This paper considers two aspects of historiography about the 1967 Arab–Israeli war – American and Soviet foreign policy in the region – to better appreciate the Soviet role in the outbreak of hostilities, as well as how the war concretized the USA–Israel ‘special relationship’ and weakened American–Arab relations. Relying especially on research from the Lyndon Johnson Presidential Library and Foreign Relations of the United States (FRUS), this paper argues that Soviet officials had little interest in pursuing measures to prevent war during the prewar crisis because the situation promised to undermine American interests in the region.  相似文献

The outbreak of the Arab revolt marked the start of the continuous economic decline of Jaffa, which hitherto had been known as an outstanding and flourishing economic centre. The decisive factor that highlighted above all others the city's economic deterioration was the decline of its port. This carried notable moral implication for the Arab public, as Jaffa port, the city's symbol and legacy, was deemed a national emblem and a foundation stone of the Palestinian Arab economy. Its decline from 1936 onwards instigated a bitter struggle to restore it to its halcyon days. The article examines the measures taken by the local Arab leadership bodies and by the Arab Higher Committee to resurrect the port and its status, from the outbreak of the 1936 disturbances until the war that broke out in 1947.  相似文献

This article examines the historical role of the League of Arab States in regional security through the prism of order and sovereignty in the Arab states system. It argues that the League is a product of the dilemma between state sovereignty and Arab nationalism that beset the Arab regional order for decades. Strained by role conflict, Arab rulers opted for a weak inter-regional organisation that they subsequently undermined, exploited or promoted for statist purposes. However over time, the consolidation of state sovereignty and the decline of pan-Arabism have led to the emergence of a more stable regional order. This creates more opportunities for the development of a collective security framework, in which the Arab League could play an important role.  相似文献

The 1948 war resulted in a sweeping spatial transformation of areas included in the bounds of the newly formed Jewish state, including that of the western Jerusalem. Arab neighbourhoods were almost totally depopulated during fighting and shortly after resettled by Jews, most of which has been war refugees from Jerusalem's Jewish neighbourhoods or newly arrived immigrants. The effect of war on human spatial structures is in many cases abrupt and sweeping. Yet, due to the limited use of heavy weaponry by both belligerent sides, the damage to built-up structures and infrastructure systems was not inclusive. Repopulation of former Arab areas by Jews was of large scale and carried out by different local and national institutions. Yet it seems as in many cases it was personal initiatives, especially of war refugees that sought for alternative housing that had a crucial effect over the newly formed settlement pattern. One way or another, the spatial structure of Jerusalem that was formed in decades of urban dynamic development was drastically transformed after a short period of fighting between December 1947 and early 1949, that affects the spatial structure of Israel's capital city until now.  相似文献

The Great Iraqi Revolution of 1920 was actually a series of local, mostly Shi‘ite, uprisings against the British forces which had occupied Iraq during the First World War. Even though it was squashed by the British, it has been established since then in the Iraqi collective memory as a war of independence and a formative event of Iraqi nationalism, symbolizing the unity of the Iraqi people, their solidarity and patriotic spirit. This article tries to show how the Great Iraqi Revolution was commemorated and remembered through time in order to provide better understanding about how Iraqis see themselves and their past.  相似文献

Discussions surrounding sectarian relations in Iraq have often been reduced to extremes of either overemphasising the Sunni-Shiʿa divide to a near Manichean level or, the other extreme, reducing them to the point of irrelevance in Iraqi history and society. This paper challenges both views and attempts an examination of the dynamics of Sunni-Shiʿa relations in Arab Iraq and how these interact with Iraqi nationalism. As will be shown, sectarian identity advances and recedes depending on wider circumstances, often at the expense, but not to the exclusion, of national identity.

The post-2003 period in general and the civil war of 2006–2007 in particular offer us a wealth of highly charged sectarian discourse in the form of songs, poems, speeches and publications. I have relied on a considerable sample of such forms of public discourse to analyse the rising salience of sectarian identity in the period under consideration in a broader attempt at analysing the dynamics of Sunni-Shi‘a relations in Arab Iraq generally. It will be seen that sectarian relations are dynamic and responsive and that civil wars are not necessarily the end of the process; rather, in some cases, sectarian civil wars are merely a violent stage which many mixed communities around the world — including Iraq perhaps — have unfortunately gone through.  相似文献

One of the gravest outcomes of the period of the Arab revolt was the heavy economic damage caused to the Arab community. Jaffa, which suffered greatly in the years 1936–1939, sought to rebuild and restore the city to its status as a leading economic center in Palestine. This need intensified still more with the outbreak of the Second World War. Hence, it was in Jaffa's evident interest to bring about an improvement in relations with Tel Aviv and with Jews generally. Problems regarding the proper management of economic life in wartime exercised the Jewish settlement also; therefore, Jewish–Arab cooperation steadily grew in this period. The article gauges the measure of this cooperation and the nature of the ties that consolidated between Arabs and Jews during the war. The situation of Jaffa and Tel Aviv serves as a test case well exemplifying the force of the subsequent change in relations between Jews and Arabs in Palestine.  相似文献

After the June 1967 war, Iraqi President ’Abd al-Rahman ’Arif and Prime Minister Tahir Yahya broke diplomatic relations with Washington and began signing strategic economic agreements for oil development with France and the Soviet Union. On 17 July 1968 their regime was toppled by a coup initiated by members of the Ba?th Party and a group of military officers. Just 13 days later in another coup initiated by the Ba?th, the officer leadership was deposed. This article examines Washington's reaction to the two coups and the indications of the western orientation of the short-lived regime that ended on 30 July. It also reveals findings that support the claim of American involvement in the overthrow of ’Arif.  相似文献

The renowned Egyptian journalist and commentator Mohamed Hassanein Heikal (b. 1923) is arguably the doyen of Arab writers critical of the United States. Heikal's career as an author spans more than half a century and his access to regional and international audiences has been greatly enhanced in recent years by his regular appearances on the al-Jazeera television station. Drawing on Heikal's extensive published work, this paper offers a detailed treatment of his views on US politics, society and especially foreign policy in order to highlight the elements constituting the image of the United States that he projects. The article argues that Heikal’'s critical representation of the United States has been central to the discourse of Arab nationalists since the late 1950s and their reconstruction of Arab nationalist ideology along anti-American lines. It further argues that Arab nationalists and Islamists subscribe to essentially the same critical reading of the United States and its foreign policy, especially towards the Middle East. Because intellectuals help shape public opinion, this convergence of views between nationalists and Islamists represents a principal source of the negative image of the United States among Arab publics. Understanding the discourse of Arab intellectuals is thus instrumental for comprehending Arab views of the United States. The Arab Spring, with its tribulations and promises of change, brings an urgent need to properly understand and contextualize the discourse of Arab intellectuals, both nationalists and Islamists.  相似文献

Since coming to power in 2000, Russian president Vladimir Putin has tried to construct a narrative of regaining Russia's status as a major global power. However, in practice the Kremlin has yet to create a coherent strategy or achieve a sense of a co-ordinated foreign policy. While North Africa has not been at the forefront of this narrative, recently Moscow has intensified its diplomatic links and cooperation with the regimes in the region. The Arab Spring presented Russian policy makers with a series of challenges regarding the uncertainty of the developments in the region, but also with renewed economic opportunities. This profile analyses Moscow's relationships with the countries in North Africa (Libya, Egypt, Morocco, Tunisia and Algeria) in the wake of the Arab Spring. In each case the Kremlin aimed to take advantage of the new opportunities without really being guided by an overarching strategy for the region. However, Russia increasingly seems to be keen to position itself in the region as an alternative to the EU or the US, not least in light of the current war in Ukraine.  相似文献

Abstract

Since 1948/1949 The International Committee of the Red Cross (ICRC) has been synonymous in the Arab–Israeli context with processes of exchanging prisoners and caring for human lives. After the 1967 war the ICRC changed in status from that of a mediator to that of the executive arm of larger forces. The processes leading to the partial demise of the ICRC are clearly identified in retrospect. It has to do with the asymmetry of perceptions between Israel and the organisation. Israel did not agree to the application of the Fourth Convention in the territories. The ICRC believed that this population fell under the Convention and therefore under the ICRC. Furthermore, the ICRC failed in getting the Israeli POWs back home, especially after the conclusion of the War of Attrition in 1970. The resulting feelings eliminated in the Israeli decision makers' minds the role that the ICRC saw for itself in future POW exchange deals. After the 1973 war the ICRC would lose its position as a negotiator, leaving that arena to other international actors.  相似文献

The protracted Iraqi-Kurdish conflict has plagued the country since the creation of Iraq in the 1920s. Iraqi-Kurdish relations are dominated by the clash of two contradictory nationhood projects: Kurdish and Iraqi. The Kurdish nationhood project was constructed with the perspective that the Kurds as a nation, could qualify for but is deprived of, achieving nation-state status. Based on the Kurdish project, Kurdistan and Iraq consist of two separate homelands: the Arab part of Iraq, which is part of the greater Arab homeland, and Iraqi Kurdistan which is part of the Greater Kurdistan region.  相似文献

The Arab–Israeli wars since 1948 resulted in several peace treaties between Israel and its neighbours brokered by the US, the Soviet Union and European countries in an attempt to achieve a just and lasting peace settlement in the Middle East. All efforts however proved ultimately futile, with the resumption of war several years after each peace treaty had been signed. For example, after the Six Day War of 1967, all parties agreed to accept a peace treaty based upon United Nations Resolution 242. However, six years after the tabling of the resolution, war broke out again on October 1973. Another long process of peace settlement ensued which culminated in the Camp David Accords, brokered by President Jimmy Carter. These peace accords, signed between President Anwar Sadat of Egypt and Menachem Begin of Israel on 17 September 1978, led directly to the Israel–Egypt Peace Treaty of 1979. Despite its success, the 1979 treaty yet again failed to achieve the just and lasting peace settlement that had been expected. In all these treaties, the core issues of the conflict, such as the Palestinian refugee problem and the status of East Jerusalem, failed to be resolved. This article examines the British attitude and perspective towards the peace settlement after the 1973 war, focussing on the proposal for an International Peace Guarantee and the initiative of the Euro-Arab Dialogue. Based upon declassified archival records of the Foreign and Commonwealth Office available at the National Archives in England, it unveils the attitude of the British government towards the UN Resolutions as well as its collective initiatives with the European Community to establish a just and lasting peace settlement in the Middle East.  相似文献

After a review and brief history of the Arab American community, a detailed overview of the research and writings done on Arabs in the United States is presented, which includes references to two early Arab arrivals to the United States: Estevanico and Hadj Ali (Hi Jolly). These two pioneers are mostly ignored by the Arab American community (as well as researchers on that community) but should be embraced and celebrated. An assessment of the writings on Arab Americans finds that few books and dissertations were written before the 1970s when a surge in interest in this topic became obvious. The concluding section includes sixteen observations and recommendations. Among these is the fact that there has been hardly any research done on the rich materials available in the early Arab American press, as both the Arab American community and researchers on this community have focussed on the present, almost completely ignoring the past and/or possible future planning. This has resulted in the undermining of the main goal of Arabs in the United States to feel and to be viewed as full members of American society and body politic.  相似文献

Fifty years after the British departure the future of South Arabia or South Yemen is just as uncertain as it was on 30 November 1967, when the People's Republic of South Yemen (PRSY) came into existence. The old order was swept away in the revolutionary tide of the mid- 20th century to be replaced by a Marxist state. Yet, within less than 23 years the new order was undermined by unresolved issues inherited from South Arabia and led to an ill-prepared union with the Yemen Arab Republic (YAR) in 1990. Today, after over two and half years of war, Yemen is fragmenting and one outcome might be the return of a southern state which will have to confront the same unresolved issues. Are southerners Yemenis or South Yemenis? Can institutions be created to overcome tribal and regional differences with the South? Can a viable economy be created in a country with so few natural resources? This article provides a history of the region and the conflicts of the last 50 years, along with a consideration of the present situation and a discussion of the enduring issues.  相似文献

After more than a decade of brutal civil war, which is still not resolved and has left Syria divided in thirds, regional states welcomed President Bashar al-Assad back into the fold in May 2023. The Arab League's decision to reinstate Damascus's membership was the culmination of a slow and fitful process that accelerated when Saudi Arabia took the lead. Still, it is too soon to know whether and how Syrian normalization will evolve beyond its Arab core, especially due to the West's continued sanctions regime. This article analyzes how the evolution of the Syrian crisis, the changing calculus of Arab powers, and American inaction have contributed to Assad's rehabilitation. In conclusion, we consider four areas that will determine the next phase of the normalization process.  相似文献

This article addresses the complex identity of Israel's Palestinian Arab citizens from an atypical perspective: through manifestations of their material culture. The cultural expressions that will be examined are objects from the past and objects that relate to the past, particularly to the rustic Palestinian life profoundly destabilized by the 1948 Arab–Israeli war. These objects, displayed in the homes of some of Israel's Arab citizens, are interpreted by contemplating their design, the design of their environment, their relationship to other objects, and their placement within the domestic sphere. Our study is animated by the desire to sketch a cultural portrait of Palestinian Arab Israelis, as well as by a methodological interest in interpretations based on a socio-architectural reading of objects.

This article reveals the various layers of meaning within these nostalgic displays in all their diversity, and will discuss at length their uniqueness, which is linked to the past traumas and present difficulties of Israel's Arabs. Our main purpose is to develop a line of thought whereby objects that express nostalgia are understood as the embodiment of a consciousness that is characteristic of the present.  相似文献

While the October 1973 War has been studied from many angles, the Iraqi–American perspective has never been fully investigated. During this war the Bacth regime in Iraq felt compelled not only to send forces to the front, but also to harm American oil interests. As Washington was trying to mitigate the militant situation and prevent the imposition of an oil embargo, Baghdad continuously adopted a confrontational anti-American, anti-Israeli stance. This article uncovers evidence to show that while the Bacth regime did indeed attack American interests, it only did so in ways that would not endanger Iraqi stability and economic interests. The article is based mainly on US National Archives documents, as well as on Iraqi sources.  相似文献
