China and Africa: An Initial Analysis of the Involvement of China's State-owned Enterprises in the Construction of the Three Grand Networks in Africa

China's cooperation with Africa in constructing the three grand networks in Africa not only reflects China's economic and trade policies towards Africa, but also meets the needs of the social and economic development in Africa. The active participation of the Chinese state-owned enterprises in such projects on the bases of their advantages not only imply their needs of internationalization, but also facilitates the state-owned capital to make contributions to China's external economic and trade strategy. This paper, based on the facts of China's investment and achievements in the construction of communication infrastructure in Africa as well as the reality of African planning and construction of communication networks, has meticulously analyzed the major concerns of the five sub-regions in Africa and talked about the significance of Chinese stateowned enterprises' participation in the construction of the three grand networks in Africa as well as the governing principles and possible routes.  相似文献

The bilateral alliance structure dominated by the United States and the multilateral cooperation system advocated by China exist side by side in East Asia, which presents distinct dualistic structural feature of the international system in the region. These two systems, in essence, are contradictory and mutually opposing and neither of which could replace the other in reality. In the ensuing two to three years after the downfall of the Taliban regime, there were comparatively few incidents of violence in Afghanistan and the situation was once relatively stable. The Karzai administration was gradually on the right track in its development and some progress was made in the process of economic and social reconstruction in Afghanistan. From 2005, however, the Taliban forces' attacks were on the rise and the security situation in Afghanistan constantly deteriorated. In the past three years, particularly since 2008, the capacity and activities of the Taliban forces grew tremendously and its area of control expanded incessantly. Since formal diplomatic relations between China and Fiji were established in 1975, China has gradually developed its bilateral and multilateral relations with the Pacific islands countries (PICs). Especially in recent years, China has deepened its involvement in the South Pacific, and its influence in the region has been growing rapidly. Today, China appears to be one of the major players in the South Pacific region. This increased Chinese engagement has drawn wide attention in academic and political circles. While some scholars and analysts take a positive view of such an engagement, others are concerned about the rising presence of China in the region. Is China's engagement with the South Pacific a new strategic threat or not? Our planet is wimessing the onset of a new stage in globalization, multipolarity and IT application. As a result of this, a fresh reshuffle is underway, coupled with the shifting sands of geo-politics and geo-economics. This has led to major challenges in the established international system and world order.1 The same is also true for the regional picture. Indeed, the turmoil in Ukraine, the unrelenting crisis in the Middle East, and the vortex in the Asia-Pacific, have led to unusual activity in the three blocks of Europe, the Middle East and the Pacific. Under the disguise of an apparent absence of interconnectivity, in-depth interactions are actually at work between them on the question of the future peace and stability of the international community as a whole.  相似文献

The Location and Development of Warlords in the Reconstruction of Afghanistan Warlordism is not a new issue in the reconstruction of Afghanistan.Since modern times,tribal elders and provincial governors have been independent local powers in Afghanistan,and they have been the main resource and foundation for contemporary warlords in Afghanistan.The Soviet invasion,civil war,the rule of Taliban and the Anti-Terror War all provided opportunities to reinforce the warlords.As Afghanistan undergoes reconstruction,so the warlords' power and status has been strengthened.It has two embodiments.In the first place,the warlords have gained legal positions in the national power center,not only in Afghanistan's provisional government,but also in the later transitional govemment and the Grand National Congress (Loya Jirga).  相似文献

The rise of extremist organizations of "Islamic State" has complicated reasons and background, which has exerted great shock and impact on the situation in the Middle East: leading to the realignment of the political landscape and regional order in the Middle East; resulting in the adjustment of foreign policies and external strategies of the related nations; boosting the religious, power and ideological contentions in the region; and making terrorist operations enter a new and active phase. On the whole, there is a great variable in the future development of the Middle East situation, which though will be largely determined by the following three factors, namely what kind of role the big powers outside the region will play, what kind of influence the powers within the region will exert and whether or not the expansion of "Islamic States" will be effectively controlled.  相似文献

Cooperation between China and traditional donors in Africa is a part of new triangular mode of development bringing together three parties:traditional donors,emerging donors,and the beneficiary countries.Traditional donors and emerging donors act together in favor of and in cooperation with beneficiary countries.Triangular development cooperation is an extension of classical North-South and South-South cooperation.As yet,it does not feature prominently in the global development cooperation architecture.China’s emergence as a significant contributor of development aid to Africa,however,has now become a hot topic in China,Africa and the West,and questions are being raised about the way in which China and the traditional donors will engage with each other in Africa.This article argues that while China and the traditional donors face a number of challenges,there is potential for the two parties to implement further cooperation in Africa.  相似文献

China's new thinking about neighboring diplomacy in Asia since the end of Cold War can be analyzed theoretically from angle of international institutions. China utilizes institutionalism with great flexibility in four sub-regions-Central Asia, Northeast Asia, Southeast Asia and South Asia, where institutional models-dominant participation, deep participation, active participation and moderate participation models have been adopted. In the four sub-regions in Asia, China has handled the presence of U.S interests well and responded reasonably to the United States' Asian diplomacy. China and the United States have therefore achieved a compatible coexistence in Asia. Compatibility and coexistence between China and the United States in Asia are the fundamental reasons that China has made progress in this new stage, and are the essence of the new thinking in China's neighboring diplomacy.  相似文献

Since the founding of the People's Republic of China, the nation has paid a great deal of attention to economic diplomacy. In particular, since the launch of the reform and opening-up policy and its accession to the World Trade Organization, China has made great achievements in economic diplomacy, which has grown and improved in terms of patterns, objectives and contents. In the 21st century, globalization offers both opportunities and challenges, and international economic cooperation and competition have played an important role in foreign relations.
