In recent years new modes of regional governance such as peer review, policy networks, and multi-level governance, have emerged not only in the European Union but in other regions such as the Asia Pacific. This article explains the rise of these new modes of governance in terms of the framework of regulatory regionalism. It suggests that these new modes of governance constitute distinctive forms of regionalised governance within the state. Hence emerging practices of regional governance are not above the national state, but instantiated within it. Just as much as the national territorial state was consolidated over the nineteenth and much of the twentieth century, the twenty-first century is likely to see the consolidation of new forms and practices of regional governance in which the ‘regional’ becomes incorporated within the political space of the state.  相似文献

This article serves as a tool to set the scene in this special issue on the manner in which the European Union (EU) engages transnational policy networks (TPNs). It paints a canvas of the main themes to be treated in articles that span a variety of thematic areas. Six main lines of inquiry are developed to better feed into the various themes covered by the specific articles. The lines of inquiry used include modalities or ways in which the EU influences TPNs around the world, TPNs’ influence of policy and decision-making within the EU, conditions under which engagement between the EU and TPNs can be considered successful, the identity and location of the TPNs, and the utility or otherwise of an EU strategy to weaken or strengthen engagement with TPNs.  相似文献

Transnational policy networks (TPNs) are attracting greater scholarly interest given their impact on the contemporary conduct of international affairs. While this has been a welcome development for International Relations scholars and provided some preliminary insights, there is a need for more scholarly studies of TPNs that delve into specific issue-areas on a comparative basis. The paper addresses the above need by providing analyses of the role of European Union (EU)-based actors – the European Commission, member states, civil society organizations, and firms – in regulatory frameworks on conflict-prone natural resources such as oil, diamonds, coltan, tin, tungsten, and gold. To that end, the paper draws upon participant observations, interviews with state and non-state actors, and access to primary documents in order to provide a comparative examination of EU-based state and non-state actors within the Extractive Industries Transparency Initiative and draft EU legislation that seeks to prevent the trade of conflict-prone minerals.  相似文献

The creation and diffusion of Independent 1 1Three different meanings of the regulatory state have been identified by Jordana and Levi-Faur (2004): the minimal, the prudent, and the overambitious meaning. The minimal meaning refers to the regulatory state as a field of study grouping scholars from different disciplines. The prudent meaning emphasises the tendency of modern states to use power and authority. An overambitious notion, the regulatory state developed to replace other state forms such as the welfare, developmental, and stabilisation state. Regulatory Agencies (IRAs) was greatly investigated in the context of the developed countries, particularly in Europe. Many scholars have provided different theories to explain the logic behind the formation and the spread of such agencies. These theories are important but not sufficient to explain the same phenomenon in the context of the developing countries wherein socio-economic and political environments are different. Adopting an institutional framework of analysis, and based on an in-depth qualitative documentary analysis and interviews with different stakeholders, this article investigates the creation and diffusion of the IRAs in Egypt particularly in the telecommunication sector. The findings show that the creation of the IRAs in the Egyptian telecommunications sector represents a rational response to the external isomorphic pressures exerted by international agency and can be explained on functional and practical grounds rather than any other factors of democratic governance or political uncertainties.  相似文献

The migration policy field is a multilayered and fragmented area still lacking a strong global and European regime. Nonetheless, different initiatives and fora have been promoted in the last decade to increase the international dialogue on migration, with the active participation of non-state actors, and particularly civil society organisations (CSOs). The article reviews selected initiatives undertaken at the UN and European level, whereby institutional representatives engage with CSOs in furthering migration policies. These initiatives and platforms may constitute transnational policy networks (TPNs). It explores signals towards the consolidation of more structured and ‘hard’ forms of participatory policy-making on migration issues, as well as obstacles present in this engagement dynamic. The key question addressed in this study is whether and how European institutions have engaged with the TPNs in the field of migration. The article also explores how some of the TPNs influence institutional policy-making at the EU level.  相似文献

The Middle East is often considered to demonstrate a case of weak regionalism. This article suggests that the continued prevalence of Arab identity as the hegemonic component of regional consciousness contributes to this. The dominance of a discourse of ‘Arabness’ reduces the region's flexibility to adapt and develop regional institutions in several ways and particularly vis-a-vis the non-Arab communities and states that are found within the spatial boundaries of the Middle East. To explore the role played by Arab identity politics in regionalism with regard to the status of non-Arab states, this article presents a study of the competing hegemonic regional discourses employed by Turkey, Iran and Egypt during a two-year period following the 2011 uprising in Egypt. This analysis suggests that even during a time of crisis, non-Arab states face obstacles to their assertion of regional projects and that Arabness is a central factor in the narratives resisting alternative interpretations of the interests and definition of the Middle East as a region. The article concludes that Arabness forms the hegemonic discourse that shapes the international relations of the Middle East.  相似文献

It is commonplace for observers to see the increasingly prominent role of the BRICS in international economic and political affairs as a Southern challenge to global capitalism and the power of the core Trilateral nation-states. Extant accounts remain mired in a tenacious realist debate over the extent to which the BRICS are challenging the prevailing international order. I suggest that we shift the paradigmatic focus in discussion of the BRICS phenomenon towards a global capitalism perspective that breaks with such a nation-state/inter-state framework. Global integration and transnational capitalist class formation has advanced significantly in the BRICS. BRICS protagonism is aimed less at challenging the prevailing international order than at opening up space in the global system for more extensive integration and a less asymmetric global capitalism. The article examines agricultural subsidies, US–China relations and international trade agreements as empirical reference points in arguing that the concept of the transnational state provides a more satisfying explanatory framework for understanding the BRICS phenomenon than the variety of realist approaches. By misreading the BRICS critical scholars and the global left run the risk of becoming cheerleaders for repressive states and transnational capitalists in the South. We would be better off by a denouement of the BRICS states and siding with ‘BRICS from below’ struggles of popular and working class forces.  相似文献

After 50 years of formal independence in the anglophone Caribbean, this article suggests gains for both analysis and policy may be made by something of a paradigm shift towards a focus on transnational and regional relations. This is especially so for the myriad small, particularly island, states which have always been relatively ‘open’ especially as contemporary governance demands proliferate as indicated in the first section below. And it holds potential for island communities in the Indian and Pacific Oceans as well as the Caribbean, especially for those associated with inter- and non-state Commonwealth networks; these now include not only the original established ‘Dominions’ of Australia, Britain and Canada but also 2/5 BRICS, or 25% of the G20. A focus on the transnational and regional helps to transcend the old binary of ‘vulnerability’ versus ‘resilience’.  相似文献

This article examines the nature of the engagement between the European Union and the Global Fund created to combat HIV/AIDS, tuberculosis and malaria. The authors reveal that in relations between the EU and the Fund, influence is reciprocal although asymmetrical with the EU commanding more leverage. They also contend that the EU considers its engagement with the Global Fund as successful to the extent that the success of this interaction is contingent on the Global Fund's capacity for implementation. They conclude that the relationship between the EU and the Fund will continue for the foreseeable future.  相似文献

This paper examines the relationship between European integration and ethnonational demands with the example of selected regions in the European Union (EU). It follows the theoretical premises of new regionalism and explores the ways in which ethnonational groups use the opportunities and resources of European governance to express their identities, material interests, and political demands. Methodologically, it conducts a plausibility probe of the potential effects of European integration on ethnonationalism by testing for regional differences in identities, interests, and political attitudes. The case studies are drawn from the UK (Wales and Scotland), Belgium (Flanders), Austria (Carinthia and Burgenland), Romania (Northwest and Center regions), and Bulgaria (South-Central and South-Eastern regions) as a representative selection of regional interests in the EU. The paper finds that European integration affects ethnonational groups by reinforcing identity construction in the direction of inclusiveness and diversity. Although regional actors are more supportive of the EU than the European publics in general, they also seek access to representation in the authority structures of the state. Based on these findings, the paper concludes that European integration facilitates a growing public acceptance of its resources, in parallel with persisting allegiances to the nation-state, the community, and ethnoregional distinctiveness.  相似文献

This article concentrates on charter school policy that is regarded as the fastest growing innovative policy in America. Its adoption is more impressive than other innovative policies in the public educational area. By 2008, 40 states among 50 American states have passed charter school law since Minnesota became the first pathfinder to create charter school law about two decades ago. However, 10 states have not adopted charter school law. Based on this dichotomous policy phenomenon, the primary research question of the study focuses on clarifying what factors drive American states to adopt charter school policy. To obtain answers for this research question, the study dedicates to analyzing main hypotheses from the regional diffusion model and state characteristics, using event history analysis. The results demonstrate that the three predictor variables—regional diffusion, similar innovation, and gubernatorial political tendency—positively have significant effects in explaining the adoption of American state charter school policy.  相似文献

Turkey is often perceived as a transit place for migrants and refugees from the African continent. While many indeed continue to other countries and the country still precludes official local integration, the past decade has witnessed a growing number of African migrants settling in Istanbul. This article draws attention to the opportunity structures that enable this type of settlement. The article presents the argument that it is the presence of small-scale transnationally embedded traders from the same countries that enable the socio-economic stability of their co-nationals both locally as well as transnationally. The concept that is able to account for this development is establishment in situ and establishment in mobility, which is seen as exactly the definitional barrier between transit and settlement.  相似文献

Despite growing interest in EU-level transnational networks, there is little understanding about how these form. This article investigates the formation of one network—the European Coalition for Vision (ECV). Using document analysis of 100 email exchanges, 12 semi-structured interviews, and observation of 5 ECV meetings, it identifies environmental and organizational triggers, most important to the creation of the ECV. Findings show that while environmental triggers played a role in ECV formation, organizational triggers were crucial. In particular, the presence of network leaders, a network entrepreneur and a network mentor were vital for the successful creation of the network.  相似文献

Although theoretical and empirical work on the democratic legitimacy of governance networks is growing, little attention has been paid to the impact of mediatisation on democracies. Media have their own logic of news-making led by the media’s rules, aims, production routines and constraints, which affect political decision-making processes. In this article, we specifically study how media and their logic affect three democratic legitimacy sources of political decision-making within governance networks: voice, due deliberation and accountability. We conducted a comparative case study of three local governance networks using a mixed method design, combining extensive qualitative case studies, interviews and a quantitative content analysis of media reports. In all three cases, media logic increased voice possibilities for citizen groups. Furthermore, it broadened the deliberation process, although this did not improve the quality of this process per se, because the media focus on drama and negativity. Finally, media logic often pushed political authorities into a reactive communication style as they had to fight against negative images in the media. Proactive communication about projects, such as public relation (PR) strategies and branding, is difficult in such a media landscape.  相似文献

This article aims to highlight the connection between academic studies and international politics and to provide an academic justification of foreign policies with particular reference to the case of democratisation studies. It embodies a two-way relationship. On the one hand, the conjunctures of international politics influence the nature of academic studies in the discipline of Political Science; on the other hand, academic studies may sometimes be employed as sources of legitimisation of the foreign policies of states. The article discusses these connections, providing particular examples of academic studies of the democratisation process during the Cold War and the post-cold war era.  相似文献

This article deals with newly emerging international collaborative initiatives around two issues connected to climate change: removal of fossil fuel subsidies and improving climate information disclosure practices in the business sector. While networked initiatives on the gradual removal of fossil fuel subsidies and a multi-actor network on disclosure of climate change information do not explicitly mobilize collective actions around climate change, they supplement and reinforce a wide array of other transnational initiatives and partnerships around climate change mitigation efforts. Analysed networks equip transnational policy processes around the climate change issue, initially formed by the United Nations Framework Convention on Climate Change's member states, with new policy tools to mitigate human-induced climate change and hugely expand the membership of policy-making at the international level. Newly emerging transnational networks in the area of fossil fuel subsidies removal and improving climate change information disclosure practices in the corporate world also strive for harmonization of policy methods and instruments across international boundaries. The experience of the European Union (EU) in promoting climate change actions among its member states and in sustaining collaboration with private actors can serve as an exemplary and learning tool for transnational policy networks across continents. And the size of the EU's market together with its governance structure provides it with a common legitimate voice at the international arena for climate change decision-making.  相似文献

Post-communist development in Russia has been characterized by the development of a dual state in which the constitutional order is balanced by the consolidation of an arbitrary prerogative state. This horizontal dualism has taken root in Russia's regions; and this is accompanied by the establishment of a form of vertical dualism in relations between the regions and the center. Attempts to overcome this form of segmented regionalism under president Vladimir Putin have been undermined by the development of Chechenization, which represents not only the repudiation of dualism in this republic, but threatens to undermine the precarious balance between the constitutional and prerogative states at the federal level as well. Chechenization has its opponents in Moscow as well and its fate is defined by the struggle between the factions at the center. The process of “separatism without secession” is a highly ambiguous one and reflects broader developments in the Russian state as president Dmitry Medvedev seeks to strengthen the constitutional pillar of the dual state.  相似文献

For more than 100 years, ethnographic accounts have highlighted the non-nativeness of the Komi diaspora to the Kola Peninsula, contrasting it with the indigenous Sami population. Their legal status there has been a vexed issue unresolved by Tsarist administrators, Soviet ethnic policies, present-day ideas of multiethnic civic nation, and global indigenous activism. In the everyday life, however, there are no apparent differences between the two ethnic groups and their traditional lifestyles in the rural area of Murmansk region. Juxtaposing historical ethnographic accounts on the Izhma Komi with my fieldwork experiences among the Komi on the Kola Peninsula, I show how ethnographers uphold dominant ideologies and promote different state policies. The ambiguous ethnic and indigenous categorizations from their accounts reverberate in popular stereotypes, political mobilizations from below, and state policies from above. In this way, they make an interesting case for the practical problems of generalization and essentialism.  相似文献

The relationship between contract management capacity and implementation success in local government contracting is well established. However, less is known about how specific contract mechanisms are linked to this success. This study uses implementation of the Energy Efficiency and Conservation Block Grant Program to examine the use of formal and informal contract management techniques in the implementation of energy projects. The use of formal contract mechanisms, such as full and open competitive bidding, contact rescission and outcome-based performance measures, exhibits a statistically significant effect on implementation performance. The findings advance contracting theory and have practical implications for local government contracting and implementation success in fiscal federalism.  相似文献

This article examines the role of the World Bank and the oecd in the emergence and circulation of the ‘fragile state’ concept. These organisations were critical to the early development of the concept and in the consolidation of a knowledge-based agenda set out by Western aid donors to justify international assistance to poor and conflict-ridden countries. Attention is focused on three normative processes affecting the production of transnational knowledge: normalisation, fragmentation and assimilation. ‘Normalisation’ is the process by which influential knowledge producers help to transform a rough concept into a widely accepted transnational norm based on expert knowledge, detailed definitions and statistical exercises. Once the concept has been appropriated by several international actors, it undergoes normative ‘fragmentation’ as it is subjected to various interpretations across time and space. ‘Assimilation’ is the process by which the overarching concept is renewed, enriched and gradually adapted through the incorporation of additional insights. The article argues that the World Bank and oecd have functioned as central knowledge hubs, facilitating the circulation of new and controversial ideas on fragile states and their integration into the prevailing policies of the most powerful aid donors. The two organisations have thus taken an active role in the consolidation and perpetuation of the aid donors’ policy doctrine, ultimately protecting it from major normative dissent.  相似文献
