From March 1986 to May 1988 France was headed by a leftist President and a rightist Prime Minister. The background to this unusual situation is presented, and the experience itself — referred to as cohabitation — is discussed in detail.
The complex game that the two executive leaders played during the period was regulated by the constitutional rules, conditioned by the electoral calendar and the narrowness of the prime minister's coalition majority, and moderated by public approval and the existence of a bipartisan foreign and defense policy.
The 1986–1988 experience did not overtax the constitutional system, but cohabitation under different conditions could be destabilizing. Cohabitation is like the possibility of the US president being selected by the House of Representatives: not highly probable but possible, not necessarily dangerous but possibly so, and something that arouses little enthusiasm.  相似文献

This paper challenges existing theories of radicalization and secession that are presented as “natural” tendencies of minority nationalism. It demonstrates the affinity between the strategies of national minorities and those of social movements, claiming that excluded minorities seek to reframe and expand the meaning of their citizenship, as do social movements, by utilizing the structures of opportunities available to them through citizenship and by mobilizing whatever resources possible to improve their status. Minorities utilize the opportunities embedded in their citizenship, despite its shortcomings, before ever moving to alternative strategies that may jeopardize the valued incentives that were achieved so far as citizens. The paper demonstrates its theoretical hypothesis by examining the changes taking place in the strategy adopted by the Arab minority in Israel. This minority has chosen to abandon accommodative politics and is adopting a more active and challenging strategy vis-à-vis the state. In contrast with common claims that conceive Arab politics as a tendency towards strategies of radicalization and confrontation with the state, this paper demonstrates that recent changes in Arab politics seek to expand the meaning of citizenship beyond liberal limits and adapt it to new conditions in order to meet the minority's expectations of full and equal citizenship.  相似文献

Abstract

Drawing from the literature on conflict regulation and other plural society theories, this paper provides a framework of analysis to explore the dynamics involved in the external statebuilding process in Bosnia and Herzegovina (BiH). The analysis is based on a three-level framework whereby patterns of conflict regulation are analyzed at the inter- and intra-ethnic levels, as well as what this article terms the ‘supra-national’ ethnic level, where interactions between domestic and external actors are considered. In order to explore these issues empirically, this paper examines the process of constitutional reform in BiH over the course of 2005–6, drawing from personal interviews. The paper concludes that, while the assistance provided by external actors has proven substantial, the neglect of intra-ethnic dynamics and other related considerations have often rendered external actors’ efforts at shaping the statebuilding process in BiH ineffective.  相似文献

Critical theoretical models usually aim to explain complex sociopolitical realities and open some space for constructive change. The "ethnic democracy model," developed by the Israeli sociologist Sammy Smooha, comes to justify the existing state structure in Israel in which democracy is selective and differential vis-à-vis the various social groups in Israeli society. A systematic critique of this model demonstrates the attempts made by Israeli political sociologists to turn the ethnic nature of Israeli democracy into a stagnant ideal-type in a time where regime dynamism and democratization is considered an ideal in world politics. In order to pinpoint the deficiencies in the ethnic democracy model, multiculturalism is utilized as a normative theory that better explains the sociopolitical reality in Israel. This paper concludes by suggesting searching for state recognition of the political benefits of differentiated citizenship and group rights to reduce the rising ethno-cultural conflict in Israeli society.  相似文献

It is argued in this article that democratization is causally related to socioeconomic variables indicating the distribution of economic and intellectual power resources among competing groups. This assumption has been deduced from an evolutionary theory of politics, according to which politics is principally a struggle for scarce resources. Consequently, democracy is assumed to emerge in conditions in which power resources have become so widely distributed that no group is any longer able to suppress its competitors or to maintain its hegemony. Empirical variables were formulated to measure hypothetical concepts 'democracy' and 'power resources'. The hypothesis is tested by empirical data covering 147 states of the period 1980–85. The results of correlation analysis show that the principal explanatory factor, the Index of Power Resources, statistically explains about 70 percent of the variation in the Index of Democratization. Regression analysis is used to disclose how well the general relationship applies to single countries and which countries deviate from the general pattern. High negative residuals are interpreted to mean that the level of democratization should be much higher than it actually is, and high positive residuals can be interpreted to mean that the level of democratization is much higher than expected on the basis of the country's social conditions.  相似文献

Israel's Palestinian citizens have historically enjoyed limited individual rights, but no collective rights. Their status as rights-bearing citizens was highlighted in 1967, with the imposition of Israel's military rule on the non-citizen Palestinians living in the occupied territories. It was the citizenship status of its Palestinian citizens that qualified Israel, a self-defined “Jewish and democratic state”, as an “ethnic democracy”. In October 2000 Israeli police killed 13 citizen Palestinians who participated in violent but unarmed demonstrations to protest the killing of non-citizen Palestinians in the occupied territories. Both the citizen Palestinian demonstrators and the police were engaged in acts of citizenship: the former were asserting their right as Israeli citizens to protest the actions of their government in the occupied territories, while the latter attempted to deny them that right and erase the difference between citizen and non-citizen Palestinians. Significantly, no Jewish demonstrator has ever been killed by police in Israel, no matter how violent his or her behavior. In November 2000 a commission of inquiry was appointed to investigate the killings. Its report, published in September 2003, is yet another act of citizenship: it seeks to restore the civil status of the citizen Palestinians to where it was before October 2000, that is, to the status of second-class citizens in an ethnic democracy. The Commission sought to achieve this end by undertaking a dual move: while relating the continuous violation of the Palestinians' citizenship rights by the state, it demanded that they adhere to their obligation to protest this violation within the narrow limits of the law. This article's key question is: could the Commission, by viewing the behavior of the Palestinian protestors as legitimate civil disobedience, have encouraged the evolution of Israel from an ethnic to a liberal democracy?  相似文献

Political marketing needs to consider specific factors when dealing with a democratization process such in the Romanian and Eastern European case. The emergence of democratic institutions and practices creates an amalgamated and diverse context for political marketing strategies. Different historical stages of communication, marketing, and elections practice have produced after 1989 a landscape where it is easy to confuse political marketing orientations of political parties. An investigation is carried on how political organizations have addressed marketing instruments and how the need to survive and achieve power has altered the meaning of what we call political marketing exchange.  相似文献

The transition from totalitarian to democratic rule in the Baltic states raises the question of conditions for regime legitimacy and stability. The article focuses on the level of confidence people have in institutions after change of regime. The confidence in political and social institutions is at a surprisingly low level. The data suggest that people have more confidence in institutions producing symbols than they have in policy-making and implementing institutions. There is also evidence to show that leaders are more trusted than institutions as such. A survey of the potential background variables shows that people with higher education have lower confidence in institutions than the less well educated. But low confidence in institutions does not necessarily spell gloomy prospects for procedural democratic development, as long as the elites do have some popular support and the capacity for consensual integration.  相似文献

This article examines the nature of political and institutional reform initiatives that have been carried out under former president Kim Young Sam. How effective have they been in consolidating democracy in Korea? Specifically, we examine why the Kim Young Sam government's political reform campaigns have been limited, and explore the impact of this limitation on his institutional reform initiatives and the process of consolidation of democracy in Korea. We argue that Kim Young Sam's initial political reform campaigns have contributed to creating a favorable environment for his institutional reform efforts. However, limitations of these initial political reform campaigns such as political funding and bribery scandals have hampered institutional reforms. We also argue that these difficulties were intensified by public dissatisfaction with Korea's poor economic performance and International Monetary Fund (IMF) financial assistance. As a result, Kim Young Sam's moral legitimacy as a civilian and reform-oriented leader toward the public has totally evaporated. Therefore, experiences under the Kim Young Sam administration are just trials and errors of democratization that show another failure in presidential leadership in Korea. These experiences will negatively affect the consolidation process of democracy in Korea by increasing the public's distrust of government as a whole. As a result, democratic consolidation in Korea is being delayed.  相似文献

To declare that the federal budgetary process is in utter shambles based principally on an analysis of a six-year interval during a single presidential administration, as Professor Irene Rubin does in the preceding article, is unfair to history and misleading. Drawing on significant budgetary experience as a U.S. Senate staff member, the author of this essay argues that (1) the contributions of emergency appropriations and earmarks to the federal budgetary imbalance are overstated, (2) the goal of perpetual budgetary balance is unsound policy, and (3) budgets—inevitably the result of a political process—are artifacts reflecting societal priorities at a given point in time.  相似文献

Rebuilding institutional legitimacy is considered essential for stability in postconflict societies, yet the factors that influence citizen perceptions of legitimacy in this context remain underresearched. In this article, we examine citizen evaluations of government legitimacy in terms of instrumental antecedents (service delivery, distributive justice) and procedural antecedents (procedural justice, voice), using data collected in the context of a nationwide study of postconflict governance in Nepal. We find that procedural justice is more strongly associated with citizen perceptions of institutional legitimacy than instrumental outcomes such as service delivery, distributive justice, and outcome favorability. Results indicate that the relationship between service delivery and legitimacy is not as simple as previously assumed. We conclude that procedural justice is crucial for building perceptions of government legitimacy in postconflict societies and discuss implications for policy and practice relating to postconflict governance and institutional trust building.  相似文献

ABSTRACT

Since the advent of democracy in the 1990s, the South African political settlement has ushered into policy a progressive framework for the realization of socio-economic rights, enshrined by the Constitution. However, this political settlement has failed to translate into an economic and social settlement that results in just livelihood strategies and equitable service delivery that addresses historical grievances. Inadequate implementation of socio-economic policies designed to address injustice has contributed to weakening vertical cohesion between state and society. Analysing these two core conflict issues, access to service delivery and livelihood strategies, this article argues that the interaction of the political settlement and the ability of institutions to deliver effectively has negatively affected state-society relations and the legitimacy of the reconciliation agenda meant to support inter-group cohesion.  相似文献

In real‐world bureaucratic encounters the Weberian goal of perfect impersonal administration is not completely attained and unfairness sometimes results. Theories of bias attribute unfairness to social characteristics such as income, education, ethnicity, and gender. A random theory characterizes unfairness as the result of idiosyncratic conditions that give everyone an equal probability of being treated unfairly regardless of their social characteristics. In Latvia, bias would be expected on grounds of ethnicity as well as social characteristics, since its population is divided politically by citizenship, language, and ethnicity as well as socioeconomic characteristics. Survey data from the New Baltic Barometer shows that a majority of both Latvians and Russians expect fair treatment in bureaucratic encounters and multivariate statistical analysis confirms the random hypothesis. Insofar as unfair treatment occurs it tends to be distributed according to idiosyncratic circumstances rather than being the systematic fate of members of a particular social group. The evidence indicates that the professional norms and training of service deliverers are more important in bureaucratic encounters than individual attributes of claimants, even in a clearly divided society.  相似文献
