This paper considers the question of sovereignty in the context of Native American struggles within the US. In this case, residents of the Pine Ridge Indian Reservation sought political and economic autonomy by growing industrial hemp on the reservation. Their efforts illustrate the importance of geographical scale, territoriality and legal geographies in defining both the question of sovereignty and political struggle in the context of Native American political life, as their activities constitute a larger social movement.  相似文献

Three questions shape American foreign policy: Is it right? Is it in the national interest? And does it work? “Right” is defined by the American ethos, sometimes called the civil religion. Self-interest and pragmatism characterize the other two elements. The interplay among these factors may be found most clearly in presidential rhetoric. After examining Theodore Roosevelt, Woodrow Wilson, FDR, and Ronald Reagan, the article finds that while effective presidents have invoked a religiously based virtue, U.S. foreign policy itself tended to avoid religious issues. In contrast, President George W. Bush has relied on the American civil religion to combat Islamism. But his rhetoric “stretches too far” on democratic virtue at the expense of national interest and pragmatism. The article concludes that the U.S. civil religion, although based on theological ideas, does not travel well.  相似文献

Research on tribal governance in the United States is scarce within modern public administration scholarship. Nonetheless, tribal governance is a pre‐Columbian practice that predates the U.S. Constitution and federal law. Drawing from several disciplines, John C. Ronquillo of the University of Georgia demonstrates that interdisciplinary sources offer rich information for present‐day public administration research about Native American tribes. Tribal governance literature is definitely not “missing,” but instead is moderately “unassembled” as a subfield of public administration. Building on what is available, the author suggests several key issues within tribal governance in need of urgent academic attention.  相似文献

ABSTRACT

U.S. President George W. Bush has had a stormy relationship with Europe. Bush campaigned on a theme of putting America's interests first and eschewing multilateralism when necessary. Since taking office, Bush has been true to his campaign pledges. Bush's style and substance have caused many in Europe to regard him as a “buffoon” at best and a dangerous cowboy at worst. What the Europeans do not seem to understand is that, for better or worse, George W. Bush's view of the world is held by a substantial portion of the American people, and even when the U.S. had a more Euro-friendly leader in President Bill Clinton, America's policies were often at odds with those preferred by its allies in Europe. This is due to a fundamental difference that has developed between Europe and the United States over the last century. Today, no matter who occupies the White House, American foreign policy is likely to be in conflict with Europe's. Far from being a liability, this difference is likely to be a political asset to George W. Bush in the 2004 presidential election.  相似文献

在《中国政治学的转型:分化与定位》一文中,景跃进教授将政治共同体确立为中国政治学的逻辑起点,揭示维系中国大一统的集权逻辑,搭建了一个国体、政体和政治共同体“三位一体”的中国政治学分析框架。景跃进教授提出的问题及所做出的分析极具启发性,但仍有进一步商榷和对话的空间。中国政治学研究的逻辑起点是现代性的国家共同体;现代性国家共同体既服从统一逻辑,又遵循共和逻辑。在“一体双权”的中国政治学分析框架中,“一体”是指现代国家共同体以主权独立、领土完整、国族一体等为核心内容的一体格局和统一状态,体现统一逻辑;“双权”则包括“民权”和“国权”,处理二者之关系的制度安排事关共和逻辑能否得到实现。相对于“三位一体”的中国政治学分析框架,“一体双权”有一定的理论优势,有可能拓展中国政治学的学术研究范围,为中国政治学和西方政治学的对话提供更加开放的交集空间。  相似文献

This article investigates how the idea of universal human rights has been co-opted by the prevailing (neo)liberal consensus in support of processes associated with capitalist globalization. So-called “civil and political” rights form the core of (neo)liberal values upon which free market, laissez-faire economics are based, but the idealism of the dichotomy of first and second generation rights is profoundly ideological. Through an examination of the idea of the international citizen, it is argued that the attempt to introduce a duty to promote the widest possible social good falls far short of an obligation to respond to claims for alternative conceptions of “economic and social” rights; far less alternative models of social affairs. Drawing on empirical evidence from Africa, the article contends that the dominance of (neo)liberal rights is integral to the emerging (neo)liberal constitution of the global order effected in the name of “human rights”, “democratization”, “citizenship”, “good governance” and “civil society”.

Abstract

This article addresses the relationship between sovereignty, biopolitics and governmentality in the work of Giorgio Agamben, Judith Butler, and Michel Foucault. By unpacking Foucault’s genealogy of modern governmentality, it responds to a criticism leveled against Foucauldian accounts of power for their alleged abandonment of the traditional model of power in juridico-institutional terms in favor of an understanding of power as purely productive. This claim has most significantly been developed by Agamben in “Homo Sacer: Sovereign Power and Bare Life”. I argue that Judith Butler’s analysis of power, in particular in her essay “Indefinite Detention”, presents a more differentiated account of power that registers the significance of practices of sovereignty and resonates with Foucault’s lectures on “Security, Territory, Population”.  相似文献

Both the choice between “stick” and “carrot” and the tension between “control” and “preservation of civil liberties” characterize the policy debate over counterterrorism. Arguing for the “carrot and preservation of civil liberties” viewpoint, Frey and Rohner (Def. Peace Econ. 18(3):245–252, 2007) propose strategic reconstruction as an alternative to protection. Our paper provides a comparative analysis of these two policies. First, we study the rationality of the public’s expectations, and we show that credible strategic reconstruction may deter terrorist attacks. Next, we derive conditions under which strategic reconstruction is more efficient than protection. Finally, we show that strategic reconstruction may reinforce the efficiency of protection.  相似文献

The Overview Effect by Frank White (1987) aims at creating a “philosophy of space” for the American space program and the pro-space movement. As such, it has become something of a classic. It describes an evolutionary process set in motion by the first astronauts venturing into space and seeing Earth from an extraterrestrial perspective. According to White, this process is guided by universal forces and ultimately leads to the universe becoming intelligent and self-aware. However, The Overview Effect has not only found readers among space enthusiasts; it has also been cited in various literature, some of it academic and dealing with historical and societal aspects of spaceflight. This article examines White's overview thesis and demonstrates that it is fundamentally religious. Thus, evidence of the presence of religion in the American pro-space movement is presented, while at the same time the use of White's thesis in academic literature is put into question.  相似文献

Despite much public speculation, there is little scholarly research on whether or how ideology shapes American consumer behavior. Borrowing from previous studies, we theorize that ideology is associated with different forms of taste and conspicuous consumption: liberals are more drawn to indicators of “cultural capital” while conservatives favor more explicit signs of “economic capital”. These ideas are tested using birth certificate, U.S. Census, and voting records from California in 2004. We find strong differences in birth naming practices related to race, economic status, and ideology. Although higher status mothers of all races favor more popular birth names, higher status, white liberal mothers more often choose uncommon, culturally obscure birth names. White liberals also favor birth names with “softer, feminine” sounds while conservatives favor names with “harder, masculine” phonemes. These findings have significant implications for both studies of consumption and debates about ideology and political fragmentation in the United States.  相似文献

The COVID-19 outbreak has fueled tension between the U.S. and China. Existing literature in international relations rarely focuses on virus outbreaks as factors affecting international relations between superpower countries, nor does research examine an outbreak’s potential influence on the public’s opinion about their country’s foreign policy. To bridge this research gap, this study explores the extent to which the American public may be prone to favor policies that “punish” China via existing U.S.-China disputes, such as the South China Sea dispute and the U.S.-China trade war. I conducted an online survey using Amazon’s Mechanical Turk and ran multinomial and ordered logit models to estimate the association between an individual’s preferred policies and the country or government an individual blame for the impact of the pandemic. After controlling several essential confounding factors, such as one’s levels of nationalism and hawkishness, I found strong evidence that there is a positive association between people’s attribution of blame to the Chinese government and the likelihood of supporting aggressive policy options in the two disputes with China. That is to say, U.S. citizens who believe that the Chinese government is solely culpable for the outbreak in the U.S., compared to those who think otherwise, are more likely to support hawkish policy options, such as confrontational military actions, economic sanctions, or higher tariff rates. The research provides a glimpse into where Americans may stand in these disputes with China and the potential development of U.S.-China relations in the post-pandemic era.

We use state legislator ideology estimates (standardized W‐nominate values) to examine whether Latino and African American legislator ideological differences can be explained away by traditional constituency characteristics like partisanship and demographics. We find instead that both Black and Latino legislators are unique “types.” Our evidence supports the theoretical presumption that there is a minority dimension to legislative voting and that it is uniquely personified by minority officeholders. White, Black, Latino, Democrat, and Republican representatives are all examined for responsiveness to different partisan and racial/ethnic populations. The dataset includes all 50 state legislatures from the 1999–2000 legislative sessions, including information from the U.S. Census, NALEO, the Joint Center for Political and Economic Studies, Gerald Wright's Representation in the American Legislature Project, and CQ Press's Almanac of State Legislative Elections.  相似文献

Abstract

We examine the characteristics of 14 stable racially and ethnically diverse urban communities in 9 U.S. cities and point to policies that could strengthen these communities and encourage the growth of more diverse neighborhoods in American cities. The cities examined are Chicago; Denver; Houston; Memphis, TN; Milwaukee; New York; Oakland, CA; Philadelphia; and Seattle. University researchers and community leaders in each city collaborated on the research for this project.

We identify two types of stable diverse communities, “self‐conscious” and “laissez‐faire,” which have evolved for different reasons and with different characteristics. Stable diverse communities will not just happen, but they can be influenced by a number of policy recommendations stemming from our research. These include helping individuals and organizations take leadership roles in their communities, strengthening and enforcing fair housing and antidiscrimination laws, earmarking economic resources to encourage neighborhood diversity, and creating community safety and jobs programs.  相似文献

ABSTRACT

This article assesses the validity of normative claims on how civil servant values in East Asian and Western European administrations differ. By triangulating quantitative and qualitative survey data from a sample of Chinese (n = 508) and Dutch (n = 238) civil servants, we aim to answer two main research questions: “How and why do ideal-type and real-life rankings of civil servant values differ between Chinese and Dutch civil servants?” and “Do differences reflect administrative traditions of both countries?” Our findings demonstrate that similarities exceed differences between value rankings. Surprisingly, ideal-type value rankings are more similar than real-life rankings, with only a few idiosyncratic differences reflecting administrative traditions. Chinese civil servants perceive institutional and systemic factors as reasons for incongruence between ideal-type and real-life rankings, whereas Dutch civil servants emphasize meso-level factors such as organizational public management reforms. We theorize on our results and we provide suggestions for future research.  相似文献

The process of Native nations’ resurgence, called nation building, is a phenomenon largely neglected by mainstream political science in the United States. Empirical and theoretical gaps exist in the study of Native nations’ political structures. This article’s empirical focus is on the rebuilding process of the White Earth Nation in Northwestern Minnesota. The objective is to investigate the long-term process of White Earth governance (1913 to the present) in order to explain why the White Earth government reform of 2007–2013 failed in the final implementation phase. I analyze hitherto unknown archival materials using a case-specific theoretical framework that employs Indigenous studies approaches, Michel Foucault’s genealogy, and new institutionalism. My findings suggest that the return to the institutional status quo in White Earth governance results from path-dependent dynamics and the Anishinaabe internalization of an outwardly imposed governing structure.  相似文献

Space warfare will be an integrated part of battle planning by the Chinese People's Liberation Army in any future conflict with the United States. The People's Liberation Army has carefully absorbed and is reacting to what the American armed forces have published on space warfare and counter-space operations. Chinese strategists and legal scholars are engaged in an internal debate on how traditional ideas of sovereignty and the laws of war apply in space. One authoritative volume explored the importance of ensuring that the People's Liberation Army sets out legal justifications for military actions in advance of any conflict. Chinese scholars believe that many of the concepts surrounding the conduct of war on the “common seas” apply in space. Also, there is disagreement between the United States and China on the American position on outer space. The United States treats “peaceful uses” to mean “non-aggressive,” whereas the Chinese interpretation is that to be peaceful uses, it must be “non-military.”  相似文献

Abstract

Since the inception of U.S. institutional mortgage lending in the 1830s there have been major changes in mortgage instruments, the delivery system, and funding sources. Some of these changes qualify as innovations that have lowered the cost of credit and increased its availability. This article divides the history of U.S. mortgage finance into three periods and identifies the source and type of major innovations.

The “Origins” period, from 1831 to 1931, included the development of many mortgage lending institutions and instruments. The second era, “A Wonderful Life,” featured a government‐supported special circuit that dominated mortgage finance from 1932 to 1981 and witnessed development of mortgage‐backed securities. The current era, “A Brave New World,” features a new system of credit delivery dominated by specialized institutions and technology. In it, application of automated underwriting and artificial intelligence may have far‐reaching effects on the market and the accessibility of low‐income households to mortgage credit.  相似文献

Abstract

The Housing Acts of 1949 and 1954 provided the foundation for slum clearance and urban renewal. Despite efforts to finesse the issue, race remained central to the formation and implementation of public policy. The Racial Relations Service (RRS), an institutional remnant of the New Deal, tried unsuccessfully to prevent local authorities from using the new federal resources to reinforce existing “ghettos.” Searching for a “sound Negro policy,” the RRS warned housing officials against pursuing such a course and offered bureaucratic resistance to individual projects deemed inimical to minority interests.

The coincidence of demographic and political change in the 1950s, the subsequent dismantling of the RRS, the reaction to the Supreme Court's decision in Brown v. Board of Education, and the passage of the Housing Act of 1954 all contributed to the use of urban renewal to create and sustain racially separate neighborhoods even as the civil rights movement gained momentum.  相似文献

Is there a growing norm against violence towards civilians that constrains how the United States deals with its client states? This article examines two similar cases that suggest there is. In Iran in 1978 and in Egypt in 2011, the United States faced a possible revolution by a democratic/Islamist opposition, yet American policy makers gave their major regional ally opposite advice. In 1978, the White House urged the Shah to crack down on the opposition, and, in 2011, it pressed the Mubarak regime, as well as other regimes, to refrain from violence. This indicates that in situations where the American government is culpable for a potential bloodbath, policy makers are loath to take on that responsibility, which significantly shapes their policy toward revolution in a way that it did not when President Carter called the commitment to human rights “absolute.”  相似文献

Beginning in 1967 the Soviet Union allowed some Jewish citizens to leave for family reunification in Israel (see Appendix ). Due to the break in diplomatic relations between Israel and the U.S.S.R., most émigrés traveled to Vienna where they were then flown to Israel. After 1976 the majority of émigrés who left on visas for Israel “dropped out” in Vienna and chose to resettle in the West. Several American Jewish organizations facilitated their obtaining visas and being resettled in the United States and other countries. This article examines efforts by Israel to deny Soviet Jewish émigrés the option of resettling in the United States. Israeli officials pressured American Jewish organizations to desist from aiding Russian Jews who wanted to resettle in the United States. Initially American Jews resisted Israeli efforts. Following Gorbachev's decision in the late 1980s to allow free emigration for Soviet Jews, the American Jewish community agreed to a quota on Soviet Jewish refugees in the United States, which resulted in most Soviet Jewish émigrés to Israel. The article uses the case study to explore efforts by American Jews and Israel to influence American refugee policy in the 1970s and 1980s. It provides insights into ethnic politics as well as “sponsored politics,” whereby Israel used the American Jewish community to further its interests in the making of United States foreign policy. It also deals with the issue of human rights and migration. While no migrant has the right to go to a country of his or her choice, Israel did deny some émigrés the right to exercise freedom of movement to other countries who welcomed them as refugees.  相似文献
