ABSTRACT

In this paper, Solomos provides an account of the impact of Powell’s ‘Rivers of Blood’ speech on policy agendas about race relations and immigration. He argues that Powell’s intervention helped to shape policy frames around race and immigration in its immediate aftermath and beyond. By exploring the impact of the speech on the policy climate, his paper argues that perhaps the most important aspect of the speech is the way it helped to shape the policy agendas of both the Conservative and Labour parties, even as Powell himself was marginalized from mainstream politics. He concludes by suggesting that Powell’s intervention links up with contemporary debates and preoccupations about race and immigration.  相似文献

ABSTRACT

During the early 1960s African American psychologist Kenneth B. Clark, known primarily for his involvement in the 1954 Brown v. Board of Education US Supreme Court desegregation decision, began organizing an ambitious anti-poverty programme called Harlem Youth Opportunities Unlimited, Inc. (HARYOU). Dissatisfied by the lack of progress in school desegregation in New York City and discouraged by the inability of traditional social welfare organizations to address the problems of race and poverty, Clark argued that a new approach had to be developed to mobilize the black poor to gain the political and economic power that would solve their problems. At the same time, he theorized that a new form of racial segregation was beginning to develop in urban areas that foreshadowed increasing social isolation, economic dependence and declining municipal services for many African Americans. He called this new development ‘internal colonialism’ and hoped that HARYOU would be a demonstration project in the Kennedy–Johnson administration's War on Poverty that would address these problems from multiple perspectives. Nonetheless, the plan aroused the political opposition of Harlem Congressman Adam Clayton Powell. The dispute with Powell drove Clark from HARYOU and caused him to re-evaluate his thinking regarding African American leadership. He increasingly viewed the ‘ghetto’ as both a prison and a cocoon that satisfied white and black social, economic, political and psychological needs. By the end of his HARYOU experience, Clark coined the term ‘the new American dilemma’ to describe and theorize about an increasingly isolated and powerless black population in many urban centres. The term also signified his belief that the problem of power was intricately tied up in, while also separate from, the problem of race.  相似文献

Based on the neoclassical realism approach, this article aims to clarify factors conducive to Japan’s different roles in both participating in the trans-pacific partnership (TPP) and concluding the TPP-11 by focusing on how the US’s distinctive attitudes towards the TPP under the Obama and Trump administrations influenced Japan’s changing approaches. During the Obama administration, which needed Japan’s participation to expand the TPP in the face of China’s growing global and regional economic influence, Japan incorporated the TPP into its growth strategy and committed itself to sustaining US leadership during TPP negotiations by making necessary concessions on both the international and domestic fronts. By contrast, the Trump administration, with its strong propensity for bilateral deals to counter China’s bid for global economic hegemony with the TPP withdrawal urged Japan to change its reactive stance and take a proactive role in TPP-11 negotiations. This article opens a ‘black box’ of the political system under the second administration of Shinzo Abe, and demonstrates the strengthened function of the Prime Minister’s Office and Cabinet Secretariat or Kantei within the centralised trade policy-making apparatus as key mechanisms contributing to a departure from the traditional features that occasionally hampered Japan’s foreign economic policy initiatives.  相似文献

This article operationalizes Japanese leadership in foreign and security policy, specifically the Abe administrations’ consistent China balancing. It will do so to dispel instances of Premier-centered diplomacy and posit that Abe's diplomatic agenda has rested on a ‘hybrid’ policy-making authority, where the leverage enjoyed by the Prime Minister's office (the Kantei) rested on little-appreciated politicized personnel appointments and demotions within the bureaucratic apparatus, specifically the Ministry of Foreign Affairs. Moreover, successful Japanese leadership has functioned especially when operating within the scope of the US strategic framework towards East Asia. While structural constraints, such as the ever-present influence of the USA and bureaucratic coordination, may constrain options, effective leadership in foreign policy-making can indeed make a difference within those boundaries.  相似文献

Think tanks are non‐profit policy research organisations that provide analysis and expertise to influence policy makers. Since the early twentieth century, US think tanks have played a major role in framing policy issues and providing analysis, but in the last thirty years, there has been a veritable think tank proliferation. This paper chronicles and analyses the development of think tanks; classification, organization, staffing and funding; marketing, public relations and public engagement, current trends. Democracy promotion has been a centerpiece of US foreign policy for over half a century. This article explores the evolution of democracy promotion in US foreign relations from 1821 to 2014. While the quantity and quality of US democracy promotion policy evolved in a nonlinear fashion, US presidents varied the ways and means of democracy promotion as a way to achieve national security objectives. There is signification variation among US presidents on the specific linkages between democracy and security, resulting in divergent policy applications and technical approaches.  相似文献

Sizeable achievement differences by race appear in early grades, but substantial uncertainty exists about the impact of school quality on the black‐white achievement gap and particularly about its evolution across different parts of the achievement distribution. Texas administrative data show that the overall growth in the achievement gap between third and eighth grades is larger for students with higher initial achievement and that specific teacher and peer characteristics explain a substantial share of the widening. The adverse effect of attending school with a high black enrollment share appears to be an important contributor to the larger growth in the achievement differential in the upper part of the test score distribution. This evidence reaffirms the major role played by peers and school quality, but also presents a policy dilemma. Teacher labor market complications, current housing patterns, legal limits to desegregation efforts, and uncertainty about the overall effects of specific desegregation programs indicate that effective policy responses will almost certainly involve a set of school improvements beyond simple changes in peer racial composition and the teacher experience distribution. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

Abstract

This analysis investigates the role of historical analogies in the influence that parliaments have in foreign policy. Our empirical focus is the UK Parliament’s unusual opposition to the Prime Minister on UK involvement in Syria in 2013. The vote challenges many conventional expectations about the role of parliament in security affairs. Important in this vote were lessons learned and strategically used from UK participation in the intervention of Iraq in 2003. This argument is developed theoretically based on research on historical analogies: parliaments, ‘learn’ (primarily negative) lessons about past foreign policy events which guide parliamentary preferences and procedures and can enhance parliaments’ role in subsequent foreign policy. The article contributes to research on analogies by extending the logic to lessons on process. This use of precedents can offer more structurally oriented perspectives that translate critical junctures into reforms in procedures and policy-making practices.  相似文献

This article focuses on the changing level of participation of voluntary organisations in the policy process between 1964 and 2009 and its implication for the role played by voluntary organisations to the state. Drawing on data from the remiss procedure – one of the most understudied parts of the Swedish policy‐making process – the results implicate a reduced role for voluntary organisations in formal arenas for policy making. While the number of participating voluntary organisations has remained stable, the relative share of participating organisations has declined and an increasing proportion of organisations have abstained from participating. In addition, the shares of conflict‐oriented and member‐benefit‐oriented organisations have decreased while consensus‐oriented and public‐benefit‐oriented organisations appear to have increased slightly. These findings are discussed in the context of changes in the coordination and implementation of public policies, implying that over time the role of voluntary organisations as arenas for deliberation and mediators of individual interests tend to have gradually lost ground in relation to the state while the share of organisations taking direct welfare responsibility has slightly increased. Although it may be premature to speak about a shifting role of voluntary organisations from input to output in the political system, the result suggest an emerging trend in that direction. Further research is needed to clarify whether this changing pattern of participation is evident in other arenas for policy making in Sweden or is an isolated feature explained from the outset of the remiss procedure.  相似文献

Racial disparities in the criminal justice system are profound and well documented. A range of scholarship has examined these trends to assess the degree to which they result from biased decision making at various levels of the justice system. Also key to understanding the origin of these disparities is an analysis of the race and class determinants of criminal justice policy. This can be seen most clearly in the development of drug policy, but also in the means by which policy choices in law enforcement, prosecution, and sentencing are formulated. To the extent that crime is perceived as a “black problem,” the means by which the problem is addressed and the resulting punitiveness of the approach serve to exacerbate societal inequalities.  相似文献

Bush administration foreign policy has exhibited a marked unilateralism and militarism in which US military power is used to advance US interests and geopolitical hegemony. The policy was first evident in the Afghanistan intervention following the September 11, 2001 terror attacks, and informed the 2003 war against Iraq. In From 9/11 to Terror War, I sketched out the genesis and origins of Bush administration foreign policy and its application in Afghanistan and the build‐up to the Iraq war. In this study, I update and develop my critique of the Bush doctrine of preemptive strikes and its application in the 2003 Iraq invasion, concluding with a critique of unilateralism and militarism, and defense of multilateral and global solutions to problems such as terrorism, so‐called “weapons of mass destruction,” and “rogue regimes.”  相似文献

The article is dedicated to the issue of Uzbekistan's diplomacy in the 21st century. It shows the evolutional path of Uzbek diplomacy that plays an important role in pursuing national interests on the global scale in the framework of foreign policy. Article shows that Uzbekistan has clearly defined foreign policy priorities; it will follow in the foreseeable future. Such aspects as more active participation in the multilateral cooperation and at the same time retaining healthy pragmatism as a result of pursuing bilateral relations both with neighboring countries and great powers are also underlined. The main advantage and novelty of the article are that the author provides clear‐cut periodization of Uzbekistan's diplomacy—a feature that has never been met in any of Uzbek or foreign researches. This article examines the role of race and gender in candidate evaluations. Unlike previous research, we argue that the role of race and gender in electoral politics must be examined simultaneously because of their mutually reinforcing relationship. To do so, we explore the connection between the race and gender of voters and their propensity to support black female candidates. Using precinct-level data, experimental data, and national exit poll data from two congressional election years, we demonstrate that black women are the strongest supporters of black female candidates. We also find that support for black female candidates is contingent on their background and political experience. Black female candidates with significant experience in politics can attract both black and white voters, regardless of gender.  相似文献

Despite outward appearances, the CIA's evolution between 1945 and 1953 was influenced by two objective investigations – the Eberstadt Task Force and Dulles Commission – and was accelerated, but not instigated, by the shock of the Korean War. The role of these two investigations, which ultimately resulted in NSC 50 and the establishment of the CIA as a viable member of the US intelligence community, has been overlooked in recent literature. While these panels played a critical role in shaping the CIA's organization during this period, the Truman administration never achieved its goal of establishing a truly ‘central’ intelligence organization. This article examines the formation of the CIA, discusses both reports, national policy changes enacted in response, and relevance to the US intelligence community's current operations.  相似文献

Normatively and intuitively, we conceive of political participation as an integral component of democratic policymaking. However, research on participation generally does not include policy considerations as part of individuals’ decisions to engage in activism. I offer an opportunity model of participation that begins to study how policy goals shape individual participation and how aggregate participation shapes policymaking. The central argument is that individuals’ policy goals allow them to recognize those moments when it is most efficient and/or effective to take action. Examining black participation from 1980 to 1994, I show that black Americans are more likely to participate when they face external threats, are embedded in social networks, and have greater access to policymakers. Most importantly, the recognition of these opportunities varies according to individuals’ resources. This research moves beyond the discussion of who participates to address the equally fundamental question: participation for what?  相似文献

ABSTRACT

Small states throughout the Asia-Pacific are confronted by a growing dilemma over how to balance their traditional security ties with the US and rapidly growing trade with China. This gives Washington and Beijing potential leverage over small states to use within their competition with one another. This article explores the implications of this for New Zealand – a small South Pacific state that prides itself on maintaining an independent foreign policy. Situated within the small state literature, it utilises a material-based strategic triangle to illustrate the fundamental facets of New Zealand's position. Relatedly, the article examines how Wellington has managed its burgeoning relations with China and the US over the past decade and critically considers New Zealand's independent foreign policy. It finds that New Zealand has adopted a mixed set of strategies to manage its position between the US and China, closely aligning itself with Washington while remaining nonaligned on some key security issues in the Asia-Pacific region. New Zealand has certainly not opted for neutrality. The article concludes that New Zealand and other small states must remain vigilant, may want to consider alternative strategies of alignment, and outlines a number of areas where additional research could prove fruitful.  相似文献

The growing role of economic expertise in contemporary policy-making has received increasing scholarly attention. Yet, so far, this discussion has only been tenuously linked to relevant debates in public policy and administration, such as the work on policy advisory systems. The article attempts to bridge this gap by examining the changing reliance on academic economic knowledge within policy advisory bodies. It does so by analysing appointments and citation patterns in Norwegian advisory commissions in economic policy over the last 45 years. The analysis shows a marked increase in the number of academic economists appointed to commissions and in citations to economic literature. Moreover, it reveals an orientation towards the most prestigious outlets of the international economics discipline. This development can be interpreted as a scientization of policy advice in the economic field, that is, a growing reliance on academic expertise for analysis and arguments about public policy.  相似文献

This article addresses the field of British political history's blind spot when it comes to race. Where modern British political historians are comfortable approaching politics in ‘high’ and ‘popular’ forms as well as in terms of ideas, institutions and policy, they often struggle even to see a politics of race in operation. Using examples drawn from research on the post-1945 history of the white supremacist movement in Britain, this article maintains that the means to render race visible in the political history of modern Britain lies in the incorporation of previously overlooked perspectives. In search of these perspectives, it looks to black British history and critical studies of race. In particular, it highlights analyses and critiques of British racism by black political activists, from those who organised in response to the 1959 murder of Kelso Cochrane, to the Black Power groups of the 1970s.  相似文献

The Supreme Court has addressed capital punishment and affirmative action many times and, as a result, has had sweeping policymaking effects. For that reason, we argue that black opinion on capital punishment and affirmative action will be shaped by diffuse support for the Court. We also recognize the important role of group-centric forces in shaping black opinion. We find that diffuse support for the Court leads blacks with lower levels of race consciousness to be more supportive of capital punishment and less supportive of affirmative action, positions in line with the Court's decisions on these issues but contrary to black interests. The Court, however, is not able to throw its cloak of legitimacy around its policy position for blacks with the highest levels of group consciousness.  相似文献

Recent literature on Japanese foreign policy has focused on analysing the implications of Prime Minister Shinzo Abe's security legislation reform for the bilateral security alliance relationship with the US amidst a rising China and the right to collective self-defence. Its impact on Japan's multilateral security policy, in particular, peacebuilding, has so far received little attention. In what ways and to what extent does Japan play a peacebuilding role under this change? This article examines key implications of the security legislation reform, along with the renewal of Japan's Official Development Assistance charter, for its peacebuilding efforts. By taking Mindanao, the Philippines, as a case study, it argues that Abe focuses on taking a foreign aid-centred approach while showing little interest in sending Japanese Self-Defence Force. This article provides a counter-narrative to the claim that Japan is taking a more assertive approach to international security. Abe is more risk-averse as far as his approach to peacebuilding is concerned.  相似文献
