This essay clarifies the relationship between the technology of organizational decision making and the limits on the size of the group of decision makers within the organization. Viewing the number and quality of decision makers, and the time required for decision making as inputs in the production of collective decisions, we show that there exist generic organizational forces that offset the incentive to unlimited expansion of the organization. Even in a long run competitive environment with perfect markets for managers, unlimited duplication of the firm may not be economically feasible. We first analyze in a general setting and then illustrate in two stylized examples, the interplay between individual decisional quality, time required for an individual decision, direct and indirect costs of decision making, and the optimal number of decision makers (for example, management size).We are indebted to an anonymous referee of this journal and to P. This article offers a reformulation of the concept of professionalism as it applies to public sector decision making. After critically evaluating existing work, we present a role theoretic model of public sector decision making that provides a precise conceptual and operational meaning to the term professionalism. We then evaluate the model's applicability to public sector actors, using city managers as an example. The American Recovery and Reinvestment Act of 2009 (ARRA) included several new federal programs intended ostensibly to “unfreeze” the credit markets as a result of the global financial crisis. One such program, the Build America Bond (BAB) program, aimed to lower the borrowing costs for state and local governments by increasing their access to capital and providing a more generous federal subsidy than the traditional indirect tax exemption subsidy. BABs are taxable bonds sold by subnational governments, which carry a 35 percent direct federal payment subsidy to the borrower. In creating this program, the federal government hoped that the large direct federal subsidy along with greater potential investor interest in taxable securities would result in lower borrowing costs for state and local governments vis‐à‐vis traditional tax‐exempt bonds. This research study examines the relative effectiveness of the BAB program and details the various quantitative and qualitative implications on federal and subnational budgeting by moving from an indirect to a direct federal subsidy approach in facilitating state and local government capital raising.  相似文献

In the face of the discourse about the democratic deficit and declining public support for the European Union (EU), institutionalist scholars have examined the roles of institutions in EU decision making and in particular the implications of the empowered European Parliament. Almost in isolation from this literature, prior research on public attitudes toward the EU has largely adopted utilitarian, identity and informational accounts that focus on individual-level attributes. By combining the insights from the institutional and behavioural literature, this article reports on a novel cross-national conjoint experiment designed to investigate multidimensionality of public attitudes by taking into account the specific roles of institutions and distinct stages in EU decision making. Analysing data from a large-scale experimental survey in 13 EU member states, the findings demonstrate how and to what extent the institutional design of EU decision making shapes public support. In particular, the study finds a general pattern of public consensus about preferred institutional reform regarding powers of proposal, adoption and voting among European citizens in different countries, but notable dissent about sanctioning powers. The results show that utilitarian and partisan considerations matter primarily for the sanctioning dimension in which many respondents in Austria, the Czech Republic, Denmark and Sweden prefer national courts to the Court of Justice of the EU.  相似文献

In a two-country model the consequences of labour mobility on social insurance levels are studied. There are two groups of workers, one with a high risk and the other one with a low risk of being nonemployed. In both countries the decision-making function on social insurance is some weighted average of the expected utilities of both groups. In case low-risk workers are much more mobile than high-risk workers, it can be concluded that labour mobility does not necessarily have a downward effect on social insurance. In that case coordination of decision making would not improve the levels of social insurance.  相似文献

In this paper I examine what influences members viewed as shaping their voting decisions on U.S. strategy in the Persian Gulf in January 1991. Rather than focusing on predictors of votes and the outcomes of members' decision-making processes (the yea or nay votes as in roll-call analyses), I focus on the predominant considerations that members perceived as swaying voting choices. More specifically, drawing on data gathered from interviews with 365 congressional staff people, I show that three influences in particular stand out as significant in the decision-making process on this crisis policy: members' own policy views, supportive constituents, and (for certain groups of members) the president. Thus, while the analysis confirms, in part, the conventional view of legislators' personal policy assessments as the critical influence on foreign and defense policy votes, it also underscores that this influence does not operate in a vacuum.An earlier version of this paper was presented at the 1993 meeting of the Midwest Political Science Association.  相似文献

Public involvement in environmental policy analysis and planning may be in some cases for the purpose of incorporating public values and preferences in decision making. Narrative policy analysis is put forward as a method, which is particularly useful to the practice of public involvement for maintaining a juxtaposition of views throughout the policy development and planning process. It is argued that this process may facilitate the consideration of public preferences in a decision-making process. This can be achieved through the joint development of a meta-narrative.  相似文献

Although behavioral scholars have devoted much time and energy to attempting to explain decision making on the U.S. Supreme Court, they have virtually ignored the unanimous decision. We investigated the Vinson, Warren, and Burger Courts and discovered that the liberal outcome was more successful in the unanimous cases whether those cases involve civil liberties or economic liberalism and whether they were decisions to reverse or decisions to affirm. We also ascertained that the ideological position that tended to win in the unanimous reverse cases was related to the ideological position that tended to win in the nonunanimous reverse cases, but that no such relationship was present in the two kinds of affirm cases. These two findings are in conformity with a psychometric model, which posits that the relative position of judicial attitudes and case stimuli determines the vote on the U.S. Supreme Court.  相似文献

Traditionally the domain of federal agencies, authority to select sites for the disposal of commercial high-level nuclear wastes has recently been expanded to include a role for host states. State opposition to earlier siting efforts had demonstrated the dificulties federal agencies faced in resolving conflict between the local population bearing the costs and the dispersed population receiving the benefits. The new model defines the agency and the state as adversarial representatives of these competing interests. An outstanding weakness, however, is that it does not clearly specify who should speak for the state, and may actually promote intrastate conflict. The adversarial approach does not provide a generic solution to the problem of federalism, but it may prove useful at the state level for selecting disposal sites for low-level radioactive wastes and hazardous chemical wastes.  相似文献

The perspectives of elite (or top‐level) issues managers on ethics are explored in this paper. From these elites we can learn how issues were managed at their global organisations and how questions of ethics were addressed in issues management. The organisations in this study were chosen because of their superlative rankings in measures of ethics and reputation. Research questions explored ethical decision making and the predominant paradigm of ethics in each organisation through six elite interviews and observation. Although both organisations attempted to address ethics, the elite issues managers at one organisation did so more thoroughly and effectively than did the managers at the other organisation. This efficacy was due to the depth of ethical study and training engaged in by the elites, the intense ethical analysis of issues, and the choice of a deontological approach to ethics. This paper argues that ethics should be concerted, codified, consistent, trained and rigorously analysed. A deontological paradigm of ethical decision making fits all of these criteria, and this research shows that a deontological ethical paradigm can contribute to effective issues management. Traditional economic theory posits that people make decisions by maximizing a utility function in which all of the relevant constraints and preferences are included and weighed appropriately. Behavioral economists and decision-making researchers, however, are interested in how people make decisions in the face of incomplete information, limited cognitive resources, and decision biases. Empirical findings in the areas of behavioral economics and judgment and decision making (JDM) demonstrate departures from the notion that man is economically rational, illustrating instead that people often act in ways that are economically suboptimal. This article outlines findings from the JDM and behavioral-economics literatures that highlight the many behavioral impediments to saving that individuals may encounter on their way to financial security. I discuss how behavioral and psychological issues, such as self-control, emotions, and choice architecture can help policymakers understand what factors, aside from purely economic ones, may affect individuals' savings behavior.  相似文献

Abstract

The coordination of activity across sites and spaces of production and consumption is a key concern for economic analysis. Joining a revival in the application of convention theory to agro-food scholarship, this paper considers complementary insights – related principally to ‘the economy of qualities’ – that animate different aspects of e/valuation, competition and alignment. These understandings are extended by more thoroughly acknowledging contemporary developments in consumption scholarship. The arguments are advanced through a case study of the orange juice market, linking its current high-carbon trajectory to the commercial and cultural significance of freshness. The analysis offers new insights into distributed processes of qualification as well as the mechanisms through which conventions are assembled and sustained. Finally, a more integrated approach to food production and consumption is outlined.  相似文献
