On account of Spain's long-standing claim to the sovereignty of the British Overseas Territory of Gibraltar, “the Rock” remains one of sixteen non-self-governing territories on the United Nations list awaiting decolonization. This article examines the principles of self-determination and territorial integrity adopted by the United Nations in consideration of the issue of decolonization as they have been applied to Gibraltar, together with the consequences for the parties concerned. With the fiftieth anniversary of the first United Nations Resolution on decolonization on the horizon and the recent adoption by Gibraltar of what is considered to be a non-colonial constitution, the article suggests that it is timely for the United Nations to consider taking a more flexible approach to Gibraltar's status that would put to one side Spain's claim but allow Gibraltar to be removed from the UN list.  相似文献

This analysis examines one of the unknown chapters in the diplomatic history of the Arab-Israeli conflict: the French initiative of 1969 calling for diplomatic co-operation amongst the four Great Powers—the United States, Soviet Union, Britain, and France—to put an end to the conflict. The “Forum of Four” did not just attempt to mediate and achieve a compromise between Israel and the Arabs; it also presumed to define the general envelope for the agreement and dictate the path that the sides should follow toward a peace agreement. This analaysis examines the diplomatic positions of Israel, Egypt, and their superpower patrons—which conducted a “Forum of Two”—during the first months of the War of Attrition in 1969 and presents the details of the planned agreement worked out in the deliberations amongst the Powers, especially the United States and Soviet Union. It also surveys the reactions to them and the reasons why mediation failed.  相似文献

This analysis reviews a crucial moment in the contemporary political and constitutional history of Western Europe. Prior to the “empty chair crisis” in 1965–1966, an important Franco–West German summit had failed and allowed the French president, Charles De Gaulle, to jeopardise negotiations in the European Economic Community. This analysis not only illustrates the overwhelming importance of Franco–West German bilateralism in the prelude to the crisis, but also analyses the negotiating behaviours of De Gaulle and West German Chancellor Ludwig Erhard at the summit of 11–12 June 1965. Contrary to conventional wisdom, Erhard, rather than the allegedly anti-European De Gaulle, doomed the negotiations. Furthermore, this study draws pragmatically on social institutionalism and constructivism to shed light on Erhard’s mental map and identify the relevant considerations in his decision-making and bargaining. Rational choice approaches fail to explain the “human factor” in Erhard’s negotiating behaviour and the mysterious breakdown of Franco–West German entente in summer 1965.  相似文献

France has had a long history of struggle with various forms of terrorism and over the past decade has achieved particular success against Algerian Islamic terrorist groups – the GIA and GSPC – with close links to Al-Qaeda. This article reviews France's experience of terrorism since the end of the Second World War and details the evolving state responses to these challenges and the sophisticated anti-terrorist apparatus that now serves the French state. It then considers the role of France in the post-11 September ‘war on terrorism’ and argues that France remains in the front-line of the struggle against Al-Qaeda and that the French experience has much to contribute to the international war against Islamic terrorism.  相似文献

Theorists often claim that being bigger than one's counterparts offers advantages in multilateral negotiations. In this article, I examine that argument using data from negotiations in the United Nations General Assembly (UNGA). The article analyzes and compares the activity levels of smaller and larger states in international negotiations, and sheds light on the conditions under which the latter “punch below their weight.” My analysis indicates that size directly affects participation, but not success rates. Bigger states can better formulate national positions on a broad range of issues, enabling their diplomats to more actively participate in negotiations, while smaller states are absent more often. Activity is conducive to success, which helps bigger states. But not every negotiation strategy is equally effective. In the UNGA's one‐state, one‐vote context, bigger states are not able to systematically exert disproportionate influence despite their often superior financial resources and bargaining strategies.  相似文献

From 1954 to 1958, the Greek government sought to raise the issue of self‐determination for Cyprus at the United Nations as a means of pressing for the union of the island with the Greek state ‐ enosis. The British government's objective was to ensure if possible that Cyprus was not debated using the legal argument that it was a domestic issue in which the UN had no rights. The British accepted, however, that other political and strategic arguments would be needed to defeat the Greeks and looked to the US government to support them in the UN forums. This article examines the positions of the British and Americans governments and shows the difficulties which the issue created for both in the UN in the period.  相似文献

Middle Powers are generally understood to perform diplomatic functions of constructive engagement and consensus-building to facilitate agreement in international negotiations. Middle Powers may, however, adopt more confrontational roles, especially when their accommodative functions become deficient. Whilst theoretical perspectives on Middle Powers account for such roles, limited empirical evidence has been provided to explore the conditions under which they revert to combative diplomacy. This article contributes to this area by examining the role of South Africa in the 2003 Cancun Ministerial Conference of the World Trade Organisation. During this period, South Africa shifted to a more confrontational approach epitomised by the heightening of its public diplomacy against developed countries and its co-leadership of the G-20 coalition of developing countries. The Cancun Ministerial collapse reflected both the possibilities and limitations of combative diplomacy as South Africa enhanced its international prestige but failed to extract any meaningful concessions, whilst triggering the threat of diplomatic retaliation by the major trading powers.  相似文献

In May 1977, in a public forum, President Jimmy Carter laid out the foundations of a distinctive foreign policy programme for the United States. He offered a striking shift away from the Cold War realpolitik of previous American administrations. Human rights, he declared, would be a central component of United States foreign policy. The growing instability in Central America, especially in Nicaragua, during Carter's term of office provided a major test of his Administration's new programme. And its ultimate response to Nicaraguan instability thus provides key insight into the strengths and weaknesses of the thirty-ninth President's attempt to move beyond traditional, hard-line Cold War diplomacy.  相似文献

The period known as the “Emergency” in India—June 1975 to March 1977—is widely recognised as one of the darkest episodes in the nation’s 70-year history. Fundamental rights were suspended, whilst the courts had little or no authority. The security services received emergency powers to make arrests without explanation. Although the political, social, and economic history of the Emergency remains well known, there is nothing on the international history of this period. This analysis provides the first contribution to its diplomatic history. Examining the role played by the United States and Britain, in particular, finds basis largely on declassified papers available in the Indian, American, and British national archives as well as a survey of over 300 newspaper articles on and around the Indian Emergency.  相似文献

This article recovers states’ discursive practices regarding “international terrorism” in the 1930s. It examines the internal conditions of the discourse of terrorism among states in this period with a particular focus on its conspiratorial elements and suggests external conditions for this discourse’s emergence and order. Furthermore, it points to continuities and discontinuities between the 1930s discursive series and the constituent discursive forms of the contemporary global terrorism dispositif – an assemblage of power practices which bear on individual human bodies, populations or (rogue or fragile) states and which are all strategically oriented through the concept of terrorism. The purpose of such a genealogical history is to expand the space of dissent to power practices in the dominant structures of (terrorism) knowledge by problematising their object and the ways in which these formations are productive of human subjectivity.  相似文献

Since the advent of the Good Friday peace agreement, violence associated with dissident Irish Republican groups continues to present major security challenges. While there has not been a tragedy on the scale of the 1998 Omagh bombing, the level of violent dissident Republican (VDR) activity has risen steadily in frequency since then, and in 2010 reached unprecedented levels. This article presents findings from the VDR Project at the International Center for the Study of Terrorism at Pennsylvania State University. The research is based on the extensive identification, collection, and analysis of open source material examining the nature and extent of VDR activity from 1997 to 2010. The project analyses data on VDR activity across this period as well as the individuals taking part in these violent events. The data suggests that while originally recruitment was predominantly southern based it is now more focused on Northern Ireland. Analysis of the data also indicates that the VDR leadership continues to recruit individuals with skill-sets to serve the movement's aims.  相似文献
