While retrospective models of voting posit that voters should “vote the rascals out”, a wave of recent research has found that this is rarely the case. We investigate this question in a context in which many sitting politicians have recently been indicted on corruption charges – the municipal level in Romania, a surprisingly under-researched case in this sub-field. Romania provides a good case for electoral accountability. Not only do Romanians deeply detest corruption, the party system also contains many parties that would make it easy for voters to switch from a corrupt to a cleaner alternative. We collected an original data register of electoral and socio-political data on roughly 3200 localities together with all cases of corruption charges published by the Romanian anti-corruption agency, the Direcţia Naţională Anticorupţie (DNA), accounting for magnitude and timing of the scandal as well as the judicial outcome for the indicted mayor. In all, we find that 81 sitting mayors elected in 2012 were charged with corruption prior to the 2016 election. We test the electoral impact of corruption on the incumbent mayors on four outcomes indicating electoral accountability commonly used in the literature – retirement, vote share compared to the previous election, voter turnout, and reelection using difference and difference and a pairwise matching designs, inter alia. The results show that Romanians do punish their corrupt incumbent mayors to a quite high extent compared to the clean mayors. However, due to the large vote margins, the punishment is not severe enough to make them lose more often than similar “clean‟ mayors, although they tend to not run for re-election at much higher rates. Turnout is unaffected by corruption at the municipal level. In line with previous results, we thus find a certain amount of electoral accountability, but not to the extent that the ‘rascals are thrown out’.  相似文献

In electoral autocracies, opposition coalition formation offers the best hope of getting to democracy. Yet forming electoral coalitions also entails convincing opposition voters to ignore compromises and engage in the cross‐party voting necessary for opposition victory. To what extent are voters committed to defeating the autocratic incumbent even if it would result in dislikable outcomes? A survey experiment in Malaysia finds that opposition voters overwhelmingly express pretreatment support for the opposition coalition. But when exposed to a treatment vignette about which member party might lead the next government, many voters retract their support. Specifically, voters’ support for the coalition declines when their least preferred member is expected to control the government and when they can vote for a closer ideological alternative outside of the coalition. Although voters are committed to opposition unity and democratic transition, that commitment is sensitive to the anticipated consequences of an opposition victory.  相似文献

Competing theories of political participation predict varying levels of engagement among minority groups according to the composition of the locality. For example, some previous research has shown that electoral turnout among minority groups tends to be higher in areas where those groups are concentrated. However, there has been little or no similar evidence pertaining to electoral registration. Using data from the 2001 general election in England and Wales we find that Muslim registration levels are higher in predominantly Muslim areas, giving credence to the argument that minority electors are mobilised through social connectedness and community networks, rather than marginalised through deprivation and segregation.  相似文献

The Government Performance and Results Act (GPRA) of 1993 and the George W. Bush administration’s Program Assessment Rating Tool (PART) established new routines that were intended to foster performance management practices. Using data from two surveys, the authors find that the involvement of agency employees in GPRA processes and PART reviews generally had little direct effect on performance information use once other factors are accounted for. The main exception is that managerial involvement in GPRA processes and PART reviews is associated with the use of performance data to refine measures and goals. This reflects the limits of government‐wide reform efforts that depend on difficult‐to‐observe bureaucratic behavior. The authors also find that a series of organizational factors—leadership commitment to results, learning routines led by supervisors, the motivational nature of the task, and the ability to link measures to actions—are positive predictors of performance information use.  相似文献

In this article, a two-party contest where candidates allocate their campaign resources strategically between two salient issues is studied. The analysis aims to determine the circumstances under which there is issue convergence (both parties emphasizing the same issue) or issue divergence (different parties emphasizing different issues) during a political campaign. For this purpose, the concepts of a party’s absolute and comparative advantage are used. A party has an absolute advantage on an issue if a majority of voters prefer its position on this issue to that of its opponent. A party has a comparative advantage on an issue if the percentage of votes that it would obtain if voters cared only about that issue is larger than those that it would obtain if voters cared only about the other issue. It is shown here that issue convergence can occur only if one of the parties has an absolute advantage on both issues, but its comparative advantage is not too large. Otherwise, there will be issue divergence in the political campaign.  相似文献

We consider the effect of legislative primaries on the electoral performance of political parties in a new democracy. While existing literature suggests that primaries may either hurt a party by selecting extremist candidates or improve performance by selecting high valence candidates or improving a party’s image, these mechanisms may not apply where clientelism is prevalent. A theory of primaries built instead on a logic of clientelism with intra‐party conflict suggests different effects of legislative primaries for ruling and opposition parties, as well as spillover effects for presidential elections. Using matching with an original dataset on Ghana, we find evidence of a primary bonus for the opposition party and a primary penalty for the ruling party in the legislative election, while legislative primaries improve performance in the presidential election in some constituencies for both parties.  相似文献

Elections serve as instruments of democracy, but they do so differently in various parts of the world. This article focuses on the democratizing role of elections in 16 sub‐Saharan African countries represented in Afrobarometer survey data. It traces confidence in legislative institutions to whether a citizen perceives competitive elections to produce accountability and/or representation. The analysis shows that elections function differently depending on the nature of legislative institutions. Majoritarian electoral systems promote a sense of citizen control over policymakers (i.e., accountability) whereas proportional representation (PR) systems increase the perception of inclusion across a society's factions (i.e., representation). Because sub‐Saharan African citizens typically prioritize representation rather than accountability when evaluating their legislative institutions, controlling for other influences, PR systems are much better at boosting public trust in the region. These findings have important implications for democratic development in Africa.  相似文献

Recent research has illustrated that demographic diversity influences the outcomes of public sector organizations. Most studies have focused on workforce diversity; by comparison, little is known about how managerial diversity affects organizational outcomes. This article focuses on gender diversity in the top management teams of public organizations and its relationship to financial performance. Theory suggests that management diversity can be a positive asset for organizations, allowing for the use of more diverse knowledge and human skill sets. Results of this study, however, suggest that organizations may only be able to leverage these advantages if they have a supporting management structure. In a longitudinal study of top management teams in Danish municipalities, the authors find that gender diversity in top management teams is associated with higher financial performance, but only in municipalities with a management structure that supports cross‐functional team work. These results are interpreted in light of existing theory, and implications are suggested.  相似文献

‘Aménagement du territoire’ in France appears to have been closely connected with State economic and social policies designed to organise expansion and counter inequalities. Concerned specifically with spatial inequalities, ‘aménagement’ benefited, until 1973, from the economic prosperity which had endowed the State with a capacity for redistribution. Faced with a sectional and centralised administration, it involved a certain procedural practice facilitated by the strengthening of executive power during the Fifth Republic. As a form of state intervention, it has tended to influence the decisions of major actors in the regional domain, and can be seen as a process of regulation which, while attempting to resolve difficulties or contradictions, may equally serve to aggravate or conceal them.  相似文献

Public sector employees have traditionally enjoyed substantial influence and bargaining power in organizational decision making, but few studies have investigated the formation of employee acceptance of management authority. Drawing on the “romance of leadership” perspective, the authors argue that performance information shapes employee attributions of leader quality and perceptions of a need for change in ways that affect their acceptance of management authority, conceptualized using Simon's notion of a “zone of acceptance.” A survey experiment was conducted among 1,740 teachers, randomly assigning true performance information about each respondent's own school. When employees were exposed to signals showing low or high performance, their acceptance of management authority increased, whereas average performance signals reduced employee acceptance of management authority. The findings suggest that performance measurement can alter public sector authority relations and have implications regarding how public managers can use performance information strategically to gain acceptance of management authority and organizational change.  相似文献

Training is much discussed but rarely studied in public management. Using multiple waves of survey data, the authors examine the effects of training on the implementation of performance management reforms in the U.S. federal government, asking whether those exposed to training are more likely to use performance data and strategic goals when making decisions. Training is positively associated with reform implementation, but there is little evidence that this association can be explained by the development of specific capacities to overcome performance management challenges. The findings offer two implications for the practice and study of training. The authors propose that training is likely to succeed if it is designed and funded to close specific capacity gaps needed for successful reform implementation. However, it is also necessary to better understand alternative causal mechanisms by which training facilitates reform implementation, such as explaining and justifying reforms.

As performance management systems gain popularity in police agencies, they are increasingly being criticized for their ineffectiveness at reducing crime and for encouraging abuse of authority. Scholars and practitioners, however, argue that these systems can be effective if they are implemented properly with the use of best practices. This article contributes to this debate by evaluating the impact of performance management systems and associated best practices on improving police performance. An analysis of primary survey data of 308 U.S. police agencies shows that performance management systems are effective tools in helping reduce crime across almost all crime categories. However, the best practices of performance reporting to citizens and providing discretion to officers have no significant impact on crime reduction, while consulting officers in the target‐setting process has a negative impact on police performance.  相似文献

How does a sudden electoral upset affect the dynamics in the spatial distribution of votes? This article approaches the question in the context of Finnish parliamentary elections in 2007 and 2011 by exploring whether the exceptional success of a nationalist‐populist True Finns Party (PS) in 2011 changed some of the fundamentals in the traditional stronghold areas of other parties. A totally new stronghold area did not emerge as the electoral support of PS was geographically extremely evenly distributed. The findings contradict with the conventional wisdom that nationalist‐populist parties have a potential clientele on restricted geographic areas. It was tested whether the True Finns dominated areas were characterised by such social structural macro‐level characteristics that have typically explained the popularity of radical right populist parties elsewhere in Western Europe. These factors, such as unemployment and a high number of immigrants, did not match the case of True Finns at aggregate level, although the success of PS has been furthered by the same phenomena that have fostered radical right populist parties elsewhere. This article illuminates how PS managed to penetrate into geographically and social structurally in very different kinds of areas. PS had an appeal on the political left, centre and right, which are successful in different kinds of political environments. The ‘big bang victory’ of True Finns was not an earthquake emerging in a certain political landscape, but a political protest throughout Finland. The article shows just how important the national context is in ecological analyses of party support.  相似文献

The backbone of theory of the market‐based approach New Public Management is that market orientation improves public service performance. In this article, market orientation is operationalized through the dominant theoretical framework in the business literature: competitor orientation, customer orientation, and interfunctional coordination. Market orientation is examined from the vantage point of three stakeholder groups in English local government: citizens, public servants, and the central government’s agent, the Audit Commission. Findings show that market orientation works best for enhancing citizen satisfaction with local services, but its impacts on the performance judgments of local managers or the Audit Commission are negligible. The conclusion discusses important implications of these findings for research, policy, and practice.  相似文献
