In the liberal concept of a ‘democratic civil peace’, an idealistic understanding of democratic stabilization and pacification prevails: democracy is seen to guarantee political stability and social peace by offering comprehensive representation and participation in political decisions while producing outcomes broadly in accordance with the common interest of society. This contrasts with the procedural quality and the material achievements of most, if not all, really existing democracies. South America is paradigmatic. Here, the legitimation of liberal democracy through both procedure and performance is weak and yet ‘third wave democracies’ have managed to survive even harsh economic and political crises. The article presents a conceptual framework to analyse historically specific patterns of democratic stabilization and pacification. Analyses of the processes of socio-political destabilization and re-stabilization in Argentina and Ecuador since the late 1990s show how a ‘de-idealized’ perspective on the democratic civil peace helps explain the viability of democratic regimes that systematically deviate from the ideal-type conditions for democratic survival that have been proposed in the literature.  相似文献

In the June 1967 Arab-Israeli War, Egypt shocked the world with its atrocious performance in battle, only to stun the world again with its remarkable military turnaround in the October 1973 war. Existing studies, which emphasize culture, social structure, and regime type, have a difficult time explaining why this single autocratic state, in such a short period of time, exhibited such extremes in its military competence. None can explain both why Egypt performed so poorly in 1967 and improved so significantly in 1973. Other explanations such as military strategy and learning explain the puzzle in part, but they alone cannot account for the outcome. This article presents a theory that accounts for the divergence in effectiveness, focusing on underlying differences in the fabric of the autocratic regime. It argues that changes in the balance of civil-military power in the state—born from more fundamental differences in domestic politics in the autocracy—shaped three areas of military activity critical to military effectiveness: strategic assessment, command, and control, and leadership. In developing this argument, the article both contributes to growing scholarship on the sources of states' military effectiveness and explains why Egypt's performance varied so significantly in these historically consequential wars.  相似文献

This article discusses the difficulties of reaching relatively poor populations with labour-saving technologies. Taking the case of milling and dehulling technologies in Senegal and The Gambia, it presents a simple analytic model that helps to explain why the vast majority of these labour-saving machines are under-utilised in rural areas. Though donors continue to support such projects widely, in few cases do they provide significant benefits to the broad population in the short term, and nor are they sustainable in the longer term. The key constraint is the lack of effective demand, owing to rural women's limited income-generating opportunities. In the time saved by using a machine to dehull or mill their coarse grains, they are unable to earn enough money even to pay the fees to use the machine, much less to earna surplus.  相似文献

Recent studies of comparative presidentialism have emphasized the importance of informal relationships between presidents and other political actors in explaining how presidents build governing coalitions. What has generally been under-investigated in the literature is how the characteristics of “presidents as agents” impact how they interact with other political actors – in particular, how presidents relate to their cabinets in terms of turnover and inclusiveness. We hypothesize that presidents who were former rebel leaders will behave very differently from presidents that do not have such backgrounds. To test our hypotheses, we collected data from 36 countries that are classified either as presidential or semi-presidential systems in Africa with 93 individual presidential administrations from 1990 to 2009. We found that presidents who were former rebel leaders were less likely to have major cabinet turnovers than other presidents. However, former rebel leaders did not have less politically inclusive cabinets (at least in partisan terms) but did have less ethnically inclusive cabinets than presidents with other backgrounds. The results suggest that agent characteristics, that is, the previous experiences of the president as a decision maker, are as important as the structural constraints he or she faces.  相似文献

This study examines the effects of framing on how citizens use value language to explain their views on political issues. An experiment simulated exposure to framing in media coverage of gay rights. The results show that participants who received an "equality" frame were particularly likely to explain their views on gay rights in terms of equality and that participants who received a "morality" frame were particularly likely to cast their opinions in the language of morality. A closer examination, however, showed that exposure to the frames encouraged participants to use value language not only in ways suggested by the frames but also in ways that challenged the frames. Moreover, the results indicated that exposure to the "morality" frame interfered with the impact of the "equality" frame, suggesting that the presence of alternative frames can dampen framing effects.  相似文献

Political strategies of external support to democratization are contrasted and critically examined in respect of the United States and European Union. The analysis begins by defining its terms of reference and addresses the question of what it means to have a strategy. The account briefly notes the goals lying behind democratization support and their relationship with the wider foreign policy process, before considering what a successful strategy would look like and how that relates to the selection of candidates. The literature's attempts to identify strategy and its recommendations for better strategies are compared and assessed. Overall, the article argues that the question of political strategies of external support for democratization raises several distinct but related issues including the who?, what?, why?, and how? On one level, strategic choices can be expected to echo the comparative advantage of the "supporter." On a different level, the strategies cannot be divorced from the larger foreign policy framework. While it is correct to say that any sound strategy for support should be grounded in a theoretical understanding of democratization, the literature on strategies reveals something even more fundamental: divergent views about the nature of politics itself. The recommendations there certainly pinpoint weaknesses in the actual strategies of the United States and Europe but they have their own limitations too. In particular, in a world of increasing multi-level governance strategies for supporting democratization should go beyond preoccupation with just an "outside-in" approach.  相似文献

A divide has opened up between offensive and defensive realism as to the relative scarcity of security in the international system, with powerful implications for the vision each approach offers about the nature of international politics. Yet we still do not understand why the two diverge given their common neorealist foundations. This article reviews implicit, explicit, and other potential explanations of that difference—the relationship between power and security, the offense-defense balance, the prevalence and efficiency of balancing vs. bandwagoning, and the role played by uncertainty in decision-making—and finds them lacking in their ability to provide an adequate account that is systemic and structural in nature, does not violate arguments the scholars have made in practice, and does not confuse cause with effect. Finding prior efforts lacking, this article proposes that the distinction could be logically rooted in material scarcity, a familiar theme in realism historically that has been ignored in more recent formulations. Drawing a distinction between a “dangerous world” in which uncertainty is the core problem and a “competitive world” in which scarcity bedevils state relations helps explain where offensive and defensive realism both diverge and converge.  相似文献

Drawing on Lenin's writings, the commentary of Soviet specialists, and the work of those who focus on the special character of violence, this article discusses Lenin's views on violence over his lifetime, his distinction among different types of violence, his policies and their results, and finally the doubts about his practices that he ultimately expressed near the end of his life. Beginning in the tsarist era with Lenin's campaign among his fellow revolutionaries to reject individual terror in favor of mass violence, it follows him into power as he put his tenets into practice and finally into his introspective retirement. It discusses how, oblivious to developing danger he unleashed mass violence and prodded it to action in the service of the revolutionary state; why he refused to incorporate safeguards against runaway violence; and how, as its deleterious effects became manifest, he continued to employ violence as both instrument of choice and substitute for legitimate authority. It shows that Lenin evinced an addiction to violence that caused him to overlook or foreclose other, less radical, political methods for accomplishing his goals. We see that Lenin's evident belief in the efficacy and controllability of violence blinded him to its potentially counterproductive and even disastrous effects. The state that resulted from Lenin's policies was not what he had envisaged, and not the result of a preconceived plan. But equally it did not emerge as the simple product of ineluctable circumstances defeating a hapless Lenin. Lenin made a series of policy choices ‐ none foreordained by circumstance ‐ which yielded an authoritarian state grounded in violence. These choices were explicitly contested by prominent contemporaries within and outside of the Bolshevik government, who correctly and vocally predicted the results which were becoming clearly visible during Lenin's tenure. Lenin chose to ignore the results, reject the alternatives and silence the critics, decisions he himself came to regret.  相似文献

Abstract

This study explored the meanings people attribute to talking about living with HIV/AIDS. Framed by interpersonal and health communication scholarship based on disclosure and the meanings of talk about illness, people living with HIV/AIDS are asked to describe how and why they discussed their health condition with others. Interviews (focus group and one-on-one) were conducted with 120 people living with HIV/AIDS. A grounded theory analysis of the interviews revealed how communication about HIV/AIDS may be particularly meaningful because it is something people feel they can control during what is already a highly stressful and turbulent time. However, attempts to manage communication are challenged by constraints imposed by others, such as unfavourable and unpredictable reactions to disclosure, which ultimately place limits on how people living with HIV/AIDS control information about them.  相似文献

Most international organizations (IOs) expand their membership over the course of their lifespan. Although these enlargements tend to be heralded as normatively positive — for the IOs themselves, for the new members, and for cooperative outcomes more generally — expansions can also lead to conflicts in the organization. What conditions lead to enlargement rounds that reshape an organization in unexpected ways? We argue that, depending upon the diversity of the initial group of countries, members may vote to admit new entrants that can tilt organizational decision-making in unexpected directions. We anticipate fewer enlargements with lesser impact on the character of the organization among organizations that have either a smaller range of founding members or a relatively even initial dispersion. We develop an agent-based model that accounts for the complex decision-making environment and social dynamics that typify IO accession processes. The model helps us explain how the nature of decision-making in organizations can shift following enlargement, likely changing the organization’s output and goals.  相似文献

The question of why individuals vote, the so-called “paradox of voting”, has been a crucial debate within political science, conceived deductively as an interaction between costs, benefits, and, as some argue, duties. This article situates the question of why individuals vote within the context of extra-territorial elections, focusing on how and why those who acquire citizenship kin-states participate in kin-state elections following citizenship acquisition, while continuing to reside outside of the kin-state. The article uses the case of newly acquired Romanian citizens in Moldova, who have never resided in nor intend to reside in Romania, to unpack whether, how, and why individuals acquiring Romanian citizenship in Moldova vote in Romanian elections. The article uses an interpretive and inductive approach to explore from the bottom up both the experiences of and motivations for political participation of extra-territorial citizens. The article finds, unexpectedly, how those acquiring Romanian citizenship in Moldova are motivated by a duty to participate. Overall, the article argues for a relational and reciprocal understanding of citizenship and voting, which focuses on the relationship between the kin-state, facilitating citizenship as a right, and the kin-citizen, performing their duty to vote.  相似文献

Popular and academic discourses frame civil society as a key factor that prevented Tunisia from following the unfortunate path of other “Arab Spring” states. But while such discourses tend to portray it as a monolithic political force, Tunisian civil society comprises a diverse range of different types of actors with different backgrounds, interests, views and approaches towards activism. Drawing upon interviews with Tunisian activists, this article maps a range of tensions within Tunisian secular civil society along these lines and sets out to explain their origins. Notably, it identifies a generational division between those activists that started to engage in the late 2000s or during and after the 2011 ouster of Ben Ali and those who were already active before. This division is based on a range of factors, including a sense of entitlement to the leadership of post-2011 Tunisian civil society on both sides, a lack of mutual respect for and trust in each other as well as differences regarding practices and priorities of civil society engagement.  相似文献

Taiwan's Kuomintang (KMT) lost badly in the 2016 elections. The KMT had not garnered favorable public opinion under the previous president, Ma Ying-jeou. Nor were Ma and his party seen as promoting a vision to put Taiwan first. Consequently, they were defeated soundly by the Democratic Progressive Party. This article addresses how the parties differ historically and why it matters what direction Taiwan's leadership takes in the future.  相似文献

This article analyzes combatants’ accounts of their engagement with the Communist Party of Nepal, Maoist—CPN (M). We use Self-Categorization Theory (SCT) as a framework and thematic analysis as a method to examine how social relationships and contextual factors contributed to political party identification during the ten-year-long Maoist insurgency in Nepal. Based on the study of autobiographical narratives written by Nepali Maoist combatants, we demonstrate that a) key social and political experiences cumulatively evoked feeling positively inclined to partisan attachment; b) CPN (M) party ideology, which was presented as a cure-all to socio-political difficulties, actuated the predisposed people’s partisan alignment; c) families were largely unsupportive of their members’ intention to take part in the war; and when they participated, the family responded with antagonism; and d) party ideologues of the CPN (M), who met the partisan-leaning individuals as close friends, accelerated and sustained their friends’ motivation to become involved in the armed conflict. Together the findings culminate in a view that engagement with CPN (M) during the insurgency occurred despite resistance from family and increased exponentially because of societal and political experiences, the strong appeal of party ideology, and social network dynamics.  相似文献

The present study uses frame analysis and in-depth interviews to explore the presidential primary campaign videocassettes of Gary Bauer, Bill Bradley, George W. Bush, Steve Forbes, Al Gore, and John McCain. While the candidates used a variety of frames, all six videos shared one frame: mass media as supplier of candidate validation. Interviews with the producers of the videos confirmed data from the frame analysis and aided in understanding how and why the frames were used. The study lends insight into how the candidates chose to shape the images that they first presented to the public.  相似文献

ABSTRACT

Current studies on NATO burden sharing are only able to show some weak statistical trends between selective variables; they are unable to explain and show why this trend exists and why it occurred at particular times (or not). This is due to the dominant deductive and hypothesis testing research designs that prevent researchers to produce richer causal explanations or intersubjective understandings of how states, for example, construct and assign meaning to burdens or what forms of social representation, values, norms and ideals influence the making of (national) burden sharing decisions. Thus, we charge, the literature needs to adopt an eclecticist approach to studying NATO burden sharing – that is to combine rationalist with sociological approaches and methodologies highlighting the importance of intersubjective meanings and the role of social forces, norms, beliefs, and values. The article lays out what such a research programme might look like and how one could operationalise it.  相似文献

It is estimated that over 20,000 people have died in civil conflict in Algeria since January, 1992, and no resolution is in sight. This article analyzes the current state of civil violence in Algeria in terms of a theory of collective rebellious behaviour stressing falsification of public preferences, adapted from the work of Timur Kuran. The theory links social and psychological factors to explain why the outcome of the political challenge mounted by radical Islamic groups has been stalemate rather than an Islamic revolution or the restoration of stable authoritarianism. It suggests that the outcome of the struggle in Algeria is unpredictable.  相似文献

Many of the armed conflicts after World War II have had female fighters, such as El Salvador, Eritrea, Guatemala, Sierra Leone and Sri Lanka. In the disarmament, demobilisation and reintegration (DDR) process that followed the signing of the Guatemalan peace accord in 1996, altogether 766 women were demobilised. This article seeks to explain why some of these women became politically and socially active in the post-conflict peacebuilding phase, whereas others did not. Contrary to the negative experiences of female ex-fighters from Sierra Leone and West Africa, the article points out that the Guatemalan female ex-fighters preserved a positive group identity developed during the war. In particular, the war experiences represented an asset for social and political participation to those of the female ex-fighters that reintegrated collectively—together with their male ex-combatants. The article concludes that future DDR programming should take into account the importance of group identity and the needs and the own wishes of female ex-fighters from different war contexts.  相似文献

An opportunity exists to assess the limitations in building long-term peace in post-conflict states, particularly given the extent to which negotiated settlements incorporate demands for democratic mechanisms. By assessing how post-conflict governments construct new majorities through policy tools as well as assessing how they are constrained by the structural realities of negotiated settlements, we gain some purchase on the reasons why some post-conflict state projects succeed while others fail. This has potentially transformative implications for our understanding of how social contracts, and their attendant issues of consent, dissent, and legitimacy, operate in the modern world and the ways they impact such critical discussions as democratic transition, post-conflict reconciliation, and nation-building. We use the case of post-apartheid South Africa to analyse how post-conflict states are limited in terms of forging social contracts among citizens and between citizens and governments. Of specific interest is the way that post-conflict social contracting compels nation-builders to eschew the uncertainties of viable electoral democracy in favour of dominant party regimes or electoral authoritarianism. We suggest that this tension is less a result of pecuniary interest on the part of nation-builders and more a consequence of the imperfections of the modern social contracting process.  相似文献

Why do some refugee flows cause conflict in the host state and others do not? Drawing on bargaining models of war, I argue refugees are especially likely to cause conflict when they alter the host state's ethnic balance of power. More specifically, I explain why multiple informational and commitment problems arise when refugee flows produce a rapid shift in relative power between ethnic groups. As an empirical strategy, I examine a unique controlled comparison made possible by the influx of Kosovar refugees into Albania and Macedonia in 1999 that eliminates over a dozen competing explanations for civil conflict. I then use process tracing to demonstrate how a change in relative power between ethnic groups fostered violence in Macedonia, whereas the preservation of the ethnic balance facilitated a peaceful refugee flow into Albania. This evidence, though tentative, indicates that a refugee flow's effect on the host state's ethnic balance of power can help explain whether the state experiences peace or conflict.  相似文献
