This paper investigates the risk presumably involved in the narratives of non-Western international relations theory (IRT) by focusing on a similar historical case in Japan. It reveals the risk of uncritically accepted geographical division, and particularly focuses on the discourses of the Kyoto School's theory of world history as an example of non-Western narratives in the past, which was to ‘overcome’ the Western civilization similar to the contemporary non-Western IRT. However, they are also infamous for providing justification for the wartime regime in Japan for their aggression in the Asian continent. What is the connection between their philosophy and support for the imperialist regime? If there is a connection between them, is there any possibility of the resurrection of the same results in the case of non-Western IRT? To answer these questions, the article introduces the philosophy of Tosaka Jun who was critical of the School but, unlike Kyoto School philosophers, stubbornly fought against the mainstream politics of the time.  相似文献

Britain’s vote to leave the EU has raised more questions than answers, which is ironic given that David Cameron’s aim for the referendum was to settle the European question in British politics. The outcome, which reflected a range of causes, leaves significant uncertainties overhanging UK politics, UK-EU relations and wider European politics. It is likely that the confused outcome of the referendum and the technicalities of Brexit mean that for both the UK and the EU future relations will resemble fifty shades of grey rather than some black and white division of in or out.  相似文献

Normative power can be defined as the ability to govern interdependencies by means of rules, regimes and compliance strategies. This paper presents two case studies in security governance—international responsibility to protect in Sudan and counter-proliferation policies towards Iran’s nuclear programme—to evaluate the degree of normative convergence between China and Europe. It concludes that there are still major differences between Europe and China on employing normative strategies in security governance but that both modes of governance and identities as security actors are mobile so that the trend is towards convergence, albeit with some distance still to travel.  相似文献

This article responds to previous efforts to calculate diplomatic prestige while adapting these methodologies to the exigencies of digital diplomacy. In particular, we are interested in how digital diplomacy provides opportunities for diplomatic actors lacking in material resources to overcome prestige deficits. We adapt approaches used in earlier studies to calculate the material and ideational components of diplomatic prestige to the online sphere—in terms of presence, centrality and perceptions. By analysing the twitter accounts of 67 foreign ministries and 33 United Nations missions, we find that the traditional markers of diplomatic prestige do not automatically translate online, and that significant effort is required to maintain prestige in online diplomatic networks. We also find that the flexibility and transience of online networks do allow diplomatic actors a degree of prestige mobility. Hence, this study is highly significant for understanding how prestige is managed and strategically influenced in digital diplomacy.  相似文献

Japan's role during the Cambodian peace process after 1989 is often considered a successful case of post-Second World War Japanese diplomacy. In contrast to claims in the existing literature that Japan began to consider and initiated its involvement in the settlement only beginning in the late 1980s, this article demonstrates that Tokyo's role built upon a diplomatic platform that the Japanese had constructed through peace efforts since the Cambodian conflict erupted in 1979. The policy framework, objectives and initiatives of Japan's Cambodia diplomacy during the peace process represented the culmination of a ten-year diplomatic endeavour. Ultimately, Japan's involvement in the Cambodian settlement, guided by its Southeast Asia strategy of promoting coexistence and cooperation between ASEAN and Indochina, legitimated and favoured Japan's attempts to expand its post-Cold War role in regional political and security affairs.  相似文献

Why was Britain so reluctant to use the tools of cultural diplomacy for the cold war? First, the habits of administration and the effects of war encouraged a compartmentalization of effort. There was no obvious point at which to construct an overview or a strategy which could match the Soviet enterprise. Second, the dissolution of the empire exposed the racism and ethnic tensions which had existed in both the United Kingdom and its colonies. Policymakers appeared to be pursuing incompatible objectives. They found it difficult to think about post‐colonial influence except in terms of a policy for the Commonwealth, but also to construct such a line of action. The insubstantiality of cultural diplomacy is part of the trauma of losing great power status. Arab nationalism was the major force which prompted government into action on cultural affairs. Under the impact of the financial crisis, the growth of the Japanese economy began to slow down from the end of 2007. To cope with the crisis, the Japanese government put forward large-scale economic stimulus plans with the emphasis on improving people's livelihood, expanding employment, propping up small and medium-sized enterprises (SMEs) and improving the environment. The plans have a dual role: on the one hand, they serve to deal with the current grim economic impact from the outside; on the other, they are aimed at seeking a solution to the inherent and long-term internal contradictions in the economic structure.  相似文献

This article evaluates the meetings of the Russian Tsar Peter I and the English King William III in 1697–98 as the high point of Russia's 18‐month Great Embassy to western Europe. The emphasis is on the diplomatic aspects of Anglo‐Russian summits as well as on their results for international relations and diplomacy in Europe with particular focus on dramatic changes in Russia's attitude to international cooperation. Reform of Russian diplomatic machinery, enacted by Peter I as a follow‐up of his European journey, were as well to a great degree motivated by his personal contacts with William III and his English and Dutch diplomatic advisors. Based on British and Russian archival sources, the article attempts to prove that Anglo‐Russian summitry, and, in the first place, the rendezvous in Utrecht (1 September 1697, old style), signified Russia's intention to acquiesce to the raison d'etat principle in international relations and in practical diplomatic behaviour, thus abandoning religious and political prejudices that had kept Russians on the periphery of European diplomacy.  相似文献

The European Union has advanced further down the road of regionalism and economic integration than the Asian Pacific region, which has begun to develop new forms of regional identity. This paper broadly compares and contrasts European and Asian perceptions and practices of regionalism, arguing that while both regions share some common goals, there are in fact important differences in evolution, format and kind which differentiate the two experiences. In addition, the paper examines some of the key characteristics and issues faced by the Europeans in their regionalist experiment, such as institutionalisation, leadership, economic challenges and popular support, and examines the extent to which they might be relevant to what is happening in the Asian Pacific region.  相似文献

At the time of writing, representatives from Iran and the E3/EU+3 are trying to work out an agreement that will guarantee that Iran’s controversial nuclear programme, widely suspected of having a military purpose, serves only peaceful ends. As the negotiations enter their most crucial phase, the time is ripe to attempt an assessment of the role played by the only actor, besides Iran, that has been on stage since it all began over ten years ago: Europe. Throughout this long drama, Europe’s performance has had some brilliant moments. Yet the quality of its acting has decreased as a new protagonist, the US, has come on stage. Abstract

The article examines the reactions of selected European states to the US-performed ‘reset’ in relations with Russia and explores the ways in which they have been adapting to the new set-up. The article is divided into three parts: after the discussion of the substantive continuity and limited change in US foreign and security policy (USFSP), the multilateral and bilateral dimensions of USFSP procedure are examined through John Ruggie's theoretical observations. The second part of the article deals with implications of the USFSP for Central-Eastern European countries. This part begins with a discussion of Russian attempts to wheedle Europe into embracing its plans for new European security architecture. The next section sheds light on the unexpected process of strategic realignment of the region (USA/NATO/EU/CSDP) and simultaneous transformation of the special relationship with the USA into ‘normal life’. The third part of the article tackles the implications of heightened US–Russian bilateralism for Germany. Authors' findings, many of them based on conducted elite interviews, suggest the contrary process, namely Germany's strengthened multilateral commitment to the EU and specifically to European Security and Defence Policy, limiting the bilateral option to energy trade with Russia. The 'Tilea Affair' of March 1939 is among the most contentious of the short-term events leading to the Second World War. V.V. Tilea, the Romanian minister in London, brought information to the British Foreign Office, about an alleged German threat to his country. The guarantee to Poland soon followed and, in turn, the outbreak of the war. This article examines the evidence offered by contemporary British witnesses, the ensuing historical controversy - bringing to bear a variety of new revelations, including materials derived from the author's acquaintance with Tilea - and the present state of historical knowledge. It concludes that closure can be applied to most aspects of the 'Tilea Affair'.  相似文献

This article sets out to inquire whether or not—political desiderata apart—genuine intercultural dialogue is feasible between Europe and East Asia, and if so, in which subject areas this could be done productively. It therefore examines the underlying value patterns which are grounded in religious traditions on both sides. It retraces the consequences which Communist rule had (and continues to have) on religious practice and ethnic identities of affected societies, and reviews the salient inter-ethnic and inter-religious conflicts which surfaced during the past quarter century on both continents. This is done in order to be able to qualify empirically Huntington’s theory on predominantly cultural clashes between civilizations. In conclusion we find a large measure of congruence between normative values of Christianity and Buddhism and between the secularized work ethics of Confucianism and of (Calvinist) Protestantism, so as to permit a meeting of minds. Conflicts were caused by the religious and ethnic suppression by Communist regimes (Soviet Union, China, N. Korea, Vietnam, Cambodia), by other authoritarian regimes (post Communist Serbia and Russia, Myanmar), and by nationalist: chauvinism. Conflicts between cultures (Bosnia, Nagorno Karabach, Abkhazia, Chechnya, Eastern Indonesia, East Timor, Pattani, Mindanao, Tibet, Xinjiang) occured as well as within them (Transnistria, Tajikistan, Uzbekistan, Aceh). Huntington is thus frequently right, but not universally so. Moreover open conflicts on the two continents have rather been limited in extent and mostly took place in peripheral regions. Coexistence with Muslims is difficult both in Europe and in East Asia. But more often than not they appear as victims of aggression (Bosnia, Chechnya, Xinjiang, Pattani, the Cham) rather than as its perpetrators (Northern Cyprus, East Timor, Eastern Indonesia, and Al Quaida linked terrorism in the UK, Spain, Bali and Mindanao). In view of common values and similar problems, dialogue and cooperation should—and are—perfectly possible and potentially productive on a wide range of subjects, starting from conflict management and prevention, confidence building and reconciliation, to grand subjects of managing the consequences of globalization, of global security, of sharing experiences on regional integration, of lessons to be learned from development cooperation, on environmental protection and resource conservation, and on solving common demographic problems. Based on a quantitative content analysis of Irish Times newspaper articles, this study investigates how Irish relief and development NGOs were linked with the concepts of legitimacy and accountability in newspaper coverage between 1994 and 2009. Key findings included that NGO accountability received more coverage than NGO legitimacy, and “principal-agent” approaches to NGO accountability received more coverage than “stakeholder” approaches. Employing the media theories of agenda-setting and priming, one can infer that Irish Times readers might be more likely to evaluate Irish NGOs in terms of accountability than legitimacy and to consider NGO accountability in principal-agent rather than stakeholder terms.  相似文献
