In 1994 three elections were held in the Netherlands. For a time it seemed that the right-wing extremist parties were destined to break out of their marginal position. However, after these three elections, in terms of electoral support they ended up where they had started. The variation in electoral support for these parties can only in part be attributed to developments within the parties and the (negative) publicity these developments incited in the media. An alternative explanation based upon protest voting and the theory of first and second-order elections appears more promising.  相似文献

After major intelligence failures it is often asked why intelligence and security officials failed to heed the many ‘wake-up calls’ that had been provided by earlier failures and surprises. This article addresses this question by examining intelligence failures as ‘focusing events’, which is a concept used in the literature on government policy making to explain how disasters and crises can stimulate policy change and help organizations and decision-makers learn. It argues that in order for an intelligence failure such as a major terrorist attack to inspire improved intelligence performance – to be a true wake-up call – that failure must not only act as a focusing event to bring more attention to the threat, but it must also lead to increased intelligence collection and greater receptivity toward intelligence on the part of decision-makers.  相似文献

Grofman et al. (forthcoming) find thatparty leaders in the U.S. House ofRepresentatives tend to be more extremethan the median member of their party, andthat they tend to come from the party'sideological ``heartland'' between the medianand the mode. This paper shows that if thedistribution of preferences is skewed (asis the case with both parties in theHouse), then we should expect sequentialelimination elections to choose on averageleaders between the median and modalpositions. This article examines data from the first‐ever nationwide survey of cybersecurity among American local governments. The data show that these governments are under constant or near‐constant cyberattack, yet, on average, they practice cybersecurity poorly. While nearly half reported experiencing cyberattacks at least daily, one‐third said that they did not know whether they were under attack, and nearly two‐thirds said that they did not know whether their information systems had been breached. Serious barriers to their practice of cybersecurity include a lack of cybersecurity preparedness within these governments and a lack of adequate funding for it. The authors make recommendations to local governments to improve their cybersecurity practice and to scholars for additional research into local government cybersecurity, an area that, to date, has largely been neglected by researchers from the social sciences and computer science.  相似文献

The Political Parties, Elections and Referendums Act 2000 marked the most comprehensive and radical overhaul of British party finance for over 100 years. It instituted reforms in many areas, with the notable exception of the comprehensive extension of state funding for political parties. However, despite the radicalism of the Act, questions have already arisen as to whether further state funding should occur. This article argues that in order to examine the case for more comprehensive state funding, policy–makers need to look beyond the current calls and make a decision by evaluating several criteria on the basis of empirical evidence rather than assumptions. First, however, it is worth outlining the stage we are at presently by summarising the new Act, looking at its impact to date and examining the claims made in recent episodes which have led to calls for more comprehensive state funding of political parties.  相似文献

Village elections, as a policy response to developmental problems in rural China in the 1980s, were not designed to promote democracy in China. The process of village elections, however, has served as a new form of cooperation between the state and the peasantry over the last decade. To understand why an authoritarian regime introduced an electoral process to its countryside and why this electoral process of village elections has served as a new form of cooperation between the state and the peasantry over the last decade, we should try to understand where the congruence between the state and the peasantry was in this form of cooperation, what the role of the state was in this process, and what the implications of this electoral process for democracy were in China. The process of village elections might eventually have a benign result that was not originally envisioned by its sponsor, but little progress has been made in that direction over the last decade. Putting village elections in such perspective, this paper examines the economic, political and democratic dimensions of this electoral process of village elections as a new form of cooperation between the state and the peasantry.  相似文献

At the next general election the percentage of women elected to the smaller House of Commons risks being lower than in the current parliament, where they constitute 22 percent of all MPs. The 2008–10 Speaker's Conference identified many of the barriers faced by women and other under‐represented groups and made a series of recommendations, only some of which have been introduced. The Government favours a voluntary approach to Recommendation 24, which calls for diversity data monitoring, whilst Recommendation 25 which calls for serious consideration of legislative quotas in the absence of a significant increase in the numbers of women in 2010, appears forgotten. A second Speaker's Conference should therefore be established; the issue of women's under‐representation should be taken up above the party level—with legislative quotas introduced to address the system level failure of democratic representation at Westminster.  相似文献

This article examines the effect that the decoupling of state and national elections has had on voter turnout in India's national parliamentary polls since 1971. According to conventional wisdom in the comparative literature on electoral turnout, separate elections to multiple levels and/or branches of government should depress turnout relative to co-temporal polls, ceteris paribus . The evidence from Indian elections provides strong confirmation for this hypothesis. This suggests that political decentralization through separate national and local elections may actually weaken citizens' incentives to participate in the democratic electoral process.  相似文献

Tremendous attention has been paid to local election administration since the 2000 presidential election meltdown, yet policy makers still lack basic information about what happens at the polling place. One strategy to understand the interactions between citizens and street‐level election bureaucrats is to turn to administrative data. Using logs collected by polling place workers, the authors analyze more than 66,000 individual incidents recorded from four different statewide elections. Such data provide novel insights and guidance for the administration of elections. Findings indicate that task scale (in terms of the number of ballots) and complexity (in terms of absentee ballots) increase the incident rate. Managerial choices about how polling places are run also matter: the use of electronic voting machines and central count processing of ballots reduce the incident rate, while splitting poll worker shifts increases it. Operator capacity, measured in terms of experience, also reduces the number of incidents.  相似文献

The Nixon/Ford years were a pivotal period when severe fiscal problems emerged whose resolutions constrained the ambit of social policy afterward. A shared diagnosis of economic challenges produced divergent effects in the electoral fortunes of the major political parties and set the stage for an upward redistribution of wealth. This article examines the next stage in the movement towards self-government in rural China: that is, the direct election of town-level executives. Theoretically, as the article asserts, with the mechanisms and statutes currently in place, direct elections at the town level could generate a two-pronged disaffection. First, there may be alienation between the executives directly elected at the town level and those already directly elected at the village level, namely a “vertical organizational alienation.” Second, there may be alienation between the directly elected “town executives” and the town legislature (People’s Congress), namely a “horizontal governmental alienation.” After describing the possible points of confrontation, the article concludes by proposing how such discord can be prevented from arising and suggests that until the potential problems attendant on these elections have been successfully tackled direct elections at the town level should not be extended into other regions.  相似文献
