This article provides a comparative analysis of abortion policies for 21 countries in Western Europe and North America. First, after briefly discussing the historical evolution of abortion attitudes and policies, a typology of current abortion laws is presented. Second, the mode of determining abortion policy is compared — judicial (Germany, Canada), legislative (Britain, France), and direct democracy (referenda in Italy, Ireland). Third, the question of abortion policy implementation is considered. In other words, does the legal status of abortion really make a difference regarding the pattern of availability and use of abortion services? Fourth, potential explanatory variables (left-wing party strength, feminism, Catholicism) regarding the content and process of abortion policies is evaluated.  相似文献

The paper develops a political economicargument for the recently observed inverseu-shaped relation between the level ofdemocracy and economic performance. A modelis constructed that shows why and howpolitical participation influences thespending behavior of opportunisticgovernments that can choose an optimalcombination of rents and public goods toattract political support. If the level ofdemocracy remains comparably low,governments rationally choose rents as aninstrument to assure political support.With increasing democratic participation,however, rents become an increasinglyexpensive instrument while the provision ofpublic goods becomes more and moreefficient in ensuring the incumbentgovernment's survival in power. As a consequence, an increase in democracy tends toraise growth rates of per capita income.However, the beneficial impact of democracyon growth holds true only for moderatedegrees of political participation. If –in semi-democratic countries – politicalparticipation increases further,governments have an incentive toover-invest in the provision of publicgoods. This model allows to derive and testthree hypothesis: Firstly, based on asimple endogenous growth model, weempirically substantiate our hypothesis ofa non-linear, inverse u-shaped relationbetween the level of democracy and growthof per capita income. Secondly, we showthat the impact of government spending oneconomic growth is higher in moredemocratic countries. Thirdly, wedemonstrate that the level of democracy andgovernment share of GDP are correlated in au-shaped manner.  相似文献

Abstract. Using Euro-Barometers 20 and 21, this research examines the role of economic discontent in promoting disenchantment with democracy in Great Britain, France, West Germany, and Italy. Both cognitive and affective economic evaluations have a strong effect on one's level of political alienation. Those who believe the government will have a negative effect on the economy in the future and those who are angry over their government's management of the economy are likely to be dissatisfied with the way in which democracy is working in their country. After these economic evaluations the factors most closely related to alienation are support for the parties not in the governing coalition and post-materialist values. Even with these items included, however, economic evaluations continue to dominate the model of political alienation.  相似文献

This study investigates the role that economicfreedom plays in economic growth and in the distribution in marketincome, the role of government policy in advancingeconomic progress and in promoting income equality, and the effectthat the rate of economic progress has on thedistribution of market income. 信息化对经济增长的影响主要表现在信息化投资和信息化资源利用两个方面,在核算ICT资本存量和建立Ubiquitous指数的基础上,需要将ICT投资和信息化的普及与应用纳入一个统一的框架进行分析.利用ICT增长模型对ICT投资贡献度以及网络外部性的计量分析表明,ICT投资对北京经济增长发挥了重要作用,ICT投资与普及应用之间的交互作用产生了明显的溢出效应和网络效应,从而进一步增强了ICT对经济增长的影响力.软件投资与硬件投资相比较,软件投资的作用更为显著,对北京经济增长的影响更大.  相似文献

Greater economic hardship is widely conceived as conducive to higher levels of majority hostility towards minority groups. Research in the classical social-psychological tradition as well as data on political trends support such a view. However, more recent survey and experimental findings cast doubt on the economic deprivation model of out-group hostility. O'Connell examines responses to sections of the European Social Survey that suggest that economic deprivation is still linked to out-group hostility, and argues that this position is contradicted by recent trends in anti-immigrant politics: electoral support for far-right parties has been more prevalent in wealthier and more materially secure societies than in poorer ones. He offers an explanation for this apparent paradox, suggesting that increased economic security has both direct and indirect effects on a society, and that these effects run counter to each other. As economic scarcity decreases, concerns over economic rivalry decline but new concerns related to integration emerge, particularly as the society becomes more attractive to migrants.  相似文献

本文基于1980~2007年北京的进口贸易和GDP的数据,利用EViews 6.0软件,采用协整检验、Granger因果检验、向量自回归模型等方法来研究北京市的进口贸易对经济增长的影响,结果表明北京市的进口贸易能够推动本市经济增长.因此,制定合理的进口贸易政策,大力发展进口贸易,是促进北京市经济增长的有效途径之一.  相似文献

Democracy and Economic Growth: A Meta-Analysis   总被引:3,自引:0,他引:3  
Despite a sizeable theoretical and empirical literature, no firm conclusions have been drawn regarding the impact of political democracy on economic growth. This article challenges the consensus of an inconclusive relationship through a quantitative assessment of the democracy-growth literature. It applies meta-regression analysis to the population of 483 estimates derived from 84 studies on democracy and growth. Using traditional meta-analysis estimators, the bootstrap, and Fixed and Random Effects meta-regression models, it derives several robust conclusions. Taking all the available published evidence together, it concludes that democracy does not have a direct impact on economic growth. However, democracy has robust, significant, and positive indirect effects through higher human capital, lower inflation, lower political instability, and higher levels of economic freedom. Democracies may also be associated with larger governments and less free international trade. There also appear to be country- and region-specific democracy-growth effects. Overall, democracy's net effect on the economy does not seem to be detrimental.  相似文献

This article represents an attempt to analyse the complex historical processes of political change in Western Europe in the context of an explicit frame of enquiry. It is concerned to establish not only that the past illuminates the present but also that conceptual rigour and the purposive use of analysis provided by a framework of general ideas is as much relevant to making sense of the past as of the present. The model is a deliberate simplification and, of course, open to refinement. Its virtue is parsimony; its purpose, to enable indentification of the predominant type of political organisation in a concrete political situation.  相似文献

政府绩效评价是公共管理及政府管理创新的前沿课题。作为一个全新的范畴,政府整体绩效评价具有典型的本土特色。社会主义历史条件下,我国地方政府整体绩效评价构成了民意表达的基本路径,具有民主导向与技术完善的双重功能。本文提出了政府整体绩效评价结果导向的理论假设,并依据既定的技术方案,基于独立第三方立场和公众满意度导向,利用2008年度针对广东省地方政府整体绩效评价及公众满意度调查的系统数据,检验理论假设的科学性与合理性。研究表明,我国地方政府整体绩效评价是公民对政府表现的综合评价,其过程承担民意表达的功能,其结果将成为民主政治发展和行政体制改革的内在动力。  相似文献

This paper addresses itself to a number of problems involved in the theorisation of family structures. A variety of existing sociological and historical approaches are criticised for methodological and conceptual inadequacies, and for their neglect of property relations as a crucial factor in constituting family structures. The paper develops the contention that family structures and their transformation can be understood only in relation to property rights and to the social relations of production. This theoretical orientation is explored with reference to changes in family organisation in western European history, paying particular attention to inheritance practices which are seen as mediating in a key way between the social relations of production and familial and kinship forms.  相似文献
