This paper examines the extent to which conditions for the 'representative party government' model of representation exist in the EU. It suggests that, although application of the model is obviously limited, there is some support for its relevance. Using surveys of voters and candidates for the European Parliament the paper shows that some policy positions of representatives are constrained more by their party group than their nationality, and to some degree there is obvious congruence between the opinions of candidates and their voters. This is particularly so with respect to left–right orientation; far less with respect to European Monetary Union where elites appear much more enthusiastic than their electorates.  相似文献

The debate on personalization in electoral politics is inconclusive. There is confusion about the concept of personalization. Moreover, the fact that party evaluation and person evaluation are interrelated complicates the debate. This paper focuses on the latter problem by employing counterfactual thought experiments in which voters are asked to simulate their vote with their candidate lower on the party list or nominated by another party. The results show that most voters put party above person and less than ten percent put person above party. A sizeable third category has a preference for an individual candidate as long as that candidate does not leave the party. Also, personalization is slightly more important with regard to (the leaders of) populist parties, and individual candidates are more important for voters with less education, less political knowledge and a less deeply rooted party preference.  相似文献

Representation literature is rife with the assumption that politicians are responsive to voter preferences because their re-election is contingent upon the approval of those voters, approval that can be won by furthering their desires or, similarly, that can be threatened by ignoring their wishes. Hence, scholars argue that the anticipation of electoral accountability by politicians constitutes a crucial guarantor of (policy) responsiveness; as long as politicians believe that voters are aware of what they do and will take it into account on election day, they are expected to work hard at keeping these voters satisfied. If, on the other hand, politicians were to think what they say and do is inconsequential for citizens’ voting behaviour, they may see leeway to ignore their preferences. In this study, we therefore examine whether politicians anticipate electoral accountability in the first place. In particular, we ask 782 Members of Parliament in Belgium, Germany, Canada and Switzerland in a face-to-face survey about the anticipation of voter control; whether they believe that voters are aware of their behaviour in parliament and their personal policy positions, are able to evaluate the outcomes of their political work, and, finally, whether this knowledge affects their vote choice. We find that a sizable number of MPs believe that voters are aware of what they do and say and take that into account at the ballot box. Still, this general image of rather strong anticipation of voter control hides considerable variation; politicians in party-centred systems (in Belgium and some politicians in Germany that are elected on closed party lists), anticipate less voter control compared to politicians in more candidate-centred systems (Canada and Switzerland). Within these countries, we find that populist politicians are more convinced that voters know about their political actions and take this knowledge into account in elections; it seems that politicians who take pride in being close to voters (and their preferences), also feel more monitored by these voters. Finally, we show that politicians’ views of voter control do not reflect the likelihood that they might be held to account; politicians whose behaviour is more visible and whose policy profile should therefore be better known to voters do not feel the weight of voter control more strongly.  相似文献

A large body of literature has demonstrated how citizens use party endorsements when shaping their policy opinions. However, recent studies question the centrality of party cues in shaping public opinion. This study advances the literature with a four‐wave panel survey design that measures citizens’ policy opinions before, during and after a controversial policy proposal to ban street begging was made by the Norwegian government in 2014. Two main findings inform previous work. First, voters are modestly affected by party cues as the proposition turns salient. Second, when a party shifts their policy position on a highly salient issue, voters do not automatically shift their opinions accordingly. Thus, the magnitude and direction of opinion change in the electorate indicate that party cue effects are modest and that instead of polarizing patterns across time parallel publics moving in the same direction independent of party cues are detected. These findings demonstrate that under some conditions, voters’ opinion formation is less dependent on partisan elites than much of the previous work indicates.  相似文献

Abstract. Several studies have shown dissimilarities between political leaders and voters in terms of political attitudes and policy preferences. Though many explanations have been offered for this phenomenon, the knowledge factor has been overlooked. The basic question of this paper is how knowledgeable politicians are of the political opinions of their voters as well as of the general public. Forty-six national Dutch politicians were asked to estimate the percentage of the public at large and of their own voters who agree with specific political statements. These estimates were then compared with the actual distribution of opinions. Though using a rather strict criterion it has been found that politicians tend to give inaccurate estimates of the public's support for various political issues. The inaccuracy does not differ between members of the government and members of parliament, but politicians of parties in office appear to perform worse than members of opposition parties. The data do not support the hypothesis about politicians' ability to correctly estimate majority and minority opinions, or to accurately localize their own voters relative to the public at large. Furthermore it is observed that politicians overestimate rather than underestimate differences in opinion between the electorate and their own voters. No difference is found in politicians'estimates of political issues which can or cannot be classified in terms of 'left' or 'right'. In addition, politicians do not judge their voters to be more right-wing than they actually are. Contrary to our hypothesis, Social-Democratic politicians are not more likely to show a 'conservative bias' in estimating their voters' preferences compared to politicians from the Christian-Democratic and Liberal parties. Finally, the relevance of our findings for political sciences as well as some normative consequences are briefly discussed.  相似文献

Issue ownership has gained a prominent position as one of the key theories to understand how voter’s issue perceptions affect their electoral behavior. Yet, whereas the original theory assumed that party reputations were relatively stable, various studies have shown that issue ownership perceptions fluctuate over time. Despite the growing evidence that ownership perceptions are dynamic, we know surprisingly little about the determinants of change, especially at the individual level. This paper develops an individual-level framework to understand how issue ownership perceptions change over time, arguing that mediated party communication is a key driver of change. It also incorporates individual features of voters, most notably their political predispositions – as determinants of changing issue ownership perceptions. We test our model on unique longitudinal panel data from Belgium, spanning a five-year period. The results suggest that party communications, government participation, party size and voter’s party preferences determine changes in ownership perceptions.  相似文献

Citizens often misperceive the nature of risks they face and the impacts of alternative actions on those risks. For example, consumers may underestimate the probability of flood in their area, or they may underestimate the beneficial effect of passive restraints on the likelihood of automobile accident fatality. But recommendations that the government should mandate optimal purchases are often ignored by politicians or rejected in favor of direct public compensation. This paper uses some simple models of public choice to explain why other remedies are used; it explicitly accounts for the fact that the same ignorant consumer whose behavior would have to be constrained are the ones whom the politician must please. In a simple world-of-equals model, such consumer-voters may well favor the alternative devices of implicit mutual insurance and conditional payment. When voters are heterogeneous, the political equilibrium (if one exists) is shown to depend upon the distribution of voters by perceived net benefit of public action and of taxes. Public action may be least feasible exactly when it would do the most good.  相似文献

Three major public choice findings about politics are analyzed for their implications regarding ethics and ethical analysis. The assumption that governments supply collective goods, and the ensuing implication that it is rational to stay ignorant is shown to decrease the moral involvement of the individual in political behavior. The difficulty of obtaining a stable political outcome with regard to distributive issues is shown to affect the relationship between fair political procedures and the attainment of justice. It is argued that the pursuit of justice may require the abandonment of procedural fairness. Implications of these findings for ethical reasoning are then discussed. Finally, questions regarding the relationship between the rather imperfect findings of the public choice theorist and their ethical implications for the political philosopher are raised.  相似文献

A primary objective of election administration is ensuring voter confidence. Logically, this entails meeting two conditions: procedures should insure that elections are fair and accurate, and voters should be aware of the procedures. Yet American election procedures such as ballot access and design, post-election audits and recounts, voter registration, and polling place operations are complex and highly decentralized. Given the complexity of the information environment and the relatively limited information most voters have about politics, what (if any) connection is there between election administration and voter confidence? We consider whether candidates fill the gap between election administration and voter confidence in elections. We test several hypotheses using an experimental design with multiple measures of voter confidence. The results show that candidates have a significant effect on voter confidence.  相似文献

It has been argued that recent low turnouts for elections in Britain have been fostered by increased cynicism among voters, a cynicism that has been fostered by the increasingly critical tone in which politics are reported by the media. While survey data confirm that voters have become more cynical about politics, they provide little evidence that this trend was particularly strong between 1997 and 2001 among (regular) readers of the (tabloid) press or among regular watchers of television news. Nor do such data suggest that the rise in cynicism had much impact on the level of turnout for the 2001 general election. The biggest challenge facing coverage of politics in the media in general, and newspapers in particular, is not the impact that the tone of its coverage may be having on voters' attitudes towards how they are governed, but rather the increasing reluctance of voters with little interest in politics to read a newspaper at all. An extensive body of research documents how governing parties generally suffer electoral defeats. Varying explanations have been offered, most of which touch upon the liabilities of policy responsibility. Although media coverage is generally acknowledged as one of these liabilities, few empirical studies have examined how news content affect government support. Based on the fact that voters get their information about politics, policies and societal issues from the media, this article studies how the constant stream of negative news influences incumbent support over a 20-year period in Denmark. Modeling a previously untested argument on the cost of ruling, it shows that the accumulation of bad news throughout tenure exerts a substantial effect on government support.  相似文献

Approval voting allows each voter to vote for as many candidates as he wishes in a multicandidate election. Previous studies show that approval voting compares favorably with other practicable election systems. The present study examines the extent to which votes for different numbers of candidates can affect the outcome. It also considers generic powers of voters and the extent to which approval voting treats voters equitably. If there are three candidates, votes for one or two candidates are equally efficacious in large electorates. For four or more candidates, votes for about half the candidates are most efficacious. Although inequities among voters can arise under approval voting, the common plurality voting system is considerably less equitable than approval voting.  相似文献

This article investigates the new party politics of welfare states with a particular focus on electoral competition. The argument is that welfare state politics are no longer just about more or less, but involve trade-offs among ‘new’ versus ‘old’ social rights, and hence social investment versus social consumption. However, party priorities on these issues are highly dependent upon their electoral situation. As electoral competition becomes more intense, parties focus more on vote maximisation than on their traditional policy goals. For left parties, this means focusing more on social investment, which appeals to their growing constituency of progressive sociocultural professionals, and less on defending the traditional income maintenance programmes favoured by their core blue-collar voters. Centre-right parties, on the other hand, should hesitate to retrench old social rights when electoral competition intensifies because they need to prioritise their appeal to culturally conservative working-class voters over their traditional fiscally conservative policy profiles. Using a new dataset and a recently published measure of electoral competitiveness, the article shows that as electoral competition intensifies, left governments are willing to prioritise social investment by reducing pension rights generosity in order to expand programmes for new social risks, while centre-right governments by contrast avoid retrenchment of pension rights and pension expenditures. The findings demonstrate that this relationship is moderated by the presence of a credible radical right challenger, which increases the electoral risk of welfare state recalibration.  相似文献

Which parties use simple language in their campaign messages, and do simple campaign messages resonate with voters’ information about parties? This study introduces a novel link between the language applied during election campaigns and citizens’ ability to position parties in the ideological space. To this end, how complexity of campaign messages varies across parties as well as how it affects voters’ knowledge about party positions is investigated. Theoretically, it is suggested that populist parties are more likely to simplify their campaign messages to demarcate themselves from mainstream competitors. In turn, voters should perceive and process simpler campaign messages better and, therefore, have more knowledge about the position of parties that communicate simpler campaign messages. The article presents and validates a measure of complexity and uses it to assess the language of manifestos in Austria and Germany in the period 1945–2013. It shows that political parties, in general, use barely comprehensible language to communicate their policy positions. However, differences between parties exist and support is found for the conjecture about populist parties as they employ significantly less complex language in their manifestos. Second, evidence is found that individuals are better able to place parties in the ideological space if parties use less complex campaign messages. The findings lead to greater understanding of mass‐elite linkages during election campaigns and have important consequences for the future analysis of manifesto data.  相似文献

Public opinion on immigration is increasingly relevant for political behaviour. However, little is known about the way in which citizens’ political allegiances in turn shape their attitudes to immigration. Abundant existing evidence suggests that voters often take cues from the parties they support. Using panel data from the Netherlands and Sweden, this article investigates the dynamic relation between attitudes to immigration and party preferences. The longitudinal nature of the data allows for making stronger claims about causal mechanisms than previous cross-sectional studies. The analysis shows that voters who change their preference to the Radical Right become stricter on immigration, whereas voters changing to the Greens become less strict on immigration over time. This confirms that citizens’ support for anti- and pro-immigration parties results in a ‘radicalisation’ of their views on immigration along party lines. A similar ‘spiral’ of radicalisation can be found around the issue of European integration.  相似文献

Prior work finds that voters punish candidates for sponsoring attack ads. What remains unknown is the extent to which a negative ad is more effective if it is sponsored by a party or an independent group instead. We conducted three experiments in which we randomly assigned participants to view a negative ad that was identical except for its sponsor. We find that candidates can benefit from having a party or group “do their dirty work,” but particularly if a group does, and that the most likely explanation for why this is the case is that many voters simply do not connect candidates to the ads sponsored by parties and groups. We also find that in some circumstances, a group‐sponsored attack ad produces less polarization than one sponsored by a party. We conclude by discussing the implications our research has for current debates about the proper role of independent groups in electoral politics.  相似文献

Data on individual variations from one election to the next is fundamental in the study of political behaviour, and should, ideally, be collected through panel studies in which the same people are interviewed at two or more or elections. This method is, however, costly and time consuming, and most analyses of this type are therefore based on recall data, in which the voters report their choices in the current election and also in previous elections. The accuracy of recall data is discussed, based on data from the Norwegian Programme of Election Research in the period 1977–97. Analyses show that one must expect, using this type of data, that about one in four voters will give incorrect information about their voting behaviour at the previous election. Erroneous recall of previous voting can be explained by variations in the voters' affiliation to the parties. Whereas stable voters who remain with the same party normally report their voting correctly, erroneous recall varies around 40 percent for party changers and rises to 70 percent among previous non-voters. There is, however, no uniform underlying pattern in erroneous recall during different periods, which implies that it is difficult to predict exactly how erroneous recall will affect the accuracy of recall data in one particular election.  相似文献

In the last two decades Voting Advice Applications (VAAs) have become popular tools among voters, especially in several countries with a multi-party system. In this paper we test if the use of VAAs stimulates electoral participation. We use survey data from the Netherlands, where such tools are widely used. In order to overcome methodological problems of earlier studies, we use techniques that model the effect of confounding variables as a problem of selection into the treatment (VAA usage). We estimate that VAA usage accounted for about four per cent of the reported turnout in the election. The mobilising effect was largest among groups that typically vote in relatively small numbers, such as young voters and those less knowledgeable about politics.  相似文献

Abstract

This article analyses the influence that political parties exert upon citizens’ opinions about European Union issues. By measuring at the same time the content and source effects on political attitudes, the article considers the possibility that voters pay less attention to the arguments used in a political message than to its source. Results from an online survey experiment in Spain show that partisan voters use a heuristic model of processing when taking positions on an unfamiliar EU issue, even though the prevalence of the source effect is moderated by the respondent’s political sophistication and party attachment. The results also indicate that some respondents tend to pay less attention to a message’s content when the message comes from their preferred party. Such findings raise concerns about the possibility for EU issue voting to guarantee the accountability of political elites and party–voter linkages.  相似文献
