Since the 1980s local government recruitment practices have been characterised by the development of procedures designed to promote fairness in employee selection. This article examines recruitment practice in one local authority in terms of its effectiveness in providing fairness in selection and questions its ability to meet the changing demands being placed on recruitment processes. A central argument is that an emphasis on developing recruitment procedures to demonstrate equality of treatment can overlook important social psychological factors. It concludes that although a highly structured approach to employee selection has real advantages in meeting the requirements of equal opportunities it can, paradoxically, result in negative perceptions about its fairness and effectiveness.  相似文献

Social media offers governments extensive opportunities to engage with citizens, particularly at the local level. This study investigates the issues that local governments face in implementing social media initiatives. It builds on existing literature by using an interpretive approach to examine the perceptions of public employees and elected officials of local councils in an Australian context. The article reports on the issues that inhibit a move to a more interactive use of social media and examines how these may be addressed. Implications for research and practice are given.  相似文献

Barriers to women's progress in senior management are often referred to as ‘the glass ceiling ‘. This research investigated these barriers in one local authority where an equal opportunities policy was well established. Interviews with employees in six departments focused on perceptions of and experiences of women in senior management. This study provides some evidence that change has taken place and staff in some departments suggest that a new climate of working relations has been fostered through policies and training. This change continues to be mainly limited to non‐management grades. This research questions why there are so few women in senior management in the local authority and raises issues about their experiences.  相似文献

The article discusses accountability in governance of local energy and IT systems. The aim is to focus on accountability of local policy making regarding technical systems by comparing consequences when new forms of governance are developed. Governance steering demands and ensures a clear division of responsibility regarding what a network is responsible for, but not regarding who is accountable for the decision making and implementation. On the other hand, in a steering context characterized by government, it is clear who is responsible and accountable for decisions, but the specific issues for which different actors can be accountable are unclear. We argue that demands for clarifications of accountability emerges from the complex modern governance.  相似文献

This article considers change in academe in Sweden and England, focusing on gender equity and the new public management reforms. In drawing on social movement theory, it is argued that public sector agendas in these countries have been affected by the influences of their respective women’s movements as well as by the new public management. The article explores these developments through the experiences of a group of employees whose voices are heard infrequently in the literature, those in middle‐level academic positions in universities who are responsible for delivering change. It is argued that the rational, hierarchical, masculine discourses of the new public management offer challenges to women’s movement supporters, whose influences and responses are examined. It is contended that the use of social movement theory, as a vehicle through which to conceptualize change, offers a number of insights. These are: the contribution made to gender equity by women who are not self‐defined feminists or strongly committed to equal opportunities, known as femocrats; the contribution made by some supportive men to gender equity; and the potential for future collective opposition to the new public management from women’s movements.  相似文献

The continuing struggle of the Moro secessionist movement in the Philippines is one of Southeast Asia's longest armed conflicts. The tenacity of the conflict lies in two competing concerns: the assertion of self‐determination rights of the Moro separatist movement; and the affirmation of the Philippines’ sovereign right to territorial integrity. However, beneath these rights are crucial issues that remain unanswered both by the contending forces—problems where internecine violence and conflict emanate from. This article argues that self‐determination rights can be adequately exercised by people who have clearly defined their national identity and concept of a nation. Unfortunately, the Moro multi‐ethnic national identity has yet to be crystallised while the idea of a Bangsamoro (Bangsa Nation) remains weak. On the other hand, the state has yet to address the Moron’ legitimate demands of political autonomy, socio‐economic development, and social justice and discrimination. Without underestimating the ethnic component of secessionism, the article concludes that poor governance has prolonged, complicated, and further justified the Moros’ quest to secede from the Republic.  相似文献

Democratic transitions represent unique opportunities in which movements of the poor can coalesce, place their demands on the national agenda, and institutionalise their access to authoritative decision‐making centres. The opportunities and constraints movements of the poor face during transitions, however, remain little understood and under‐theorised. This study develops an analytic approach that links national‐level democratisation processes to the local‐level movement dynamics that make collective action possible, particularly the creation and reproduction of collective identities and organisational structures. The approach theorises how changing elite alliance patterns during transition cycles, and redefinition of institutional linkages that bind state and society, shape the opportunities and constraints movements face at successive stages of democratic transitions. The utility of this approach is demonstrated by examining the new unionism in rural Brazil, in that country's democratic transition during the 1980s.  相似文献

Since the establishment of subsidiarity in the early 1990s, the European-wide move to devolve governance has been interpreted by previous and present UK governments adopting differing ideological positions within a ‘localism agenda’. Interpretations have changed the dynamics of the community right to challenge, as well as the structure and mechanisms for community accountability. This article adopts the typology of forms of local governance developed by Lowndes and Sullivan (2008, How low can you go? Rationales and challenges for neighbourhood governance. Public Administration, 86 (1), 1–22) to explore the hypothesis that the localism agenda realigns the synergy between neighbourhood rationales; citizen engagement in service delivery and the opportunity for public scrutiny and accountability. It concludes that opportunities for communities to challenge service delivery and ensure increased accountability to the local level will be tempered by increased complexity and demands on local authorities to develop new relationships with both service users and providers.  相似文献

Although it is over ten years since major legislation was enacted, equal opportunities remains a controversial issue in Britain. This has affected its implementation in a variety of ways. The article reviews arguments over the meaning of equal opportunities policy, its meaning in the British case and the way it is affected by the British conception of rights. Consideration is given to the experience of implementation by the relevant administrative agencies and local authorities. Particular attention is paid to the area of training. A concluding discussion suggests that market forces may provide the impetus for new developments in the implementation of British equality policy.  相似文献

After 23 years of turbulence the number of disabled Afghans is unknown and formal services are minimal. The great majority live with whatever resources they find in themselves and their families, the normal pattern throughout history. Informal help and some cultural resources of Afghan history and Muslim teaching are noted in this paper, together with some common negative views. UN agencies and NGOs have made efforts to promote an adapted Community Based Rehabilitation in Afghanistan from the 1980s to the present and to transfer rehabilitation knowledge and skills to families with disabled members. Some local resource centres and community disability organisations have developed and can be a useful basis for disability planning in the anticipated national reconstruction. Emphasis should be given to the participation of disabled people as beneficiaries and employees in all reconstruction programmes, which should proceed in consultation with families and disabled individuals.  相似文献

The article assesses civil society in Putin’s Russia through the lens of the small social movement working against gender violence. Based on questionnaires distributed to movement organizations in 2008-2009, we find significant retrenchment among the NGO segment of the movement, adding evidence to the claim of Russia’s turn toward authoritarianism. However, this innovative, midlevel analysis--not the typical society-wide surveys nor the small number participant observation--also shows that the women’s crisis center movement has made some in-roads in transforming the state, revealing that some democratic opportunities remain at the local level.  相似文献

Studies on user committees often critique the claim that membership to these committees empowers people. In this article, we use survey data on empowerment school committees in Tanzania to find out whether school committee membership is a source of empowerment of people at the local levels. Our findings suggest that membership in itself has limited impact on empowerment, while access to information and gender are the major sources of empowerment. However, the role of membership to the school committee is significant insofar as it can expose members to critical information on school issues.  相似文献

Abstract

The role of local government has recently come under debate, in the context of state retrenchment, public sector cuts and the marketisation of welfare. Recent discussions have centred on local authorities as leaders, on enterprise and on democracy, but there has been little discussion of local authorities in relation to equalities issues and minority groups. This article examines the role of local government in relation to one minority grouping, Lesbian, Gay and Bisexual (LGB) people, drawing on empirical material gathered from 2007 to 2010 as part of a large Economic and Social Research Council research project. It describes the importance of equalities legislation and related implementation mechanisms in driving forward the LGB equalities agenda, explores aspects of welfare delivery to LGB people and addresses democratic processes. The article suggests that a collision of different forces is currently taking place: the legislation supports the protection of the LGB communities, but this support is undermined by the recession-related and ideologically driven public sector cuts. In addition, aggregate approaches to local democracy may override the interests of minority groups such as LGB people.  相似文献

The aim of this article is to explore the opportunities and challenges of employing ‘soft’ metagovernance to promote public value in governance networks. Soft metagovernance can be defined as a form of relational leadership that is exercised through face‐to‐face contact. This involves making an emotional connection with people to exert influence through a collaborative endeavour, rather than employing bureaucratic authority. Drawing on a case study of a local social enterprise—The Bristol Pound—in the UK, this article examines how soft metagovernance can be used by non‐state actors as a form of leadership to create public value. Evidence reveals that relational forms of leadership are a powerful asset in helping leaders of networks to create public value. Moreover, if network leaders understand how soft metagovernance functions they can use it more purposefully to maximize public value creation and mitigate the risks of public value destruction in governance networks.  相似文献

Third sector organizations (TSOs) have emerged as key players in the delivery of public services to assist jobless people to improve their employability and move from welfare to work. Drawing on in‐depth research with employability providers in Scotland, this article explores how TSOs have responded to the challenges of a rapidly changing public services environment. Specifically, we use the concept of the ‘New Public Governance’ to explore TSOs' relationships with UK, devolved and local government stakeholders. TSOs demonstrated a pragmatic approach to shaping their services to reflect the priorities of public funders, and identified some opportunities arising from the new emphasis on ‘localism’. However, the evidence suggests that opportunities for collaboration at times remained constrained by certain forms of ‘contractualism’ and top‐down performance management. Based on the evidence, lessons for future policy and practice are considered.  相似文献

This article critically evaluates the impact of European Community equal opportunities policies on behalf of women. It is argued that the European Commission, supported by the European Parliament, women's organizations and European Court rulings, has consciously sought to extend the scope of Community legislation and policies in this sector. The article highlights the various strategies used by the Commission in pursuit of this objective, including the cultivation by the Commission of a number of policy networks which are actively involved in the formulation and monitoring of EU equal opportunities policies. A central theme of the article is the growing opposition to further EC legislation in this sector among employers and some national governments. In this situation, the Commission has been forced to adopt alternative 'soft’policy instruments.  相似文献

This article concerns how the municipal organisation and its leaders respond to challenges posed by the post-industrial era, in the form of shrinking employment opportunities and population decline. By developing distinct policies of supporting cultural and new economic initiatives, they depart from traditional steering modes and engage in ‘networked governance’ to safeguard community viability. This extends the scope of what we normally expect of local government, as it implies practices and de facto decision making outside the public realm. With these strategies, municipal leaders show that they are eager to do something for the people in the municipality. Their relative success in the use of governance methods might be regarded as new ways of legitimising the politicians' and the municipalities' role. In this respect, creating policies that relate to the formation of community identity may be an important asset.  相似文献

Management by Measurement? Public Management Practices Amidst Ambiguity   总被引:1,自引:0,他引:1  
In the public sphere, a management by measurement (MBM) movement can be traced. Practitioners attempt to strengthen the transparency and effectiveness of administrative systems by introducing rational measurement cycles. When issues are managed, ambitions must be stated, options must be assessed, optimal options must be chosen and performance must be monitored and evaluated. This cycle rests upon assumptions that are often untenable. When issues are ambiguous, interpretative spaces exist; when interpretative spaces exist, strict measurement cycles do not work because required conditions and assumptions cannot be met. This article explores the nature of interpretative spaces by identifying three types of public management practice. In this typology of public management, practices differ in terms of the extent to which issues can be classified, as well as the extent to which standards are contested. Management by measurement fits canonical practices where issues are known and standards are shared, it is argued, but is less appropriate for evaluating non-canonical practices and practices-in-transition where such a classification of issues is weak and consensus on standard is absent. MBM focuses on data; the other practices require dialogue in order to manage ambiguity and interpretative spaces.  相似文献

This article examines the interplay of linguistic citizenship and national citizenship within a trans-border language movement. Since the late 1950s, language activists from among the Haalpulaar’en of Senegal and Mauritania have practiced forms of literacy teaching, literary production, theater and journalism in promoting their language, known as Pulaar. These activists’ trans-border collaborations and their emergence from two distinct national contexts – where, in both cases, Pulaar is spoken by a minority of the population – must be understood in relation to one another. Tracing the biographical itineraries of several key activists, this article illustrates how Senegalese and Mauritanian Pulaar militants have collaborated when it comes to language promotion yet frame their grievances within their respective national political arenas. More than a form of local resistance based on trans-border linguistic and cultural ties, Pulaar language activism has emerged thanks to opportunities presented by forms of post-colonial state-building, including the creation of national radio.  相似文献
