The Egyptian state’s policy of dispatching trained Egyptian professionals, primarily educational staff, across the Arab world rarely features in analyses of Egypt’s foreign policy under Gamal Abdel Nasser. This article relies primarily on newly declassified material from the British Foreign Office archives, unpublished reports from the Egyptian Ministry of Education, and an analysis of related articles in three main Egyptian newspapers (al-Ahram, al-Akhbar, al-Jumhuriya) in order to provide a detailed reconstruction of regional migration’s importance for Egyptian foreign policy. It debunks the conventional wisdom that Egyptian migration became a socio-political issue only in the post-1973 era, arguing that the Nasserite regime developed a governmental policy that allowed, and encouraged, Egyptians’ political activism in Libya, Syria, Yemen, and the Persian Gulf according to state foreign policy priorities in the 1952-1967 period. By presenting a cache of archival material in analytical and critical context, this article offers concrete evidence of how migration buttressed Egypt’s regional ambitions under Gamal Abdel Nasser.  相似文献

The history of Israel's turbulent relations with the Eastern bloc nations during the Cold War has one exception, Romania. Unlike other Warsaw Pact members, Romania did not sever relations with Israel following the 1967 war. Central to these relations was Romanian Communist leader Nicolai Ceausescu, who managed to establish himself as an important figure among both Arabs and Israelis. This article will examine Romanian–Israeli relations during the 1970s and especially Ceausescu's role in the Egyptian–Israeli peace negotiations. Recent Israeli and some Romanian documents released from the Israeli State Archive and the Begin Centre reveal much about Israel's attitude towards Romania and Ceausescu's involvement in the Middle East, and serve to shed light on a heretofore neglected aspect of Israeli foreign policy. Some of the main issues to be addressed are Ceausescu's influence on Egyptian and Israeli decision makers, Israel's prime motives in maintaining a close relationship with Romania, the importance of Romanian Jewry's position to Israel's policy vis-à-vis Romania and the extent to which these relations represented a back channel that facilitated some contact with the Kremlin. All these will be examined against the larger backdrop of the Cold War and the Arab–Israeli conflict.  相似文献

This article tries to shed light on Turco-British relations in the early Cold War era. It focuses on the two states’ cooperation in Middle Eastern defence, as well as their interactions with Egypt and Greece. Immediately after the Second World War, the Soviet Union and communism were accepted as common threats directed against Turkey, Greece, Britain, the entire Western camp and a broad range of Middle Eastern countries. Washington and London were in search of alliances with regional actors; however, due to the anti-Western attitudes of Egypt in particular, and the anti-Israeli attitudes of the Arabic realm in general, the West was not satisfied with the defence system established in the region. In regard to the relations between the four abovementioned states, while Turkey and Britain joined forces against the Egyptian cause in the Suez issue and the Greek cause on the Cyprus issue, Greece and Egypt sided with each other against the British positions.  相似文献

This article examines Japan’s search for a more active international role in the Korean peninsula after the Cold War. It argues that Japanese foreign policy toward the Korean peninsula after the Cold War has continued to exhibit a reactive posture due to several important constraints. The United States has remained an important factor in shaping the Japanese foreign policy agenda in the post-Cold War era. Moreover, the Japanese domestic political environment, despite the dramatic political realignment after 1993, has continued to favor a nonmilitary Japanese role in world affairs. Finally, the lingering Korean mistrust toward Japan has hampered Japan’s bid to increase its political profile. Consequently, these constraints ensure that Japan’s independent role in the Korean peninsula will be rather limited in the foreseeable future.  相似文献

There has been much debate about whether the US and Russia are locked in a new Cold War, but much less attention as to how the term is used in Russian political discourse. Through a close analysis of public statements, I analyze how the Cold War narrative has been used in the Russian public space since 2014, and assess how the “resuscitation” of the Cold War paradigm has been used by Moscow’s political elites, in order to discuss its impact on foreign policy. I document a distinct shift in Russian policymakers’ use of the term in 2016 and trace this shift to domestic political considerations.  相似文献

Turmoil in the Taiwan Strait addresses Ambassador Wellington Koo's role in Chinese foreign policy from 1953 to 1956 and his relevance in the larger Cold War context. In particular, it focuses on Koo's involvement in the 1954 Sino-American Mutual Defense Treaty and the 1955 Dachen Islands Crisis. This paper argues that, although Koo accomplished a fair amount during this time, he would have encountered fewer professional obstacles had he not represented Chiang Kai-Shek, who had become a controversial figure by the mid-1950s. At the same time, one can conclude that Koo creatively used media and meetings with statesmen abroad to shore up support for the Republic of China during this turbulent decade. This article attempts to provide another perspective on Koo, who has traditionally been understudied in the West. Furthermore, this work seeks to add a meaningful contribution to the historiography on cross-strait relations—particularly in the contemporary era.  相似文献

Americans often remark that 9/11 changed their nation forever. Conservatives rarely note, however, that the attacks also changed the effort at conservative reform that began with the election of Ronald Reagan in 1980. Reagan preached strength in foreign policy but rarely used force to fight the Cold War. On the home front, Reagan pursued neo-liberalism within the limits of political prudence, under the influence of neo-conservative ideology among other factors. Reagan's Republican successor George W. Bush has used force in pursuit of democratic nation-building while expanding the American welfare state at a pace not seen since the 1960s. If elected, Bush's opponent, Senator John Kerry, might face a Republican Congress and thus gridlock on domestic policy. Kerry also favors a more realistic stance for the nation in foreign affairs. Ironically, the revival of the Reagan legacy of conservative reform may hinge on the defeat of the Republican incumbent, a defeat that could open the possibility of reclaiming Reagan's party for the cause of limited government and individual liberty.  相似文献

美国在冷战时期对华侨华人的文化冷战是冷战国际史学界最新的一个研究领域,是美国对外宣传史、华侨华人史、中美关系史三个领域交叉的产物。美国对华侨华人的文化冷战经历了从中国政策向东南亚政策的转变,以香港美国新闻处为核心宣传机构实行遥控指挥,并把《今日世界》杂志为代表的书刊纸媒作为主要传媒手段。美国对华侨华人文化冷战的主题和项目主要集中在四个方面:利用传统文化促进台湾声誉,利用文学作品进行反共宣传,用华裔美国人的形象宣传美国价值观,和台湾合作与中国大陆争夺侨生教育。美国对华侨华人的宣传主要并不集中在对政治、外交事件和美国政策的报道和阐释上,而是把重点投注在意识形态、价值观和情感的塑造上,其根本观念以及核心的宣传思路是直接诉诸塑造华人身份认同,把冷战意识形态建构为华侨华人身份认同的一部分,此举于今仍有影响。研究美国对华侨华人的文化冷战,对认识和理解当前的中美关系和大国竞争态势可以提供一定的镜鉴。  相似文献

This article examines Chinese nation building in the post-Cold War era from the perspective of foreign policy. It focuses on the role of Japan and the United States as significant “Others” in Chinese leaders’ construction of three major variants of Chinese national identity: as a victim (past), as a developing country (present) and as a great power (future). The article argues that Japan occupies a primary place in the enactment of the past aspect of Chinese identity, while the US plays a major role in its present and, especially, future aspects.  相似文献

This study, applying an international system-centered approach, represents a modest attempt to analyze Beijing’s official perception of the change in the international system from the Cold War bipolar confrontation between the United States and the Soviet Union to a new post-cold war multipolar world, and to examine China’s foreign policy adjustment in recent years. It argues that Beijing’s perception of a multipolar system is a matter of normative truth rather than an empirical or analytical assessment. Because the multipolar system is its goal, Beijing “perceives” it. While working hard to encourage a multipolarity, Beijing in fact finds a unipolar reality in the post-Cold War era and has accommodated to it through its foreign policy adjustment. With the dramatic changes in the international and domestic environment, the African National Congress (ANC) has been faced with reconciling the policies of liberation with those of a political party. In response, the ANC has taken up a series of positions representing a new foreign policy outlook, one which takes cognizance of both the changing international environment and the ANC's new role as an emergent political party on the verge of taking power. This paper will investigate this transformation of ANC foreign policy by first examining the broad outlines of policy during the period of the liberation struggle; secondly, looking at the nature and effect of the crisis induced by both the end of the Cold War and the implementation of the South African government's radical reform programme; and finally, examining the preliminary contours of a new foreign policy as the organization emerges out of the transitional period and into the role of governing power.  相似文献

After the end of the Cold War and unification, Germany's role in the international system underwent a fundamental change. The so-called Berlin Republic developed a new strategic culture, relaxed its stance on the use of force and put its interests forth in a more self-confident way. These developments mark an essential change and renunciation of many norms and principles, which dominated German security policy until the end of the Cold War. Hence, the question arises if the concept of Germany as a ‘civilian power’ is still valid. The adaptation to the new security environment and the development of new ambitions is reflected in a far-reaching reform of the German armed forces. As an instrument of German foreign policy, the foremost task of the Bundeswehr is no longer territorial defence, but international conflict prevention and crisis management. Bundeswehr reform, however, is not matched by sufficient financial means, and so remains imperfect and problematic.  相似文献

This article examines the post-Second World War regionalization and internationalization of public health by focusing on the 1947 cholera epidemic in Egypt. We argue, first, that for the Egyptian medical profession, the epidemic served as an opportunity for both anti-colonial critique and soul-searching and self-criticism: it attested to the poor medical condition of the Egyptian countryside and the work required to ameliorate it. Second, we place the Egyptian epidemic in its regional context. We show how travel restrictions affected the mobility of people and merchandise between Egypt and its neighbours, as newly formed borders were solidified, crossed or transgressed. At the same time, the epidemic served as an opportunity for Arab solidarity. Finally, the since epidemic erupted during the short term of the WHO’s Interim Commission, Egypt served as the WHO’s first testing ground, helping to prove its capability to mobilize medical assistance, disseminate medical alerts and negotiate the abolition of quarantine restrictions. The epidemic, moreover, erupted against the background of renegotiation of international sanitary conventions, which historically placed cholera and the Muslim pilgrimage to the Hejaz at their centre. The source of the epidemic in a British military base and Egypt’s ability to contain the epidemic resonated with on-going debates over international travel restriction, international health policies and local sovereignty. The 1947 cholera epidemic was thus, a defining moment in the emerging relationship between international organizations and the decolonizing world.  相似文献

The Colombo Plan and Point Four program were programs that provided technical and economic assistance to the newly independent countries of Southeast Asia. They represented Commonwealth and American attempts to promote economic development in the region. This paper will investigate how these policies, which were framed by US policy‐makers and academics, were adopted in Australia. In so doing, it will demonstrate the ways that development was perceived as an important consideration in the foreign policies of both Australia and the United States. It will also examine the place of these programs in the Cold War and postcolonial world of the 1950s. As this paper will show, the interaction of these factors would affect Australian foreign policy for decades to come, revealing much about the complex nature of the Australian‐American relationship.  相似文献

Frederic Eggleston was a prominent public intellectual whose reflections on international relations constitute one of the most important records by an Australian liberal thinker during the first half of twentieth century. Eggleston wrote extensively, and hopefully, about the capacity of international organisations to discipline the behaviour of nation-states; but his hopes were tempered in his writing also about the descent to wars, including the early Cold War period in which his support for American foreign policy grew stronger. His liberal outlook was also informed by his sense of Australia's Britishness, Australia's location in the Pacific, and Australia's future relations with Asian countries.  相似文献

Following the June 1967 Six-Day War, the Soviet Union and Britain invested significant efforts in rehabilitating their relations with the Arab countries, notably Egypt. While both supported the withdrawal of Israel from the Arab-occupied territories, the two countries differed over the nature of the settlement. Still, at the UN Security Council, the Soviet Union supported the British draft resolution for solving the Middle East conflict. Cold War interests and competition over influence in the Middle East, however, led the Soviets to launch a public campaign against British policy in the Middle East and prevented the two countries from joining efforts to bring about a breakthrough in the Arab–Israeli conflict.  相似文献

The Nixon Doctrine, which devolved US troops from direct involvement in Asian conflicts but gave priority to military sales and economic assistance, was considered by some commentators to be an inefficacious foreign policy approach that did little to serve US interests in Asia during the Cold War. Using Singapore as a case study, this article demonstrates that Richard Nixon's foreign policy approach improved US‐Singapore relations significantly from 1970 onwards. After a period of flirtation with the Soviet Union during 1968–72, Singapore came to be labelled a “good Nixon Doctrine country” by the US government in 1973. Through the sale of US military equipment and economic assistance, Singapore and the US cultivated bilateral ties that endured after the withdrawal of American troops from Vietnam in 1973 and the fall of Saigon two years later.  相似文献

二战后朝鲜半岛成为冷战的前沿阵地,美国为了执行冷战反共的战略,需要韩国有一个强大的政府和稳定的政局。美国还帮助韩国实现了军事现代化,极大地提高了军队的社会政治地位,栽培扶植了一批韩国新军人。这些军人以全斗焕等韩国陆军士官学校的毕业生为代表,建立秘密军事集团"一心会"。这支新军部集团在冷战的背景下迅速壮大,抓住朴正熙遇刺事件的时机,通过一次次政变夺取军权、政权,打击社会民主力量,最终从冷战的工具成为韩国的统治者。当冷战缓和、终结,民主力量壮大的时候,韩国威权统治也就到了终点。  相似文献
