This article reviews patterns of peacekeeping and military intervention in the post-9/11 world. It argues that while Western states have become increasingly reluctant to engage in the types of humanitarian interventions they undertook in the 1990s, a new model of peace operations is emerging that lies in the middle ground between traditional United Nations peacekeeping and classical humanitarian intervention and combines elements of both. The emergence of this new generation of peace operations indicates that, despite the post-9/11 reluctance of Western states to intervene militarily for humanitarian purposes, there is continued momentum behind the normative shift away from an absolutist conception of state sovereignty and towards the view that the international community has a right and a duty to intervene in internal conflicts and crises.  相似文献

Myanmar's State Peace and Development Council touts the 2010 elections as an important milestone on the roadmap to democracy. While the consensus among scholars is that the result is a foregone conclusion, these elections may also mark the beginning of a transition. As a transition from authoritarian rule may lead to internal chaos and result in calls for external intervention, the relevant dimensions of intervention are explored. The capabilities, interests and approaches of key external players in the context of Myanmar are identified. Both India and China have capabilities and multiple interests in Myanmar. However, the India–China rivalry and the lack of consensus around the responsibility to protect the doctrines are identified as risk factors. In spite of its shortcomings, the ASEAN Regional Forum remains the most appropriate venue to explore possible responses in case of chaos in Myanmar, which would be a tough test of its aptitude and relevance. The forum should upgrade organizational and practical capacities to respond to major crises such as a hypothetical collapse of central authority in Myanmar.  相似文献

Abstract

The United Nations Convention on the Rights of the Child entered into force in 1990. It condemns child marriage, violence and discrimination against children and enjoins tutelage for their education and health. Implementing such principles in national legislation sometimes conflicts with local norms relating to respect for cultural and religious traditions. This was the case of Trinidad and Tobago, a multicultural and multi-religious society that legally sanctioned child marriage until 2017. The paper makes two unique contributions to the literature. First, using the literature on child marriage and the obligations under international conventions, the paper creates a child marriage conceptual framework with the main normative positions on child marriage. Second, using the framework, it explores the normative motivations underlying the domestic legal reform debates held in parliament between 2015–2017. The paper uses the conceptual framework to explain the transformations in the traditional positions of local religious and ethnic groups, provides evidence of norm penetration from the international to a local multicultural setting and furthers the literature on international human rights norm penetration and contestation.  相似文献

ABSTRACT

Libyan public administration has been shaped by Libya’s history, ideology, and economy. It has been negatively affected by the political changes occurring since independence in 1951, particularly Gaddaf’s distinctive initiatives, and by upheavals in the post-Gaddafi transition. Libya’s rentier economy has had its impact on public administration, particularly through its promotion of widespread public corruption. This article analyzes the history of Libya’s politico-administration system before describing the current administrative arrangement, identifying the essential factors that have given rise to those arrangements, and analyzing the contemporary characteristics of public administration that constitute the key future challenges Libya faces.  相似文献

Although role theory has been widely used in the field of foreign policy analysis, it has never been comprehensively applied to the study of Indian foreign policy. This article analyzes major foreign policy speeches of Indian decision makers in an effort to identify salient national role conceptions. In the second part of the article, it is shown how in the process of emerging international humanitarian norms, inherent tensions between different role conceptions become aggravated. Thus, Indian foreign policy makers find themselves in the middle of intra‐ and inter‐role conflicts. Taking the Responsibility to Protect and International Criminal Law as examples, the article examines the way in which decision makers have tried to mitigate and to evade conflicting role‐derived expectations.  相似文献

The survival of authoritarian regimes has for a long time been associated with the availability of rents derived from oil and gas. In particular, military oil regimes have been able to withstand the challenge of domestic opposition even at difficult times because these regimes could ultimately count on oil and gas revenues. As this article demonstrates, the Qadhafi regime had been particularly adept at surviving by using oil and gas rents. But there is a limit to what these rents can explain: in 2011 however the regime fell after a brief civil war, in which external forces played a central role. The role played by the European and NATO interventions points to the limits of the oil and gas rents. The changed distribution of international resources amongst domestic Libyan actors contributed to the rebels' victory, indicating that international factors should be better incorporated into studies of both authoritarian survival and democratisation.  相似文献

ABSTRACT

Literature on diaspora interest groups suggests that they exacerbate home-country conflicts by lobbying for hawkish interventions. However, studies fall short of understanding why diasporas support militarized interventions in home-country conflicts. Using original data on Libyan and Syrian pro-revolution activism during the Arab Spring, I demonstrate that extreme escalations in state repression, activists’ transnational ties, and norms supporting the “responsibility to protect” produced perceptions that militarized interventions were necessary countermeasures to mass killings. Overall, analyses of diasporas’ orientations to home-country conflicts should account for annihilative threats to populations at home, diasporas’ relations with those on the ground, and humanitarian intervention norms.  相似文献

Using the Regional Security Complex Theory and developing its regime-related dimension, this article analyses the involvement of external powers in Arab Spring conflicts. Libya, Syria and Bahrain are used as case studies showing that Western support for the incumbent regime or for its adversaries was not based on a choice between democracy and authoritarianism. Rather, it was motivated by a pattern of amity and enmity inherited from the Cold War period. The surprising survival of this pattern was due to the three authoritarian regimes’ inability to reform; to the ensuing preservation of their Cold War era perception in the West; and to Russia's new availability as an external patron. Consequently, the article argues that the Arab Spring can be perceived as the last, belated episode of the Cold War. However, its political consequences put an end to the last features inherited from the pre-1989 period and open a new Middle Eastern era.  相似文献

This article examines the evidence for a putative Obama Doctrine. Its main finding is that a Doctrine is identifiable and is characterised by a modus operandi deriving its strength not from what it threatens to do but from what it offers: a calibrated, multilateral response to egregious humanitarian crises. This nascent Doctrine is identifiable in three main ways: first, it is an attempt to clarify and institutionalise a response to the massive human rights violations that have typically engendered little or no action on the part of the USA. Second, it seeks to recast a series of false choices which have historically compelled an uncomfortable commitment to stability rather than the pursuit of reform. A third defining element concerns the practical application or operationalisation of this philosophy. While adding clarity – specifically in terms of identifying how and when to act – the Obama Doctrine is very broad indeed, raising concerns about both content and articulation.  相似文献

Why was China responsive to regional organisations’ call for intervention in the case of the Libya crisis, where it supported sanctions and an International Criminal Court referral, and acquiesced to a no-fly zone, but unresponsive to pressure from regional organisations for intervention in the Syria crisis, issuing repeated vetoes instead? Using interviews and other primary data, this article explains the variation by highlighting that China is most responsive to regional organisations when these groups remain cohesive, congregate around the same policy position and when they publicly criticise or isolate China.  相似文献

This paper analyses anti-corruption efforts in post-conflict Liberia. It highlights citizens’ views on the definition of corruption and argues that, in the past, anti-corruption efforts have often focused on institution building and formal justice mechanisms without sufficient understanding of accountability dynamics on the ground. Anti-corruption approaches in Liberia have only nominally examined whether there is a shared understanding of what ‘corruption’ is and why it is regarded as a problem. The paper examines the social norms and perceptions that underlie understandings of the term corruption. It argues that the international community may have overlooked the fact that ‘corruption’ has become an all-encompassing term that masks a myriad of differing priorities and concerns. The authors posit that ‘accountability’ may be a more useful lens for those actors hoping to improve governance in these contexts.  相似文献

Although there is substantial research on the consequences of smoking and the economic loss resulting from tobacco use, there is a scarcity of work on the enforcement of smoking ordinances at the local level. As municipalities around the country pass ordinances restricting smoking in public places, research should be conducted to understand enforcement outcomes. This article examines the management concepts being employed by managers in the enforcement of smoking ordinances. This article shows that management concepts are salient in policy enforcement and are employed to manage smoking enforcement ordinances. The theory of social norms is used to explain this phenomenon.  相似文献

This article is a largely constructivist revisit to the crisis of confidence between Iran and the West. It strives to investigate the chief historical, cultural, ideological, and identity‐related, as well as geostrategic factors, involved in postrevolutionary Iran‐West relations, and how they have caused an almost solidified sense of fear, suspicion, and mistrust between the two. The contemporary major areas of conflict the study delineates are (a) the human rights issue, (b) Iran's nuclear program, (c) Iranian‐Israeli hostility, and (d) the U.S.‐led wars in Afghanistan and Iraq. The article concludes that the restoration of mutual confidence requires a structural overhaul of both sides' ideological attitudes and political practices toward each other.  相似文献

The article focuses on Central and Eastern European (CEE) countries' experiences related to Afghanistan, Iraq and Libya, three non-European theatres of Western military operations, in predominantly Muslim lands, in the decade between 2001 and 2011. CEE countries readily became involved in two of these foreign missions (Afghanistan and Iraq) because of their deep ties to Western politico-economic structures, without direct security interests compelling them to do so, but not without normative convictions regarding what were seen by them as virtues of the two missions. In Libya, however, they were reluctant to join the Western intervention. In light of this, the article is interested in examining how political elites within the region relate to the generally constrained security policy agency that they have. A key argument advanced is that such agency may be located in how external hegemony is mediated in elite discourses of threat and legitimacy construction. This as well as the three case studies outlined in the article show that the seeming changes in CEE countries' behaviour in fact boil down to a simple set of rules guiding their behaviour. Having identified this “algorithm” as an implicit pattern of CEE foreign policy behaviour, originating in the intra-alliance security dilemma within the North Atlantic Treaty Organisation (NATO), the article formulates its conclusions about the alliance policy of these countries largely within a neorealist framework.  相似文献

Abstract

Europe has been the preferred operational area for Middle Eastern terrorist groups—some 418 attacks from 1980–1989. Unlike European Marxist revolutionary or separatist terrorist groups, the Middle Eastern groups present Europe with a regional security problem. The most dangerous element in this Middle Eastern terrorist threat is the state‐sponsored activities of Iran, Libya, Syria, and Iraq. These countries provided the fuel for a decade of Middle Eastern terrorist bloodshed in Europe. Given the problems of solving the various political conflicts and feuds in the Middle East and the continuing attractiveness of Europe as a substitute battlefield for Middle Eastern terrorist elements, the threat of Middle Eastern terrorist activity in Europe should continue into the 1990s.  相似文献

This article offers three arguments outlining the Asian Infrastructure Investment Bank's significance and to help policy planners navigate the complex relationship between China, the Bank and themes of sustainability. First, there is little uncertainty that China is serious about development and sustainability. The Asian Infrastructure Investment Bank is but one extension of China's increasing commitment to sustainability and should therefore be embraced by development stakeholders. Second, the Asian Infrastructure Investment Bank's commitment to infrastructure development complements other multilateral development banks and should not be considered a challenger to the existing order of development lending practices. Rather, China's interest in establishing the Asian Infrastructure Investment Bank points to competitive pluralism and poses no threat to the existing international order. Finally, the Asian Infrastructure Investment Bank's sustainability guidelines are not unique and fall in line with similar policy of other large development banks. The Asian Infrastructure Investment Bank therefore reinforces sustainability norms while posturing itself as a partner for development.  相似文献

This study investigates how an institutional exogenous change interacts with professional norms in relation to behavior in public organizations. We test how a new grading scale introduced in 2007 changed grade point averages and pass rates at two university departments. Data consist of register data on grading between 2004 and 2010. We find that the new grading scale both increased grade point averages and pass rates and halted the negative time trend in these variables. These effects are even greater for exams with an external examiner. The main conclusion is that grading systems affect grading both immediately and over time.  相似文献

China's performance regarding nuclear nonproliferation has experienced a tremendous change. From 1963 to the present, China dramatically moved from opponent of to proponent for nuclear nonproliferation. This literature only pays attention to this phenomenal change, without delineating the incremental stages in different phases that comprise the overall change. This article breaks down the overall change into four incremental shifts and specifically explains each of them. Close examination shows that these shifts were driven by different motives. The analysis leads to the conclusion that China's preferences in its nuclear nonproliferation decision making are driven by rational concerns.  相似文献

In this paper, Ken Booth's concept of strategic culture is drawn on to examine India and Pakistan's nuclear policy options/policies. The thrust of the argument is that the perceptions of India and Pakistan's strategic insecurities as interpreted by their security managers, through the prism of their strategic cultures, have, in conjunction with material, domestic and technological factors, defined their nuclear trajectories. In framing the argument, although appreciative of the material (realist) realm, attention is drawn simultaneously to the inter-subjective (constructivist) realm, namely, that productions of insecurities are also ‘cultural’. This constructivist line of analysis, which draws attention to culture ‘as both a source of insecurity and an object of analysis’ in international relations, has implications on the future of a nuclearized South Asia.  相似文献

This article is based on the assumption that norms can help better understand one of the expressivist aims of transitional justice, that of building a new narrative about the past. The main argument is that focus groups, as an interactive method of inquiry, are well suited to investigating how this “judicial” narrative interacts with the official and dominant war narrative in Croatia. Focus groups are more adept at this than other methodological approaches since they can effectively reflect independence of opinion; they lead to more truthful answers through spontaneity; they effectively probe taken-for-granted concepts; and they can more easily overcome distrust in post-conflict societies, especially with ex-combatants. The approach faces new challenges in such a situation since recruitment problems, insider/outsider status, and post-traumatic stress disorder, among other ethical concerns, present problems that often arise due to the group process. The powerful and unpredictable effect of the group dynamic can, therefore, provide a deep exploration of social norms, but it can also cause significant upset among participants. In this instance the methodology explores how widely accepted the war narrative is, how it is constructed, and how important the public believes it is not to question it.  相似文献
