This article presents a fresh perspective on cultural policy in revolutionary Cuba, focusing specifically on the centrality of dialogue with the general readership to the production, reception and regulation of literature. It first summarises the positions regarding revolutionary literature that have been asserted and essayed at various points along the sometimes chaotic trajectory of revolution in Cuba. It then examines reading-related policies and recent attempts within Cuba to re-orient reading practices in the aftermath of the Período Especial [Special Period], and ends by presenting current Cuban debates on the need to mitigate dialogic breakdown between literary text and readership.  相似文献

This article reviews standard and recent interpretations of cultural nationalism. It rejects "invention of tradition" perspectives, and assumptions that it is a surrogate statist movement, concerned with cultural homogeneity, that it is archaising in character, and that it is a transient movement, incompatible with full modernisation. It argues cultural nationalism seeks to "rediscover" an historically-rooted way of life; its concern is communitarian; that cultural nationalists act primarily as moral and social innovators; and that it is a recurring movement, embedded in the modern world.  相似文献

This article deals with the post-1959 re-definitions of the concept of 'popular culture' and its relation to the cultural legacy of Havana's nightlife during the 1950s. After the 1959 Revolution, many Euro-Cuban cultural producers saw and represented the cultural expressions of the Afro-Cuban poor in the capital as being central to Cuban 'popular culture'. This article focuses mainly on two Euro-Cuban authors, writer Guillermo Cabrera Infante and filmmaker Julio García Espinosa, whose works during the first years of the 1960s were highly influenced by Havana's nightlife culture. What both authors shared was a view of the nocturnal in Havana as the heterotopical space and time—following Foucault's concept of 'heterotopia' (1998: 175-185)—where the divisions between high and low art in Cuba could be transcended through the encounters of the different cultural traditions then cohabiting in the city.  相似文献

This article contributes to the cultural history of humanitarianism and international development by tracing the origins of development volunteering programs, which are a key point of public interaction with foreign aid and international development. Australia's Voluntary Graduate Scheme was established in 1951. This article traces the program's first decade, tracing its interactions with postcolonial politics, international development policy, and colonial discourses and missionary Christianity, and situating it within the geopolitical contexts of Australian‐Indonesian relations, Asian decolonisation and the Cold War. It concludes by tracing VGS's influence on subsequent programs including Britain's VSO and the United States Peace Corps, revealing the significance of the Volunteer Graduate Scheme to the history of humanitarianism and international development.  相似文献

Japan's cultural policy and cultural diplomacy in Asia has changed dramatically over the past one hundred years, from actively introducing and imposing Japanese culture during its empire-building period, to essentially avoiding the promotion of Japanese culture in Asia for most of the postwar period due to fears of being seen once again as engaged in cultural imperialism, and more recently, to supporting and encouraging the export of Japanese contemporary culture and lifestyle in order to attain “soft power.” Looking at the fluctuations in Japan's cultural policy over these three periods allows us to understand how Japan has used cultural policy to further its geopolitical goals and more basically how it has viewed the role of “culture” in the context of its relations with Asian neighbors. In a broader sense, the Japanese experience shows that cultural policy, even when inward-looking, is not isolated from a country's geopolitical position and its ambitions in the world, regardless of the political system under which it operates.  相似文献

Cuba faces a development dilemma: it promotes equity and human capital while failing to deliver economic growth. For the government, the country's equity and human capital achievements are a source of pride, a sign that its priorities are right. This essay argues instead that this “equity without growth” dilemma is a sign of malaise. Theory and evidence suggest that high levels of equity and human capital should produce high levels of economic growth. Because growth is often weak or negative, some onerous barriers to development must be present. These barriers, it is argued, are restrictions on property and political rights. By comparing Cuba and China across two sectors, the bicycle industry and Internet access, this article shows how these restrictions have hindered growth. It also assesses how Cuba's latest economic reforms, the so‐called Lineamientos, will address Cuba's development dilemma. The impact may be minimal, but perhaps more lasting than previous reforms.  相似文献

This article examines aesthetic and social ideals in the early texts (1904–1908) of one of the first integral Estonian cultural movements – Noor-Eesti (Young Estonia). The aspirations of Young Estonia can be mapped by means of two principles of culture-making: a utopian one that seeks to change society as a whole, and a monadic one that focuses on the individual. The ideal of the Young Estonia movement is characterized by harmony and entirety – a kind of unity of social classes and cultural spheres, as well as the text and its parts; hence the connections between the arts and society (i.e., the belief that through the development of the cultural sphere, the whole of society develops as well).  相似文献

Scholars of Cuba have long linked Afro-Cubans' fate to the revolutionary government. As the government's influence on people's daily lives has declined over the past decade, the question arises of whether Afro-Cubans have sustained the gains they achieved in the revolution's first 30 years. This article uses survey data, collected in December 2000 from 334 Cuban families in Havana, to assess the impact of the post-1993 economic reforms on rising racial inequality in Cuba. It asks whether racial inequities occur in accessing dollars through state employment, self-employment, or remittances, and whether educational gains are tied to higher income. Results indicate that the structural means through which racial discrimination was once virtually eliminated through equal access to education and employment, and through which income levels became equalized according to educational level regardless of racial group, has lost its equalizing force in contemporary Cuba.  相似文献

Since 1960, Cuba has been involved in providing medical support to the developing world, and at present has some 40,000 personnel in 74 countries – more than all of the G-8 countries combined. This article traces the evolution from its first (1960) mission to the current stage. The ‘Special Period in Peacetime’ plunged Cuba into an austerity programme of great severity. The crisis forced agriculture to shift dramatically from a model based on trade dependency (sugar exports providing most of the foreign currency) to one prioritising food import substitution. This alternative brought about major transformations in the country's agriculture. It revolutionised food production and decentralised land ownership. This article asks whether or not these changes reduced food dependency in Cuba. It provides an updated picture of Cuba's food import dependency, with a particular emphasis on the increased role of small farmers in food production during the 2000s.  相似文献

This article explores the construction and reworking of paradigms of culture contact and identity by social scientists and cultural critics in response to contradictory sociocultural experiences of modernity in Peru and Mexico. It seeks to do so in the context of calls made by the Peruvian critic Antonio Cornejo Polar for greater historicism and critical thinking about these, and the concern that this appeal has since generated in the field of Latin American Cultural Studies. Focusing first on the postcolonial, ideologically driven model of 'mestizaje', the article then traces continuities and discontinuities between it and latter–day thinking about cultural pluralism.  相似文献

This article examines the way the cultural revival in post-Soviet Kazakhstan is perceived by both the state and militants from non-titular nationalities. Based on ethnographic material, the author analyses state engineering of cultural diversity and the strategies elaborated by militants of Tatar cultural associations to manage the status quo, as well as the preservation of ‘cultural intimacy’. The study points to convergences between the state discourse about inter-ethnic concord and the practices of cultural national militants. It also shows that behind this apparent status quo, the cultural sphere has become the arena where the issue of the recognition of full-fledged citizenship and the legitimacy to reside in Kazakhstan is raised and disputed by non-Kazakh groups, albeit implicitly.  相似文献

Abstract

This article examines the changing exile identity and the lack of return migration of Latvian-Americans to Latvia after its independence in 1991, as revealed in life narratives of individuals and in oral history workshops. Focusing on the first and second generation of World War II refugees from Latvia, who emigrated to the USA around 1950 and formed still active communities-in-exile, the author presents the self-identity of community members during the exile period when contacts with the home country were limited, and examines the changing relationship of the diaspora community members to Latvia after its independence, and the cultural and interpersonal factors that have affected Latvian-American return migration to Latvia and hampered understanding between the two communities.  相似文献

Hip‐hop music has become an important tool worldwide for poor, marginalized youth to reflect on their lived experiences. This article traces the genre's production from its spontaneous origins in the urban ghettos of New York to its commoditization for global consumption and its evolution in three different Latin American settings: Colombia, Cuba, and Mexico. The article explores how hip‐hop has been appropriated in each country and has been used to express the performers’ reflections on social, political, and economic problems. It also looks at the interplay between the homogenizing tendencies of global hip‐hop and its local reception.  相似文献

This article analyses the Cuban Association of Veterans and Patriots of 1923–1924. This was one among many of such organisations in the early republican period in Cuba. Its formation was motivated by a need to put political pressure on the incumbent administration of the nation for political, social and economic demands. Of particular interest is the insight an analysis of this movement gives us into early state formation in the early republican period, and how ties of loyalty from the wars of independence helped shape the politics and political party formation of post‐independence Cuba.  相似文献

Nationalism in various forms has been a fixture of modern Chinese politics and society; however, its form has changed and over the past decade or so, the CCP has begun to appropriate China’s cultural nationalism through its extensive use of propaganda and by other less nefarious methods. This paradigm shift embodies the deliberate manoeuvring that state nationalism is exerting on cultural symbols, concepts and legacies in China. Through imagery and emotionally laden political marketing that favour Party policy and rule, this form of nationalism surreptitiously caters to the cultural tastes of, and appeals to, the emerging middle class of contemporary Chinese society. It is a more nuanced and creative type of propaganda. Using the 2009 China Central Television (CCTV) Moon Festival (Mid-Autumn Festival) Gala as a case study, this paper examines Party-state appropriations of cultural nationalism. The Gala is a rich reservoir of moon-inspired traditional Chinese cultural elements, and the intriguing manoeuvring of these culturally bound images and iconography signifies a new propaganda strategy that combines poetic nostalgia, poignant romance and abstract philosophical pursuit, through which cultural elements are skilfully woven into a patriotic and nationalist appeal. These traditional cultural signifiers, illusions and fantasies serve the Party’s political aims as it attempt to reinforce its legitimacy by forging a culturally bound national identity.  相似文献

Abstract — The demerits and merits of Cuba's quarantine facilities for AIDS patients and seropositives have been widely debated. This article expands the debate by referring to the phenomenon of HIV self-injection in Cuba, as documented in the 1995 film, Socialism or Death. There is an assessment of the economic, medical, and educational context which informed the events depicted by the film. HIV self-injection is discussed alongside reference to the development in Cuba of a counter-cultural youth movement based around a common interest in rock music. The testimony of self-injected patients and their families, and the reactions of Cuban medical officials are summarised. Comparisons are made between Cuban policy and radical queer theory.  相似文献

This article examines the impact of the Twentieth Congress of the Communist Party of the Soviet Union on the Communist Party of Australia (CPA). Specifically it focuses on the reverberations of Khrushchev's “secret speech” within the CPA leadership for the first six months of 1956. It argues that, in contrast to the received wisdom, the response of the leadership was characterised by confusion rather than consistency, division rather than unanimity. This had implications for CPA members as they struggled to come to terms with the line of the leadership and the authenticity or otherwise of the New York Times version of Khrushchev's speech. Abstract

More often than not, academics of African descent—from the continent, the diaspora, or other parts of the world—have been trained in Western and Middle Eastern-oriented disciplines that espouse the race paradigm. Imbued with race theory, they seek spiritual, social, and political solutions to critical race issues, in some cases unwittingly maintaining the cultural structure of the dominant group from which the construct arises. This article highlights the creation of race and race identity by European, Indo-Aryan (white), and Middle Eastern (Semitic) men and women, sanctified by religious ideals that advanced their societies and stigmatised Africans, based on the melanin content of their skin. In these cultural orientations, the blackest-skinned women, men, and children are devalued, debased, and demonised. Race is used as a cultural strategy for fabricating human history and distinctions, shaping thinking, behaviours, and exploits that continue to have deleterious, far-reaching consequences for dark-skinned people across the world. In the light of this critical dilemma, and from an Afrocentric perspective, this article interrogates whether Black academicians in non-African and African cultures can shed the cultural constraints of race as identity, and understand the development of cultural identity as the basis of more progressive ideas regarding humanity.  相似文献

This article provides a 50-year reassessment of foreign investment and trade in Cuba and locates this analysis within Cuban debates on development and the economics of transition. Transformations contextualised in these debates cover three periods. The 1959–1989 period was characterised by nationalisations and expropriations, the imposition of the US trade embargo, and the trade and economic assistance agreements signed with the Soviet Union. The Special Period crisis emerged in the 1990s and Cuba had to turn to foreign investment and alternative trade options while continuing to reject the adoption of open regionalism and neoliberal policies. The 2005–2008 period was characterised by Cuba's incorporation into the Bolivarian Alternative, a new regional integration model.  相似文献
