Abstract

Throughout India the scale of migrant labor is reaching alarming proportions. Apart from the spontaneous migration of essentially free labor from impoverished rural areas to urban centers, there exists a deliberately planned migration of bonded or semi-bonded labor over distances ranging from 200 to over 2000 kilometers. With the rising demand for labor in the oil-rich countries of the Persian-Arabian Gulf, labor migration in India has also taken on international dimensions.  相似文献

There is now a large body of work on foreign workers in Hong Kong. Most studies have concentrated on foreign domestic workers (most of whom are female and from the Philippines, Indonesia and Thailand), with the result that researchers have paid less attention to working conditions that prevail for other non-Chinese employees, particularly males. As a consequence, Nepalese construction workers — despite their relatively large numbers — are almost invisible outside of the industry that employs them. This article is an initial attempt to broaden understanding of work-related issues confronting a small community and is based on data from a survey conducted in conjunction with the Far East Overseas Nepalese Association. The primary issues examined are hiring practices, occupational health and safety, job related training, the work environment, work place supervision and discipline, wages, and hours and benefits.  相似文献

This study examines the impacts of longer-term structural changes on the labour markets of Asia Pacific Economic Cooperation (APEC) member economies, as well as the short-run labour market consequences of the Asian financial crisis. All APEC economies have experienced significant structural change in the process of development. A major factor in this structural change has been increased trade intensity (increase in exports and imports as a share of GDP) that has occurred over the last 20 years. Because these structural changes have been extensively induced by trade liberalisation, this study provides insights into the likely consequences of the implementation of APEC's agenda on trade and investment liberalisation and facilitation. The impact of structural change is examined using a range of data, such as disaggregated changes in output and employment by industry and occupation over the period 1980 to 1997, and data on changes in trade intensity for each of the APEC nations. Other data, such as changes in rates of urbanization, are also used to indicate the other important concomitant effects of economic transformation. For several Asian economies, the linear path of growth and structural change was severely disrupted by the Asian financial crisis. This article examines the impact of this crisis on Asian labour markets, in general, and those most affected by the crisis, in particular. In many countries within the region, a failure of education and training systems to respond to often rapid shifts in the skill composition of labour demand is leading to industry and occupation specific labour shortages. International labour migration within the APEC region is viewed as a product of these structural changes and a mechanism that assists in filling gaps in the labour markets of the region's economies.  相似文献

This paper uses a representative household-budget survey from the Asian Development Bank to analyse the determinants of international labour migration, distinguishing between seasonal and permanent (long-term) moves and comparing them with determinants of rural local income-generating activities in the Kyrgyz Republic. It has been found that both permanent migration and local nonfarm-wages employment substitute agricultural activities and attract the most educated rural individuals. The difference is that the permanent migration option is unattainable for individuals from poor households with small land holdings. They tend to engage in local nonfarm activities, while those who are educated and have resources to finance the cost of migration choose to leave the country for long periods of time. In contrast to permanent migration, seasonal migration does not require the possession of either higher or vocational education, which can make it potentially less harmful for local development in terms of brain drain.  相似文献

ABSTRACT

How does precarious work entail social vulnerabilities and moral complicities? Theorists of precarity pose two challenges for analysing labour conditions in Asia. Their first challenge is to distinguish the new kinds of social vulnerability which constitute precarious work. The second is to assign moral responsibility in the social network that produces vulnerability in depoliticised and morally detached ways. In this article, the social and normative dimensions of precarious work are connected through a conceptual investigation into how Singapore allocates responsibility for managing temporary migrant labour. First, it analyses how various management strategies, driven by globalisation and government deregulation, increase worker vulnerabilities. These strategies intensify relations of dependence, disempowerment and discrimination, which the workers may accommodate or resist in limited ways. Second, it assesses why the strategies leave the state, employers, agents and others complicit in producing the vulnerabilities. These actors enable, collaborate with, or condone the production of precarity. Their complicity is complicated by varying support or resistance to reforms. The result is a novel conceptual scheme for analysing the complicit network behind precarious work, which can be used in other sites of precarity where some are complicit in the vulnerability of others.  相似文献

This article examines the migration experiences of women and men under conditions of temporary migration. It has been amply shown that gender is relevant to most aspects of migration. However, despite the fundamental increase in research on gender and migration, a transnational space, where gender matters but which has not bee so thoroughly explored to date, is the experiences of women and men migrants in the migration process, especially under conditions of labour migration in the Gulf States. Focusing on Bangladeshi male and female migrant workers in the UAE, this research sheds light on gender-differentiated patterns of demographic profiles, recruitment and pre-departure costs, working and living experiences, wages, savings, and remittances, health care and leisure activities and reports substantial variation in migration experiences across gender lines.  相似文献
