humans suffer due to natural catastrophes, we have a duty to help them. This duty is not only acknowledged in moral theory but also expressed in ordinary people's reactions to phenomena such as tsunamis, hurricanes, and earthquakes. Despite being widely acknowledged, this duty is also widely disputed: some believe it is a matter of justice, others a matter of charity. Although central to debates in international political theory, the distinction between justice and charity is hardly ever systematically drawn. To fill this gap in the literature, I consider three accounts of this distinction— the “agent‐based,” the “recipient‐based,” and the “mixed” view—and argue that they are all unsatisfactory. I then offer a fourth alternative, the “autonomy” view, which successfully overcomes the difficulties affecting its rivals. I conclude by considering the implications of this view for the moral grounds of disaster relief in earthquake‐stricken Haiti, New Zealand, and Japan.  相似文献

This contribution looks at the ways in which the intelligence releases in the 1990s have helped to illuminate previously unknown or misunderstood aspects of the Anglo-Japanese relationship from 1914 to 1941. Although attention in the media has been focused on the release of the Security Service's records, these are of limited use in this area of study. Much more significant are the diplomatic intercepts that were collected by the Government Code and Cipher School, which not only add new angles to old questions, but also reveal British suspicions of Japan in areas not previously studied, such as Japanese pan-Asianism.  相似文献
