Social scientists have long debated the impact of interest group coalitions on public policies. While views on coalition impacts range from dominance to impotence, an emerging perspective suggests that coalitions have impacts under certain conditions. In this paper, we join and expand that perspective by arguing that coalitions have a conditional impact on public policies through ballot measures. Specifically, we argue that coalitions will have greater impact on ballot measure outcomes in non‐presidential election years, when the stakes involved are high, and when the goals of the measure are diverse. We test these hypotheses with analyses of a dataset of over 2,400 ballot measures on spending for open space at the state and local level between 1988 and 2014. We find strong support for our hypotheses. The findings have implications for scholarly debates on interest groups and coalitions, for the role of ballot measures in American public policy, and for assessments of open space and conservation in American society.  相似文献

Abstract The paper examines the perceptions that representatives and would–be representatives have of their roles as MEPs, what accounts for those differences and what impact they have on MEP behaviour. Three dimensions of role differences were identified. Two of them, AGENT and TRUSTEE can be found in most assemblies but a third, a federal/confederal distinction, is perhaps peculiar to the EU. Individual attitudes to Europe explained this one quite well, nationality explained differences on the AGENT dimension and left–right position provided some explanation for differences on the TRUSTEE role. The combination of role perceptions appear to have some impact on MEPs' activities.  相似文献

This article contributes to the literature on saving by empirically investigating the determinants of the saving rate in the United States, with a special focus on the role of mortgage debt. Using data from 1987 to 2013, we find that mortgage payments have a substantial negative impact on both personal and private saving rates in the United States. An increase of 10 percentage points in mortgage payments leads to a 9.1-percentage-point drop in the personal saving rate and a 12.4-percentage-point drop in the private saving rate. In addition, including mortgage debt as an explanatory variable leads to significant changes in the impact of other variables, which further reinforces our claim that mortgage debt is important for the analysis of the saving rate. Comparing mortgage payments with nonmortgage consumer debt payments, we find that mortgage payments have a larger impact on the private saving rate whereas nonmortgage consumer debt payments have a larger impact on the personal saving rate. We also find a partial but robust crowding-out effect of public saving rate on the two saving rates. Our results have implications for monetary policy and government policies that encourage mortgage borrowing.  相似文献

This article examines the forces of change that have been operating on a state agriculture department over recent decades. These forces of change include pressures for the department to meet community expectations on issues such as animal welfare and ecological sustainability — issues which were not emphasised in its former focus on agricultural production. The article then goes on to look at the responses that have occurred in a public sector agency to these forces and what these may mean for the future of this traditionally conservative arm of government in terms of changes to what have been its primary client groups and its most important priorities.  相似文献

Local governments have been involved in a continuous reform process during recent decades. In many cases, this process has focused on the introduction of performance measurement and management. Reforms have evolved from the mere use of indicators to integrated management systems. In this article, the Balanced Scorecard, a system designed to answer the need for integrated management systems, is used as the framework to analyse how local governments have managed the use of performance management systems. The demands for better public performance, for greater customer focus, for enhanced decision-making and for increased responsiveness have an important role in the design of performance management systems. In addition, a perceived crisis in the area of management can act as catalyst for the implementation.  相似文献

In the mid-1990s, after eighteen years of Conservative rule, there was much talk about the prospects for a progressive century. Tony Blair, under the tutelage of Roy Jenkins, made it clear that he wanted to end the schism on the centre-left. Paddy Ashdown saw the same opportunity. Ironically, the electorate's desire to kick out the Conservatives and vote in progressives of any stripe delivered a Labour landslide that made cooperation impossible for Blair and Ashdown. Some progressive policies, notably on the constitution, have been implemented, but the political and intellectual roots to create a progressive century have yet to be properly established. Foreign policy divisions, especially on Iraq, have made this much more difficult. This article looks at the prospects for progressives—under new leadership—up to and after the next election in terms of ideas and policy.  相似文献

This article examines whether the corporate governance practices recommended by the New Zealand Securities Commission (NZSC) in 2004 have affected the financial performance of public sector corporate entities in New Zealand. The findings indicate that these entities have universally adopted the Securities Commission recommendations by establishing subcommittees for audit and remuneration, and having a majority of independent directors on the boards. The results show that leverage has a statistically significant positive effect on all performance measures. Both the Remuneration Committee and dividend payout have positive effects on performance when measured by sales to total assets. Board size and an Audit Committee have a positive effect on reducing agency cost. Results also show that entity risk and industry type also have a positive effect on performance and agency cost reduction. Entity size has a consistent negative effect across all performance measures.  相似文献

In this article we evaluate two claims made in recent studies of the welfare states of advanced industrial societies: first, that welfare states have remained quite resilient in the face of demands for retrenchment; and second, that partisan politics have ceased to play a decisive role in their evolution. Addressing the first claim, we present analysis from a new data set on unemployment insurance and sickness benefit replacement rates for 18 countries for the years 1975–99. We find considerably more evidence of welfare retrenchment during the last two decades than do recent cross-national studies. Second, we examine the "end of partisanship" claim by estimating the effects of government partisanship on changes in income replacement rates in sickness and unemployment programs. Our results suggest that, contrary to claims that partisanship has little impact on welfare state commitments, traditional partisanship continues to have a considerable effect on welfare state entitlements in the era of retrenchment .  相似文献

Policies to decentralize government activities in The Gambia have been on the agenda for more than a decade but no decisions have been taken. During this period the quality of government services to rural areas has declined dramatically. The linchpin of provincial administration, the divisional commissioner, has become redundant as far as development is concerned. The activities of line ministries have deteriorated as their expenditures have been reduced and they lack the funds to permit staff to operate at village level. Area councils that were previously regarded as wasteful are now totally discredited. Village development committees (VDCs) have been formed, but the results are mixed and often they are ineffective. By default, decentralization in the 1980s and early 1990s in The Gambia has been achieved by non-governmental organizations (NGOs), which have rapidly grown in number and significance. This article explores the perceptions of villagers in The Gambia about the various organizations that are meant to serve their needs. Its conclusion speculates on proposals to implement a new decentralization policy in the country and points to the need for aid agencies to adopt a less simplistic approach to the issue of local governance.  相似文献

In the past decade, most large public-sector organizations have adopted a philosophy of valuing workforce diversity and have implemented a variety of initiatives for effectively utilizing and managing the current and projected workforce diversity. However, whether organizational members subscribe to the diversity value or support the employer-sponsored diversity-management initiatives still largely remains unanswered. This article discusses the influence of employee race/ethnicity and gender identity, associated stereotyping and prejudice, and the nature of interpersonal relations on acceptance of diversity and support for diversity-management initiatives. The hypothesis that these three variables have a significant influence on receptivity to diversity in the workplace was empirically tested in a case study of diversity-management practices of a federal agency, and the study findings are reported in this article.  相似文献

Using the results of a recent survey of federal employees and focus groups of the same population, this article extends previous research on the existence of a glass ceiling in the federal bureaucracy. Even when controlling for differences between the sexes in human capital factors, work habits, work opportunities, and personal circumstances, women who have been in the federal bureaucracy from zero to 10 years and from 20 to 30 years have not advanced in their professions as successfully as have men. In contrast to and departing from previous research, there is little evidence that a glass ceiling has been experienced among women who have worked in the bureaucracy between 10 and 20 years. Additional findings consistent with past literature include the fact that among women who have faced gender-based barriers, those who chose to have children during their careers have been especially disadvantaged. We conclude that the glass ceiling on the federal level, where apparent, has been multidimensional and quite subtle.  相似文献

This article is dedicated to the question if and how federal structures have an influence on decisions in fiscal policy. In order to answer this question four countries are selected as case studies that represent on the one hand a more competitive model (Canada, Belgium) and on the other hand a more cooperative model (Germany, Switzerland). We want to know which effect and disturbing potential federal structures in these countries could have on fiscal policy making and if the distinction of federal types explains variations in decision making. The focus will be on intergovernmental relations in fiscal policy making, i.e. the possibility to act of the federal government in the light of the veto-power of member states and parties. The result is: federal structures have in general, without differences according to the type of federalism, a constraining influence for keynesian demand management. They also have, though in different ways, a potential negative influence on deficit reduction. This negative influence can, however, be neutralised by intended and unintended mechanisms which differ between countries.  相似文献

In the last 25 years, many cities and counties, as well as a few states, have adopted policies that prohibit discrimination based on sexual orientation in private or public employment. These policies may increase earnings for gays and lesbians by decreasing discrimination in hiring, firing, promotion, or pay. This study uses data from the 1990 U.S. census to estimate the effects of these policies on individual earnings and household income. The results suggest that the policies have been adopted in places with higher earnings and that same-sex couples are more likely to live in areas that have adopted policies. However, after controlling for individual and location characteristics, the results show no evidence of a direct effect of antidiscrimination policies on average earnings or income for members of same-sex couples. Antidiscrimination policies may be more important both for a small number of individuals and as symbols of full citizenship and legitimacy for gays and lesbians.  相似文献

The 1977 Social Security Amendments specified that, beginning in 1978, a worker would be credited with one quarter of coverage for a designated amount of annual earnings. For 1978, a worker received one quarter of coverage (up to a total of four) for each $250 in annual earnings from employment or self-employment. Before 1978, a worker who was paid $50 in wages in a calendar quarter was credited with a quarter of coverage. A person who had $400 or more in self-employment income in a year was credited with four quarters of coverage. Some workers received more quarters of coverage under the new provisions than they would have under the old, and other workers received less. Since a worker's receipt of benefits depends on his or her insured status, which is based on quarters of coverage, this change can affect a worker's eligibility for benefits. This study indicates that if $250 in annual earnings had been required for one quarter of coverage in 1977, more than 2.1 million workers would have had a change in their insured status for disabled worker benefits, and about 700,000 workers would have had a change in their insured status for survivor benefits. Those whose insured status was affected were most likely to have had marginal earnings records--for example, they had four to seven quarters of coverage when six were needed. (This effect was expected when the legislation was passed.) This article examines those whose eligibility for benefits was most likely to have been affected.  相似文献

That there is a jail crowding problem is well documented. The problem of jail crowding must b e acknowledged as one demanding the involvement of all key criminal justice actors. Judges have been identified as key decisionmakers playing a pivotal role in managing case flow and influencing jail population levels. What, then, is or should be the role of judges in dealing specifically with jail crowding? Conventional responses to this question have focused on either the role of the federal judge, who in the course of presiding over a case involving jail conditions is called upon to manage a facility, or the role of a trial judge in making sentencing decisions. Recent research efforts have recognized that a nexus exists between judicial and correctional systems that extends beyond overseeing and sentencing roles. This paper intends to expand the notion o f interdependence to encompass the entire criminal justice system with emphasis on the judge's contribution. Judges' decisions concerning the issuance of summonses, setting and reviewing bail, continuances and sentencing bear directly on the number of offenders in jail and/or length of the ir confinement. In numerous jurisdictions, judges have been instrumental in instituting changes aimed at dealing with the jail crowding problem and resulting in improvements in case processing. Judicial system-wide leadership has resulted in the establishment of guidelines for pretrial services personnel to be used in releasing certain defendants pretrial and in making pretrial release recommendations for others in one jurisdiction and the institution of a policy prohibiting the detention of misdemeanor defendants—a major factor in reducing the jail population–in many other jurisdictions. Increased use of nonfinancial pretrial release options by judicial officers was a key element in achieving a substantial drop in the jail population in several communities. Judges have introduced delay reduction strategies which have served to expedite case processing as well as minimize the number of detainees in jail. Judges have also successfully implemented a full range of sentencing atternatives, including community service, restitution and treatment programs for persons convicted of alcohol or drug-related offenses. This paper provides information on specific policies and procedures which have had a demonstrated impact on jail population levels without detracting from the operations of courts and, in most instances, contributing to improvements in judicial administration.  相似文献

Scholars have examined the effects of various environmental factors on the nonprofit sector to elucidate the role of nonprofits in modern society. However, researchers report a paucity of information on nonprofit growth using longitudinal data, especially outside the United States. This article analyzes 40 years of political, economic, and sociodemographic data in South Korea to test theories of nonprofit growth and to determine whether the concepts and theories developed for Western societies can be successfully applied in South Korea. The results show that demand‐ and supply‐side economic theories account for variations in nonprofit growth, but the existing socioeconomic explanations fail to recognize the political influences on nonprofit development. Nonprofit organizations have emerged from social and economic necessity but have also been nurtured within a political framework.  相似文献

Choice of political party is an important decision a citizen faces in a democracy. In recent times, as democracies in many countries have matured, a number of studies are focusing on party and candidate choice and their various determinants. India, being the largest democracy, provides a fertile ground for such research. Accordingly, in this paper we concentrate on demographic characteristics, newspaper-reading habits of voters, and their political choice. To study this we have considered a very unique data set collected just before the watershed elections in the state of West Bengal in India, where the ruling Communist coalition was defeated after thirty-four years of power in the state. The survey was conducted using a structured questionnaire to collect information on demographic characteristics of voters and their political choice. The respondents were asked to indicate their party choice from among the three major political parties. As the literature shows that gender, age, education, income levels, marital status, occupational status, and choice of newspaper have significant impact on political choice, we have considered these as predictor variables for our study. From our study it is seen that among the demographic determinants, gender, marital status, and income of the respondents do not influence the choice of political party in our sample. However, occupation and newspaper choice of voters have significant impact on political party choice in our sample. In addition, we have observed that certain categories of age of voters significantly influence decision making of voters along with occupation and newspaper choice categories.  相似文献

The public sector in Africa is riddled with widespread ineffectiveness. Although some countries have implemented various reform programmes with the support of international development agencies, the results so far have been disappointing. One reason for the failure is that the policies have focussed more on achieving macroeconomic stability than making the organisations effective. This article explores a fundamental problem of the policies—the need to focus on the human component of organisational performance. Using education and health organisations in Ghana as examples, the article advances a hypothesis that the livelihood strategies of public sector employees and the performance of their organisations are interconnected. Specifically, it is argued that as public sector employees have become more dependent on multiple sources of income, they have developed multiple social identities, which influence the culture of their organisations. The organisational culture may have encouraged employee effectiveness in some cases, but for most organisations, it has resulted in practices that perpetuate inefficiency and poor performance. To be successful, public sector reform policies must therefore involve deliberate efforts to change organisational cultures. Copyright © 2005 John Wiley & Sons, Ltd.  相似文献

National leaders in Nigeria, most of whom have come from themilitary, have exhibited various leadership styles. These stylesboth affect and are affected by Nigeria's federal system ofgovernment. Successful leaders appear to exercise a reconciliationstyle coupled with a mobilizational capacity to institute change.Efforts to impose a unitary system on Nigeria have failed, butseveral leaders have strengthened the power of the federal government,in part through the seemingly paradoxical strategy of creatingmore states.
